IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON , CALIFORNIA. COUNCIL PRESENT: Furlong, Anderson, Poxon, Trowbridge, Mai1liard COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by" Anderson, seconded by Trowbridge, that the minutes of June 1, 1954, be approved as written and submitted. Motion carried. Communication from Allis-Chalmers Manufacturing Co. requesting a permit to haul refuse from the premises at 4440 E. 49th Street over the public streets to an . authorized <hunp or incinerator outside of Vernon, was read. It was moved by" Trowbridge, seconded by" Mailliard, that the request of Allis-Chalmers Manufacturing Co. be approved and permit granted. H>tion carried. Communication from Norris-Thermador Corporation requesting a permit to haul refuse from the premises at 5215 So. Boyle Avenue over the public streets to an authorized <hunp or incinerator outside of Vernon, was read. It was moved by Anderson, seconded by" Poxon, that the request of Norris- Thermador Colporation be approved and permit granted. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to send L. A. Harris, Fire Alarm Captain, to attend the California Police Radio Association meeting to be held in ws Angeles, California, Friday, June 25, 1954, with an expense allowance of $5.00, was read. It was moved by" Trowbridge, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to advance Kermeth Irwin from Hoseman Class 4 to Class 3 at a salary of $363.00 per month, effective July 1, 1954, was read. It was moved by Trowbridge, seconded by" Poxon, that the recommendation of the Fire Chief be approved and permit granted to The Commercial Tire Company. Motion carried. Communication from John S. Simpson, employee of Southern CaJ.:i.t'omia Edison Company, requesting permission to occupy Olympic Cottage in the rear of the City Hall property, was read. It was moved by" An:ierson, seconded by TroWbridge, that Mr. John S. Simpson be granted permission to oCCUPy" Olympic Cottage in the rear of the City Hall property at the pleasure of the City Council. Motion carried. Communication from W. B. Hollingworth, City Engineer, submitting vacation schedule for year 1954 of the Engineering, Water and Street Departments, was read. It was moved by Anderson, seconded by Trowbridge, that vacation schedule for y"ear 1954 of the Engineering, Water and Street Departments, be received and fUed. Motion carried. Comnunication from the County- of Los Angeles 1954 Grand Jury urging the enact- ment of an ordinance in regard to the refusal of any public enp10yee to tes1iify under oath before the County Grand Jury in a County- Grand Jury investigation of governmental bribery or misconduct in public office.. was read. , It was moved by Anderson.. seconded by Poxon.. that communicat.ion from the County of Los Angeles 1954 Grand Jury be referred to the City Clerk for answering. City Engineer.. in regard. to bids received for the construction of asphalt concrete pavement resurfacing.. and appurtenances in 38th street from Santa Fe Avenue to Alameda Street.. in accordance with Specifications No. 178 and City Engineer's Drawing Plan No. .13-1292, was read. City Engineer recommended that the Contract be awarded to the low bidder.. C. O. Sparks.. Inc. and Mundo Engineering Co... at a total cost of 129..882.85. It was moved by Trowbridge.. seconded by Mailliard.. that the recommendation of the City Engineer be approved. Motion carried. Resolution No. 1756 - A Resolution of the City Council of the City of Vernon awarding Contract to C. O. Sparks.. Inc. and Mundo Engineering Co. (Joint Venture of California Corporations) for the construction of asphalt concrete pavement resurfacing and appurtenances in 38th Street from Santa Fe Avenue to Alameda Street in accordance with Specifications No. 178 and City Engineer's Drawing Plan No. .13-1292.. of said City" was read. It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1756 be approved am adopted. Motion carried. Ayes: Furlong, Anderson, Poxon, Trowbridge, Mailliard. Noes: None Absent: None Communications from Troy Industrial Products and Calder & Fox reQ)lesting curb painting at 2241 E. 38th Street, were read. It was moved by Anderson, seconded by Poxon, that the City Clerk be ins1iructed to notify Troy Industrial Products and Calder & Fox that contract was let for the resurfacing and curb repairs in E. 38th Street on June 15, 1954, and that their requests will be held in abeyance until the work is completed. Motion carried. C01l1Il'Dmication from Quinton Engineers, Ltd. submitting a proposal for Engineer- ing Services for a Traffic Survey, was read. It was moved by Anderson, seconded by Poxon, that proposal from Quinton Engineers, Ltd. be referred to the Budget & Finance Committee. Motion carried. Communication from Julius Drexler reQ)lesting a temporary permit to conduct an experiment with ashes from the L. A. By-Products Company on their premises at 2676 E. 26th Street, was read. It was moved by Poxon, seconded by Ma.illiard, that the reQ)les1i of Julius Drexler be approved and permit granted. Motion carried. Communication from Mr. George Skalsky requesting permission to take yearly vacation beginning June 28, 1954, was read. It was moved by MAilliard, seconded by Anderson, that the reQ)les1i of Mr. George Skalsky be approved. Motion carried. Motion carried. Communication from R. H. Bockhacker, Acting Police Chief, requesting permission to secure various publications for police training at an approximate cost of #.36.00, was read. It was moved by Poxon, seconded by .Anderson, that the request of the Acting Police Chief be approved. Motion carried. Comnumication from L. C. Husted, Fire Chief, requesting permission to elli?loy Mr. Nolan Simensen as Hosernan Class 4, effective July 1, 1954, was read. - It was moved by Poxon, seconded by Trowbridge, that the request of the Fire Chief be approved. Motion oarried. Comnumication and report from R. H. Bockhacker, Acting Police Chief, advising that Ray Davis Service Station Maintenance has moved out of the City of Vemon, was read. It was moved by Anderson, seconded by Poxon, that communication and report from Acting Police Chief be received and filed. Motion carried. Communication from Citizens National Trust & Savings Bank advising that the rate on the Cityfs Certificate of Deposit will be reduced from l!% to 1l%, effective July 1, 1954, was read. . It was moved by Anderson, seconded by Poxon, that communication from Citizens National Trust & Savings Bank be referred to the City Attomey. Motion carried. Communication from Pacific Fleet Systems requesting that their name be added to the Bodily Injury and Property Damage liability policy on the City of Vemon police cars as additional insured, with no change in premium or coverage, was read. It was moved by Poxon, seconded by Trowbridge, that the request of Pacific Fleet Systems be approved. Motion carried. Communication from W. B. Hollingworth, City Engineer, recommending that Mr. Bemardo V. A1meraz, an eD1:>loyee of the Street Department, be granted a leave of absence without pay for ninety days, effective June 15, 1954, was read. It was moved by Anderson, seconded by Trowbridge, that the recommendation of the City Engineer be approved. Motion carried. Copy of a letter from Carson B. Hubbard, City Attomey, addressed to Gibson, Dunn & Crutcher, in regard to opening of Hawthome Avenue and St. Charles Avenue in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that copy of a letter from the City Attomey addressed to Gibson, Dunn & Crutcher be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, advising that effective July 1, 1954; he has requested that all men in the Fire Department 'Who are called upon to drive any fire apparatus shall have a valid Class .'An Cha.u:ffeurfs License, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be eoq>lied wi. th by all men in the Fire Department in said category. Motion carried. Report of the Police Department was presented. It was moved by Anderson, seconded by Trowbridge, that the report of the Police Department be received and filed. Motion carried. Communication from Frank E. Clark, Fireman, enclosing a copy of a letter submitted to the CaJ.ifomia State Retirement System applying for his disability retire- ment, was read.
