It was moved by Anderson, seconded by Poxon, that the minutes of June 15, 1954, be approved as written and submitted. Motion carried. Communication from Gar Hastings Equipment Co. requesting a permit to conduct a business of selling and servicing motor truck equipment, mainly refrigeration and assembling of truck refrigeration, at 2055 East 27th Street, was read. It was moved by Trowbridge, seconded by Poxon, that the request of Gar Hastings Equipment Co. be approved and permit granted. Motion carried. Communication from Pane lite Mfg. Corp. requesting a permit to conduct a bus- iness of manufacturing laminated metal sheets at 4608 Alcoa Avenue, was read. It was moved byPoxon, seconded by Trmroridge, that the request of Panelite Mfg. Corp. be referred to the Fire Department for investigation and report. Motion carried. Communication from CID Letter Service requesting a permit to conduct a business of general letter shop services consisting of typing, addressing, mailing and mimeograph- ing, at 4555 Produce Plaza, was read. It was moved by Anderson, seconded by Poxen, that the request of CID Letter Service be approved and permit granted. Motion carried. Communication and report from L. C. Husted, Fire Chief, recol1U1lending that Safstrom Meat Company be granted a permit to conduct a business of producing primal cuts and fabricated cow cuts at 4622 Alcoa Avenue, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Fire Chief be approved and permit granted to Safstrom Meat Company. Motion carried. Communication from Western Gasket and Packing Company requesting curb painting at 2331 East 27th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Western Gasket and Packing Company be referred to the Police DepartIlBIlt with power to act. Motion carried. Communication from Fairbanks, Morse & Co. requesting a loading zone at their parking lot on 46th Street, was read. Products Inc. requesting a permit to haul refuse from the premi.ses at 4444 Pacific Blvd. over the public streets to an authorized dump or incinerator outside of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Fibreboard Products Inc. be approved and permit granted. Motion carried. Communication frOll1 L. C. Husted, Fire Chief, requesting permission to send Captain L. C. Newman and Chief B. F. Kirk to Los Angeles County Fire Department on July 14, 1954, to attend the regular monthly meeting of Southern California Conference of Fire Prevention Inspectors,with an expense allowance of $5.00 each, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, submitting a letter from Brigadier General Joseph S. Marriott requesting that S/Sgt. Patrick N. Moorehead, an employee of the Vernon Fire Department, be granted a leave of absence of two weeks for training pur- poses, was read. Fire Chief recomIIJemded that the request be granted without loss of ptq to Fireman Moorehead. It was moved by Trowbridge, seconded by Mailliard, that the recommendation of the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, advising that Kenneth D. Irwin has completed his six month probationary period in a satisfactory manner, and reco:mm.end- ing that his appointment be made permanent, was read. It was moved by Anderson, seconded by Poxon, that the reco:mm.endation of the Fire Chief be approved. Motion carried. Progress Report No. 94 submitted by IJ.oyd Aldrich, City Engineer, City of Los Angeles, on Hyperion Activated Sludge Plant for period ending June 1, 1954, was received. It was moved by Poxon, seconded by Anderson, that Progress Report No. 94 on Hyperion Activated Sludge Plant for period ending June 1, 1954, be referred to the Vernon City Engineer. Motion carried. Communication & report from W. B. Bollingworth, City Engineer, submitting a request from the Los Angeles County Auditor-Controller for, cancellation of taxes on certain property in connection with the widening of Downey Road from 26th Street to Leonis Blvd., was read. City Engineer recommended that the City Attorney be authorized to approve the request for cancellation of the taxes on said property. It was moved by Poxon, seconded by Anderson, that the reco:mm.endation of the City Engineer be approved and that the City Attorney be authorized to approve the request for cancellation of the taxes on said property. Motion carried. Communication from W. B. Hollingworth, City Engineer, reco:mm.ending that the employment of' Mr. Frank W. I'1eyer as Cha.i.nman, Grade 2, in the Engineering Department at the rate of $275.00 per month, effective June 28, 1954, be approved, was read. It was moved by Anderson, seconded by Poxon, that the reco:mm.endation of the City Engineer be approved. Motion carried. Communication from W. B. Hollingmrth, City Engineer, reco:mm.ending that Mr. R. J. Corella, Punping Plant Operator, Grade No.1, be given an allowance for the use of his automobile in the service of the City based upon the rate of $50.00 per month during the period of time that Mr. C. S. Hopcroft, Water Department Punping Plant Foreman, is away from work due to his illness, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the City Engineer be approved. Motion carried. Communication from Latta and Company requesting the City to pass a resolution endorsing Senate Constitutional .Amendment Number Twenty-three, and enclosing two documents in regard to said Amen~nt, was read. -2- 2D7 7/6/54 It was moved by Trowbridge, seconded by Poxon, that the request of Latta and Conpany be referred to the City Attorney and Administrative Assistant for study. Motion carried. Communications from State Ertployeest Retirement System, John B. Moore, Administrative Assistant, and Carson B. Hubbard, City Attorney, in regard to the applica- tion of Frank E. Clark for disability retirement, were read. City Attorney recommended that the Conncil comply wi. th the request of the State Ertployees t Retirement System for authorization for the supplying of medical information to them by the State Compensation Insurance Fund. It was moved by Anderson, seconded by Poxon, that the recommendation of the City Attorney be approved and that the request of the State Ertployees t Retirement System be complied with. Motion carried. Communication and report from Carl A. Heinze, Consulting Engineer, transmitting check from Southern California Edison Company in the amonnt of $101,217.38 as rental of leased property for period of May 30, 1953 to Hay 29, 1954 in accordance with lease agreement dated February 13, 1937 and amended July 6, 1937, was read. Consulting Engineer reported that the amonnt has been checked and is in agreement with city books. It was moved by Anderson, seconded by Poxon, that the report of the Consulting Engineer be received and filed. Motion carried. Communication and report from Carson B. Hubbard, City Attorney, in regard to application of Charles F. Willard DBA Metal Refiners, Ltd., and advising that }ir. Willard is no longer interested in securing a zone variance, was read. It was moved by Anderson, seconded by Poxon, that the report of the City Attorney be received and filed. Motion carried. Communication and report from Carson B. Hubbard, City Attorney, submitting a copy of Order, insofar as it refers to the City of Vernon, made on Jnne 18, 1954, by the Public Utilities Commission of the State of California, relative to the abandonment of street rails and operation of busses in connection with the Application of the Los Angeles Transit Lines, No. 35248, was read. It was moved by Anderson, seconded by Trowbridge, that the report of the City Attorney together with a copy of Order made on Jnne 18, 1954, by the Public Utilities Commission of the State of California, be received and filed. Motion carried. Conummication and report from G. A. Anderson, City Clerk, in regard to the City Clerks Institute which he attended at Fresno on Jnne 23rd to 25th inclusive, was read. It was moved by Anderson, seconded by Trowbridge, that the report of the City Clerk be received and filed. Motion carried. Communication from R. H. Bockhacker, Acting Chief of Police, recommending that Clerk J. A. Venezia be advanced from Class 4 to Class 3, effective July 16, 1954" was read. Cornnnmication from Continental Can Company, Inc. requesting permission to use propane gas as fuel for their motor driven lift trucks in their warehouse at 4633 Downey Road if all precautions possible were exerted, was read.. It was moved by Anderson, seconded by Poxon, that the City Clerk be instructed to advise Continental Can Company, Inc. that City Ordinance No. 563 prohibits the use of propane gas and to submit a copy of said Ordinance to said Company.
