The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Poxon that the minutes
of August 3, 1951r, be approved as written and submitted. Motion carried.
A Quitclaim Deed prepared by Los Angeles County Flood Control
District in regard to the City of Vernon vacating a portion of Alcoa
Avenue, was read.
It was moved by Anderson, seconded by Poxon that the Quitclaim
Deed submitted by the Los Angeles County Flood Control District be
referred to the City Attorney and Associate City Engineer for checking
and ^report. Motion carried.
Communication from JOM B. Moore, Adiminstrative Assistant,
submitting appraisal report by Robbins Little, on Lots 1 and 2, Tract
No. 3347 and Portion of Lots 7 and 8, 500 Acre Tract of Los Angeles Fruit-
land Assocfation, was read.
It was moved by Anderson, seconded by Poxon, that the appraisal
report be referred toethe Finance Committee for study. Motion carried'.
Comminication from Family Kitchen Corporation requesting approval
to locate a business for the manufacturing and bottling of sudsy ammonia
and liquid starch on property adjacent to 2457 East 30th Street, was read.
It was moved by Anderson, seconded by Trowbridge ..that the request
of Family Kitchen Corporation be approved. Motion carried.
Communication from Intercity Truck & Delivery Service, Inc.,
requesting permit to conduct trucking business at 461+1 Hampton Street,
was read.
It was moved by TrOWbridge, seconded by Anderson, that the request
of Intercity Truck & Delivery Service be referred to the City Attorney.

Communication from Acme Pacific Corporation requesting permit
to conduct business of industrial rubber products at 3344 Leonis
Boulevard, was read.
It was moved by Trowbridge, seconded by Mailliard, that the
request of Acme Pacific Corporation be granted. Motion carried.
Communication from F. J. Smith requesting permit to operate
a 40 table draw poker club at rate of $1000. a year per table, WaS read.
It was moved by Poxon, seconded by Anderson, that the request,
of F.J. Smith be denied due to Ordinance restrictions. Motion carried'.
Communication from Huntington Park Daily Signal inviting City
to participate in their Golden Anniversary Edition, was read.
It was moved by Trowbridge seconded by Mailliard that the City
subscribe to i page of the Golden .An;iversary Edition. Motion carried.

Communication from Vernon Chamber of Commerce requesting
permission to reserve suite of rooms in the Biltmore Hotel in the
name of the City of Vernon during meeting of the Leagua of California
Cities in Los Angeles from October 17 to 20, incl., with all expenses
being borne by the Vernon Chamber of Commerce, was read.
It was moved by Trowbridge, seconded by Poxon that the request
of the Vernpn Chamber orLCommerce be approved. I-lotion carried.
Communication from F. A. Ziemer Assistant Director of Civil
Derense, submitting a communication from the Director of Civil De'ense
or the State of Calmrprnia advising that 25% State contribution is
available for improving City's Attact Warning System, was read.
It was moved by Anderson, seconded by Trowbridge that .llhe
orrer of the Director of Civil Defense or the State or California be
accepted. Motion carried.
C:Ommunication from F. A. Ziemer, Assistant Director or Civil
Defense, submitting communication from Director of Civil Derense or
State of California advising that 25% contribution is available for the
purchase of Base Station Transmitter and Receiver to tie in on the
Statewide fire net, with recommendations thatbthe City does not accept
the Statets participation in the purchase of said eqUipment, was read.
It was moved by Anderson, seconded by Poxon, that upon recomm-
endation of the Assistant Director of Civilian Defense and the Fire
Department the offer be dissaproved. Motion carried.
Communication and report of R.H. Bockhacker, Acting Police
Chier, in regards to the request of Good "N"I Rich Ice Cream Company
for re-consideration of applieati6n:;-for license and permit be denied,
was read.
It was moved by Poxon, seconded by Trowbridge that the
recommendation of the Acting Police Chief be approved. Motion carried.
Communication and report of R.H. Bockbacker, Acting Police
Chier on communication from Plomb Tool Company to prohibit parking on
east side of Santa Fe Avenue from 37th Street to south end of General
Petroleum Corporation property be disapproved, was read.
It was moved by Anderson, seconded by Poxon that the recommen-
dation of the Acting Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Acting Police Chief, recom-
mending that Police Officer Frank S. Sweeney be granted a leave of absence
without loss of pay to attend annuaih FT Encampment at Hunter Liggett
Military Reservation, California, from August 14, to August 28, 1954,
was read.
It was moved by Anderson, seconded by Trowbridge that the
recommenda tion of the Acting Police Chief be approved. Motion carried.
Communication and report from A. W. Phillips, Associate
Engineer, submitting letter from Union Pacific Railroad Company, under
date of, October 22, 1953m together with duplicate originalS, ror execution
of Termlbnation Rider, and recommending that the Termination Rider be
executed on the parth of the City of Vernoj. as requested by the Union
Pacific Railroad Company, was read.
It was moved by Anderson, seconded by, Poxon, that letter
from Union Pacific Railroall Company, together with Termination Rider be
referred to the City Attorney. Motion carried.

Communication from R. H. Bockhacker, Acting Police Chief,
submitting letter of resignation from Lt. W. V. Slater, effective
August 16, 1954, and recommending acceptance, was read.
It was moved by Poxon, seconded by Anderson, that the
resignation of Lt. W. V. Slater be accepted. Motion carried.
Communication from Carson B. Hubbard, City Attorney, to
the Union Pacific Railroad Company in regards to advance warning signal
at Downey Road and Fruitland Avenue, and on which the City Engineering
Departments reports that no part of the crossing in in the City of
Vernon, and due to this condition the City Attorney is unable to advise
the City Council to assume any obligation, was read.
It was moved. by Poxon, seconded. by Anderson, that this
matter be laid over for further study. Motion carried.
Communication from Prepo Corporation giving description
and pressure of Prepo Fuel as sold by Palley Supply Company, and
stating that Prepo Fuel should not be regulated by Ordinance No. 563,
as the Interstate Commerce Commission classifies this product as an
inflammable liquid, was read. .
It was moved. by Anderson, seconded. by Trowbridge, that
the communication from Prepo Corporation be referred to the Fire
Department for purposes of laboratory tests and report. Motion carried.
Communication from California Poultry Sales Company,
requesting permit to conduct business of poultry brokerage office and
cold storage warehouse at 3261 E. 44th Street, was read.
It was moved by Trowbridge, seconded by }~illiard that
the request of California Poultry Sales Company be approved and permit
granted. Motion carried.
Communication from L.C. Husted, Fire Chief', recommending
application of Fuelife Corporation, 2065 E. 37th Street, to conduct
the business of Manufacturing and selling treatments for bunker and
diesel fuels be approved.
It was moved by Anderson, seconded by Poxon that the
recommendation of the Fire Chief be accepted, and permit granted.
Motion carried.
Communication from L.C. Husted Fire Chief, recommending
approval of applications of Frontier Foods Corp., and Foil Fabricators
Inc.! to conduct the business of fabricating aluminum foil to be placed
on a umin~ pans, and packaging popcorn at 5014 Hampton Street, was rea.d.
It was moved by Anderson, seconded by Trowbridge that the
recommendation of the Fire Chief be accepted, and permits granted to
the Frontier Foods Corp., and Foil Fabricators. Motion carried..
Communication from Bethlehem Pacific Coast Steel Corp.,
requesting repainting of pedestrian crosswalk across Slauson Avenue
at employees entrance, was read.
It was moved by Trowbridge, seconded by Poxon that the
request of Bethlehem Pacific Coast Steel Corp. be referred to the
Police Department. Motion carried.
Communication from Fibreboard Products Inc., requesting
curb painting at 4500 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Poxon, that the
request of Fibreboard Products Inc., be referred to the Police Department.

Commrmication from R. H. King, Sanitation Engineer,
recomraending that R.J. Corella receive automobile allovlance during
vacation period (Aug. 9 - 29) of C.S. Hopcroft, was read.
It was moved by Trowbridge, seconded by Poxon that
the recommendation of R.H.King, Sanitation Engineer be accepted and
automobile allowance be granted to R.J. Corella, Pump Operator.
Motion carried.
Commrmica tion from R. H. King, Sani ta tion Engineer I
recommending re-employment of Arthur O. Carnighan as semi-skillea
laborer at rate of $1~.00 per day effective August 9, 1954, was read.
It was moved by Trowbridge seconded by Poxon that
the recomnlendation of R.H. King, SanitatIon Engineer, be accepted
and Arthur O. Carnighan be re-employed. Motion carried.
Communication from R.H. King, Sanitation Engineer,
requesting approval of the employment of Raymundo C. Lopez as semi-
skilled laborer, Grade 2, effective August 10, 1954, was read.
It was moved by Anderson, seconded by Trowbridge,
that the employment of Raymrmdo C. Lopez be approved. Motion carried.
Resolution No. 1768. - A Resolution of the City Cormcil
of the City of Vernon recommending annexation of Central Basin Mrmic-
ipal Water District to the Metropolitan Water District of Southern
California, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 1768 be approved and adopted. Motion carried.

Communication from R.H. King, Sanitation Engineer,
advising that Layne & Bowler Corporation has completed in a satisf-
aftory manner the furnishing and installing of one deep well turbine
pump, electric motor and appurtenances for well 13 in accordance
with with Specifications No. 177, was read.
Resolution No. 1762- A Resolution of the City Council
of the City of Vernon accepting the furnishing and installation of
one deep well turbine pun1p from Layne & Bowler Corporation for the
City of Vernon Water Well No. 13, in accordance with Specifications
No. 177 of said City, and authorizing 90% payment of contract price,
was read.
It was moved by Trowbridge, seconded by Mailliard, that
Resolution No. 1769 be approved and adopted. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to send L. A. Harris to attend meeting of California
Section of International Mrmicipal Signal Association at Oakland,
California, September 10 and 11, 1954, was read.
It was moved by Anderson, seconded by Trowbridge, that
the request of Fire Chief Husted to send L. A. Harris to Oakland,
California, to attend meetimg of International Section of Municipal
Signal Association be approved. Motion carried.
Communication from Finance and Budget Committee recommend-
ation that the 1954-55 Budget and Appropriations as submitted, be
approved. Motion carried.

of the City of Vernon, approving the Budget and Appropriations for
fiscal year 1954-55, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 1770 be approved ,and adopted. Motion carried

submitting assessed valuations for fiscal year 1954-55, was read.

Communication from Carl A. Heinze, Consulting
Engineer, on operations of electric system by Southern California
Edison Company for month of June, 1954, was read.
It was moved by Anderson, seconded by Poxon, that
the communication from the Consulting Engineer be received and filed.

advising that the records of the Vernon District office of the
Southern California Edison Company, have been checked and are in
agreement with the city records for period ending }.fay 29, 1954, was read.

the communication from the Consulting Engineer be received and filed.

Ordinance No. 676 - An Ordinance of the City of
Vernon fixing the amount of money necessary to be raised by taxation
upon taxable property within said City as a revenue to carryon the
various Departments of such municipal corporation fer the fiscal
year commencing July 1, 1954, and to pay the bonded or other indebtedness
of said City of Vernon, or any portion or district thereof, was read
in full for the first reading.
It was moved by Anderspn, seconded by Poxon, that
Ordinance No. 676, receive and pass a first reading. Motion carried.
