The meeting was oalled to order by Mayor R. J. Furlong.
It was moved by Anderson, seoonded by Trowbridge, that the minutes of September
7, 1954, be approved as written and submitted. Motion carried.

bing machine shop at 3.385 E. Slauson Avenue, was read.
It was moved by Trowbridge, seoonded by Poxon, that the request of Park:
MetaJ. Planing be approved and permit granted. Motion carried.
Communioation from Vemon Distributlng & Warehouse Company requesting a
permit to conduct a warehousing and drayage business at 4255 No. Produce Plaza, was
read.
It was moved by TrOwbridge, seconded by Anderson, that the request of Vemon
Distributing & Warehouse Company be approved and permit granted. Motion carried.
Communication from Willard G. Jones Private Patrol Agency requesting a
permit to furnish guard service to the Union Packing Company at .3030 E. Vemon Avenue,
was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Willard
G. Jones Private Patrol Agenoy be approved and permit granted. Motion carried.
Communioation and report from L. C. Husted, Fire Chief, in referenoe to
application of Bradco Cartage and Distributing Company for a permit to conduct a.
cartage and distributing business at 4727 East 49th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of Bradco
Cartage and Distributi.ng Company be approved and permit granted. Motion carried.
Communication from Ritter and Company requesting a permit to conduct a
produce business at 4224 District Blvd., was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Ritter and Company be approved and permit granted. Motion carried.
Communication from Utility Container Co. requesting a permit to oonduct a
business of manufacturing steel utility containers at 2.306 E. 48th Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Utility
Container Co. be referred to the Fire Department for investigation and report. Motion
carried.
Communication and report from L. C. Husted, Fire Chief, advising that Mr.
Frank E. Clark, a member of the Vernon Fire Department, has retired as of September
1, 1954, was read.
It was moved by Trowbridge, seconded by Poxon, that communication and
report of the Fire Chief be reoeived and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting permission to advanoe
P. N. Moorehead from Hoseman Class 4 to Class 3, effective October 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the reC)Jlest of the Fire
Chief be approved. Motion carried.
Communioation from L. C. Hust~d, Fire Chief, requesting permission to advance
D. E. Combs from Hoseman Class 2 to Class 1, effective October 1, 1954, was read.

It was moved by Anderson, seconded by Trowbridge, that the request of the
Fire Ohief be approved. Motion carried.
Communication and report from L. O. Husted, Fire Ohief, advising that the
Orom Body & Ooach Corporation has delivered one 1,250 gallon capacity pUIl'ping engine
No. F 1027, Hall Scott Motor Model 935G-l, Serial No. 481057 in accordance with
Specifications No. 175, and recommending that said punping engine be accepted was
read. '
It was moved by Mailliard, seconded by Trowbridge, that the recommendation
of the Fire Ohief be approved. Motion carried.
Resolution No. 1778 - A Resolution 'of the City Oouncil of the City of Vemon
accepting one Triple Oombination Punping Engine and Accessories from Crown Body & Coach
Oorporation in accordance with Specifications No. 175 of said City, was read.
It was moved by Ma:illiard, seconded by Trowbridge, that Resolution No. 1778
be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Acting Police Ohief, requesting permission
to advance Patrolman F. E. Sweeney from Olass 4 to Class 3, effective October 1, 1954,
was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Acting Police Ohief be approved. Motion carried.
Communication from R. H.Bockha.oker, Acting Police Chief, requesting permission
to advance Patrolman U. L. White from Olass 4 to Class 3, effective October 1, 1954,
was read. '
It was moved by Anderson, seconded by Poxon, that the request of the Acting
Police Ohief be approved. Motion carried.
Oommunication and report from R. H. Bockhacker, Acting Police Ohief, request-
ing permission to employ seven additional officers and to appoint two new Sergeants
in order to install a five day work week in the Police Department, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the Acting
Police Chief be approved. Motion carried.
Oommunication and report from R. H. Bockhacker, Acting Police Ohief, request-
ing permission to require Police Officers to qua.li.fy with their service revolvers at
the L:>s Angeles County Pistol range, and requesting that they be given additional p~
based on their shooting score, effective as of October 1, 1954, was read.
It was moved by Poxon, seconded by Trowbridge, that the requests of the
Acting Police Ohief' be approved. Motion carried.
Communication and report from A. W. Phillips, Associate Engineer, advising
that recommendations Nos. 1, 2, and 3, made by the State Compensation Insurance Fund
to improve safety conditions and to comp~ with the Safety Codes of the State of
Califomia, have been .fu14r complied with, was read.
It was moved by Anderson, seconded by Trowbridge, that the cODununication and
report from the Associate Engineer be received and filed. Motion carried.

Communication and report from A. W. Phillips, Associate Engineer, recommend-
ing that authority be granted to improve the lighting facilities in Vemon Avenue in
the vicinity of Pumping Plant NO.2, was read.
It was moved by Anderson, seconded by TroWbridge, that the recommendation
of the Associate Engineer be approved. Motion carried.
Communication from A. W. Phillips, Associate Engineer, requesting permission
to advance Pumping Plant Operator Oswald E. Colbath from Grade 3 to Grade 2, effective
October 1, 1954, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Associate Enginee~ be approved. Motion carried.

Communication from A. W. Phillips, Associate Engineer, requesting permission
to advance Felipe Acosta, semi-skilled laborer, Grade 1, to skilled laborer, Grade 2,
in t~e Water Department, effective October 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Associate
Engineer be approved. Motion carried.

to advance Ri.chard. S. Leland, Junior Civil Engineer, Grade 2, to Junior Civil Engineer,
Grade I, effective October 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Associate
Engineer be approved. Motion carried.
Communication from A. W. Phillips, Associate Engineer, requesting authority
to increase the pay of Mr. Alfred S. Kruth, Assistant Sanitary Engineer, from $470.00
per month to $495.00 per month, effective October 1, 1954, was read.
It was moved by Trowbridge, seconded by Anderson, that the reQIest of the
Associate Engineer be approved. Motion carried. .
Communication was read from A. W. Phillips, Associate Engineer, advising that
the City of Vernon Water Department has for disposal approximate quantities of scrap
material. salvaged from worn out equipment, and that the following bids have been received::

It was moved by Anderson, seconded by Mailliard, that the reconunendation of
the Associate Engineer be approved and the bid of M. Zlotkin & Sons be accepted.
Motion carried.
Communication from County Sanitation Districts of Los Angeles County in regard
to discharge of uncontaminated waters to sewers, was read.
It was moved by Trowbridge, seconded by Anderson, that the communication f~m
County . Sanitation Districts of Los Angele s County be referred to the Engineering Depart-
ment. Motion carried.
Communication and report was read from John B. Moore, Administrative Assistant,
in regard to the following matters:
1. Employment of a Sanitarian.
2. 5-day week for the Police Department.
3. Personnel and organization problems relative to the engineering, streets,
water and sewerage facilities.
4. Acquisition of copy-making machine facilities.
5. Master Traffic plan survey.
6. Contenplated revision of the City of Vernon's contract with the State
Retirement System.
7. Addition to the City Hall.
It was moved by Anderson, seconded by Poxon, that item No.7 in regard to
addition to the City Hall be referred to the Associate Engineer, and that items No.1
to 6 inclusive be taken under advisement. Motion carried.
Communication and report from John B. Moore, Administrative Assistant, in
regard to charges for emergency ambulance and medical. service to persons injured or
disabled in public places within the City of Vernon, was read.

It was moved by Trowbridge, seconded by Mailliard, that the present procedure
be continued. Motion carried.
Notice from Public Utilities Commission of the State of California that the
hearing in regard to Application Nos. 35601, 35653, 35728 and 35737 has been set before
Commissioner Scoggins and Examiner Syphers for Wednesday, September 29, 1954 at 10:00
a.m. in the Commission Courtroom, Mirror Building, 145 So. Spring Street, Los Angeles,
was read.
It was moved by Anderson, seconded by Poxon, that notice from Public Utilities
Commission of the State of California be referred to the Associate Engineer and the
City Attorney. Motion carried.
Copy of a communication addressed to the Public Utilities Commission of the
State of California by the Los Angeles Transit Lines, together with copies of exhibits
to be presented at the hearing set for September 29, 1954, in regard to Application No.
35601 of Los Angeles Transit Lines, a corporation, and Metropolitan Coach Lines, a
corporation, for a.uthority to adjust rates and Application No. 35728 of Los Angeles
Transit Lines, a corporation, for authority to make certain changes in its system, was
read.
It was moved by Anderson, seconded by Poxon, that copy of a. communication
addressed to the Public Utilities Commission of the State of California by the Los
Angeles Transit Lines, together with copies of exhibits to be presented at the hearing
set for September 29, 1954, be referred to the Associate Engineer and the City
Attorney. Motion carried.
Communication from Los Angeles Transit Lines submitting t'Deed to City of
Vernonlt dated September 7, 1954, and Los Angeles Transit Lines' check No. 9/23 in amount
of $44,000.00 payable to the City of Vernon in accordance with the provisions of letter
agreement dated May 20, 1954 with the City of Vernon, and Vernon Ordinance No. 672,
adopted and approved June 1, 1954, was read.
It was moved by Poxon, seconded by Trowbridge, that communication from Los
Angeles Transit Lines together with ''Deed to the City of Vernon" be referred to the
City Attorney and the Associate Engineer. Motion carried.
Contract in triplicate submitted by Mr. James M. Montgomery for engineering
services in connection with the design and construction of new pumping facilities and
other appurtenances at Pwrping Plants Nos. 2 and 3, was read.
It was moved by Paxon, seconded by Trowbridge, that contract submitted by
Mr. James M. Montgomery be referred to the City Attorney and the Engineering Depart-
ment. Motion carried.
Report of the Police Department, was presented.
It was moved by Anderson, seconded by Poxon, that the report of the Police
Department be received and fUed. Motion carried.
The following excavation applications, all having the approval. of the
Engineering Department, were presented:
Application 19065 - Aluminum Co. of America to construct 2 reinforced concrete
roof drain structures under sidewalk & through curb at
5151 Alcoa Avenue.
Application 19066 - So. Calif. Water Co. to repair 4ft RS water main at
5140 Pacific Blvd.
Application 19067 - So. Calif. Water Co. to repair 6tt RS water main at
3603 Santa Fe Avenue.
Application 19068 - U3vy Bros. Box Co. to install 3 - 4" C.I. roof drains
under sidewalk and through curb, and remodel 5 existing
driveway aprons at 2234 E. 38th Street.
Application 19069 - So. Calif. Water Co. 1:0 repair 211 water main at 2040
E. 38th Street.

concrete driveway apron at 2249 E. 38th Street.
Application 19071 - So. Calif. Gas Co. to install 1274' - 4" 8M gas main,
remove 1274' - 4" gas main, and abandon 53' of 4ft gas
main in S/ s 25th.. Street.
Application 19072 - Y & D Garage to construct 2 standard cement concrete
driveway aprons each 50' wide & sidewalk of minimum.

numbered 19065 to 19073 inclusive, be filed and permits granted. Motion carried.
