The meeting was caJ.led to order by Mqor R.. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of September
21, 1954, be approved as written and submitted. Motion carried.
Communication from Stanley Martin Livestock Commission Co. requesting a
permit to conduct a livestock commission business at Room 220, Union Stock Yards,
was read.
It was moved by Trowbridge, seconded by Anderson, that the request of
Stanley Martin Livestock Commission Co. be approved and permit granted. Motion
carried.
Comnmnication from Aba Schechter advising that he had purchased the Boulevard
Cai'e located at 2818 Santa Fe Avenue, and requesting a permit to conduct this business
under the same name and address, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Aba
Schechter be referred to the Police Department wi. th power to act. Motion carried.
Communication from Henry's Truck Service requesting a permit to conduct a
service station business at 4301 Downey Road, was read.
It was moved by Poxon, seconded by Mailliard, that the request of Henry's
Truck Service be approved and permit granted. Motion carried.
Communication from Jom F. Backman requesting a permit to operate an additional
lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the request of John F. Back-
man be referred to the Police Department wi. th power to act. Motion carried.
Communication and report from L. C. Husted, Fire Chief, recommending that
the Utility Container Corp,., be granted a permit to conduct a business of manufacturing
steel utility containers at 2306 E. 48th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation
of the Fire Chief be approved, and permit granted to Utility Container Corporation.
Motion carried.
Comnmnication from Swift & Company requesting a permit to haul rubbish from
their premises at 3750 Jewel Avenue over the public streets to an authorized dump or
incinerator outside of the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mail]] ard, that the request of Swift
& Company be approved and permit granted. Motion carried.
Communication from Baash-Ross Tool Oompany requesting curb painting at 5512
So. Boyle Avenue, was read.
It was moved by Poxon, seoonded by Trowbridge, that the request of Baash-
Ross Tool Company be referred to the Police Department lii th power to act. Motion
carried.
Communication from Fibreboard Products Inc. requesting ourb painting at
4444 Pacific Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the request of Fibreboard
Products Inc. be referred to the Police Department with power to act. Motion carried.

Communication from Mary's Cafe requesting a 30-minute or l-hour parking zone
at 2021 East 38th Street, was read.
It vas moved by" Anderson, seconded bY' Poxon, that the request of Mary's
Cafe be referred to the Police Department with power to act. Motion carried.
Copies of various reports and exhibits to be presented at the hearings before
the Public Utilities Commission in the Matter of Application No. 35601 of Los Angeles
Transit Lines and Metropolitan Coach Lines for authority to adjust rates, and in the
Matter of Application No. 35728 of Los Angeles Transit Lines for authority to make
certain changes in its system, was presented.
It was moved by" Anderson, seconded by Poxon, that copies of various reports
and exhibits to be presented at the hearings before the Public Utilities Commission,
be received and filed. Motion carried.
Communication from Carson B. Hubbard, City Attorney, in regard to ws Angeles
Transit Lines Application No. 35248 and Associate Engineer Phillips' letter of September
2, 1954, was read.
It was moved bY' Anderson, seconded by Poxon, that communication from the
CitY' Attorney be received and filed. Motion carried.
Communication from Carson B. Hubbard, City Attorney, in regard to Applications
No. 35601, 35653, 35728 and 35737 of Los Angeles Transit Lines before the Pablic
Utilities Commission, together with other pertinent papers, was read.
It vas moved by Anderson, seconded by Poxon, that the communication from the
City Attorney be received and filed. Motion carried.
Communication from L. O. Husted, Fire Chief, requesting permission to send
Captain L. C. Newman and Battalion Chief Kirk to Glendale, Ca.1i.fomia, on October il,
1954, to attend the regular monthly meeting of Southern California Conference of Fire
Prevention Inspectors, with an expense allowance of $5.00 each, was read.
It vas moved by Anderson, seconded by Trowbridge, that the request of the
Fire Chief be approved. Motion carried.
Comnmnication from L. C. Husted, Fire Chief, reque sting authority to advance
J. C. Cbapanar from Haseman Class 4 to Class 3, effective October 16, 1954, was read.
It was lOOved by Andel'son, seconded by Trowbridge, that the request of the
Fire Chief be approved. Motion carried.
Oommunication and. report from A.. W. Phillips, Associate Engineer, request-
ing authority to purchase two Marchant Figuremaster Calculators Model ABlOFA in
accordance 'With proposal set forth by Marchant Calculators, Inc. at an actual cost
to the City of $991.50, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Associate
Engineer be approved. Motion carried.
CoIllIl1UIlication from A. W. Phillips, Associate Engineer, recommending that Mr.
Robert H. King, Sanitation Engineer, be authorized to attend the annual convention of
the California Section of the American Water Works Association at Long Beach, California,
on October 27th to 29th inclusive, 1954, 'With an e:xpense allowance of $100.00, was read.
It was moved by Poxon, seconded by Anderson, that the recommendation of the
Associate ~ineer be approved. Motion carried.
Communication was read from A. W. Phillips, Associate Engineer, advising that
the City of Vernon Water Department has for disposal various iteMS of scrap electrical
material, and that the following bids for the lot have been received:

It was moved by Poxon, seconded by Anderson, that the recommendation of the
Associate Eogineer be approved and the bid of Littlejohn-Reuland Oorporation be
accepted. Motion carried.
Communication from California Sweeper Service submitting a proposal for
street sweeping service in the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that the proposal submitted
by CaJ.ifornia Sweeper Service be referred to the Engineering Department for stu~ and
report. Motion carried.
Communication from John B. Moore, .Administrative Assistant, in regard to the
inportance of maintaining in full operation all regular and usual traffic control
devices wherever possible, and particular:b" mere construction or repair work is in
progress, was read.
It was moved by Alderson, seconded by Poxon, that communication from the
Ad.m:inistrative Assistant be received and filed. Motion carried.
Progress Report No. 97 submitted by IJ.oyd Aldrich, Oity Engineer, City of
Los Angeles, on Hyperion Activated Sludge Plant for period ending September 1, 1954,
was received.
It was moved by Anderson, seconded by Poxon, that Progress Report No. 97 on
Hyperion Activated Sludge Plant for period ending September 1, 1954, be referred to the
Vernon Engineering Deptrtment. Motion carried.
Communication from The Owl Drug Company requesting curb painting at 2761
Fruitland Avenue, was read.
It was moved by Trowbridge, seconded by Poxon, that the reQlest of The Owl
Drug OoDpany be referred to the Police Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Aeti.ng Police Chief, requesting
permission to send Lieutenant J. F. Blankenship to attend the So. Calif. Fingerprint-
ing & IdentUication Association meeting at Bakersfield, California on October 8,
1954, with an expense allowance of $5.00, was read.
It was moved by Trowbridge, seconded by Anderson, that the request of the
Acting Police Ohief be approved. Motion carried.
Communication from R. H. Boekhacker, Acting Police Chief, requesting
approval of the eDployment of Mr. Robert Norman Baker as Patrolman Class 4, effective
October 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the
Acting Police Chief be approved. Motion carried.
Report of the Police Departnent was presented.
It was moved by Anderson, seconded by Poxon, that the report of the Police
Department be received and filed. Motion carried.
Communication & report from John B. Moore, Administrative Assistant, in
regard to the position of Registered Sanitarian, was read.
It was moved by Poxon, seconded by Trowbridge, that the matter be referred
to Dr. Nemethi, Mqor Furlong, and the Administrative Assistant for selection of one
of the applicants to fill this position. Motion carried.
It was moved by Anderson, seconded by Poxon, that the Mqor and the City
Attorney be authorized to open negotiations with the J. B. Leonis Estate at $1.00
a square foot for the purchase of portions of Lots 7 and 8 of the 500 Acre Tract
of the Los Angeles Fruitland Association, City of Vernon, California, with a total
of 18,202 square feet in the two parcels. Motion carried.
It was moved by Poxon, seconded by Trowbridge, that the City Attorney be
instructed to draft a resolution appointing R. H. Bock:hacker to the office of Chief
of Police, effective October 1, 1954. Motion carried.

Resolution No. 1779 - A Resolution of the City Council of the City of Vernon
accepting a Deed from L:>s Angeles Transit Lines to various rights, titles, and interests
in Leoms Boulevard and in Santa Fe AYenue South of the South line of Vernon Avenue
projected Easterly, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1779
be approved and adopted. Motion carried.

Resolution No. 1780 - A Resolution of the City Council of the City of Vernon
authorizing the execution of a Contract with James M. Montgomery as an Engineer to

Oity, was read. .
It was moved by Paxon, seconded by Trowbridge, that Resolution No. 1780
be approved and adopted. &tion carried.

Resolution No. 1781 - A Resolution of the City Council of the Oity of Vernon
accepting an Easement from the Central Manufacturing District, Inc., to a portion of
L:>t 7 of the 500 Acre Tract of the L:>s Angeles Fruitland Association for private road
and pipe lines, was read.
It was moved by Trowbridge, seconded by Mfli11:iard, that Resolution No. 1781
be approved and adopted. Motion carried.

Resolution No. 1782 - A Resolution of the City Council of the City of Vernon
accepting four (4) Easements from the L:>s Angeles & Salt Lake Railroad COIlpany and
Union Pacific Railroad Oompany, with Agreements covering the use and maintenance of
said Easements over a Portion of L:>t 7 of the Fruitland Tract, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution No. 1782
be approved and adopted. Motion carried.

Resolution No. 1783 - A Resolution of the City Council of the City of Vernon
amending Salary Resolution No. 1761; fixing the Salary of the City Engineer; creating
the position of Sanitary Engineer and Superintendent of Water Department, and fixing
the salary for said position, was read.
It was moved by Poxcn, seconded by Mailliard, that Resolution No. 1783
be approved and adopted. Motion carried.

Resolution No. 1784 - A Resolution of the City Council of the City of Vernon

effective as of October 1, 1954, was read.
It was moved by Trowbridge, seconded by lUilliard, that Resolution No. 1784
be approved and adopted. Motion carried.

1 anchor in Vernon Avenue.
Application 19078 - Union Pacific R. R. Co. and Los Angeles & Salt Lake
R. R. Co. to replace rails, ties & ballast as necessary
and adjust elevation to established grade in 5 spur
track crossings across Downey Road.
Application 19079 - So. Calif. Water Co. to move 2 - i" water services at
2035-39 E. 38th Street.
Application 19080 - So. Calif. Gas Co. to relay 1" steel gas service to
3720 So. Soto Street.
Application 19081 - So. Calif. Water Co. to replace existing 12ft steel
water main with 81t I.D. dipped and wrapped steel water
