The meeting was caJ.1ed to order by Mayor R. J. Furlong.
It was IOOved by Anderson, seconded by Poxon, that the minutes of October 19,
1954, be approved as written and Stlbmitted. Motion carried.
Mr. John W. Shenk III of the law office of Edward R. Young, Special Counsel
for the City, reported on sewer litigation matters, and that the Appellate Court had
ruled unfavorable in behalf of the Oity.
It was moved by Poxon, seconded by Trowbridge, that the City Attorney prepare a
formal. resolution that the matter be filed with the State Supreme Oourt. Motion carried.
Oommunication from Harry T. Rupert and Paula IDpez requesting a permit to
take over and operate the Industrial. Oafe at 4903 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request of Harry T. Rupert
and Paula IDpez be referred to the Police Department with power to act. Motion carried.
Communication from Nina Pamer advising that she has subleased from Mr. Abe
Schechter the Boulevard Oafe at 2818 Santa Fe Avenue, and requesting a permit to conduct
said business, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Nina Pamer
be referred to the Police Department with power to act. Motion carried.
Oommunication from Abco Industrial. Supply, Inc. requesting a permit to conduct
a business of distributing industrial supplies at 4425 So. Soto Street, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Abco
Industrial Supply, !nc. be approved and permit granted. Motion carried.
Oommunication from the Oity of Glendale, Oalifomia, in regard to the
Resolution recently adopted by the Board of Supervisors of IDs Angeles Oounty 'Wi. th
regard to proposed levy of a sales tax in unincorporated areas of the County of IDs
Angeles and urging the Legislature to enact necessary permissive legislation, was read.
It was moved by Poxon, seconded by Anderson, that communication from the Oity
of Glendale be received and filed. Motion carried.
Oommunication and report from A. W. Phillips, Oity Engineer, in regard to in-
voice presented by So. Oalif. Edison 00. for rearranging the facilities of the Oity of
Vernon Water Department as authorized by the Oity Council on April 6, 1954, in order to
make room for the street lighting system installed behind the Oity Hall, was read.
(Oity Engineer recommended that Demand in the amount of $472.58 be approved.)
It was IOOved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Oopy of a Resolution adopted by the Air Pollution Control Board of the .Air
Pollution Control'District of the Oounty of Los Angeles on October 19, 1954, in regard
to air pollution control, was read.

in regard to air pollution control be taken under advisement. Motion carried.
Oommunication and report from John B. Moore, Administrative Assistant, in
regard to instaJ.1ation of traffic signals at Vernon Avenue and Downey Road, was read.
It was moved by Trowbridge. seconded by Poxon, that the communication and
report from the Administrative Assistant be referred to the Engineering and Police
Departments for investigation and report. Motion carried.

Communication and report from John B. Moore, Administrative .Assistant, in
regard to traffic survey, together with letter from Quinton Engineers, Ltd. suggesting
that a preliminary survey be made to determine the nature and scope of the problem at
a maximum cost of $1,000.00 to the Oity of Vernon, was read.
It was moved by" Poxon, seconded by Trowbridge, that the A.dm:inistrative
.Assistant be instructed to obtain a contract from Quinton Engineers, Ltd. for consider-
ation by the' City Council. Motion carried.
Oo1llmUl1ication and report from A. W. Phillips, City Engineer, advising that
O. O. Sparks, Inc., and Mundo Engineering Company (Joint Venture of Oalifom1a OOlpor-
ations) have completed in a satisfactory manner the resurfacing and other appurtenant
work of 38th Street from Santa Fe Avenue to AJ..ameda street in accordance with Specific-
ations No. 178, and recommending that same .be accepted and the Contractor to be so
advised, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation of
the Oity Engineer be approved. Motion carried.
Resolution No. 1787 - A Resolution of the Oity Council of the City of Vernon
accepting improvement of Thirty-Eighth street from Santa Fe Avenue to Alameda Street in
accordance with Specifications No. 178 and Oity Engineer 1 s Drawing, Plan No.. A3-l292 here-
tofore approved by the City Oouncil of too City of Vernon, was read.
It was moved by" Trowbridge, seconded by Mailliard, that Re~lution No. 1787
be approved and adopted. Motion carried.

Oommunication and report from Sam R. Kennecq, Road Commissioner, Los Angeles
County Road Department, with reference to highwq deficiency problems in Los Angeles
County, together with an Opinion Survey in regard to the attitude of Cities, and other
interested parties as to too secondary road needs and methods of financing, was read.
It was moved by" Poxon, seconded by Trowbridge, that communication from Sam
R. Kenne~, Road Commissioner, together with Opinion Survey be referred to the Oity
Engineer. Motion carried.
Oommunication from John B. Moore, Administrative Assistant, in regard to
expense allowances for City representatives attending the League of California Cities
Conference in Los Angeles on October 17 to 20, 1954, inClusive, was read.
It was moved by Poxon, seconded by Mailliard, that Oity representatives be
reimbursed for expenses incurred in connection 1d th tOOir attendance at the League of
California Cities Conference at ws Angeles on October 17 to 20, 1954, inclusive.
Motion carried.
Oommunication from John B. Moore, Administrative Assistant, in regard to
compilation of a Fire Prevention Code for the City of Vernon, and advising that Fire
Chief Husted requests authority to engage Vincent R. Poxon to assist in this matter,
was read.
It was moved by Anderson, seconded by Mailliard, that the Fire Chief be
authorized to engage Vincent R. Poxon to assist in the compilation of a Fire Prevention
Code fo r the City of Vernon. Motion carried.

Communication from Bilt-Rite Engineering requesting a permit to conduct a
business of manufacturing incinerators, industrial furnaces, and air pollution control
equipment at 2427 E. 37th Street, was read.
It was moved by TrOWbridge, seconded by Poxon, that the request of Bilt-Rite
Engineering be approved and permit granted. Motion carried.
Oo:mmunication from L. C. Husted, Fire Chief, requesting permission to advance
p. G. Crane from Haseman Class 3 to Hoseman Class 2, effective November 16, 1954, was read.
It was moved by Anderson" seconded by Trowbridge, that the request of the Fire

Communication from Sunset Division of Fibreboard Products Inc. requesting
that the curbs on each side of their driveways at 3720 South Soto Street be painted
red for a distance of 15 feet, was read.
Communication from Coleman Division, Fanner Metal Products Co., requesting
curb painting at 2053 East 38th Street, was read.
Communication from United States Steel Supply requesting curb painting at
5819 South Seeond Street, was read.
Communication from Victor Belting and Rubber Company requesting curb pain-Mng
at 2316 East 38th Street, was read.
It was moved by Poxon, seconded by" Trowbridge, that the requests of Sunset
Division of Fibreooard Products Inc., Coleman Division of Fanner Metal Produ.cts Co.,
United States Steel Supply and Victor Belting and Rubber Company, be referred to the
Police Department "Hi. th power to act. Motion carried.
Communication from L. C. Husted, Fire Chief', requesting permission to send
Captain L. C. Newman and Battalion Chief Kirk to Santa Monica, California, on November
10, 1954, to attend the regular monthly meeting of Southern California Conference of
Fire Prevention Inspectors, with an expense allowance of $5.00 each, was read.
It was moved by" Anderson, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting approval of the
employment of Mr. Orbrey" Duke as Patrolman Class 4, effective November 1, 1954, was read.
It was moved by Poxon, seconded by" Trowbridge, that the request of the Police
Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting approval of the
employment of Mr. James Clayton Jordan as Patrolman Class 4, effective November 1, 1954,
was read.
It was moved by Trowbridge, seconded by" Anderson, that the request of the
Police Chief be approved. ,Motion carried.
Communication from York Corporation requesting curb painting at 5051 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by" TrowbIidge, that the request of York
Corporation be referred to the Police Department with power to act. Motion carried.
Communication from Jolm B. Moore, Administrative Assistant, advising that
Mr. Bob Whyte of Haskins & Sells will attend the COmlcil meeting on November 16, 1954,
to answer any questions in regard to their reports, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Administrative Assistant be received and filed. Motion carried.
Communication from Rod t s Diesel Pump Service requesting a permit to conduct
a business of repairing Cummins fuel pumps & injectors on Cummins Diesel Engines at
2090 East 25th Street, was read.

It was moved by" Trowbridge, seconded by Poxon, that the request of Rod's
Diesel Pump Service be approved and permit granted. Motion carried.
Communication from the Pacific Telephone & Telegraph Co. requesting a permit
to conduct a business of housing approximately 35 small work vehicles both in the build-
ing and in the y"ard, washing, gassing, oiling and repairing these cars, and storing a
small amount of telephone equipment and supplies at 2371 East 51st Street, was read.
It was moved by" Trowbridge, seconded by Mailliard, that the Pacif'ic Telephone
& Telegraph Co. be granted a permit subject to the approvaJ. of the Engineering Depart-
ment and the Fire Department. Motion carried.

Communication from G. A. .Anderson, City Clerk, requesting permission to pur-
chase a walnut desk, chair, desk pad, and walnut desk trq for the office of Director
of Sanitation at a cost of $212.88 plus tax, lias read.
It was moved by Anderson, seconded by Poxon, that the request of the City
Clerk be approved. Motion carried.
Communication and report from John B. Moore, Administrative Assistant,
together with a letter from Walter C. Peterson, City Clerk of the City of los Angeles,
in regard to changing permissible hours of ~ in incinerators, lias read. Admini-
strative Assistant recommended that this matter be referred to the Fire Department.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Administrative Assistant be approved~ Motion carried.

Progress Report No. 98 submitted by IJ.oyd Aldrich, City Engineer, City of los
Angeles, on ~erion Activated Sludge Plant for period ending October 1, 1954, lias
received.
It lias moved by Poxon, seconded by Anderson, that Progress Report No. 98 on
Hyperion Activated Sludge Plant for period ending October 1, 1954, be referred to the
Vernon Engineering Department. Motion carried.
Communication from L. C. Husted, Fire Chief, and R. H. Boekha.cker, Police
Chief, recommending a comprehensive and detailed pre-employment physical examination
for members of the Police and Fire DepartmEnts, and submitting a letter from Dr.
Nemeth! outlining the points to be covered in a comprehensive examination and offering
the services of their clinic for said examination to the City of Vernon at a price of
$25!lOO, was read.
It lias moved by TrOwbridge, seconded by Poxon, that the recommendation of
the Fire Chief and the Police Chief be approved, and the offer of Dr. Nemeth! be
accepted. Motion carried.
Communication from A. W. Phillips, City Engineer, recommending that Official
Setback Lines be established along Thirty-seventh Street between Santa Fe Avenue and
Soto Street and that all future building l<<>u1d be prohibited between said setback lines
and property line except the installation of public utilities, lias read.
It lias moved by Poxon, seconded by Trowbridge, that the recommendation of
the City Engineer be approved, and that the matter be referred to the City Attorney
for the drafting of an Ordinance. Motion carried.
Communication from John B. Moore, Administrative Assistant, in regard to
proposed City Hall addition, and recommending that an architect be employed on a
two-step basis: (1) to make a preliminary sketch or floor plan after consulting with
the various department heads and members of the C01.Ulcil, with a viell to taking care
of the needs of the various departments and giving a preliminary cost estimate for
the job, including architectural fees for the supervision of the work in the event
the Co1.Ulcil elects to proceed; and (2) to perform the usual services of an architect
in connection with the actual construction, was read.
It was moved by Trowbridge, seconded by Poxon, that the Administrative
Assistant and the City Engineer be instructed to interview various architects with
reference to this matter and to submit the names to the City Co1.Ulcil for consideration.
Motion carried.
Report of the Police Department was presented.
It was moved by Anderson, seconded by Trowbridge, that the report of the
Police Departmmt be received and filed. Motion carried.
