The meeting was called to order by" ~or R. J. Furlong.
It was moved by" Poxon, seconded by Trowbridge, that the minutes of December 7,
1954 be approved as written and subndtted. Motion carried.
ColllIlllmication from Jack Weiller & Co. requesting a permit to oonduct a hide
brokerage business at 4521 Produce Plaza, was read.
It was moved by" Trowbridge, seconded by" Mailliard., that request of Jack
Weiller & Co. be approved and permit granted. Motion carried.
Communication from Gordon Sondraker & Company- requesting a permit to conduct
a business of foundry supplies and equipment at 4700 East 48th Street, was read.
It was moved by" Anderson, seconded by' Poxon, that request of Gordon Sondraker
& Company- be approved and permit granted. Motion carried.
Communication from John B. Moore, Administrative Assistant, recommending that
the Director of Sanitation be allowed eight cents per mile for the use of his personal
automobile in the performance of his official duties in and around the CitY" of Vernon,
was read.
It was moved by' Anderson, seconded by Trowbridge, that the recommendation of
the Administrative Assistant be approved. Motion carried.
Communication from Mechanical Foundries Division of Food Machinery & Chemical
Corporation requesting that the crosswalk aeross Pacific Blvd. at 4545 Pacific Blvd. be
more plai.n1y marked, was read.
It was lOOved by" Anderson, seconded by" Poxon, that the request of Mechanical
Foundries Division of Food Machinery & Chemical Corporation be referred to the Police
Department with power to act. Motion carried.
Communication from. Percival steel & Supply Co. requesting curb painting at
4600 Santa Fe Avenue, was read.
It was moved by' Anderson, seconded by" Trowbridge, that the request of Percival
Steel & Supply Co. be referred to the Police Department with power to act. Motion
carried.
Communication from C. G. Willis & Sons, Inc. requesting curb painting west of
their driveway adjacent to 2105 E. 25th Street, was read.
It was moved by" Poxon, seconded by Anderson, that the request of C. G. Willis
& Sons, Inc. be referred to the Police Department with power to act. Motion carried.
Communication from National Titanium Compan:r requesting curb painting at
2122 East 37th Street, was read.
It was moved by' Anderson, seconded by' Poxon, that the request of National
Titanium Conpany be referred to the Police Department with power to act. Motion
carried.
Communication from. United States Spring & BuBper Co. re<)1esting curb painting

States Spring & Bumper Co. be referred to the Police Department with power to act.

Communication and report from A. W. Phillips, City Engineer, in regard to the
widening and inproving Downey Road from the southerly end of the present work to Slauson
Avenue, suggesting that a letter be written to Supervisor John Anson Ford, 501 HaJ.l of
Records, Los AngeJes 12, requesting his cooperation in getting the work done by Los Angeles
County in the same manner that the present work is being done in Downey Road, vas read.
It vas moved by Anderson, seconded by Poxon, that the suggestion of the City
Engineer be approved and that he be instructed to communicate wi. th Supervisor John Anson
Ford requesting that the Road Department of the County of Los Angeles assume jurisdiction
over Downey Road between southerly end of their present work and Slauson Avenue as
provided in Sections 1701 and 1702 of the Street and Highway Code of the State of Calif-
ornia, for the purpose of acquiring necessary r.ight of way for widening to 60 feet,
preparation of essential plans and specifications for the inprovements, letting contract,
and supervising the construction. Motion carried.
Communication from the Immediate Past President of the American Public Works
Association inviting the City of Vernon to obtain a membership in this non-profit
organization for A. W. Phillips, Vernon City Engineer, at an annual fee of $10.00, was
read.
It was moved by Anderson, seconded by Trowbridge, 'that the invitation of the
Immediate Past President of the American Public Works Association be accepted, and that
the City obtain a membership in the American Public Works Association for A. W. Phillips,
Vernon City Engineer. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting authority to advance
R. N. Simensen from Hoseman Class 4 to Class 3, effective January 1, 1955, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from Central Basin Water Association urging the adoption of a
resolution to the Board of Supervisors favoring the required levy of a 5; tax rate
next year within Zone One of the Los Angeles County Flood Control District for the
purchase of Colorado River' water for spreading, vas read.
It was moved by Anderson, seconded by Poxon, that the communication from the
Central Basin Water Association be referred to the City Attorney for drafting a Resolu-
tion to the Board of Supervisors favoring the required levy of a 5; tax rate next year
within Zone One of the Los Angeles County Flood Control District for the purchase of
Colorado River water for spreading. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to
attack warning equipment at City Hall site, was read.
It was moved by Anderson, seconded by Poxon, that communi.cation and report
from the City Engineer be received and filed. Motion carried.
Communica'tlon from John B. Moore, Administrative Assistant, submitting letter
form proposals for preliminary 'WOrk covering architectural services for proposed City
Hall expansion from Hugh R. Davies, A.I.A., of Long Beach, Anthony & Langford, of Comp-
ton, and Breo Freeman, A.I.A., of Pasadena, and recommending that the City Council refer
this matter to an appropriate committee, such as the Finance Committee, for a report
and recommendation, was read.
It vas moved by Pomn, seconded by Anderson, that the letter form proposaJ.s
for preliminary work covering architectural services for proposed City Hall expansion
be referred to the Finance Committee. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting authority to
request the County Road Department to stripe certain streets for a sum not to exceed
~l,OOO.oo, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that Patrol-
man J. R. Tucker be advanced from Class 2 to Class 1 at a sal.ary of $440.00 per month,
effective January l, 1955, was read.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of the
Police Chief be approved. Motion carried.

employ Earl Everett Williams as Patrolman 4th Class at a salary of $375.00 per month,
effective as of December 16, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Police

Communication from R.H. Boek:hacker, Police Chief, requesting permission to
enp10y Gary Allen Cagle as Patrolman 4th Class at a salary of $375.00 per month, effect-
ive as of December 16, 1954, was read.
It was moved by Poxon, seconded by Anderson, that the request of the Police
Chief be approved. Motion carried.
Resolution No. 1792 - A Resolution of the City Council of the City of Vernon
employing Quinton Engineers, Ltd. to make a preliminary survey of traffic problems in
the City of Vernon in accordance with Engineers letter of November 29, 1954, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1792 be
approved and adopted. Motion carried.

Resolution No. 1793 - A Resolution of the City Council of the City of Vernon
authorizing the execution of an Accumulation Agreement with the Department of Public
Works of the State of California, was read.
It was moved by Trowbridge, seconded by Poxon, that Resolution No. 1793 be
approved and adopted. Motion carried.

Communication and report from A. W. Phillips, City Engineer, in regard to
construction of water mains in Vernon Avenue from Alcoa Avenue to Downey Road, in Do-mey
Road from Vernon Avenue to Fruitland Avenue, and in Fruitland Avenue from Alcoa Avenue
to Downey Road, and recommending that tentative acceptance of the work be approved and
that demand presented by N. p. Van Valkenburgh Company in the amount of $68,796.00 for
90% of the contract price be approved, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1794 - A Resolution of the City Council of the City of Vernon
accepting the construction and installation of cast iron water mains, and appurtenances,
in Vernon Avenue from Alcoa Avenue to Downey Road, in Downey Road from Vernon Avenue to
Fruitland Avenue, and in Fruitland Avenue from Alcoa Avenue to Do-mey Road, with the
exception of certain gate valve manholes and permanent tops to certain other manholes
to be constructed in accordance with Specifications No. 180 and contract awarded
July 27, 1954, and authorizing 90% pqment of contract price, was read.
It was 1llOved by TrOwbridge, seconded by Mailliard, that Resolution No. 1794
be approved and adopted. Motion carried.

authorizing the execution of Escrow instructions for the purchase of a portion of lots
7' and 8 of the 500 acre tract of the los Ange1e s FruitLand Association from the Estate
of John B. Leonis, Deceased, and authorizing the pqment of $1800.00 deposit in Escrow,
was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1795 be
approved and adopted. Motion carried.

regard to lease of Police cars from Pacific Fleet Systems, submitting in quadruplicate
a new lease identicu to form to the existing lease written by Pacif'ic Fleet Systems
covering new proposu for a new neet of seven Police cars at the rate 01' $122.00 per
car per month, was read.

ment between the City of Vernon and Motorcycle Officer J. M. Beringhele for lease of one
1950 Harl.ey Davidson Motorcycl.e, md requesting that the City approvei said lease, was
read.
It was moved by Anderson, seconded by Trowbridge, that the request 01' the
Police Chief be approved, and that lease agreezoont be executed for the City 01' Vernon
by the ~or and the City Clerk. Motion carried.
Communication from R. H. Bockhacker, Police Chief, submitting a lease agree-
ment between the City of Vernon and Motorcycle OfficerR. D. Linke for lease of one
1949 Harley Davidson Motorcycle, and requesting that the City approve said lease, was
read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Police Chief be approved, and that lease agreezoont be executed for the City of Vernon
by the Mayor and the City Clerk. Motion carried.
Commun.:ication from W. R. Hoeft, Fire Department employee, submitting application
for rental of City house at 4329 Furlong Place now occupied by D. V. Collette, when
said place is vacated, was read.
It was moved by Poxon, seconded by Anderson, that commun.:ication from W. 14
Hoeft be received and filed. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to
progress of construction of Fire Station No.2 at 3375 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from the City Engineer be received and filed. Motion carried.
Report of the Police Department was presented.
It was IOOved by Anderson, seconded by Poxon, that the report of the Police
Department be received and filed. Motion carried.
It was moved by Anderson, seconded by Trowbridge, that the Police Chief be
authorized to negotiate for the purchase of radios and speciu equipment to be installed
on the two motorcycles to be leased by the City of Vernon. Motion carried.
It was moved by Anderson, seconded by Poxon, that the Fire Chief be instructed
to report on establishment of a First Aid Unit in connection with operation of the Fire
Department. Motion carried.
