The meet.ing was called to order by Mqor R. J. Furlong.
It was moved by Poxon, seconded by Trowbridge, that the minutes of January 4,
1955 be approved as written and submitted. Motion carried.
It was moved by Poxon, seconded by Trowbridge, that Ordinance No. 677 receive
a third and final reading by title. Motion carried.
Ordinance No. 677 - An Ordinance of the City of Vernon prohibiting the napping,
standing or pazking of vehicles on Downey Road in the City of Vernon, was read for a
third and final reading by title.
It was moved by Poxon, seconded by Trowbridge, t.hat Ordinance No. 677 receive
and pass a third reading and be adopted. Motion carried.

Communication from Aircrat't Inspection Laboratory requesting a permit to
conduct a business of magnetic inspection of all types of ferrous metals at U56 East
48th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Aircraft Inspection Laboratory be approved and permit granted. Motion carried.
Communication from S & M Catering requesting a permit to operate a. lunch
truck ill the City of Vernon, was read.

It was moved by Trowbridge, seconded by Poxon, that the request of S & H
Catering be referred to the Police Department and the Director of Sanitation 1Iith power
to act. Motion carried.
Communication from H. Muehlstein & Co., Inc. requesting a permit to conduct a
business of buying and selling, packaging and warehousing, new and reprocessed plastics
and rubber and cut-offs and pieces and factory rejects of plastics and rubber in a. new
building to be constructed on a lot immediately east of 4833 Fruitland Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of H. Mu.ehl-
stein & Co., Inc. be referred to the Fire Department for investigation and report.

Communication from Allegheny Pacific Steel & Supply Co. requesting a. permit
to conduct a business of' sales and distribution of new steel, brass and aluminum in
the shapes used by machine shops,f'abricators and manufacturers of' stee~ brass or
aluminum products, at 3$07 East 26th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Allegheny Pacific Steel & Supply Co. be approved and permit granted. Motion carried.
Communication and report f'rom L. C.Husted, Fire Chief, recommending that a.
permit be granted to Southem CaJ.ifomia Refinishing Service to refinish appliances
and wooden items at 4940 Santa. Fe Avenue, was read.

Communication from L. A. Young Spring & Wire Corporation requesting that the
pedestrian crosswalk in front of their plant at 3200 East Slauson Avenue be repainted,
was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of L. A.
Young Spring & Wire Corporation be referred to the Police Department with power to
act. Motion carried.

ing at 2000 E.25th Street, was read.

Tru.ck & Equipment Company be referred to the Police Department with power to act.
Motion carried.
Comrmm:ication from Sa.fe~ Stores Inc. requesting a permit to haul rubbish
from their premises at 192$ E. Vemon Avenue over the public streets to an authorized
dump or incinerator outside of the City of Vemon, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of Safe-
way SOOres Inc. be approved and permit granted. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting permission to advance
Fireman G. F. Bass from Boseman Class 3 1:;0 Class 2, effective January 1, 1955, was read.

requesting that the City Council of the City of Vemon answer the report dated December

Resolution No. 1802 - A Resolution of the City Counci1 of the City of Vernon
amending Salary' Resolution No. 1761; Creating the position of Office Engineer; Creating
the position of Assistant Foreman (Working), and fixing the salaries for said positions,
was read.
It was moved by POXDn" seconded by Trowbridge, that Resolution No. 1802
be approved and adopted. Motion carried.

Smith, Truck Driver" be promoted to Assistant Foreman (Working) in the Street Depart-

City Engineer be approved. Motion carried.
Communication from A. W. Phillips, City Engineer, recommending that Enrique
Solorzano be advanced from Semi-skilled Laborer, Grade 1, to Truck Driver at the rate
of $17.00 per day, effective February 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved-. Motion carried.
Comrmmieation from Richfield Oil Corporation in regard to their application
dated September 3, 1954 for a pipeline franchise in Downey Road and other streets,
expressing a willingness to execute a License Agreement in lieu of the franchise
requested, was read.

Resolution No. 1803 - A Resolution of the City Council of the City of Vernon
authorizing the execution of a License Agreement with the Richfield Oil Corporation,
was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1803 be
approved and adopted. Motion carried.

regard to Finance Committee meeting held on January 7, 1955, with reference to Archi-
tecturaJ. services in connection with proposed City Hall expansion, was read.

Administrative Assistant With reference to ArchitecturaJ. services in connection with
proposed City Hall expansion be referred to the City Attorney for the drafting of a
resolution. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to the
desire of Southern California Water Conpany to discontinue water service in 25th street
between Santa Fe Avenue and Alameda Street, recommending that proceedings be instituted
to eli.minate Southern California Water Conpany from 25th Street between west property
line of Santa Fe Avenue and Alameda Street, was read.
It was moved by Anderson, seconded by Poxon, that the matter of eli.minating
Southern Ca1.i.fornia Water Conpany from 25th Street between west property line of Santa
Fe Avenue and Alameda Street be referred to the City Attorney and the City Eng;l'leer
for a report. Motion carried.
Communication from R. H. Bockhacke r, Pollee Chief, reporting that he has been
advised by the Los .Angeles County Road Department that due to the increase of paint and
material necessary '00 do the job, the $1,000.00 limit as set forth in the agreement
between the City and Los Angeles' County is not now sufficient to conplete the job of
painting stripes on the streets of the City of Vernon, and that it would cost between
$1,200.00 and $1,500.00, Was read.
It was moved by Trowbridge, seconded by Anderson, that the communication
from the Pollee Chief be referred to the City Attorney for a report. Motion carried.
Communication zd report from Carson B. Hubbard, City Attorney, in regard to
the EasemEnt to the City of Vernon of the Gautier Land Conpany as per Resolution No.
1789, submitting pollcy of title insurance of the Title Insurance and Tru.st Conpany,
No. 4145535, to be placed in the files of the City of Vernon for safe keeping and
reference, was read.
It was moved by Anderson, seconded by POXOIl, that pollcy of title insurance
of the Title Insurance and Trust Company, No. 4145535, be received and filed. Motion
carried.
Communication and report from L. C. Hu.st.ed, Fire Chie.t, that the 1955
Courier (sedan delivelY) automobile authorized at the Council meeting of January 4,
1955, has been received, and recommending that said equipment be accepted for use as
a rescue unit for the Fire Department, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of tbe
Fire Chief be approved and said equipment be accepted. Motion carried.
Communication from R. H. Bockhacker, Pollee Chief, requesting permission to
purchase a radio for the additional police ear at a cost of $520.00 for the radio and
installation, plus a maintenance charge of $9.00 per month, was read.
It was moved by Poxon, seoonded by Anderson, that the request of the Police
Chief' be approved. Motion carried.
Communicatioll from R. H. Boekhaeker, Police Chief, requesting that an eJCPense
allowance of 15.00 be granted to Lieutenant S. E. Hogan to attend the Quarterly Meeting
of the Southern California Safe Burglary & Burglar,- Investigators .Association on Fridq,
February 4, 1955, in San Bernardino, was read.

Communication and report from A. W. Phillips, City&gineer, advising that an
emergency condition exists involving a sanitary and health situation, and recommending
that he be authorized to engage the services of Rodding-Cleaning Machines to clean the
sanitary sewer in Vernon Avenue between Santa Fe Avenue and Alameda Street at the rate
of $27.,0 per hour, was read.
It was moved by Anderson, seconded by Paxon, that the City Fllgineer be
authorized to engage the services of Rodding-G1eming Machines to clean the sanitary
sewer in Vernon Avenue between Santa Fe Avenue and Alameda Street at the rate of
$27.50 per hour" and that the matter be referred to the City Attorney, the Administrative
Assistant and the City Engineer to negotiate with the Los Angeles Transit Lines with
a view to arranging satisfactory regulation of street car operations during the hours
of sewer cleaning.. Motion carried.
