CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 1, 1955 AT 2 O'CLOCK P.M.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of February 15,
1955, be approved as written and submitted. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to bids
received for the furnishing and delivery to the City of Vernon of miscellaneous water
works materials and equipment for City of Vernon Pumping Plants Nos. 2 and 3 in accord-
ance with Specifications No. 183, -oogether with the recommendations of James M. Mont-
gomery, Consulting Engineer, as to awarding of contracts and his reasons therefore,
inCluding a detailed tabulation of bids, was read. City Engineer recommended that
contracts be awarded -00 the bidders in accordance wi th recommendations presented by
Consulting Engineer Montgomery.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Resolution No. 1811 - A Resolution of the City Council of the City of Vernon
accepting bids for the furnishing of miscellaneous materials and equipment for Pumping
Plants Nos. 2 and 3 in accordance with Specifications No. 183 and Addenda Nos. 1, 2 and
3, was read.

It was moved by Anderson, seconded by Poxon, that Resolution No. 1811 be
approved and adopted. Motion carried.

COlflnUIlication and report from A. W. Phillips, City Engineer, submitting price
quotations and literature from Elgin Sweeper Company and from Brown-Bevis-Industrial
Equipment Company, Distributors of Wayne Motor Pick-up Street Sweepers, with reference
to the purchase or rental of a street sweeper for ~he City of Vernon, was read. City
Engineer recommended that the City of Vernon enter into a rental-sale agreement on a
12 months basis with Brown-Bevis-Industrial EquipDmt Company for the Wayne sweeper as
outlined in their letter of February 22, 1955.
It was moved by Mailliard, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1812 - A Resolution of the City Council of the City of Vernon
authorizing the execution of a rental agreement containing option to purchase with Brown-
Bevis-Industrial Equipment Company for the leasing of a Wayne Street Sweeper, was read.
It was moved by Mailliard, seconded by Trowbridge, that Resolution No. 1812
be approved and adopted. Motion carried.

Communication and report from John B. Moore, Administrative Assistant, advis-
ing that the City Engineer has requested certain amendments to the salary resolution,
was read.
Resolution No. 1810 - A Resolution of the City Council of the City of Vernon
amending Salary Resolution No. 1761; Abolishing the position of Assistant Sanitation
Engineer; Creating the positions of Assistant Sanitary Engineer, Grade 1; Assistant
Sanitary Engineer, Grade 2; and Assistant Sanitary Engineer, Grade 3, in the Engineer-
ing Department, and creating the position of "Operator, Street Sweeper" in the Street
Department, and fixing the salary for each of said positions, was read.

Resolution No. 1813 - A Resolution of the City Council of the City of Vemon
approving Addendum No.1 to Specifications No. 179 for Sanitary Sewer Main and Water
Main in 27th Street, (A Private Street) Westerly mension in Tract No. 1561 in the
City of Vemon, was read.
It was moved by Poxon, seconded by )otAi1liard, that Resolution No. 1813 be
approved and adopted. Motion carried.

It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1814
be approved and adopted. Motion carried.

by Resolution No. 1815 of the City Council of the City of Vemon, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1816
be approved and adopted. Motion carried.

Commu:nication and report from John B. Moore, Administrative Assistant, in
regard to discontinuance of domestic incineration in u>s Angels s County, recommending
that this matter be referred to the Sanitary Engineer, through the City Engineer, and
also to the Health Officer and the Director of Sanitation1iith a view to taking the
matter up with the private contractors now operating within the City and to report the
possible effect of the proposal to discontinue incineration of trash as related to the
City of Vemon, was read.
It was moved by Poxon, seconded by Anderson, that the recolUleD.dation of the
Admini strative Assistant be approved. Motion carried.

Communication from Driwite Corporation requesting a permit to conduct a
business of preparing fresh peeled potatoes, for restaurant use, at 4803 Everett Avenue"
was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Driwite
Corporation be referred to the Director of Sanitation for investigation and report.
Motion carried.
Communication from Keepfresh Corporation requesting a permit to conduct a
business of preparing fresh vegetables, for restaurant use, at 4803 Everett Avenue,
was read.
It was moved by Anderson, seconded by Poxon, that the request of Keepfresh
Corporation be referred -00 the Director of Sanitation for investigation and report.
Motion carried.
Communication from Eunice Meadows dba R-Bow Foods Inc. requesting a permit
to operate a catering truck in the City of Vernon, was read.
It was moved by Poxan, seconded by Anderson" that the request of Eunice
Meadows dba R-Bow Foods Inc. be referred to the Police Department and the Director of
Sanitation with power to act. Motion carried.
Communication from Union Square Cozp. dba Certi-Bond Hardware requesting a
permit to conduct a business of selling hardware and automobile accessories at 3050
Laonis Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the request of Union Square
Corp. dba Certi-Bond Hardware be approved and permit granted. MOtion carried.
Communication from A.mica- Corporation dba Certi...Bond Furniture requesting a
permit to conduct a business of selling furniture and rugs at 3050 Laonis Blvd., was
read.
It was moved by Poxon, seconded by Trowbridge, that the request of Amica
Corporation dba Certt-Bond Furniture be approved and permit granted. Motion carried.
Commmdcation from M.Yron Morrison dba Certi-Bond Ladies Ready To Wear
requesting a permit to sell ladies ready to wear at 3050 Leon.is Blvd., was read.
It was moved by Poxon,seconded by Anderson, that the request of lVron
Morrison dba. Certi-Bond Ladies Ready To Wear be approved and permit granted. MOtion
carried.
Communication from .All-Season Awning Company requesting a permit to conduct
a metal awning manufacturing and saJ.es business at 5001 Pacific Blvd., was read.
It was moved by Poxon, seconded by Trowbridge, that the request of .All-
Season Awning Company be referred to the Fire Department for investigation and report.
Motion carried.
Communication from A. W. Phillips, City Engineer, requesting permission to
advance Earl R. Rickabaugh from Junior Civil Engineer, Grade 3, to Assistant Sanitary
Engineer, Grade 3, at a. saJ.ary of 1470.00 per month, plus an allowance of 150.00 per
month for use of his private automobile in the services of the City, effective March
1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the request of the City
Engineer be approved. MOtion carried.
Communication from Vernon Autocratt Company requesting a permit to conduct
a business of automobile body and fender shop together with automobile and truck
painting facilities at 5600 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Vernon
Autocratt COIlpany be referred to the Fire Departamt for investigation and report.
Motion carried.
Communication from R. H. Bockhacker, Pollee Chief, submitting vacation
schedule for the personnel of the Vernon Police Department covering the period from.
5/29/55 to 1/15/56 inclusive, was read.

by the Police Chief be approved and filed. Motion carried.
Communication from R. H. Bockha.cker, Police Chief, requesting that an upense
allowance of 15.00 be granted to Lieutenant J. F. Blankenship for attendance at the
Regular Mont~ Fingerprinting & Identification Conference to be held March 4" 1955 in
Riverside, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting that an expense
allowance of $5.00 be granted to him for attendance at the Regular :MonthJ.1' Fingerprint-
ing & Identification Conference to be held Harch 4, 1955 in Riverside" was read.

Communication from L. C. Husted" Fire Chief, requesting permission to send
Battalion Chief Kirk and Captain Sabella to Beverly Hills on March 9, 1955 to attend
the regular monthly meeting of Southern California Conference of Fire Prevention
Inspectors, with an expense allowance of 15.00 each, was read.

Communication from Glass Containers, Inc. requesting curb painting on each
side of the driveway to their ellployees' parking lot at .3601 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the request of Glass
Containers, Inc. be referred to the Police Department with power to act. Hotion
carried.

at 5107 Pacific Blvd., was read.
It was moved by Poxon, seconded by Anderson, that the request of American
Drill Bu.shing COllpany be referred to the Police Department with power to act. Motion
carried.
Communication from Urban N. Patman, Inc. requesting curb painting in front
of their new parking lot in the vicinity of 2638 E. Vernon Avenue, was read.

N. Patman, Inc. be referred to the Police Depart.ment with power to act. Ibtion
carried.
Communication from Abegg & Reinhold Co. in regard to the feasibility of the
posting of a speed limit of 25 miles per hour on East 26th Street, was read.
It was moved by Anderson, seconded by Poxon, that communication from Abegg
& Reinhold Co. be referred -00 the City Attorney and the Police Chief. Motion carried.
Communication and report from L. C. Husted, Fire Chief, in regard to rescue
equipment purchased for use by the Fire Department" requesting authority to put said
rescue equipment in service, effective March 1, 1955, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Fire Chief be approved. Hotion carried.
Communication from Fibreooard Products Inc. expressing their appreciation for
the cooperation and help given by the Fire Department in the training of their fire
fighting crews, was read..
It was moved by Anderson, seconded by Trowbridge, that communication from.
Fibreboard Products Inc. be received and filed. Motion carried.
Report of the Police Department was presented.
It was moved by Anderson, seconded by Trowbridge, that the report. of the
Police Department be received and filed. Motion carried.

Communication from John Anson Ford, County of Los .Angeles Supervisor, in
regard to jurisdiction and improvement of Downey Road between Leonis Blvd. and Slauson
Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that communication from
Supervisor John .Anson Ford be referred to the City Engineer. Motion carried.
Communication from H. lilehlstein & Co., Inc. requesting that the permit granted
on February 1, 1955 be changed to include grinding and processing, the right to engage
in the business of public warehousing, and to empower Muehlstein-L.A. ReaJ.ty Co., Inc.
as well as H. Muehlstein & Co., Inc. to conduct all of the operations enumerated, was
read.
It was moved by Poxon, seconded by Trowbridge, that the request of H. Muehl-
stein & Co., Inc. be approved. Motion carried.
Communication from Certi-Bond requesting permission to remove one sirta.1l tree
and trim the branches of one palm tree and to erect a sign between the sidewalk and
the street at 3050 Leonis Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the request of Certi-Bond
be referred to the City Engineer and the Police Department. Motion carried.

Engineer, were presented:

Blvd.
Application 19383 - Wm. J. Moran Co. to construct cement concrete driveway
apron & depressed curb, and replace damaged sidewalk in
Nt s Leonis Blvd.
Application 19384 - Win. J. Moran Co. to remove one euc~tus tree in N/s
Leonis Blvd.
Application 19385 - So. Calif. Gas Co. to replace 3/4" steel gas service
, to 4800 Santa Fe Avenue.
Application 19386 - So. Calif. Gas Co. to abandon gas service to 3275 E.
Slauson Avenue.
Application 19387 - So. Calif. Water Co. to repair 6"RS water main in N/s
27th Street.
