COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Trowbridge, seconded by Mailliard, that the minutes of March
1, l~", be approved as written and submitted. Motion carried.
The Clerk announced that this was the time and place for the opening of bids
for the furnishing and delivery to the City of Vernon one 1000 ga1J.on per minute Class
"AU Triple Combination Pumper for City of Vernon Fire Department, in accordance with
Specifications approved by Resolution No. 181, of the City Council of the City of Vernon.
It was moved by Anderson, seconded by Poxon, that the Clerk be instructed to
open and read the bids submitted. Motion carried.
The Clerk opened and read the following bid:
Crown Body & Coach Corporation
$17,899.34 (including sales tax)
It was moved by Anderson, seconded by Poxon, that bid submitted for the
fumishi.ng and delivery to the City of Vernon one 1000 gallon per minute Class itA"
Triple Combination Pumper for City of Vernon Fire Department, in accordance with Spec-
ifications approved by Resolution No. 181, of the City Council of the City of Vernon,
be referred to the Fire Chief for checking and report. Motion carried.
This being the tine and place for hearing objections to the vacation of a
portion of 46th Street in accordance with Ordinance of Intention No. 678, the Mayor
asked if a:nyone present desired to object to the proposed vacation proceedings, where-
upon E. H. Heyn filed a notice of protest to the vacation proceedings signed by E. H.
Heyn, M. Baron and Robert E. Moffett as owners and Chalk Metals, George F. Eistem,
Kentner Truck Lines, Inc. and Store Builder's Inc. as Lessees.
Mr. E. H. Heyn spoke in opposition to the vacation proceedings in the same
terms as set forth in the written protest, Mr. Baron, and Mr. Moffett spoke approving
Mr. Heyn' s remarks. The matter was duly considered by the Council and thereafter on
motion of J. M. Poxon, seconded by C. H. Mailliard, it was moved that the written and
oral objections were not sufficient to. abandon proceedings to vacate a portion of 46th
Street. The motion was tmanimously carried.
Resolution No. 1818 - A Resolution of the City Council of the City of Vernon
finding a portion of East 46th Street in the City of Vernon unnecessary for present or
p~spective public street purposes and ordering its vacation and abandonment, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1818 be
approved and adopted. Motion carried.

Resoltition No. 1817 - A Resolution of the City Council of the City of Vernon
expressing opposition to Assembly Bill No. 3762 now pending before the Legislature of
the State of California, was read.
It was moved by TrOwbridge, seconded by Anderson, that Resolution No. 1817
be approved and adopted. Motion carried.

ing that the Driwite Corporation and the Keepfresh Corporation be granted permits to -

the Director of Sanitation be approved and permits be granted to Driwi.te Corporation and

Communication from A and J Tool Conq>any requesting a permit to conduct a
machine shop at 5600 Santa Fe Avenue, was read.

Communication from Mr. W. Vernon Freed requesting a permit to conduct the
business of peddling in the City of Vernon under the Veteran's ExeDption Clause, was read.
It was DlOved by Anderson, seconded by Poxon, that the request of Mr. W. Vernon
Freed be referred to the Police Department with power to act. Motion carried.
Communications from Southern Ca1.1.fornia Edison Company together with franchise
reports on Franchise Ordinances Nos. 503, 611 and 504 for period ending December 31,
1954, together with checks in amount of $1,.303.57 on Franchise Ordinance No. 504 and
check in amount of #353.85 on Franchise Ordinances Nos. 503 and 611, were read.
It was lOOved by Anderson, seconded by TroWbridge, that the franchise reports
of the Southern Ca1.1.fomia Edison CODpany for period ending December 31, 1954 be
referred to the Consulting Engineer for checking and report. Motion carried.
Progress Report No. 102 submitted by Lloyd Aldrich, City Engineer, City of
Los Angeles, on Hyperion Activated Sludge Plant for period ending February 1, 1955, was
received.
It was moved by Poxon, seconded by Anderson, that Progress Report No. 102 on
Hyperion Activated Sludge Plant for period ending February 1, 1955, be referred to the
Vernon City Engineer. Notion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern Ca1.1.fornia Edison CODpany for the month of January, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the report of the Consult-
ing Engineer be received and filed. Motion carried.
Communication from California Highway Commission transmitting a copy of a
resolution adopted by the California Highwq Commission on February 18, 1955, restating
its procedure for determination of freewq routings, was read.

ornia Highwq Commission together with copy of resolution adopted by said Commission on
February 18, 1955, be referred to the City Engineer and the City Attorney. Motion

Communication from the Engineering Division of the Governor's Traffic Safety
Conference submitting a questionnaire in regard to traffic engineering and attaching a
copy of a paper on Automobile Crash Effects, was read.
It was moved by Anderson, seconded by Po:xon, that communication from the
Engineering Division of the Governor's Traffic Safety Conference together with attached
questionnaire in regard to traffic engineering and attached copy of a paper on Auto-
mobile Crash Effects, be referred to the Police Department for necessary action.
Motion carried.
Communication from Kennedy Name Plate CODpany requesting a permit to haul
refuse from their premises at 4509 Pacific Blvd. over the public streets to an author-
ized dump or incinerator outside of the City of Vernon, was read.
It was moved by Trowbridge, seconded by Anderson, that request of Kennedy
Name Plate Company be approved and permit granted. Motion carried.
Communication from Mr. Efren Ramirez requesting a permit to haul rubbish from
the premises at 2233 E. 37th Street over the public streets to an authorized dump or
incinerator outside of the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that request of Mr. Efren
Ramirez be approved and permit granted. Motion carried.

Communication and report from A. W. Phillips, City Engineer, recolll11lending
that the award of contract to Gil Moore & Co. for Schedule VII of' Specifications No.
183 be voided and that contract be awarded to Henry Pratt Company f'or Schedule VII f'or
the amount of' $2,780.00, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of' the
City Engineer be approved. Motion carried.
Resolution No. 1819 - A Resolution of the City Council of' the City of' Vernon
repealing that portion of' Resolution No. 1811 awarding contract to Gil Moore & Co. f'or
items listed in Schedule No. VII of' Specifications No. 183 and Addenda Nos. 1, 2 and 3,
and awarding contract to Henry Pratt Co~any, 714 West Olympic Boulevard, Los Angeles
15, Califomia, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1819 be
approved and adopted. Motion carried.

Resolution No. 1820 - A Resolution of the City Council of the City of Vemon
accepting the construction and installation of cast iron water mains and appurtenances
in accordance with Specifications No. 180 and City Engineer's Drawings, Plans Nos.
134C-1297, 134C-1298, and 134C-1299 of' the City of' Vemon, was read.
It was moved by TrOwbridge, seconded by Anderson, that Resolution No. 1820
be approved and adopted. Motion carried.

employ Dale M. Laird as Engineer's Aide, Grade 3, at a salary of' $.345.00 per month,
effective March 16, 1955, was read.

Communication from A. W. Phillips, City Engineer, requesting permission to
adv~ce Carlton W. Lemmons from street sweeper to Operator, Street Sweeper, at a rate
of $17.00 per dq, effective March 16, 1955, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the City
Engineer be approved. Motion carried.
Communication from A. W. Phillips, City Engineer, requesting authority to
assign street sweepers Paul P. Ponzio, Luke Salemo:, and Emilio Valentine to work in the
street Department as Semi-skilled Laborers, Grade 1, at a rate of $14.00 per dq,
effective March 16, 1955, was read.
It was moved by Poxon, seconded by Anderson, that the request of the City
Engineer be approved. Motion carried.
Communication from Mr. Fred Hurley requesting permission to occupy the City-
owned house at 4323 Furlong Place when vacated by Mr. Henderson of Southem Ca.li.fornia
Edison COIl'lPany, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of Mr.
Fred Hurley be approved. Motion carried.
Communication from .Aluminum Co. of .America granting, subject to certain pro-
visions, a right-of-way and easement for the installation, construction, operation,
maintenance and servicing of the necessary water meter and appurtenances upon land of
the premises located at 5151 Alcoa Avenue, was read.
It was moved by Poxon, seconded by TrOWbridge, that s.aid right-of-way and
easement from the Alumin~ Conpany of .America be accepted. Motion carried.
Communication and report from R. H. Bockhacker, Police Chief, requesting
approval on having a teletype installed in the Police Department, was read.
It was moved by TrOWbridge, seconded by Mailliard, that the reqUest of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that B. G.
Emrick be advanced from Desk Clerk Class 3 to Class 2 at a salary of $41.5.00 per month,
effective April 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that R. N.
Baker be advanced from Patrolman Class 4 to Class. 3 at a salary of $395.00 per month..
effective April 1, 1955, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation of
the Police Chief be approved. Motion carried.
Communication and report from A. W. Phillips, City Engineer, advising that the
W~e Motor Pick-up Street Sweeper as authorized by Resolution No. 1812 has been deliver-
ed, and recommending that said street sweeper be accepted by the City, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from A. W. Phillips, City Engineer, submitting a report pre-
pared by Mr. Robert H. King, Superintendent of Water Department, and himself' relative
to the functioning of the City of Vemon Water Department during the serious fire
starting March 7, 1955, in the raw paper stock of Pioneer Division, The Flintkote
Conpany, on south side of 52nd Street east of Alameda Street, was read.
It was moved by Anderson, seconded by Poxon, that the report prepared by the
City Engineer and the Superintendent of Water Department be received and filed. Motion
carried.
Communication from L.C. Husted, Fire Chief, requesting permission to send
Doyle L. Farrier to attend a California State Department of Education Fire Training
School to be held in Bakersfield, California, from March 24 to 26, inclusive, with an
expense allowance of approximately $45.00, was read.

Communication and report from L. C. Husted, Fire Chief, recommending that a
permit be granted to All-Season Awning Company to oonduct a metal a.wni.ng manufacturing
and sales business at 5001 Pacific Blvd., was read.
It was moved by Trowbridge, seconded by Mailliard, that the reoolUmendation of
the Fire Chief be approved and permit granted to All-Season Awning CompaDy'. Motion
carried.
Communication and report from L.C.Husted, Fire Chief, recommending that a
permit be granted to Vernon Autocraft CompaDy' to conduct a busine ss of automobiJ.e body
and fender shop, with facilities for automobile and truck painting, at 5600 Santa Fe
Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation of
the Fire Chief be approved and permit granted to Vernon Autocraft Company. Motion
carried.
Communication .from Southern California Water Company submitting in writing
the proposition which they worked out at a meeting held Tuesdq, March 8, 1955, with
~or Robert J. Furlong, City Engineer A. W. Phillips and City Councilman Trowbridge,
was read.
It was moved by Anderson, seconded by Poxon, that the proposition submitted
by Southern CalifomiaWater Company be referred to the City Engineer and the Mavor for
a report. Motion carried. I
Co~cation and report from F. A. Ziemer, Assistant Director of Civil
Defense, in regard to the possible installation of a state disaster communication
radio station within the City of Vernon, submitting communication from Mr. Rolla J.
Weiser, Assistant Coordinator of Civil Defense Region No.9, State of California,
requesting that the City Council re-evaluate their former position in regard to this
matter,- was read.
It was moved by Anderson, seconded by Poxon, that the matter be referred to
the Assistant Director of Civil Defense to re-negotiate with the State of California,
Office of Civil Defense, for the installation of a state disaster radio station within
the City of Vernon. Motion carried.
Communication from R. M. Howell, Executive Officer, Civil Defense Area "E",
in regard to the mtter of the cities in Area "E" sharing in the expenses of sending
the Area "E" Coordinator, Mr. Leland R. Weaver, to witness the 6-day Nevada Nuclear
Tests to be held in April, was read.
It was moved by Anderson, seconded by Trowbridge, that the City of Vernon
share in the expenses of sending the Area "E" Coordinator to witness the 6-dq Nevada
Nuclear Tests to be held in April, said amount to be contributed by the City of Vernon
not to exceed $25.00. Motion carried.
Communication from J. D. Strople Insurance, in regard to making a review
and report of insurance policy contracts for the City of Vernon, requesting permission
to obtain policy contracts from the City Clerk in order to make an effective an~sis
of existing coverage, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of J. D.
Strople Insurance be approved and that other insurance agencies, who so desire, be
permitted to make a survey of existing policies. Motion carried~

franchise reports of Southern California Edison CompaDy' under Franchise Ordinances
Nos. 503, 504 and 6ll for period ending December 31, 1954, was read.
