Due to the absence of Mayor R. J. Furlong, it was moved by Anderson, seconded
by Poxon, that Councilman Trowbridge be seated as Mayor pro tem.. Motion carried.
The meeting was called to order by Mayor pro tem Trowbridge.
It was moved by Anderson, seconded by Poxon, that the minutes of June 7, 1955
be approved as written and submitted. Motion carried.
Communication from A.W. Phillips, City Engineer, submitting Addendwn No.1
to Specifications No. 185 for construction of Booster Pumping Plants, Pipelines, and
Related Work at Pumping Plants Nos. 2 and 3, prepared by James M. Montgomery, Consult-
ing Engineer, and recommending that Addendwn No.1 be approved, was read. (Copies of
said Addendum were sent to each prospective bidder on June 15, 1955, via first class
mail by James M. Montgomery, Consulting Engineer)
It was moved by Poxon, seconded by NaiJJj ard., that the recommendation of the
City Engineer be approved. Motion carried.
Resolution No. 1840 - A Resolution of the City Council of the City of Vernon
approving Addendum No.1 to Specifications No. 185 for construction of Booster Pump-
ing Plants Nos. 2 and 3, as prepared and submitted by James M. Montgomery, Consulting
Engineer, was read.
It was moved by Poxon, seconded by Ma'i1Hard, that Resolution No. 1840 be
approved and adopted. Motion carried.

The Clerk announced that this was the time and place for the opening of bids
for the construction of Booster Pumping Plants, Pipe Lines and Related WalK at Pumping
Plants Nos. 2 and 3 in accordance with Specifications No. 185 and Plans Sheets 1 to 16,
inclusive, and Addendwn No.1, as prepared and submitted by James M. Montgomery, Con-
sulting Engineer.
In response to inquiry by the City Attorney, all bidders stated that they
had received copies of Addendum No.1 to Specifications No. 185.
It was moved by Anderson, seconded by Mailliard, that the Clerk be instructed
to open and read the bids submitted. Motion carried.

It was moved by Anderson, seconded by Poxon, that the bids submitted for the
construction of Booster Pumping Plants, Pipe Lines and Related Work at Pumping Plants
Nos. 2 and 3 in accordance with Specifications No. 185 and Plans Sheets 1 to 16, in-
clusive, and Addendum No.1, as prepared and submitted by James M. Montgomery, Consult-
ing Engineer, be referred to the City :Engineer for checking and report. Motion carried.
It was moved by Poxon, seconded by Anderson, that Ordinance No. 681 receive
a third and final reading by title. Motion carried.
Ordinance No. 681 - An Ordinance of the City of Vernon declaring its inten-
tion to close-up, vacate and abandon Luer Road in the City of Vernon, County of Los
Angeles, State of California, was read for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 681 receive
and pass a third reading and be adopted. Motion carried.

Resolution No. 1839 - A Resolution of the City Council of the City of Vernon
authorizing the execution of a contract with Paramount Pest Control Service, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1839 be
approved and adopted. Motion carried.

Comnnmication and report from F. A. Ziemer, Assistant Director of Civil
Defense, in regard to offer of the State Office of Civil Defense to furnish and deliver,
at no cost to the City, a radio transmitter and receiver, including antennas, for
Civil Defense purposes, (installation and maintenance e:xpenses to be assumed by the
City) recommending that the offer of the State Office of Civil Defense be accepted,
and that the City Clerk be authorized to sign the agreement with the State Office of
Civil Defense, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Assistant Director of Civil Defense be approved. Motion carried.
Communication from Universal Truck Service requesting a permit to conduct
a business of truck repairing at 2601 So. Soto Street, was read.
It was moved by Poxon, seconded by Maillia.rd, that the request of Universal
Truck Service be approved and permit granted. Motion carried.
Communication from Mechanical Pattern Works requesting a permit to conduct
a wood and metal pattern shop at 5708 Santa Fe Avenue, was read.

It was JOOved by Anderson" seconded by Poxon" that the request of Mechanical
Pattern Works be approved and permit granted. Motion carried.
Communication from Mrs. Irene Stone and Mrs. Pearl Swank advising that they
have purchased the going business known as Phil's Diner located at 2533 Santa Fe Avenue,
and requesting a permit to operate said business" was read.
It was moved by Anderson" seconded by Poxon" that the request of Mrs. Irene
Stone and Jv1rs. Pearl Swank be referred to the Police Department and the Director of
Sanitation with power to act. Motion carried.
Communication from A. W. Phillips" City Engineer" reconunending that Ray J.
Corella" Punping Plant Operator, Grade 1, be advanced to Assistant Pwrping Plant
Foreman, at a saJ.a.ry of $460.00 per month, effective June 16" 1955, was read.
It was moved by Anderson" seconded by Poxon" that the reconunendation of the
City :Engineer be approved. Motion carried.
COmmunication from. L. C. Husted" Fire Chief" recommending that a permit be
granted to Churchill Chemical Corporation to conduct a business of manufacturing
chemicals and rubber products at 3137 E. 26th Street" was read. (Original applica-
tion filed under the name of Better Life Chemical Company)
It was moved by Poxon" seconded by Mailliard., that the reconunendation of the
Fire Chief be approved and permit be granted to Churchill Chemical Corporation. Motion
carried.
Communication from Stockham Valves & Fittings requesting curb painting at
5502 Alcoa Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that request of Stockham Valves
& Fittings be referred to the Police Department with power to act. Motion carried.
Communication from Birehwood, Inc. requesting a permit to conduct the busi-
ness at 4405 Fruitland Avenue formerly known as the California Furniture Shops Ltd."
was read.
It was moved by Poxon" seconded by f.fa.i11iard" that the request of Birchwood,
Inc. be referred to the Fire Department with power to act. Motion carried.
Communication from Gillcraf't Fumiture Co. requesting a permit to conduct a
business of manufacturing wood and upholstered furnitUre at 2333 E. 27th Street, was
read.
It was moved by Poxon, seconded by Anderson, that request of Gillcraf't
Furniture Co. be referred to the Fire Department with power to act. Motion carried.
Communication from James M. Montgomery, Consulting Engineer, in regard to
terms of p~nt under his contract authorized by Resolution No. 1780, was read.
It was moved by Poxon, seconded by Anderson, that communication from James
M. Montgomery, Consulting Engineer, be referred to the City Attorney and the City
Engineer. Motion carried.
Communication from Carson B. Hubbard, City Attorney, and A. W. Phillips"
City Engineer" advising that the O. E. Clark Paper Box Company of 2716 Leonis Blvd.
has submitted a revision of its building plans, which provides for an off-set wall
to clear the City culvert" and recommending that building permit be granted, was
read.
It was moved by Poxon" seconded by Mailliard, that the recommendation of the
City Attorney and the City Engineer be approved. Motion carried.
Communication from Ideal Spring Co. requesting curb painting at 54J.O Alcoa
Avenue, was read.
It was moved by Poxon, seconded by Mai1liard., that the request of Ideal
Spring Co. be referred to the Police Department with power to act. Motion carried.

Communication from A. W. Phillips, City Engineer, submitting a proposal by
Rodding-Gleaning Machines, Inc. covering conplete cleaning and cleaning maintenance
service of sewer lines of the City of Vernon, and reconunending that an agreement be
entered into between the City and said Collpany in accordance with said proposal, was
read.
It was moved by Poxon, seconded by Mailliard, that communication from the
City Engineer together with proposal by Rodding-GleaningMa.chines, Inc. be referred
to the City Attorney and the City Ehgineer. Motion carried.
Progress Report by A. W. Phillips, City Engineer, on Fire Station No. 2
construction, attaching a copy of letter dated June 14, 1955 from Albert C. Martin
and Associates to Winter Construction Company, Inc., together with copy of their
statement showing work to be done by contractor before Fire Station will be accept-
able to the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that progress report on Fire
Station No. 2 construction be received and filed. Motion carried.
Communication and report from Fred Hurley, Auditor, transmitting che ck from
Southern California Edison Company in the amount of $105,363.13 as rental of leased
property for period of ~ 30, 1954 to ~ 29,1955, in accordance with lease agree-
ment dated February 13, 1937 and amended July 6, 1937, was read. Auditor reported
that the amount has been checked and is in agreement with city books.
It was moved by Poxon, seconded by Anderson, that check from Southern
California Edison COIlpany be accepted subject to verification by Carl A. Heinze,
ConsuJ:t.ing Engineer. Motion carried.
Communication from Vernon Chamber of Commerce transmitting a Resolution of
the Board of Directors of the Vernon Chamber of Commerce requesting the City Council
to enp10y Consulting Engineers, was read.
It was moved by Anderson, seconded by Poxon, that Resolution of the Board
of Directors of the Vernon Chamber of Connnerce be referred to the City Engineer and
the Finance Committee. Motion carried.
Communication from Vernon Chamber of Connnerce transmitting a Resolution of
the Board of Directors of the Vernon Chamber of Commerce requesting the City of Vernon
to adopt a sales tax Ordinance under certain circumstances, was read.
It was moved by Poxon, seoonded by .Anderson, that Resolution of the Board
of Directors of the Vernon Chamber of Commerce be referred to the City Attorney for
study and report. Motion carried.
Communication and report from Robert S. Stone, Director of Sanitation, in
regard to the meeting of the County Board of Supervisors which he attended on June 9,
1955 relative to banning the use of single chamber incinerators within the County
after September 30, 1955, reconnnending that the City send a communication to all
Vernon residents and firms advising them of the ban on incineration and suggesting
that they arrange for the removal of their combustible waste in a satisfactory manner,
was read.
It was moved by Anderson, seconded by Poxon, that the reconunendation of the
Director of Sanitation be complied 'Wi. th, and that the matter be referred to the
Director of Sanitation, City Attorney and City Engineer for preparation of rules and
regulations governing the collection and disposal of waste material. Motion carried.
Communication :from R. H. Bockhacker, Police Chief, reconnnending that O. C.
Sherwood be advanced from Patrolman Class 4 to Class 3 at a salary of $395.00 per
month, effective July 1, 1955, was read.
It was moved by Poxon, seconded by Mailliard, that the recommendation of
the Police Chief be approved. Motion carried.
Communication from Ray McGowan Meat Conpany request:ing a permit to conduct
a wholesale meat business at 4622 Alcoa Avenue (rear), was read.

It was moved by Poxon, seconded by Anderson, that request of Ray McGowan
Meat Company be approved and permit granted. Motion carried.
Communication from L. C. Husted, Fire Chief, submitting a letter from
Brigadier General Joseph S. Marriott requesting that s/Sgt. Patrick N. Moorehead, an
employee of the Vernon Fire Department, be granted a leave of absence of two weeks
for training purposes, was read. Fire Chief recommended that the request be granted
without loss of pq to Fireman Moorehead.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Fire Chief be approved. Motion carried.
Communication from Fireman Robert J. Tucker tendering his resignation from
the Fire Department, effective June 20, 1955, was read.
It was moved by Poxon, seconded by Anderson, that resignation of Fireman
Robert J. Tucker be accepted. Motion carried.
Communication from Vemon San! tation & Maintenance Co., Inc. requesting a
permit to conduct a business of sanitation and maintenance of meat packing houses
at 4322 Alcoa Avenue, was read.
It was moved by Paxon, seconded by Anderson, that request of Vernon Sanitation
& Maintenance Co., Inc. be referred to the Director of Sanitation with power to act.
Motion carried.
Comrmmication from L. C. Husted, Fire Chief, requesting permission to
advance K. D. Irwin from Haseman Class 3 to Class 2, effective July 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
It was moved by Poxon, seconded by Anderson, that John B. Moore, A.dm:i.nistra-
tive Assistant, be instructed to write a letter to The Honorable Goodwin J. Knight,
Governor, State of California, urging favorable consideration of Assembly Bill 183,

Comrmmication from Mr. G. G. Skalsky reque sting permission to take annual
vacation from July 11 to J~ 25, 1955, was read.
It was moved by Anderson, seconded by Poxon, that request of Mr. G. G.
Skalsky be approved. Motion carried.
