MINUTES OF A RIDULAR MEETING OF THE
CITY COUNCn. OF THE CITY OF VERNON
HELD JULY 19, 1955 AT 2 O.CLOCK P.M.
IN THE COUNCIL CHA1-1BERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVElJUE,
VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Trowbridge, that the minutes of July 5..
1955 be approved as written and albmitted. Motion carried.
The Clerk announced that this was the time and place for hearing of obje c%ions
to proposed vacation of Luer Road as recited in Ordinance of Intention No. 681.
The Mayor asked if there was anyone present who wished to be heard or object
to the proposed vacation of Luer Road. No objections were heard or made, whereupon it
was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1845 be introduced.
Motion carried.
Resolution No. 1845 - A Resolution of the City Council of the City of Vernon
finding mer Road in the City of Vernon is unnecessary for present or prospective public
street purposes and ordering its vacation and abandomnent, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1845
be approved and adopted. Motion carried.

Absent: None
Resolution No. 1847 - A Resolution of the City Council of the City of Vernon
fixing the compensation for certain employees of said City as of Ju~ 16, 1955, author-
izing certain expense allowances, and repealing all Resolutions in conflict, was read.
It was moved by Mailliard, seconded by Trowbridge, that Resolution No. 1847
be approved and adopted. Motion carried.

Resolution No. 1848 - A Resolution of the City Council of the City of Vernon
designating employees to various positions specified in SaJ.ary Resolution No. 1847,
was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1848
be approved and adopted. Motion carried.

Communication from Edward Garber requesting a permit to conduct a meat pack-
ing business at 3320 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Edward Garber be approved and permit granted. Motion carried.
Conmnmication from Barker Foundry Supply Co. requesting a permit to conduct
a business of warehousing all types of supplies for resaJ.e to foundries at 4887 Fruit-
land Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the request of Barker
Foundry Supp~ Co. be approved and permit granted. Motion carried.

Communication from C. T. Crawford submitting an application for a Taxi-Cab
license to do business in the City of Vernon under the name of Yellow Cab Conpany of
Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the application submitted
by C. T. Crawford. for a Taxi-Cab license be referred to the City Attorney and the Police
Chief. Motion carried.
Communication from Cal-Neva Brokerage Co. requesting a permit to conduct a
business of Commission Food Brokers at 5050 So. Alameda Street, was read.
It was moved by Poxon, seconded by Anderson, that the request of Cal-Neva
Brokerage Co. be approved and penni t granted. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that J. R. Brown has
satisfactorily completed his six months probationary period, and requesting permission
to advance him from Hoseman Class 4 to Class 3, effective August 1, 1955, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Fire Chief be approved. Motion carried.
Communication from General Petroleum Corporation requesting curb painting at
2419 E. 28th Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of General
Petroleum Corporation be referred to the Police Department wi. th power to act. 1-1otion
carried.
Communication from Dave Wey1er's Chevron Service requesting curb painting
at 1938 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, that reqp.est of Dave Wey1er's
Chevron Service be referred to the Police Department with power to act. Motion carried.
Communication from Southern California Edison Co. expressing appreciation to
the Police and Fire Departments for their very able assistance during circuit outage
of July 8, 1955, was read. '
It was moved by Anderson, seconded by Poxon, that letter of appreciation
from Southern California Edison Co. be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, transmitting written
request from George Little, City Painter, to rent one of the cabins in the rear of
the City Hall, was read.
It was moved by Anderson, seconded by Poxon, that the request of George
Little, Street Painter, be referred to the City Engineer. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommendiTlg that H. J.
Heidt be advanced from Patrol.."llaIl Class 2 to Class 1 at a salary of $440.00 per month,
effective August 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that G. F.
Wilson be advanced from Patrolman Class 2 to Class 1 at a salary of $440.00 per month,
effective August 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from Robert S. Stone, Director of Sanitation, submitting a copy
of Semi-Annual Report of the Sanitation Division, dated May 1955, was read.
It was moved by Anderson, seconded by Poxon, that copy of Semi-Annual Report
of the Sanitation Division, dated lvlay' 1955, be received and filed. Motion carried.

Progress Report No. 103 (Revised Final) submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for period ending
July 1, 1955, was received.
It was moved by Trowbridge, seconded by Mailliard, that Progress Report No.
103 (Revised Final) on Hyperion Activated Sludge Plant for period ending July 1, 1955,
be referred to the Vernon City Engineer. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to
proposed const.ruction of a second railroad track across Boyle Avenue by Central Mfg.
District, Inc. and Los Angeles Junction Railway Conpany as provided for in Ordinance
No. 332, together with letter from Carson B. Hubbard, City Attorney, advising that
there seems to have been no abandonment of the franchise granted, and that the grantee
under the franchise has the right to continue its use subject to such regulations as
the City may require in the way of permits, inspections and the like, were read.
It was moved by Anderson, seconded by Poxon, that the matter of the proposed
construction of a second railroad track across Boyle Avenue by Central Mfg. District,
Inc. and Los Angeles Junction Railway Conpany as provided for in Ordinance No. 332
be referred to the City Attorney and the City Engineer. 1-fotion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to
the possibilities of having all sewage from the City of Vernon accepted by Los Angeles
County, recommending that the City accept the offer by the County of Los Angeles to
make necessar,r investigations, maps, and cost estimates for required trunk line
sanitar,r sewers to connect with City of Vernon sewers, at an estimated cost for said
work of approximately $1,500.00, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City E:ngineer be approved and that the matter be referred to the City Attorney for
drafting a Resolution. Motion carried.
Communication from Pacific Detective Bureau & Patrol submitting an applica-
tion for a permit to engage in the business and occupation of private watchmen, guard
and private patrol services within the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the application submitted
by Pacific Detective Bureau & Patrol for a permit be referred to the Police Chief and
the City Attorney. Motion carried.
Communication from A. W. Phillips, City Engineer, with reference to Resolu-
tion dated June 14, 1955, from the Vernon Chamber of Commerce to the City of Vernon,
reporting on the Water Department, Sewage Disposal, Storm Drains, Street Construction
and Resurfacing, and Traffic Control, was read.
It was moved by Anderson, seconded by Poxon, that the report from the City
Engineer be received and filed, and that a copy of said report be transmitted to the
Vernon Chamber of Commerce. Motion carried.
Communication from Quik Cutting Service requesting a permit to conduct a
business of metal cutting at 5704 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of Quik
Cutting Service be approved and permit granted. Motion carried.
Communication from Tubesales requesting curb painting at 5400 Alcoa Avenue,
was read.
It was moved by Trowbridge, seconded by IJ!ailliard, that the request of
Tubesales be referred to the Police Department with power to act. Motion carried.
Communication from John B. Moore, Administrative Assistant, transmitting a
progress report for the month of June from Quinton Engineers, Ltd., consultants on
the traffic and parking survey, was read.
It lias moved by Anderson, seconded by Poxon, that progress report for the
month of June from Quinton Engineers, Ltd. be received and filed. Motion carried.

Communication from John B. Moore, Administrative Assistant, in regard to the
Annual Conference of 'the League of California Cities which will take place in San Fran-
cisco, September 18 to 21, inclusive, was read.
It was moved by Poxon, seconded by Mailliard, that communication from the
Administrative Assistant be received and filed. Motion carried.
Report of the Police Department was presented.
It was moved by Mailliard, seconded by Poxon, that the report of the Police
Department be received and filed. Motion carried.
The following excavation applications, all having the approval of the City
Engineer, were presented:
Application 19642 - So. Calif. Water Co. to repair 6t1 RS water main in N/s
27th Street.
Application 19643 - Los Angeles Junction Ry. Co. to raise rails to establish-
ed grade & resurface excavation in S/ s 46th Street.
Application 19644 - Pep Boys of Calif. to construct 2 standard cement con-
crete drive~ aprons & depressed curbs & install 2 C.I.
roof drains through curb in S/s 45th Street.
Application 19645 - So. CaJ.if. Gas Co. to drill & repair barho1es to test
for leaks in gas mains in E/ s & w/ s Santa Fe Avenue.
Application 19646 - So. Calif. Gas Co. to drill & repair barholes to test
for gas main leaks in N/s & S/s 26th Street.
Application 19647 - The Rath Packing Co. to cormect property at 2809 E.
44th Street With sewer in 44th Street.
It was moved by TroWbridge, seconded by l'-1ailliard, that excavation Applications
numbered 19642 to 19647 inclusive, be filed and permits granted. Motion carried.
The following building applications, all having the approvaJ. of the Building
Engineer, were presented:
Application 19648 - DuPont de Nemours Co. to construct tilt-up concrete ware-
house addition at 2934 E. 44th Street.

Application 19649 - Raymond J. Schirm to construct concrete cement warehouse
at 4599 Pacific Blvd.
Approximate cost. 40,000.00
Application 19650 - Wilson Paper Co. to construct addition to existing build-
ing at 4200 So. Alameda Street.

Street.
