CITY COUNCn. OF THE CITY OF VERNON
HELD AUGUST 2, 1955 AT 2 O'CIDCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY
HALL IDCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Trowbridge, that the minutes of July 19,
1955 be approved as written and submitted. Motion carried.
Communication and report from Carson B. Hubbard, City Attorney, in regard
to occupancy of new Fire Station No.2, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from the City Attorney be received and filed. Motion carried.
Communication from Safeway Stores, Inc. requesting that cross-walk, direct-
ional arrows and red zones be repainted at 1925 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that request of Safeway
Stores, Inc. be referred to the Police Department with power to act. Motion carried.
Communication from LaFrance Alarm Conpany requesting permission to install
their Fire Station Receiving panel in the Vernon Fire Department headquarters at no
cost to the City, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of
LaFrance Alarm Conpany be referred to the City Attorney. Motion carried.
Communication from Wedgewood Division of Rheem Mfg. Conpany requesting that
a 30-minute parking zone be established at the corner of Fruitland and Seville Avenues,
was read.
It was moved by Anderson, seconded by Poxon, that the request of Wedgewood
Division of Rheem Mfg. Co~any be referred to the Police Department 'Wi. th power to act.
Motion carried.
Communication from Allis-Chalmers Mfg. Co. requesting a permit to haul
rubbish from their premises at 4440 East 49th Street over the public streets to an
authorized dump or incinerator outside the City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Allis-
Chalmers Mfg. Co. be approved and permit granted. Motion carried.
Communication from Central Basin Water Association extending an invitation
to attend the next regular meeting of the Board of Directors to be held at Huntington
Park Elks Club on Thursday, August 4, 1955, was read.
It was moved by Anderson, seconded by Poxon, that communication from Central
Basin Water Association be received and filed. Motion carried.

Communication from Cleveland Wrecking Conpany requesting a permit to conduct
a business of storage and sale of lU1llber, roofing materials, plumbing supplies, mill
work, hardware and other building materials, at 3140 E. Washington Blvd., was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Cleveland
Wrecking Conpany be referred to the Fire Chief and the City Engineer. Motion carried.
Connnunication from Raisin Markets Inc. requesting a permit to operate a
warehouse for their super-market units at 5025 Gifford Avenue, was read.

It was moved by Poxon, seconded by Anderson, that the request of Raisin
Markets Inc. be referred to the Fire Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that C. E.
Tumbleson be advanced from Patrol1nan Class 3 to Class 2 at a salary of $415.00 per
month, effective August 16, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting that an expense
allowance be granted to Lieutenant J. F. Blankenship in the amount of $5.00 to attend
the regular mont~ FingeIprinting and Identification Conference to be held at the
Plantation House, 804 W. Huntington Drive, Monrovia, California, on August 5, 1955,
was read.
It was moved by Poxon, seconded by Tro'Wbridge" that the request of the
Police Chief be approved. Motion carried.
Communication from Dale Butler's Pasture 11ixtures Inc. requesting a refund
for a portion of the calendar year 1955 license fee, together with letter from Carson
B. Hubbard, City Attorney, recommending that request becenied, were read.
It was moved by Anderson" seconded by Poxon, that the recommendation of the
City Attorney be approved and that the request of Dale Butler's Pasture l-fi.xtures Inc.
for a license fee refund be denied. Motion carried.
Communication and report dated July 28, 1955 from R. H. Bockhacker, Police
Chief, together with letter dated August 1" 1955 from Carson B. Hubbard, City Attorney,
concurring wi. th views expressed by the Police Chief, in regard to application submitted
by Pacific Detective Bureau & Patrol for a permit to engage in the business aPd occupa-
tion of private watchmen" guard and private patrol services within the City of Vernon,
recommending that before the City Council issues a license to this or any other private
patrol that they not only be required to conply with City Ordinance No. 656, but that
they also be required to conply with certain other enumerated conditions, were read.
It was moved by Poxon, seconded by Tro'Wbridge, that the request of the Paci-
fic Detective Bureau & Patrol be approved and permit granted subject to conpliance
rrl.th the recommendations of the Police Chief in his letter dated July 28, 1955.
Motion carried.
Communication and report dated July 28, 1955, from R. H. Bockhacker, Police
Chief, together with letter dated August 1, 1955 from Carson B. Hubbard, City Attorney,
concurring wi. th the views expressed by the Police Chief, in regard to application
submitted by C.T. Crawford for a Taxi-Cab license in the City of Vernon" recommending
that before the City Council issues a license to l'fr. Crawford that the licensee and
his enployees not only be required to conply with City Ordinances Nos. 590 and 612,
but that they also be required to conply with certain other enumerated conditions" '
were read.
It was moved by Poxon" seconded by Tro'Wbridge, that the request of C. T.
Crawford for a Taxi-Cab license in the City of Vernon be approved and permit granted
subject to conpliance with the recommendations of the Police Chief in his le~ter
dated July 28, 1955. Motion carried.
Communication from Graff Tool & Die requesting a permit to operate a tool
& die mop at 2313 E. 51st Street, was read.
It was moved by Anderson, seconded by Poxon, that the request of Graff
Tool & Die be approved and permit granted. Motion carried.
Communication from Metals & Alloys Mfg. Co. requesting a permit to operate
a precision sheet metal shop at 5320 Santa Fe Avenue, was read.
It was moved by Trowbridge" seconded by Mailliard, that the request of Metals
& Alloys Mfg. Co. be referred to the Fire Department with power to act. Motion carried.

Communication from Southern California Edison Company together with check
in the amount of $169,,212.50 representing principal amount of bonds due October 1" 1955
($98,000.00) and semi-annual interest due October 1" 1955 ($36,770.00) and interest
due April 1, 1956 ($34,,442.50) on Vernon Light & Power bonds in accordance with lease
agreement, was read. '
It was moved by Poxon, seconded by Mailliard" that comnnmication from Southern
California Edison Conpany together with check in the amount of $169,212.50 be referred
to Carl A. Heinze, Consulting Engineer, for checking. Motion carried.
Communication and report from Carl A. Heinze, Consulting Engineer, and
Carson B. Hubbard, City Attorney, enclosing the original Partial Release dated as of
May 31, 1955, and the original Conveyance dated as of May 31, 1955, covering the electric
generating and distributing system leased by Southern California Edison Conpany from
the City of Vernon, was read. (Approved as to form by the City Attorney" and approved
by the Consulting Engineer as to identity of the property to be conveyed and released.)
It was 'moved by Anderson" seconded by Poxon, that comnnmication and report
of the Consulting Engineer and the City Attorney, together with original Partial Release
and original Conveyance dated as of May 31, 1955, covering the electric generating and
distribution system leased by Southern California Edison Company from the City of Vernon"
be received and filed. Motion carried.
Reports of Carl A. Heinze, Consult ing Engineer, on operation of electrical
system by Southern California Edison Company for the months of March, AprU, Hay and
June 1955" were read.
It was moved by Anderson, seconded by Poxon, that the reports of the Consult-
ing Engineer be received and filed. Motion carried.
Communication from A. W. Phillips, City Engineer, in regard to request from
Hr. M. K. Socha, Regional Operating Engineer, Region ,9" State Office of Civil Defense,
Division of Utilities, to submit the name of Mr. Robert H. King, SafI.itary Engineer and
Superintendent of Water DepartIOOnt, for confirmation as Third Alternate Operating
Engineer" Area E" Region 9, recommending that the request be granted and that the City
Clerk so notify Mr. Socha, was read.
It was moved by Anderson" seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from Southeast Mosquito Abatement District, los Angeles County,
in regard to the mosquito problems created within the corporate limits of Vernon, was
read.
It was moved by Anderson" seconded by Poxon" that communication from South-
east Mosquito Abatement District be referred to Mr. Robert S.stone, Director of
Sanitation. Motion carried.
CoIlllllUriication and report from Carson B. Hubbard, City Attorney, in regard to
charging a percentage for overhead in addition to the actual cost to the City for ser-
vices performed by Departments of the City for private and public corporations, was
read.
It was moved by Poxon, seconded by Trowbridge, that the matter of charging
a percentage for overhead to be added to the total department cost for services per-
formed by the City be referred to the City Clerk and the City Engineer for study.
Motion carried.
Report of the Police Department was presented.
It was moved by Anderson" seconded by Trowbridge, that the report of the
Police Department be received and filed. Motion carried.
Communication from Carson B. Hubbard, City Attorney, transmitting an Easement
Deed from the Consolidated Rock Products Company, was read.
It was moved by Trowbridge, seconded by Mailliard, that communication from
the City Attorney be received and filed. Motion carried.

Resolution No. 1849 - A Resolution of the City Council of the City of Vernon
accepting an Easement from Consolidated Rock Products Co. to a portion of Sections 9
and 10, Township 2 South, Range 13 West, for street pUIposes, was read.
It was moved by Trowbridge, seconded by Mai1liard, that Resolution No. 1849
be approved and adopted. Motion carried.

Resolution No. 1850 - A Resolution of the City Council of the City of Vernon
requesting the k>s Angeles County Sanitation .District to furnish the City of Vernon with
general plans, specifications and estimated cost for handling all of the sewage in the
City of Vernon not now handled by the k>s Angeles County Sanitation District, and provid-
ing for the payment of the cost thereof, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1850 be
approved and adopted. Motion carried.

_ Resolution No. 1851 - A Resolution of the City Council of the City of Vernon
accepting the construction of Fire Station No.2 for the City of Vernon, 3375 Fruitland
Avenue, Vernon, California, was read.
It was moved by Mailliard., seconded by Trowbridge, that Resolution No. 1851
be approved and adopted. Motion carried.

Vernon Avenue.
Application 19664 - So. Calif. Water Co. to repair 6t1 RS water main in N/s
27th Street.
Application 19665 - The Pac. Tel. & Tel. Co. to replace underground conduit
in N/sSlauson Avenue.
Application 19666 - So. Calif. Water Co. to repair 4lt RS water main in S/s
45th Street.
Application 19667 - So. Calif. Gas Co. to drill & repair barholes to test
