MINUTES OF A RIDULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERnON
HELD AUGUST 16, 1955 AT 2 O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY
HALL IDCATED AT 4305 SANTA FE AvmUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that the minutes of August 2,
1955 be approved as written and submitted. Motion carried.
Communication and report from John B. Moore, Administrative Assistant, in
regard to the necessity for relocating Fire Department and Civil Defense mutual aid
radio antennas and installing Civil Defense air horn on City Hall Fire Station hose
tower in connection with the remodeling and addition of space to the City Hall, was
read.
It was moved by Anderson, seconded by Poxon, that the matter of relocating
Fire Department and Civil Defense mutual aid radio antennas and installing Civil
Defense air horn on City Hall Fire Station hose tower in connection with the remodel-
ing and addition of space to the City Hall, be referred to the Administrative Assist-
ant for further study and report. Motion carried.
Communication from Pa.ckers Mutual Water Conpany in regard to the possibil-
ity of renting the City of Vernon IS water mains to secure Colorado River Water, if
and when the City of Vernon secures this water for themselves, was read.
It was :rooved by Anderson" seconded by Trowbridge, that the City Clerk be
instructed to advise the Packers Mutual Water Company in writing that the City of
Vernon could. not legally rent the use of their water mains to said Company as the
Bond issue for this water system was for the use and protection of the inhabitants
of the City of Vernon. Motion carried.

vacating a portion of East 46th Street easterly of St. Charles Avenue, recommending
that said vacation be approved, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of
the City Engineer be approved. Motion carried.
Ordinance No. 682 - An Ordinance of the City of Vernon declaring its
intention to Close-up, vacate and abandon a portion of 46th Street, formerly known
as Junior Street, in the City of Vernon, County of los Angeles, California, was
read in full for a first reading.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 682
receive and pass a first reading. Motion carried.

Additional Interim Relief - Application No. 35601, together with notice of hearing
before the Public Utilities Commission" was presented.
It was moved by Poxen, seconded by Mailliard" that copy of First Supple-
mental Application of Los Angeles Transit Lines for Additional Interim Relie!,
together with notice of hearing before the Public Utilities Commission be received
and filed. Motion carried.
Copy of First Supplemental Application of Metropolitan Coach Lines for
Additional Interim Relief concurring with Los Angeles Transit Lines Application
dated August 2" 1955, together with notice of hearing before the Public Utilities
Commission, was presented.
It was moved by Anderson, seconded by Trowbridge, that copy of First Supple..
mental Application of Metropolitan Coach Lines. for Additional Interim Relief, to-
gether with notice of hearing before the Public Utilities Commission be received and
filed. Motion carried.
Comrmmication and report of Carl A. Heinze, Consulting Engineer, advising
that check submitted by Southern California Edison Company in the amount of $169,212.50
for bond principal and interest redemptions for fiscal year 1955-56 on Vernon Light
& Power Bonds has been checked and verified as correct, was read.
It was moved by Poxon, seconded by Anderson, that communication and report
of the Consulting Engineer be received and filed. Motion carried.
Communication from Carson B. Hubbard, City Attorney, in regard to abandon-
ment of certain lines lJIJ Southern California Water Company, transmitting original
Notice of Abandonment together with originaJ. certified copy of minutes of the Board
of Directors of the Southern California Water Company, was read.
It was moved by Trowbridge, seconded by Mailliard, that communication from
the City Attorney together with original Notice of Abandonment and original certified
copy of minutes of the Board of Directors of the Southern California Water Company
be received and filed. Motion carried.
Communication from Hr. Fred Hurley requesting permission to take one week
vacation leave commencing August 29, 1955, was read.
It Was moved by Anderson, seconded by Poxen, that the request of Mr. Fred
Hurley be approved. Motion carried.
Communication from Kirkwood Industries Inc. requesting curb painting at
2856 Leonis Blvd., was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Kirkwood Industries Inc. be referred to the Police Department with power to act.
Motion carried.
Communication from Troy Industrial Products in regard to purchasing proper-
ty at 2251 East 38th Street, together with letter from Carson B. Hubbard, City
Attorney, in regard to said matter, were read.
It was moved by Poxon, seconded by Anderson" that the offer of Troy Indust-
rial Products to purchase property at 2251 E. 38th Street be rejected. Motion carried.

Communication from Union Oil Conpany of California requesting authority to
abandon in place certain pipe lines maintained pursuant to Pipe Line Franchise Ord-
inance No. 585, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the
Union Oil Conpany be referred to the City Engineer and the City Attorney. Motion
carried.
Communication from Commercial Catering Supply, Inc. requesting a permit to
operate a new 1955 Mobile Catering Unit in the City of Vernon, was read.
It vIas moved by Poxon, seconded by Trowbridge, that the request of Commercial
Catering Supply, Inc. be referred to the Police Department and the Director of Sanita-
tion with power to act. Motion carried.
Communication and report from A. W. Phillips, City Ehgineer, in regard to
request of George Little, Street Painter, to occupy one of the cabins in rear of the
City Hall, recommending that cabins Nos. 7, 8 and 9 be placed on the non-available
list and not be used as living quarters by anyone, was read.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Communication and report from A. W. Phillips, City Engineer, requesting
authority to use Olympic Houses Nos. 7, 8 and 9 for Street and Water Department
storage pUIposes, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the
City Engineer be approved. Motion carried.
Communication and report from A. W. Phillips, City Engineer, in regard to
landscaping in front of and on the west side of Fire Station No.2, was read.
It was moved by Trowbridge, seconded by Poxon, that the Fire Department
maintain the grounds at Fire Station No.2. Motion carried.
Communication from Jacobson r s Truck Parts requesting permission to use the
rear of the property located at 3140 E. Washington Blvd. as a storage yard for trucks,
trailers and truck parts, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Jacobson 's
Truck Parts be referred to the Fire Department for investigation and report. Motion
carried.
Communication from L. C. Husted, Fire Chief, requesting permission to
maintain a petty cash fund for the Fire Department in the amount of $100.00, was
read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Fire Chief be approved. Motion carried.
· Communication from R. H. Bockhacker, Police Chief, requesting permission
to maintain a petty cash fund for the Police Department in the amount of $100.00,
was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of

Communication from L. C. Husted, Fire Chief, requesting permission" to send
L. A. Harris to San Francisco to attend the regular Fall meeting of the California
Section of the. International Municipal Signal Association September 2 and 3, 1955,
with an eJq:>ense allowance of $84.00, was read.
It was moved by Poxon, seconded by Mailliard, that the request of the Fire
Chief be approved. Motion carried.
Report of the Police Department was presented.
It was moved by}.failliard, seconded by Anderson, that the report of the
Police Department be received and filed. Motion carried.

Comnnmication from R. H. Bockhacker, Police Chief, requesting that Police
Officer Frank E. Sweeney, a Master Sergeant in Conpany A, lllth Reconnaissance
Battalion,U. S. Army, be granted permission to attend Field Training at Camp
Roberts, California from August 21, to August 27, 1955, with no loss of pay, was
read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Police Chief be approved. Motion carried.
CoDlmunication from Cambria Spring Conpany requesting a permit to conduct a
business of manufacturing and servicing leaf springs for all kinds of vehicles, wheel
alignment and brake installations, at 3255 East Washington Blvd., was read.
It was moved by Trowbridge, seconded by Mailliard,that the request of
Cambria Spring Conpany be approved and permit granted. Motion carried.
Comnnmicationfrom J. M. Lowery, Los Angeles County Auditor-Controller,
submitting assessed valuations for fiscal year 1955-56, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Los Angeles County Auditor-Controller be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting permission
to purchase two motorcycle radios together with necessary special equipment, was
read.

Communication from L. C. Husted, Fire Chief, reconnnencling that a permit
be granted to The Cleveland Wrecking Conpany to operate their retail sales yard.
at 3140 E. Washington Blvd., was read.
It was moved by Trowbridge, seconded by Poxon, that the recommendation
of the Fire Chief be approved and permit granted to The Cleveland Wrecking Conpany.
Motion carried.
Communication and report from Robert S. stone, Director of Sanitation, in
regard to mosquito control problems within the City of Vernon, recommending that the
City of Vernon handle its own mosquito control program in connection with the over-
all sanitation. program" was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of
the Director of Sanitation be approved. Motion carried.
Communication from Flasher Electronic Corporation offering to SUPPlY
portable fiashing emergency and safety light equipment to the City of Vernon on a
trial basis, was read.
It was moved by Anderson, seconded by Paxon, that the offer of the Flasher
Electronic Corporation to supply portable flashing emergency and safety light equip-
ment be accepted on trial. MOtion carried.
Communication from Carson B. Hubbard, City Attorney, submitting statement
from Young, 01Hara & Shenk covering services rendered by them in the case U. S. vs.
Certain Parcels of Land No. Civil 1064 HW, which was heard in the United States
Court, Southern District, Central Division, together with a copy of their forward-
ing letter, was read.
It was moved by Anderson, seconded by Poxon, that statement from Young,
01Hara & Shenk covering services rendered by them in the Case U. S. vs. Certain
Parcels of Land No. Civil 1064 HW be paid, and that communications with reference
to said case be received and filed. Motion carried. .
Communication from Southern California Edison Company requesting authority
to make necessary additions to Vernon Electrical System in accordance with Lease Agree-
ment dated February 23, 1937, was read.
It was moved by TrOwbridge, seconded by Poxon, that the request_from
Southern California Edison Conpany be referred to Carl A. Heinze, Consulting Engineer.

It was moved by Anderson, seconded by Poxon, that communication from Grout
& Steinbeck, Insurance Brokers, together with copy of liability policy in regard to
C. T. Crawford dba Yellow Cab Co., et al, be received and filed. Motion carried.
It was moved by Poxon, seconded by Anderson, that the City Engineer and
the City Attorney be instructed to report on the feasibility of condemnation of
certain property with area of approximately seven acres on the Southwest corner of
Fruitland Avenue and Downey Road for City pUI!>oses. Motion carried.
It was moved by Poxon, seconded by Anderson, that the City Attorney be
instructed to prepare and present a draft of a Sales Use Tax Ordinance in conformity
with the recent State Legislation covering such matter. Motion carried.
