receive a. third reading by title. Motion carried.
Ordinance 'No. 684 - An Ordinance of the CitY" of Vernon establishing rates
for the furni.shing of water through tenporary connections, was read for a third and tinaJ.
reading by title.
It was moved bY" Paxon, seconded by Trowbridge, that Ordinance No. 684 receive
and pass a third reading and be adopted. Motion carried.

crete and cement concrete account of pavement cuts by or for utilities and private
contractors, was read.
It was moved by Trowbridge" seconded by Mailliard, that Resolution No. 1866
be approved and adopted. Motion carried.

proposed establishment of a uniform Ordinance on burning . of combustible rubbish in the
Los Angeles Basin, tranSlllitting a copy of County Ordinanoe No. 6771" was read.
It was moved by Anderson, seconded by Poxon, that communication from County"
of Los Angeles, Board of Supervisors, be referred to the City Attorney and the Fire
Chief for stud;y and report. Motion carried.
Communioation from Bethlehem Pacific Coast Steel Corporation urging that
Ordinance No. 563 regulating the use, storage and sale of liquified petroleum gases
in the City of Vernon be lOOdified so that the restrictions are no less severe than
other oommunities in this area, was read.
It was moved by Anderson, seconded by Trowbridge, that communication from
Bethlehem Pacific Coast Steel Corporation be referred to t he Fire Department fora
report. Motion carried.
Communication from United Tent and Supply Conpany requesting authoritY' on
behaJ.f of Norris-Therm.ad.or Corporation to erect a tent on the pa.rldng lot of said.
Company at 5235 So. Boyle Avenue on Ootober 23rd and to remove said tent on October
24th, was read.
It was moved by Trowbridge, seconded by Maill1ard, that request of United
Tent and Supply Company on behalf of Norris-Therm.ad.or CoIporation be approved. Motion
carried.
Communication from State of Califomia., Department of Public Works, Division
of Hig:ilwqs, SIlbmitting in triplicate a memorandum of agreement, for e:xpenditure of
gas tax aJ.location for major city streets wi thin the City of Vernon for the 1956 fiscal.
year in accordance with the project statem.entsubmitted by the City of Vernon, for
execution, was read.

State of Califomia, Department of Public Works, Division of Highways, be referred
to the City Attorney for drafting of required Resolution. Motion carried.
Communication from John B. Moore, Administrative Assistant, in regard to
cla.ri.fication of the policy of the City Council relative to the maintenance and repair
of OitY'''''Oli11led residences, was read.

Administrative Assistant Moore and City Engineer Ph:i.ll1ps, to prepare a draft of
regulations relative to the maintenance and repair of City-oli11led residences, and

system by Southem Calif"omia Edison CoIlpany for the month of August, 1955, was read.
It was moved by Poxon, seconded by Trowbridge, that the report of the
Consulting Engineer be received and filed. M:>tion carried.
Communication from Berkshire Shops requesting a permit to conduct a busi-
ness of m.anuf"acturing.. jobbing and distribution of maple turn:i.ture at 1&405 Fruitland
Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, tha.t the request of Berkshire
Shops be approved and permit granted. Motion carried.
Communication and report from A. W. Phillips, City Engineer.. in regard to
the possibility of a hearing being oalled by the Public Utilities Commission with a
view to having the City of Vernon participate in the cost of replacing existing wig-
wag signal with flashing light signaJ.s at Union' Pacific Railroad. crossing JA,-4.2
just east of the intersection of Fruitland Avenue and Dowey Road.. entirely' beyond
the City Bounda.ry, was read.
It was moved by Poxon, seconded by Trowbridge, that communication and
report from the City Engineer be reCeived and f"iled. Motion carried.
Copy of a oommunication from State of California, Department of Publio
Health, addressed to Dr. C. E. Nemethi, Vernon Health Officer, in regard to necess.a:ry
action required in Sections 1903 through 1915 of the Health and Safety Code following
the declaration by the Calif"omia State Department of Public Health t.hat Los Angela,s
OO\mty is one of the counties to be -rabies endemic areas", effective October l.O,
1955, was read.,.

Communication from. Oentral Basin Water Association extending an invitation
to attend the next regular meeting of the Board of Directors on November 3.. 1955.. was
read.
It was moved by Anderson.. seconded by Trowbridge, that communication from
Oentral Basin Water Association be received and filed. MOtion carried.
Communication from Metropolitan Recreation and Youth Services Co\mcil
extending an invitation to meet with them for lunch at the .Ambassador on October
27, 1955.. was read.

Communication from Los Angele s County Division, League of CaJ..:i..fornia Cities,
transmitting a copy of minutes of the meeting o:f the Board of Directors held on October
6, 1.955, and requesting the City of Vernon to designate theirourrent representative
and an alternate to serve on the Board of Directors, was read.
It was moved by POXl.>U, seconded by Trowbridge, that Ma;ror R. J. Furlong be
designated as the representative o:f the City of Vernon to serve on the Board o:f Directors
o:f the Los Angeles County Division, League ofCa.li1'omia Cities, and that City Clerk
G. A. Anderson be designated as Alternate. Motion carried.
Petition for Zone Variance :from John B. Leonis, Jr. for Lot 16 ot the John
R. Taylor Vernon Avenue Villa Lots in the City of Vernon, was read.
It was moved by Anderson, seconded by Mailli.ard, that petition for Zone
Variance from John B. Leonis, Jr. be referred to the City Attorney and the City
Engineer :for a report. Motion carried.
Communication from A. W. PhUlips, City Engineer, advising that the two new
steel water storage reservoirs at Puuping Plant No.2 have been placed in service"
ef:fective October 15, 1.955, was read.

Engineer be received and filed. Motion carried.
Oommunication from Garrett Freightllnes, Inc. in regard to their application
:for a building permit to erect a :freight terminal on the land located at the northeast
comer of Bandini Boulevard at Downey Road, was read.
It was moved by Anderson" seoonded by Poxon, that oommunication :from Garrett
Freightlines, Inc. be referred to the City Attorney, the City Engineer and Hqar
Furlo~. Motion oarried.
Oommunioation from L. O.Hu.sted, Fire Ohief, requesting permission to allow
the Harbor Distriot Firemens Assooiation to meet at Fire Station No.2 at 8:00 P.M.
on Thursday, Ootober 20, 1955, was read.
It was moved by Poxon, seoonded by Mailliard, that the request of the Fire
Ohief be approved. Motion oarried.
Report of the Police Department was presented.
It was moved by Trotfbridge, seconded by Mailliard, that the report of the
Police Department be rece! ved and :filed. Motion oarried.
Requests :for curb painting from General Petroleum Corporation and Business
Systems Inoorporated were presented.
It was lIlOved by Poxon, seoonded by Mailliard, that the requests for curb
painting be referred to the Police Department with power to act. Motion oarried.
Mr. Leonis O. Malburg appeared before the City Council and presented to the
Oity a copy of Notice of Election to be held on September 16, '1905 :for the purpose
of determining whether the territory in u.,s Angeles County known as Vernon shouJ.d
become incorporated as a Municipal Corporation of the Sixth Olass, to be known as
the City o:f Vernon.
It was lIlOved by Trowbridge, seconded by Poxon, that the copy of Notice of
Election to be held on September 16, 1.905 presented by Mr. Malburg, be accepted with
sincere thanks. Motion carried.
