The meeting was called to order by ~or R. J . Furlong .
It was moved by Poxon, seconded by Anderson, that the minutes of October 18,
1955 be approved as written and submitted. Motion carried.
Communication from A. W. Phillips, City Engineer, transmitting originaJ. let-
ter from Brao Freeman, Architect, dated October 27, 1955, and a copy of Addendum No.1
to Specifications No. 187, Addition and Alterations to Vernon City Hall, and recommend-
ing that Addendum No. 1 be approved, was read.
It was moved by Trowbridge, seconded by Anderson, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1870 - A Resolution of the City Council of the City of Vernon
approving Addendum No.1 to Specifications No. 187 for addition and aJ.terations to
Vernon City Hall, as prepared and su.bmitted by Mr. Breo Freeman, Architect, was read.
It was moved by Trowbridge, seconded by Anderson, that Resolution No. 1870
be approved and adopted. Motion carried.

The Clerk announced that this was the time and place for the opening of bids
for the construction of addition and aJ.terations to Vernon City Hall in accordance with

It was moved by Poxon, seconded by Trowbridge, that the Clerk be instructed
to open and read the bids submitted. Motion carried.

tect Freeman for checking and report. Motion carried.
Resolution No. 1871 - A Resolution of the City Council of the City of Vernon
adopting budget and approving Memorandum of Agreement for expenditure of gas tax allo-
cation for major city streets, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1871
be approved and adopted. Motion carried.

Resolution No. 1846 - A Resolution of the City Council of the City of Vernon
authorizing the execution of a contract with the County of Ics Angeles for the painting
of traffic stripes on streets in the City of Vernon as directed by the Chief of Police
of said City, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1846 be
approved and adopted. Motion carried.

Communication from the American Fiberglas Corp. reCDlesting a permit to con-

Everett Avenue, was read.

Fiberglas Corporation be approved and permit granted. Motion carried.
Communication from Winter, Wolff & Co., Inc. requesting a permit to conduct
a business of warehousing nails and hardware at 20,36 E. 27th Street, was read.
It was moved by Trowbridge, seconded by Ma.illiard, that request of Winter,
Wolff & Co., Inc. be approved and permit granted. Motion carried.
Communication from Merchants Fire Dispatch requesting a permit to conduct
watchman service in the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard, that request of Merchants
Fire Dispatch be approved and permit granted. Motion carried.
Communication from Beneke Corporation requesting a permit to conduct a
business of warehousing and selling toilet seats at 4595 Pac:Lt'ic Blvd.., was read.
It was moved by Poxon, seconded by Trowbridge, that request of Beneke Corp.
be referred to the Fire Department with power to act. Motion carried.
Communication from Apex Chain Id.nk Fence & Supply Co. requesting a permit
to conduct a business of warehousing and selling equipment and supplies at 2120 East
37th Street, was read.
It was moved by Poxon, seconded by Mailliard, that request of .Apex Chain
Link Fepce & Supply Co. be approved and permit granted. Motion carried.
Communication from Ethel Ieaf'er advising that she is now the owner of the
Club Vernon Cafe at 5214 Santa Fe Avenue, and requesting a permit to operate said
cafe, was read.
It was moved by Trowbridge, seconded by Poxon, that request of Ethel Ieafer
be referred to the Police Department and the Director of Sanitation with power to act.

Oommunication from Qalifornia Legislature Joint Interim Committee on Trans-
portation Problems, requesting that the Oi V Oouncil and road or street officials
attend hearings which will be held in Los Angeles on November 7 and 8, 1955, and in
Long Beach on November 9, 1955, for the purpose of obtaining information from officials
of local government pertaining to certain highwq matters, was read.
It was IIIOved by Poxon, seconded by Trowbridge, that communication and report
from Oalifornia Legislature Joint Interim Oommittee on Transportation Problems be re-
cei ved and filed. Motion carried.
Communication and report from JobnB. Moore, Administrative Assistant, sub-
mitting letter of the Los Angeles Oounty Road Depa.rtment, dated October 20, 1955, on
the subject of aid to cities from gas tax money, was read.
It was IIIOved by Anderson, seconded by Paxon, that report from the Adminis-
trative Assistant together with letter of the Los Angeles Oounty Road Department,
dated October 20, 1955, be received and filed. Motion carried.
Oommunication from County Boundary Commission, County of Los Angeles, giv-
ing notification that the City of Bell has filed a proposal for the annexation of
territory lmown as "Proposed Annexation to the South Bounda.zy of the Oity of Bell"
with the Seereta.r.v of the Oounty Boundary Commission, was read.
It was moved by Poxon, seconded by Trowbridge, that communication from
Oounty Boundary Commission, Oounty of Los .Angeles, be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, requesting permission to eIlJ?loy
Oarl Gratfio as Hoseman,Olass 4, effective November 1, 1955, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Ohief be approved. Motion carried.
Oommunication from Levin Brokerage OOIlJ?any requesting a permit to operate a
brokerage office in the Oity of Vernon at 3261 E. 44th street, was read.
It was IIIOved by Anderson, seconded by Poxon, that request of Levin Brokerage
Company be approved jmd permit granted. Motion carried.
Communication from John B. Moore, Administrative Assistant, transmitting an
original copy of the appraisal of Robbins Little of 7.46 acres located at the south-
west corner of Fruitland Avenue and Downey Road, was read.
It was IIIOved by Anderson, seconded by Poxon, that original copy of the
appraisal of Robbins Little of 7.46 acres located at the southwest corner of Fruitland
Avenue and Downey Road, be received and filed for future reference. Motion carried.
Communication from R. H. Bockhacker, Police Ohief ,recommending thatD. H.
Wolford be advanced from Patrolman Olass 3 to Class 2, effective November 16, 1955,
was read.
It was IIIOved by .Anderson, seconded by Paxon, that the recommendation of the
Police Ohief be approved. Motion carried.
Oommunication from John B. Moore, Administrative Assistant, attaching an
invitation for the dedication of the Oecil R. Gehr Fire Oombat Tra.:ining Oenter, 1320
North Eastern Avenue, on Monday, November 1.4, 1955, at 10:00 A.M., was read.
It was moved by Anderson, seconded by Trowbridge, that communication from
the Administrative Assistant be received and filed. Motion carried.
Oommunication from L. O. Husted, Fire Chief, requesting permission to
advance Paul Orane from Roseman Olass 2 to Olass 1, effective November 16, 1955, was
read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Ohief be approved. Motion carried.

Communication from Aluminum Co. of America requesting permission to place a
foot bridge across the street gutter in front of their main plant entranoe on the west
side of Alooa Avenue near the interseotion of Fruitland Avenue during heavy rainstorms,
was read.
It was lOOved by Trowbridge, seconded by Mailliard, that the request of the
Aluminum Co. of America be approved subjeot to said COIlpany assuming all liabilities.
Motion oarried.
Communication from Brake and Wheel Alignment Co., Inc., in regard to the
unde:rpass on the northwest side of 3757 So. 8oto Street, requesting permission to close
up the west side of said underpass, was read.
It was moved by Anderson, seoonded by Paxon, that the request of Brake and
Wheel Alignment Co., Ino. be laid over pending determination of certain rights by
Brake and Wheel Alignment Co., Ino. with referenoe to said underpass. Motion carried.
Communication and report from John B. Moore, Administrative Assistant,
transmitting a letter from the City of Bell with reference to the suggested formation
of committees from Vernon, Haywood, Huntington Park and Bell Gardens, having as their
objective to secure ingress and egress to the Long Beach Freewq from Randolph Street,
was read.
It was moved by Anderson, seoonded by Poxon, that oommunication from the
City of Bell with referenoe to the suggested formation of oommittees be referred to
~or Furlong and Councilman Trowbridge. Motion oarried.
Communioation and report from R. H. Bockhacker, Police Chief, in regard to
the practice of writing detailed information into the desk log, recommending that the
Police Department be authorized to set up standard forms for detailed reports and
1imi t the use of the log to routine busine ss, was read.
It was moved by Anderson, seconded by Poxon, that the report of the Police
Chief be concurred in and that his recommendation be approved. Motion carried.
Communication from Godfrey Isaao, Jr., Attorney at Law, in regard to the
oondition of the street in front of an near 2031-35 East 46th Street, together with
communication from A. W. Phillips, City Engineer, advising that the condition oom-
plained of in Mr. Isaacts letter no longer exists and that the Chalk Metal Company
oonsiders the matter olosed, were read.
It was moved by Trowbridge, seconded by Mailliard, that communication from
Godfrey Isaao, Jr., Attorney at Law, together with oommunication from City Engineer,
be reoeived and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting permission to trim
or remove some trees along the south side of Leonis Blvd. which interfere with alarm
wires and other wires, was read. '
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Fire Chief be referred to the City Engineer and the Fire Chief for a report. Motion
carried.
Communication from John B. Moore , Administrative Assistant, advising that he
has received an invitation from Mrs. Savage of Quinton Engineers to have Mr. PhiJHps,
Chief Bookhacker, Ma\vor Furlong and himself attend a meeting at the offices of Quinton
Engineers for the purpose of demonstrating the methods and reoords used in developing
their traffic reports and recommendations in order that the City might be more fuJ.1y
informed as to these matters, was read.
It was moved by Anderson, seconded by Poxon, that Ma\vor Furlong, City
Engineer Phillips, Police Chief Bockhacker and Administrative Assistant Moore accept
the invitation of Mrs. Savage of Quinton Engineers in order that the City might be
more fully informed as to the methods and records used in developing traffic reports
and recommendations by said Quinton Engineers. Motion carried.

Communication and report from John B. Moore , Administrative Assistant, in
regard to acquisition of photostatic process copy machine, recommending that the "Photo-
ra;pidtl copy making machine with accessories be purchased from Vernon Lightning Blue-
print, Inc. at a cost of $406.95, together with sets each of letter size and legal size
reproduction papers at an additional cost, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Admi.nistrative .Assistant be approved. Motion carried.
Communication from State Board of Eq)lalization transmitting report contain-
ing information that will help the City Council to determine the fiscal effect of 13IlY
action that City of Vernon mq take under the Bradley-Burns Uniform Sales and Use Tax
Law, was read.
It was moved by Poxon, seconded by Trowbridge, that communication and report
from State Board of Eq)lalization be referred to the City Attorney. Motion carried.
Communication from The Hubbard Conpany advising that they are interested in
leasing the premises now occupied by Hall-Scott Motors at 5041 Santa Fe Avenue as their
general office and warehouse, and inquiring if they would be permitted to use this
property as it now exists for the wholesale distribution of industrial items such as
sealing conpounds, protective coatings, caulking compounds, water-proofing materials,
adhesives, as well as various building specialties for contractors, was read.
It was moved by Anderson, seconded by Poxon, that communication from The
Hubbard Company be referred to the Fire Chief and City Engineer for investigation and
report. Motion carried.
Report of the Police Department was presented.
It was moved by Anderson, seconded by Poxon, that the report of the Police
Department be received and filed. Motion carried.
Communication from W. R. .Davis Industrial Catering requesting a permit to
operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that request of W. R.
Davis Industrial Catering be referred to the Police Department and the Director of
Sanitation with power to act. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern Califomia Edison Conpany for the month of September, 1955, was
read.
It was moved by Anderson, seconded by Poxon, that report of the Consulting
Engineer be received and filed. Motion carried.
Requests for curb painting from W. F. Wolf Machiner.r Conpany and Fairbanks,
Morse & Co., were read.
It was moved by Anderson, seconded by Trowbridge, that requests for curb
painting be referred to the Police Department with power to act. Motion carried.
Mr. Carson B. Hubbard, City Attorney, read and reported on proposed contract
submitted by Garrett Freightlines, Inc. in connection with their application for a
building permit to erect a freight terminal on the land located at the northeast cor-
ner of Bandini Blvd. and Downey Road.
It was moved by Anderson, seconded by Poxon, that application for building
permit by Garrett Freightlines, Inc. be approved subject to their signing of contract
with reference to street improvement and supply of water for fire protection of said
property. Motion carried.
