It was moved by Poxon, seconded by Anderson, that the minutes of November 1, 1955 be approved as written and submitted. Motion carried. Communication and report from A. W. Phillips, City Engineer, submitting tab- ulation of bids received for proposed addition and alterations to City Hall, was read. It was moved by Anderson, seconded by Poxon, that communication and report from the City Engineer be laid over until December 6, 195,. Motion carried. Communication from Wilshire Oil Co. of CaJif.transmitting Assignment, dated as of November 1, 1955 by Wilshire Oil Conpany, Inc., a California cor,poration, as Assignor to Wilshire Oil Conpany of CaJifornia, a New Mexico cor,poration, as Assignee, covering that certain pipeline franchise granted by the City of Vernon by its Ordinance No. 420, was read. . It was lOOved by Poxon, seconded by Mailliard, that communication from the Wilshire Oil Co. of Calif. together with transmittal in regard to Franchise Ordinance No. 420 be referred to the City Attorney. Motion carried. Communication from Wilshire Oil Co. of Calif . transmitting Assignment, dated as of November 1, 1955 by Wilshire Oil Conpany, Inc., a California corporation, as Assignor, to Wilshire Oil Conpany of California, a New Mexico corporation, as Assignee, covering that certain pipeline franchise granted by the Board of Trustees of the City of Vernon by its Ordinance No. 284, was read. Motion carried. Communication and report from Jolm B. Moore, .A.dmi.nistrative Assistant, rec- ommending that subsection (a) of section 5 of Resolution No. 1847 be amended, was read. It was lOOved by Anderson, seconded by Poxon, that the reoommendation of the Administrative Assistant be laid over for further study. Motion carried. Copy of an Application entitled "In the Matter of the Application of Los Angeles Transit Lines, a corporation, for adjustment of service on its Leonis and Santa Fe Motor Coach Line No. 23 - Discontinuance of night and Sunday service" which has been filed with the Public Utilities Commission of the State of California by Gibson, Dunn & Crutcher, Lawyers, was read. It was moved by Poxon, seconded by Anderson, that Application of Los Angeles Transit Lines for adjustment of service on its !eonis and Santa Fe Motor Coach Line No. 23 be referred to the A.dministrative Assistant to conter Vlith the Vernon Chamber of Commerce. Motion carried. Communication from the Linde Air Products Conpany requesting a permit to haul rubbish from their premises located at 2305-2315 East 52nd Street over the public streets to an authorized dunp or incinerator outside of the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of the Linde Air Products Company be approved and permit granted. Motion carried. i"""~ . 1'. .;:) 11/15/55 Communication from Haskins & Sells, Certified Public Accountants, submitting six copies of each of their reports on examination of the various funds of the City of Vernon for the year ended June 30, 1955 and on examination of the cash balances as of June 30, 1955 and cash receipts and disbursements for the year then ended, was read. It was moved tu Poxon, seconded by Anderson, that the reports of Haskins & Sells, Certified Public Accountants, be referred to the Finance Committee. Motion carried. Corp. requesting a permit to conduct a business of manufacturing paJ.lets as used in materials handling and in- dustrial cut-stock at 3179 Bandini Blvd., was read. It was moved by Poxon, seconded by Anderson, that the request of Inmber Products & Pallet Mfg. Corp. be referred to the Fire Department with power to act. Motion carried. Communication from Daniels, Elson & Mathews, Attorneys, transmitting an original and four copies of amendment to petition for zone variance by John 13. Leonis, Jr., was rea.d. It was moved by Poxon, seconded by Mailllard, that amendment to petition for zone variance by John B. Leonis, Jr. be referred to the City Attorney and the City Engineer. Motion carried. Communication from R. H. Bockha.eker, Police Chief, in regard to a. special. zone meeting of all Sheriffs and Chiefs of Police which has been calle d by the Office of the Attorney General. to be held in Fresno, Cal.i.fornia, on November 18, 1955, re- questing permission to attend said meeting with an expense aJ.lowance of .50.00, was read. It was moved by Mai1liard, seconded by Anderson, that the request of the Police Chief be approved. Motion carried. Communication and report from R. H. Bockhacker, Police Chief, advising that Officer G.C. Robbins has been discharged from the U. S. Arrrry and will return to active duty with the Police Department on November 16, 1955, as Patrolman Class 2, was read. It was moved by Anderson, seconded by Poxon, that the report of the Police Chief be approved. Motion carried. Communication from A. M. Rawn, Chief Engineer and General Manager, County Sanitation Districts of los Angeles County, transmitting two copies of a report pre- pared in the office of the County Sanitation Districts of los Angeles County in com- pliance with Vernon City Council Resolution No. 1850 adopted August 2, 1955, was read. It was moved by Poxon, seconded by Anderson, that communication from A. M. Rawn, Chief Engineer and General Manager, County Sanitation Districts of Los Angeles County, together with report prepared in compliance with Vernon Resolution No. 1850 be referred to the City Engineer, the City Attorney and Special Counsel. Motion carried. Communication from F. A. Ziemer, Assistant Director of Civil Defense, and L. C. Husted, Fire Chief, recommending that the City of Vernon share in the cost of installing an outside aerial at the Area "E" Headquarters in order to contact the Fire Services of aJ.l Cities in Area ttEtt by radio, was read. (Estimated cost of $16.50 per City..) It was moved by Anderson, seconded by Poxon, that the recommendation of the Assistant Director of Civil Defense and the Fire Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to purchase two motorcycle radios together with necessary special equipment for two motor- cycles, was read. It was moved by Mailllard., seconded by Anderson, that the request of the Police Chief be approved. Motion carried. - 2- :176 11/15/55 . Communication from L. C. Husted, Fire Chief, submitting three proposals from certified dealers for a three-quarter ton, six cylinder pickup truck, and requesting permission to purchase one three-quarter ton" six cylinder pickup truck from Do_town Ford Sales at a cost of $1,,574.18 to replace the 1940 GMC pickup tru.ek now being used by the fire Department" was read. It was moved by Eailliard" seconded by Poxon" that the request of the fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief" submitting two proposals from certified dealers for a six cylinder four door sedan" and requesting permission to purchase one new six cylinder four door sedan from Downtown Ford Sales at a cost of $1,,854.41 for the use of the Fire Prevention Inspectors, was read. It was moved by Anderson, seconded by Mailliard" that the request of the Fire Chief be approved. Motion carried. Communication from Commercial Plating Corp. requesting a permit to conduct a business of manufacturing and finishing of automotive accessories at 4949 Everett Avenue, was read. It was moved by Poxon" seconded by Mailliard, that the request of Commercial Plating Corp. be referred to the Fire Department with power to act. Motion carried. Communication and report from R. H. Bockhaeker, Police Chief" requesting that all repainting on streets and curbs be done without cost to the industries and without requests from the industries, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication and report from R. H. Bockhaeker, Police Chief, advising that Mr. H. G. Whitmore, Chief Clerk of the lfunicipal Court of San Antonio Judicial District, has requested that he and Mrs. Alice Mulhall" Chief Deputy, be sworn in as police officers of the Vernon Police Department without cOll!>ensation, was read. It was moved by Poxon, seconded by Mailliard, that the request of Mr. H. G. Whitmore, Chief Clerk of the lfunicipaJ. Court. of San Antonio Judicial District, be referred to the City Attorney. Motion carried. Communication from R. H. Bockhacker, Police Chief, transmitting letter from Mrs. Incia E. Laufeld, Principal of Vemon City School requesting assistance in park- ing school buses on streets, was read. (Police Chief recommended that signs be posted on the west side of Santa Fe Avenue between Vernon Avenue and the first driveway south, restricting parking between 8:00 and 10:00 A.M. and 1:00 and 3:00 P.M. d.a:iJy, exclud- ing Saturdays,. Sundays and Holidqs.) r It was moved by Poxon, seconded by Ma.11liard, that the recommendation of the Police Chief be referred to the City Attorney. Motion carried. Communication and report from A. Vasquez approved by the City Council on July 3, 1951, be replaced with a new Agreement enploying Mr. Vasquez, part time, at the rate of $2.50 per hour" working three hours per clay after 5:.30 o'clock P.:M., five clays per week, was read. It was moved by Poxon, seconded by Anderson" that the reconnnendation of the City Engineer be approved and that the matter be referred to the City Attorney and the City Engineer for the execution of an Agreement. The following bUilding application, having the approvaJ. of the Building Engineer, was presented: Application 19904 - Garrett Terminal Corporation to construct a freight terminaJ. warehouse and office on the land located at the northeast corner of Bandini Boulevard and Downey Road.
