19551206 Regular City Council Meeting - Minutes MINUTES OF A RIDULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 6, 1955 AT 2 O'CIOOK P.M. IN THE COUNClL CHAMBERS OF THE CITY HALL IOOATED AT 4305 SANTA FE AimUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Mailliard, Poxon COUNClL ABSENT: Furlong, Trowbridge Due to the absence of Mayor R. J. Furlong, it was moved by Anderson, seconded by Poxon, that Councilman Mailliard be seated as Mayor Pro Tempore. Motion carried. The meeting was called to order by Mayor Pro Tenpore Mailliard. It was moved by Poxon, seconded by Anderson, that the minutes of November 15, 1955 be approved as written and submitted. Motion carried. Communication and report from A. W. Phillips, City Ehgineer, submitting tab- ulation of bids received for proposed addition and alterations to City Hall, was read. It was moved by Poxon, seconded by Anderson, that communication and report from the City Engineer be laid over. Motion carried. Claim for damages filed by Otha H. Johnson in the azoount of $25,000.00, was read. It was moved by Anderson, seconded by Poxon, that claim for damages filed. by OthaM. Johnson be laid over. Motion carried. Demand filed in the amount of $93,507.78 by City of Los Angeles, Department of Public W9rk:s, for sewage disposal charges for use of the City of Los Angeles sewer.. age works, by the City of Vernon, for the fiscal year J~ 1, 1952 to June 30, 1953, as detailed in attached Invoice No. 16756, was read. It was moved by Poxon, seconded by Anderson, that demand filed in the amount of $93,507.78 by City of les Angeles, Department of Public Works, be laid over. Motion carried. Demand filed in the amount of $412,733.98 by City of los Angeles, Department of Public Works, for total sewage disposal charges due for period February 1, 1946 to June 30, 1954, as detailed in Invoice No. 16756, Invoice No. 16840 and Demand filed July 3, 1953, was read. It was moved by Poxon, seconded by Anderson, that demand filed in the amount of $412,733.98 by City of Los Angeles, Department of Public Works, be laid over. Motion carried. Communication from Ladish Pacific Division, Ladish Conpany, requesting per- mission for a licensed dynamiter to dislodge an existing foundation consisting of a solid concrete slab approximately 15 to 20 feet below the surface of their shop and approximately 10 feet square, was read. It was moved by Anderson, seconded by Poxon, that communication from Ladish Pacific Division, Ladish Conpany, be referred to the City Engineer, the Building Engineer, the Police Chief" and the Fire Chief. Motion carried. Communication from Southern California Water Conpany requesting that their pipelining contractors be allowed to obtain water from the City of Vernon fire hydrants at intervals during the cement lining of their 8ft main in Santa Fe Avenue in order to maintain water service to their customers during said lining process, was read. It was moved by Poxon, seconded by Anderson, that request from Southern Califomia Water Conpany be referred to the City Ehgineer. Motion carried. :184 12/6/55 Communication from Gillcraft Furniture Company requesting permission to haul rubbish from their premises at 2333 E. 27th Street over the public streets to an author- ized dunp or incinerator outside of the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that request of the Gillcraft Furniture Company be approved and permit granted. Motion carried. Communication from The Metropolitan Water District of Southern California advising that the governing body of the City of Vernon, on or before the tenth ~ of December, 1955, lTU\Y" declare its intention to pay out of its municipal funds the whole or a stated percentage of the amount of taxes to be derived from the area of The l.fetro- politan Water District of Southern California ~g within the City of Vernon, as such amount of taxes shall be fixed in August, 1956, by resolution of the Board of Directors of said District in levying taxes for the fiscal year 1956-57, was read. Communication from Continental Electronics Corporation requesting a permit to conduct a business of manufacturing television picture tubes at 2724 Leonis Blvd., was read. It was moved by Poxon, seconded by Anderson, that request of Continental Electronics Corporation be approved and permit granted. Motion carried. Communication from Fibre Containers Company requesting a permit to operate a brokerage office for the sale of packaging materials at 4700 District Blvd. ,was read. It was moved by Poxon, seconded by Anderson, that request of Fibre Containers Company be approved and permit granted. Motion carried. Communication from Betty Hunt requesting a permit to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that request of Betty Hunt be referred to the Police Department and the Director of Sanitation with power to act. Motion carried. Communication from the Board of Supervisors of los Angeles County submitting a description of the area proposed to be incorporated as the City of Downey, was read. It was moved by Poxon, seconded by Anderson, that communication from the Board of Supervisors of los Angeles County be referred to the City Engineer. Motion carried. Communication and report from L. C. Husted, Fire Chief, recommending that Commercial Plating Corporation be granted a permit to conduct a business of manufactur- ing and finishing of automotive accessories at 4949 .Everett Avenue, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Fire Chief be approved and permit be granted to Commercial Plating Corporation. Motion carried. Communication and report from L. C. Husted, Fire Chief, recommending that Imnber Products & Pallett l'1fg. Smith be advanced from Patrolman Class 3 to Class 2, effective December 16, 1955, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, submitting a. lease agree- ment between the City of Vernon and Motorcycle Officer C. A. Shepard for lease of one 1955 Harley Davidson Motorcycle', and requesting that the City approve said lease, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved, and that lease agreement be executed for the City of Vernon by the ~or and the City Clerk. Motion carried. Communication from R. H. Bockhacker, Police Chief, submitting a lease agree- ment between the City of Vernon and Motorcycle Officer A. E.Chrisman for lease of one 1955 Harley Davidson Motorcycle, and requesting that the City approve said lease, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief be approved and that lease agreement be executed for the City of Vernon by the ~or and the City Clerk. Hubbard, City Attorney, transmitting Notice of Abandonment executed by the Southern California Water COI1!>any to the City of Vernon covering its franchise rights in 27th Street from Santa Fe Avenue westerly and 28th Street from Santa Fe Avenue easterly in the City of Vernon, was read. . Motion carried. Report of Carl A. Heinze, Consulting Engineer, on operation or electrical system by Southern California Edison Company for the month of October, 1955, was read. It was moved by Anderson, seconded by Poxon, that the report of the Consult- ing Engineer be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, advising that W. R.Hoeft has resigned his position with the Fire Department, effective December 1, 1955, and re- questing permission to appoint B. G. Byars as Hoseman Class 1 to act a mechanic to replace Mr. Hoeft, effective December 1, 1955, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief be approved.
