The meeting was ca.11ed to order by Mayor R. J. Furlong.
Mr. Jolm W. Shenk, III of the Law Firm of O'Hara & Shenk appeared before the
City Council and reported on the decision rendered by the Supreme Court of the State
of California in the case City of Vernon vs. City of Los Angeles.
It was moved by Anderson, seconded by Mailliard, that Mr. John W. Shenk, III
of the Law Firm of 0 'Hara & Shenk be instructed and authorized to prepare and file a
petition for rehearing before the Supreme Court of the State of California in the case
Oity of Vernon vs. Oity of los Angeles. Motion carried.
Communication and report from A. W. PhiDips, City Engineer, submitting tab-
ulation of bids received for proposed addition and alterations to City Hall, was read.
It was moved by Anderson, seconded by Poxon, that the Oity Attorney be in-
structed to draft a Resolution rejecting all bids received for the construction of
addition and alterations to Vernon City Hall in accordance with Specifications No. 187
and Plans Drawings No. B15-1357, and Addendum No.1, as prepared by Mr. Brao Freeman,
Architect. Motion carried.
Claim for damages filed by otha 11. Jolmson in the aJOOunt of $25,000.00, was
read.
It was moved by Poxon, seconded by MaiDiard, that claim filed by otha M.
Jolmson be referred to the City Attorney. Motion carried.
Demand filed in the amount of $93,507.78 by City of los Angeles, Department
of Public Works, for sewage disposal charges for use of the City of los Angeles sewer-
age works, by the City of Vernon, for the fiscal year July 1, 1952 to June 30, 1953,
as detailed in attached Invoice No. 16756, was read.
It was moved by Poxon, seconded by Anderson, that Demand filed in the amount
of $93,507.78 by City of los Angeles, DepartIlla'lt of Public Works, be received and filed.
Motion carried.
Demand filed in the amount of $412,733.98 by City of los Angeles, D~partment
of Public Works, for total sewage disposal charges due for period February 1, 1946 to
June 30, 1954, was read.
It was moved by Poxon, seconded by Mai.l1iard, that Demand filed in the amount
of $412,733.98 by City of los Angeles, Department of Public Works, be received and filed.
Motion carried.
Ordinance No. 685 - An Ordinance of the City of Vernon consenting to the
assignment of that certain pipeline franchise granted by the Board of Trustees of the
Oity of Vernon by its Ordinance No. 284, was presented.
It was IOOved by Poxon, seconded by Anderson, that Ordinance No. 685 be laid
over pending receipt of bond from Wilshire Oil COIl!l?any of Ca.li.:fornia as required by
Section 13 of Ordinance No. 284. Motion carried.
Ordinance No. 686 - An Ordinance of the City of Vernon consenting to the
assignment of that certain pipeline franchise granted by the Board of Trustees of the
Oity of Vernon by its Ordinance No. 420, was presented.

It was moved by Anderson, seconded by Poxon, that Ordinance No. 686 be laid
over pending receipt of. bond from Wilshire Oil Coztq)any of Calif'ornia as required by
Section XV of Ordinance No. 284. Motion carried.
It was moved by Poxon, seconded by Anderson, that Ordinance No. 687 receive
a third and final reading by title. Motion carried.
Ordinance No. 687 - An Ordinance of the City of Vernon amending Ordinance
No. 642, was read for a'third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 687 receive
and pass a third. reading and be adopted. Motion carried.

Conmnmications from L. C. Husted, Fire Chief, requesting permission to enploy
John Thomas Clark, Warren Paul Mlsgrave, and Robert Obradovich, as Roseman Class 4,
effective Janua.ry 1, 1956, were read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from General Petroleum Corporation requesting a permit to haul
rubbish from their premises located at 2525 East 37th Street and 2423 East 28th Street
over the public streets to an authorized dump or incinerator outside the Vernon City
Lind ts, was read.
It was moved by Anderson, seconded by Poxon, that request of General Petrol-
eum Corporation be approved and permit granted. Motion carried.
Communication from Specific Plating Go., Inc. requesting a permit to conduct
an electro-plating business at 3002 Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that request of Specific Plat-
ing Co., Inc. be approved and permit granted. Motion carried.
Communication from Prairie States Oil & Grease Co. requesting a permit to
conduct a business of blending and compOmlding motor oils and other automotive chemicals
and packaging these products into tin cans and drums for reshipment throughout the
western area, at 4410 District Blvd., was read.
It was moved by Anderson, seconded by Mailliard, that request of Prairie
States Oil & Grease Co. be referred to the Fire Department for investigation and report.
Motion carried.
Commu.nication and report from A. W. Phillips, City l!hgineer, in regard to
request of Southern California Water Company to have their pipelining contractor ob-
tain water from City of Vernon fire hydrants at intervals during cement lining of
their 8u main in Santa Fe Avenue, advising that Southern California Water Coztq)any
has reconsidered their proposed methods of operation and will be able to use. their
own water exclusively, was read.
It was moved by Poxon, seconded by Ma::il1iard, that communication and report
from the City Engineer be received and filed. Motion carried.
Communication from Berk and Bise, Attorneys, transmitting original and two
copies of claim by Frederick D. Thomas, for property da.mage and personal injuries,
incurred in auto accident on or about October 10, 1955, was read.
It was moved by Poxon, seconded by Mai1liard., that claim of Frederick D.
Thomas be referred to the City Attorney. Motion carried.
Communication from W. R. Davis Catering Service requesting a permit to operate
an additional lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Pomn, that request of W. R. Davis
Catering Service be referred to the Police Department and the Director of Sanitation
with power to act. Motion carried.

Connmmication .from Mrs. Thomas (Jessie) Croston in regard. to accident which
occurred on June 10, 1955 on Soto Street, was read.
It was moved by Poxon, seconded by Mailliard, that communication from Mrs.
Thomas (Jessie) Croston be referred to the insurance carrier for the City of Vernon,
and that Mrs. Crosson be so notified. Motion carried.
Communication from A. W. Phillips, City Engineer, submitting a copy of a
report prepared by the County Sanitation Districts of IDs Angeles County in compli-
ance nth Vernon City Council Resolution No. 1850, together with a report dated Decem-
ber 12, 1955 from the City Engineer on proposaJ. of Sanitation District No. 2 for sew-
ering parcels of the City of Vernon to the system of the County Sanitation Districts
of IDs Angele s County, was read.
It was moved by Anderson, seconded by Mailliard., that report of the City
Engineer dated December 12, 1955 be received and filed. Motion carried.
Discussion was held in regard to proposed abandonment in place of certain
pipelines by Union Oil Company of California.
It was moved by Anderson, seconded by Poxon, that the City Attorney and the
City Engineer be instructed to negotiate with the Union Oil Company of CaJ.ifornia with
reference to their proposed abandonment in place of certain pipelines maintained pur-
suant to Pipeline Franchise Ordinance No. 585. Motion carried.
Mr. John B. Moore, Administrative Assistant, presented an appraisaJ. from
Thurston H. Ross of 7.46 acres located at the southwest comer of Fruitland Avenue
and Downey Road.
It was moved by Anderson, seconded by Poxon, that appraisaJ. from Thurston
H. Ross of 7.46 acres located at the southwest corner of Fruitland Avenue and Downey
Road be received and filed for future reference. Motion carried.
The following excavation applications, all having the approval of the City
Engineer, were presented:
Application 19944 - Atchison, Topeka & Santa Fe !W. Co. to replace exist-
ing 90 lb. rails with ll2 lb. rails & resurface ex-
cavation across 27th Street.
Application 19945 - Atchison, Topeka & Santa Fe Ry. Co. to install 611
steel drain pipe under sidewalk & through curb in N/ s
Fruitland Avenue.
Application 19946 - So. Calif. Edison Co. to install 2 - 411 underground
Hdg. electrical conduits in E/s Soto Street.
Application 19947 - So. Calif. Edison Co. to install 1 anchor & rod on
pole 574v in S/s Fruitland Avenue.
Application 19948 - So. Calif. Gas Co. to abandon 1" steel MP gas service
to 2011 E. 25th Street.
Application 19949 - Arthur Gilbert to connect property at 3223 E. 46th
Street with sewer in Nls 46th Street.
Application 19950 - Given Mfg. Co. to connect additional sanitary plumb-
ing facilities with sewer in private property at 3301
Fruitland Avenue.
It was moved by Anderson, seconded by Mailliard, that excavation Applications
numbered 19944 to 19950 inclusive, be filed and permits granted. Motion carried.

Mr. A. W. Phillips, City Engineer, submitted a verbal request for authority
to pay Contractor Alex Robertson Company an amount, not to exceed $600.00, as premium
on ready-mix cement concrete, using high ear~-strength oement, for existing contract
to construct certain Water Department facilities at Punping Plants Nos. 2 and 3, now
delayed because of strike.
It was moved by Poxon, seconded by Anderson, that the request of the City
Engineer be approved. Motion carried.
There being no further business to come before the meeting, it was moved by
Mailliard, seconded by Anderson, that the meeting adjourn. Motion carried.
