The meeting was called to order by ~or R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of December
20, 1955 be approved as written and SI.lbmitted. Motion carried.
Ordinance No. 685 ... An Ordinance of the City of Vernon consenting to the
assignment of that certain pipeline franchise granted by the Board of Trustees of the
City of Vernon by its Ordinance Na. 284, was presented.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 685 be laid
over pending receipt of bond from. Wilshire Oil Company of OaJ.ifornia as required by
Section XV of Ordinance No. 284. Motion carried.
Ordinance No. 686 - An Ordinance of the City of Vernon consenting to the
assignment of that certain pipeline franchise granted by the Board of Trustees of the
City of Vernon by its Ordinance No. 420, was presented.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 686 be laid
over pending receipt of bond from. Wilshire Oil Company of California as required by
Section XV of Ordinance No. 284. Motion carried.
Communication from the Los Angeles County Heart Association requesting per-
mission to solicit ftmds in the City of Vernon during Februa.r,y, 1956, was read.
It waslOOved by Poxon, seconded by Anderson, that the request of the Los
Angeles County Heart Association be approved. Motion carried.
Communication from Johns-Manville requesting a permit to haul rubbish from
their premises at 3275 East Slauson Avenue over the public streets to an authorized
dump or incinerator outside the Vernon City Limits, was read.
It was moved by Anderson, seconded by Poxon, that the request of Johns-
Manville be approved and permit granted. Motion carried.
Report from Robert C. Kirkwood, State Controller, on apportionment of Motor
Vehicle License Fees for the period June 1, 1955 through November 30, 1955 as provided
in Sections 11003-5, Revenue and Taxation Code, was presented.
It was moved by Poxon, seconded by Anderson, that the report from the State
Controller be recei.ved and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advising that on December
28,1955, the tr~fic signaJ.s controlling traffic an Bote at 26th Street, Vernon Ave.,
Leonis Blvd., and Fruitland Ave., have been re-timed to comp:b" with the recoll'Bl'lendations
of the Quinton Engineers, Ltd. as set forth in Section I Report l-04:L.l, with the
exception that from 8:00 PM until 5:00 AM the si.gnals will flash "RED" on Boto street
instead of amber as recommended by said Quinton Engineers, Ltd., was read.
It was moved by Poxon, seconded by Mailliard, that communication from the
Police Chief be received and filed. Motion carried.
Communication from Mahl Steel & Supply Co. requesting that the curb on
either side of their driveways on Boyle Avenue be painted red, was read.
It was moved by Anderson, seconded by Poxen, that the request of Mahl Steel
& Supp:b" 00. be referred to the Police Department with power to act. Motion oarried.

Communication was read from A. W. Phillips, City Engineer, in regard to
proposed excavation of an area approxi.ma.te~ 45 feet by 380 feet by 8 feet at the
existing dunp site on norther~ bank of los Angeles River and east of Soto Street
for du11q>ing of noncombustible ru.bbish, submitting bids for said excavation work
from Pacific Crane & Rigging Co., O. R. Benedict Co., and Griffith Co. (City
Engineer recommended that he be authorized to engage the services of Pacii'ic Crane
& Rigging Co. to do the necessary excavating at the hour~ rate of $21.00 quoted
in their letter of December 16, 1955, at a maximum total of $1,800.00)
It was moved by Maj' l:i ard, seconded by Poxon, that the recommendation of
the City Engineer be approved and that he be authorized to engage the services of
Pacific Crane & Rigging Co. Motion carried.
Communication was read from A. W. Phillips, City Engineer, submitting the
following bids for the furnishing and instaJ.la.tion of certain equipment boxes and
containers for survey material on the body of the new four-door station wagon pur-
chased for use of field engineer and survey crew:

(City Engineer recommended that the bid of the Master Body Works, lowest
bidder, be accepted.)
It was moved by Anderson, seconded by Poxon, that the recollJEndation of
the City Engineer be approved and the bid of the Master Body Works be accepted.
Motion carried.
Claim. for damages in the amount of $596.04 filed by William Kinley, was
read.
It was moved by Anderson, seconded by Mailliard, that claim. for damages
filed by William Kinley be referred to the City Attorney. Motioncarried.
Communication from R. H. Boclchacker, Police Chief, recommending that S. J.
Williams be advanced from Motor Officer Class 3 to Class 2, effective January 16,
1956, was read.
It was moved by Anderson, seconded by POXal" that the recommendation of
the Police Chief be approved. Motion carried.
Communication from Automobile Club of Southern California advising that
they plan to cease the sale, installation and maintenance of traffic signs as soon'
as possible, consistent with public convenience, was read.
It was moved by' Poxon, seconded by ~i1 H a.rd., that communication from
Automobile Club of Southern California be received and filed. Motion carried.
Communication from Frank G. Bonelli, Assemblyman from the Fifty-Second
District, announcing that upon ful:f'il1ment and conpletion of his present term as
City Councilman that he will not be a candidate for re-election in April to the
Huntington Park City Council, was read.
It was moved by Poxon, seconded by Anderson, that communication from
Frank G. Bonelli, Assemblyman from the Fifty-Second District, be received and filed.
Motion carried.
Report of the activities of the Police Department from December 16" 1955
to December 31, 1955, in-alusive, was presented.
It was moved by Anderson, seconded by Poxon, that report of the activities
of the Police Department be received and filed. Motion carried.

Comnmnication from So. Calif. Diesel Service requesting a permit to conduct
a business of repairing diesel & gasoline engine equipment at 4451 Sant.a Fe Avenue,
was read.
It was moved by Poxon, seconded by Anderson, t.hat request of So. Cali..rornia
Diesel Service be rei'erred to the Fire Department and the City Engineer for investig-
ation and report. Motion oarried.

It was moved by Anderson, seconded by Poxon, that the recommendation of
the City Engineer be approved and. the bid of Charles Zlotkin be accepted for all
items of scrap material.. Motion carried.
Connmmication from L. C. Husted, Fire Chief, advising that the new siX
cylinder Ford four door sedan has been delivered, and recommending that said vehiole
be accepted, was read.
It was moved by Anderson, seconded by Poxen, that the recommendation of the
Fire Chief be approved. Motion carried.
Communication and rEport from L. C. Husted, Fire Chief, in regard to request
of Prairie States Oil and Grease Conpany for a permit to conduct a business of com-
pounding motor oils and other automotive ohemical.s at 4410 District Blvd., advising
that Mr. H. W. Elliot, representative of the Central. Manufacturing District, Inc.,
has requested that said application be held up pending further discussions 'Wi. th said
oonpany regarding the storage of al.oohol on these premises, was read.
It was moved by Poxon, seconded by Anderson, that the request of Prairie
States Oil and Grease Conpany for a permit to conduct their business at 4410 District
Blvd. be held up as requested by Mr. H. W. Elliot, representative of the Central.
Manufacturing District, Inc., pending further discussions with said oonpany regard-
ing the storage of al.oohol on these premises. Motion carried.
Resolut.ion No. 1883 - A Resolution of the City Council of the City of Vernon
enploying Harold A. Barnett as Consulting Engineer for the City of Vernon and fixing
his oonpensation, was read.
It was IOOved by Anderson, seconded by Poxon, that Resolution No. 1883 be
approved and adopted. Motion carried.

Engineer, were presented:
Application 19986 - The Pac. Tel. & Tel. Co. to relocate lit STD under-
ground conduit to clear storm drain catch basin in
N/s Fruitland Avenue.
Application 19987 - The Pac. Tel. & Tel. Co. to replace 1 anchor in N/s
Fruitland Avenue.
Application 19988 - So. Calif. Edison Co. to install 1 pole & sidewalk
anchor in N/s 50th Street.
Application 19989 - So. Calif. Edison Co. to install 2 poles & remove 1
pole in E/ s 1st alley W/o Santa Fe Avenue, and install
sidewalk anchor in E/ s Santa Fe Avenue.

It was moved by Paxon, seconded by Anderson, that excavation Applications
nwnbered 19986 to 1999 3 inclusive, be filed and permits granted. Motion carried.
