CITY COUNCIL OF THE CITY OF VERNON

The meeting was callEd to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of January 3,
1956 be approved as written and submitted. Motion carried.
Mr. John W. Shenk III of the Law Firm of O'Hara & Shenk appeared before the
City Council md reported that a petition for rehearing before the Supreme Court of
the State of California in the case City of Vernon vs. City of Los Angeles had been
denied. A general discussion followed conceming the present relationship of the City
of Vernon and the City of Los Angeles with regard to sewage disposal..
Resolution No. 1889 - A Resolution of the City Council of the City of Vernon
conceming the present relationship of the City of Vernon, and the City of Los Angeles
with regard to sewage disposal, requesting a statement of policy from Los Angeles with
regard to Vernon's participation in the Los Angeles Sewer System and a proposal by the
City of Vernon to cease using and participating in the Los Angeles Sewer System, was
read.
It was moved by Poxon, seconded by Anderson, that Resolution No. 1889 be
approved and adopted. Motion carried.

Mr. Norr James Jebbia of the Long Beach Distributors, me. appeared before
the City Council and discussed the proposed installation of sewer and water lines to
serve the property located at 27th Street (Private Street) and Alameda Street.
Copy of a communication addressed to the City Attorney from Wilshire Oil
Company of California advising that they are enclosing Franchise Bond No. 7176876
dated December 16, 1955 in the swn of One Thousand Dollars, by and between Wilshire
Oil Company of California, as Principal and Fidelity and Deposit Company of Maryland,
as Surety, in favor of the City of Vernon,California, as required by Ordinance No.
284, was read.
It was moved by Anderson, seconded by Poxon, that copy of COlllDlUIlication

It was moved by Anderson, seconded by Paxon, that Ordinance No. 685
receive a second reading by title. Motion carried.
Ordinance No. 685 - An Ordinance of the City of Vernon consenting to the
assignment of that certain pipeline franchise granted by the Board of Trustees of the
City of Vernon by its Ordinance No. 284, was read for a second reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 685
receive and pass a second reading. Motion carried.

Communication from National Biscuit Conpany requesting a permit to conduct
a business of wholesale distribution of bakery products at 3018 East 46th Street, was
read.
It was moved by Poxon, seconded by Anderson, that request of National Biscuit
Conpany be referred to the Director of Sanitation with power to act. Motion carried.
Communication from S - R Foods, IncoIporated requesting a permit to operate
a first class restaurant and delicatessen at 3941 So. Soto Street, was read.
It was moved by Poxon, seconded by Anderson, that request of S - R Foods,
Incorporated be referred to the Police Department and the Director of Sanitation for
investigation and report. Motion carried.
Communications from L. C. Husted, Fire Chief, and A.W. Phillips, City
Engineer, recommending that the Southern California Diesel Service be granted a permit
to repair diesel and gasoline engine equipment at 4451 Santa Fe Avenue, were read.
It was moved by Paxon, seconded by Anderson, that t he recommendation of the
Fire Chief and the City Engineer be approved, and permit granted to Southern CaJ.ifom1a
Diesel Service. Motion carried.
Communication from Caldwell, Mason & Muntz requesting a pemit to operate
a professional office at 4575 Pacific Blvd. offering architectural and engineering
consulting and design services, was read.
It was moved by Anderson, seconded by Poxon, that request of Caldwell, Mason
& I'funtz be approved and permit granted. Motion carried.

Communication from R. A. Castell & Co. requesting a permit to conduct a busi-
ness of manufacturing electrical transfonners and garden hose reels at 2244-48 E. 37th
Street, was read.
It was moved by Poxon, seconded by Mailliard, that request of R. A.Castell
& Co. be referred to the Fire Department for investigation and report. &tion carried.
Communication from L. C. Husted, Fire Chief, advising that Charles p. Silver-
thorne, Lawrence M. Jackson, Donald T. Curran, Donald A. Melker, and Roland A. Tassin,
have satisfactorily conpleted a six month probationary pertod, and requesting permission
to advance these five men from Hosemen Class 4 to Class 3, effective January 1.6, 1956,
was read.
It was moved by Mailliard, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, reque sting permission to advance
J. J. Bodnar from Hoseman Class 2 to Class 1, effective January 16, 1956, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting permission to advance
J. E. Muldown from Hoseman Class 3 to Class 2, effective January 1.6, 1,956, was read.

Communication from L. C. Husted, Fire Chief, reque sting permission to advance
R. L. Gramer and N. J. Jurovich from Hosemen Class 2 to Class 1, effective February 1,
1956, was read.
It was moved by Poxon, seconded by Mailliard, that the reque st of the Fire
Chief be approved. Motion carried.
Communication from A. W. Phillips, City Jilgineer, transmitting original
letter from Richard S. Leland, Assistant Engineer Grade 2, submitting his resignation
as an enployee of the City of Vernon, effective at the close of business January 27,
1956, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
City Engineer be received and filed, and that resignation of Richard S. Leland be

Communication and report from A. W. Phillips, City Engineer, with reference
to damages to Fire Hydrant No. 126, located on the south side of East 38th Street, as
a result of a traffic accident which occurred October 15, 1955, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from the City Engineer be referred to the City Attorney. Motion carried.
An invitation from the City Council of the City of El Segundo to attend the
Dedication Ceremony and inspection of the New El Segundo City Hall and Police Station
on January 18, 1956, was read.
It was moved by Anderson, seconded by Poxon, that the invitation from the
City Council of the City of El Segundo be received and filed. &tion carried.
Communication from United Cerebral Palsy of Los Angeles County, Inc.,
requesting permission to conduct a fund-raising campaign in the City of Vernon in
May, 1956, was read.
It was moved by Anderson, seconded by Mailliard, that the request of United
Cerebral Palsy of Los Angeles County, Inc. be approved. &tion carried.

Communication and report from A. W. Phillips, City &\gineer, transmitting
original letter from Janes M. Montgo:mry, Consulting Engineer, advising that the
foundations for the diesel engines to be installed at Purrping Plants Nos. 2 and 3 are
10 inches too high as a result of a mistake on their drawings, was read. (City
Engineer recommended that the City Council authorize and instruct Janes M. Montgomery
to prepare and issue a cha.I:ge order to Alex Robertson Company, Contractor, to remove
the two existing cement concrete blocks and to oonstruct new ones in their place to
correct elevation, using high-early-strength Portland cement.)
It was lllOved by Anderson, seconded by Poxon, that the City Engineer be
instructed to authorize and instruct Jane s M. Montgomery to prepare and issue a
change order to Alex Robertson Company, Contractor, to remove the two existing cement
concrete blocks and to construct new ones in their place to correct elevation, using
high-early-strength Portland cement. Motion carried.
Communication from Southern California Edison Company requesting that the
City of Vernon appoint representatives to 'study the return that is being made by
Southern California Edison Company's operation of the Vernon distribution system with
a view of assisting in working out some method, acceptable to all concerned, of
improving the position of the Company as the operator of the Vernon distribution
system, was read.
It was moved by Poxon, seconded by Anderson" that the communication from
Southern California Edison Company be referred to Mr. Carson B. Hubbard, City Attorney,
and Mr. Carl A. Heinae, Consulting Engineer, for study, and that they be granted
authority to consult with Mr. Hugh W. Darling if they deem it necessary. Motion
carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern California Edison Company for the month of November, 1955, was read.
It was lllOved by Anderson, seconded by Poxon, that the report of the
Consulting Engineer be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advising that 10 Motor-
cycle Officers have purchased motorcycle helmets at a cost of $41.00 each, and request-
ing that the City Council reimburse these 10 Officers for the purchase of these hel-
mets, was read.
It was moved by Mailliard, seconded by Anderson, that the request of the
Police Chief be approved. Motion carried.
Notice of Hearing before the Public Utilities Commission of the State of
California on Application No. 37417 entitled ttIn the Matter of the Application of
Southern California Edison Company for authority to alter, amend and revise its exist-
ing Rules and Regulations" to be held on January 30, 1956 at 10:00 AM in the Commission
Courtroom, Mirror Building" 145 South Spring Street, los Angeles, California, was read.
It was moved by Anderson" seconded by Poxon" that Notice of Hearing before
the Public Utilities Commission of the State of California on Application No. 37417
be referred to Hr. Carson B. Hubbard, City Attorney, and Mr. Carl A. Heinze, Consult-
ing Engineer. Motion carried.
Communication from R. H. Bockhacker, Police Chief, advising that two radios
have just been installed on two more motorcycles, bringing the total to six fuDy
radio equipped motorcycles, was read.
It was moved 'by Anderson, seconded 'by Poxon, that communication from too
Police Chief be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, requesting permission
to purchase two motorcycle radios, together with necessary special equipment" was
read.
It was moved by Anderson, seconded by Poxen, that the request of the Police
Chief be approved. Motion carried.

Communication from R. H. Bockhacker" Police Chief" advising that Lease
Agreements with Sgt. R. D. Linke and Officer J. H. Beringhe1e for the use of their
MOtorcycles have expired on January 1, 1956" and recommending that same be renewed
effective as of January 17" 1956" was read.
It was moved by Anderson" seconded by lw.lliard, that the recommendation of
the Police Chief be approved, and that said Lease Agreements be renewed. MOtion
carried.

attend the next regular meeting of the Board of Directors at Huntington Park on February

Communication from Carson B. Hubbard, City Attorney, transmitting Demand of
Jolm W. Shenk III in the amount of $3,,932.27 for services in connection with the litig-
ation between the City of Vernon and the City of Los Angeles over sewage contracts"

It was moved by Poxon" seconded by Anderson, that communication from the
City Attorney" together with copy of letter from Mr. Shenk, be received and filed, and

Communication from Safe~ Stores" Inc. requesting a permit to haul rubbish
from their premises at 1925 East Vernon Avenue over the public streets to an authoriz-
ed dU111p or incinerator outside the City of Vernon, was read.
It was moved by Anderson" seconded by Poxon" that request of Safeway Stores,
Inc. be approved and permit granted. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting permission to advance
T. H. Garner from Hoseman Class 1 to Driver Grade 4, 'effective January 16" 1956" was
read.
It was moved by Poxon" seconded by Anderson, that the request of the Fire
Chief be approved. MOtion carried.
Report of the police activities from January 1, 1956 to January 15" 1956,
inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the report of the police
activities be received and filed. Motion carried.

Franchise Report of the Los AngeJe s Transit Lines on franchise ordinances
nwnbers 91, 521 and 576 for period ending December 31, 1955, together with check in
the amount of $1,941.49, was read.
It was moved by Anderson, seconded by Poxon, that Franchise Report of the
Los Angeles Transit Lines be received and filed. Motion carried.
Oommunication from R. H. Boekhacker, Police Ohief, submitting vacation
schedule for the personnel of the Police Department for the period from 1/1/56 to
12/1/56, was read.
It was moved by Anderson, seconded by Poxon, that vacation schedule sub-
mitted by the Police Ohief be received and filed. Motion carried.
Communication from A. Egnatuk requesting a permit to operate a lunch truck
in the Oity of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that request of A. Egnatuk be
referred to the Police Department and the Director of Bani tation with power to act.

It was moved by Anderson, seconded by Poxon, that the City Attorney and the
Police Chief be instructed to review the License Ordinance as it pertains to lunch
trucks operating in the Oi ty of Vernon. Motion carried.
Oommunication from Acme Steel Oonpany with reference to the possibility of
installing traffic signals at 49th Street and Pacific Blvd., was read.
It was moved by Anderson, seconded byPoxon, that communication from Acme
Steel Oonpany be referred to Quinton Engineers, Ltd. Motion carried. .
Requests for curb painting from The Owl Drug Conpany, Mindel & Co., The
Bryant Electric Oonpany and Dealers Wholesale, were read.
It was moved by Poxon, seconded by Mailliard, that the requa sts for curb
painting be referred tc the Police Department with power to act. Motion carried.
Mayor Furlong reported that Mr. W. E. Weaver of the Southern Oalifornia
Edison Oonpany had off'ered to make a survey of the street lighting facilities in the
City of Vernon.
It was moved by Poxon, seconded by Mailliard, that the offer of Mr. W. E.
Weaver of the Southern Ca.li..fomia Edison Oonpany be accepted. Motion carried.
Mr. A. W. Phillips, City Engineer, presented a verbaJ. report on the ad-
visability of constructing a fence around the Vernon City dunp located on the north-
erly bank: of the Los Angeles River and east of Soto Street.
It was moved by Anderson, seconded by Mailliard, that the City Engineer be
instructed and authorized to prepare Spa cifications for constructing a fence around the
Vernon Oity dunp located on the northerly bank: of the IDs Angeles River and east of
Soto Street, and to present said Specifications to the City Council. Motion carried.

Resolution No. 1884 .. A Resolution of Condolence of the City Council of the
City of Vernon on the passing of Charles Trowbridge, a City Councilman of the City of
Vernon, was read.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLIDWS:
WHEREAS, our fellow councilman, Charles Trowbridge, having
entered into rest on January 10, 1956; and
WHEREAS, said Charles Trowbridge was a resident of the City
of Vernon for fifty-three (53) years, and a member of this Council for
twelve (12) years last past;
NOW, THEREFORE, BE IT REMEMBERED:
That each member of the City Council of the City of Vernon
share with the "Widow and friends of Charles Trowbridge a deep feeling
of loss;
Rest from Thy labor;
The battle fought, the victory won,
He has entered his Master's house.
The pains of life and death- are past,
Labor and sorrow cease,
And life I s long labor closed, at last
The soul has found its peace.

BE IT RESOLVED:
Section 1: That this Resolution be adopted by the City
Council in regular session, and a copy thereof be spread upon the
minutes of this meeting. That a copy of this Resolution be forwarded
to the bereaved widow, Alma Trowbridge.

Resolution No. 1886 - A' Resolution of the City Council of the City of Vernon
in appreciation of years of faithful service by Albert W. Phillips, City Engineer of
the City of Vernon, was read.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLWWS:
WHEREAS, Albert W. Phillips has been a valued employee of
the City of Vernon since January of 1938 as an engineer, and for some
time past has been City Engineer of the City of Vernon; and
WHEREAS, his services have been capably and graciously
rendered to the City of Vernon; and
WHEREAS, the City Council has found him to be cooperative
and faithful; and
WHEREAS, under the retirement system of the City of Vernon
our valued servant terminates his services with the City on February
1, 1956; and
WHEREAS, the City Council of the City of Vernon desires to
place upon its official records a Resolution of appreciation for the
fine and faithful service rendered the City by Albert W. Phillips,
City Engineer.

granted to George Miller, Chas. M. King, American Potash & Chemical Company and Hopper
Truck Company, and reconnnending that said work be accepted, was read.

accepting a 12-inch cast iron water main, with appurtenances, in Bandini Boulevard
(a private street) westerJ.;y of Downey Road, in the City of Vernon, was read.
