The meeting was called to order by Mqor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the minutes of the meetings
of February 21 and 28, 1956 be approved as written and submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 689 receive
a third reading by title. Motion carried.
Ordinanoe No. 689 .. An Ordinance of the City of Vernon establishing pro-
cedure for the disposaJ. of unclaimed property in the possession of the Police Depart-
ment of the City of Vernon, was read for a third and final reading by title.
It was moved by Poxon, seconded by. Mailliard, that Ordinance No. 689
receive and pass a third reading and be adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer, submitting an
agreement in triplicate from Stauffer ChemicaJ. Conpany granting permission to the
City of Vernon to use their private roadway from 26th Street southerly to the City
of Vernon du1Jp of non..combustible rubbish located north of Los Angeles River and east
of Boto Street, and recommending that the City of Vernon execute said agreement, was
read.
It was moved by Poxon, seconded by Anderson, that the recommendation of
Consulting Engineer Barnett be approved and that the Mayor be authorized to execute
said agreement for the City of Vemon.Motion carried.
Communication from Harold A. Barnett, Consulting Engineer, submitting
Specifications'No. 192 oovering proposed purchase of a two-ton 1956 model Motor Truck
for use of the Street Department, and recommending that Specificat.ions No. 192 be
approved and that authorization be granted to advertise for bids, was read.
It was moved by Poxon, seconded by Ma;jJJjard, that the recommendation of
Consulting Ehgineer Barnett be approved. Motion carried.
Resolution No. 1899 .. A Resolution of the City Council of the City of Vernon
approving Speoifications No. 192 for the furnishing of one two..ton 1956 model Motor
Truck and accessories for use of the Street Department of the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution No. 1899 be
approved and adopted. Motion carried.

Resolution No. 1900 .. A Resolution of the City Council of the City of Vernon
directing the giving of notice inviting sealed proposals or bids for the furnishing
and delive17 to the City of Vernon of one two-ton 1956 model Motor Truck and accessories
for use of the Street Department in accordance with Specifications No. 192 of said
City, was read.
It was moved by Paxon, seconded by Malburg, that Resolution No. 1900 be
approved and adopted. Motion carried.

Resolution No. 1901 - A Resolution of the Oity Oouncil ot the Oityof Vernon
calling an election for the purpose of permitting the miscellaneous ellployees of the
Oity of Vernon to vote upon the approvaJ. or disapprovaJ. of the intention of the Oity
Oouncil of the Oity of Vernon to amend its contract with the Board ot Administration
of the State Enployees. Retirement System affecting miscellaneous eIlployees of said
Oi ty , was read.

as authorized by Resolution No. 1873, was read.
It was moved by Paxon, seconded by Anderson, that request of Garrett Freight-
lines, Inc. be approved. Motion carried.
Co:nmmnication from Southern OaJ.i.fornia Edison Oonpany submitting franchise
reports on Franchise Ordinances Nos. 503, 504 and 6ll tor period ending December .31,
1955, together with check in the amount of 31,465.13 on Franchise Ordinance No. 504
and check in the amount of $400.91 on Franchise Ordinances Nos. 503 and 6ll, was read.
It was moved by Anderson, seconded by Poxon, that franchise reports sub..
mitted by Southern Oa.l:i.tomia Edison Oollpany be referred to Oonsulting Engineer Heinze
for checking and report. Motion carried.

It was moved by Poxon, seconded by MaJ.burg, that request of GradyJ. Williams
be approved and permit granted. Motion carried.

permit to conduct a business ot warehousing and selling at 4423 Fruitland Avenue, was
read.
It was moved by Paxon, seconded by Mai 11:tard, that request of Western
Fibrous Glass Products Company be approved and permit granted. Motion carried.
Communication from Rochlin & Baran, Arehitects, requesting permission to
appear before the Oity Comlcil to more fully acquaint the members with their qua.1.i.fi.c..
ations and past works, was read.
It was moved by Anderson, seconded by Paxon, that the Clerk be instructed
to advise Rochlin & Baran, Architects, that the services of registered architects are
not required by the Oity of Vernon at the present time. Motion carried.
Report of Oarl A. Heinze, Consulting Engineer, on operation of electricaJ.
system by Southern Oalifornia Edison COllpany for the month of January, 1956, was read.
It was moved by Poxon, seconded by Malburg, that the report of Consulting
Engineer Heinze be received and filed. Motion carried.
Report of the police activities from February 16 to 29, 1956, inclusive,
was presented.
It was moved by Anderson, seconded by Malburg, that the report of the police
activities be received and filed. Motion carried.
Communication from L. O. Husted, Fire Ohief, advising that John T. Olark
has resigned from the Fire Department, was read.
It was moved by Anderson, seconded by Paxon, that communication from the
Fire Chief be received and :tiled. Motion carried.

Ordinance No. 691 - An Ordinance of the City of Vernon providing for the feed..
ing of persons held in care of the Vernon Police Department and repealing Ordinance No.
33 of said City, was read in fu.1l for a first reading.

and pass a first reading. Motion carried.

Comnnmication from R. H. Bockhacker, Police Chief, requesting that an Ord-
inance be drafted maldng it a misdemeanor for any person to file or cause to be filed
a false police report, was read.
It was moved by Poxon, seconded by Malburg, that the request of the Police
Chief be approved. Motion carried.
Ordinance No. 692 - An Ordinance of the City of Vernon making it unlawful for
any person to file a false report of the commission of a cI".i.I1e with the Police Depart-
ment of the City of Vernon, and providing penalties for violations thereof, was read in
full for a first reading.
It was moved by Poxon, seconded by Malburg, that Ordinance No. 692 receive
and pass a first reading. Motion carried.

Communication from Francis Toska requesting permission to locate a house
trailer on her property at 2030 E. 45th Street to be lived in by her, was read.
It was moved by Anderson, seconded by Poxen, that the request of Francis
Toska be referred to the Fire Department, Engineering Department and the Director of
Sanitation for a report. Motion carried.
Communication from Carson B. Hubbard, City Attorney, transmitting an executed
copy of a Termination Agreement between the Southern Pacific Company and the City of
Vernon in accordance with Resolution No. 1895, was read.
It was moved by Anderson, seconded by Poxon, that Termination Agreement
between the Southern Pacific Company and the City of Vernon be received and filed.
Motion carried.
COIllIllUJlication from L. C. Husted, Fire Chief, transmitting a preliminary
report of rescue incident at Table Products Company, a Division of Safeway Stores,
4810 Everett Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that preliminary report of
rescue incident at Table Products Company be received and filed. Motion carried.
It was moved by Malburg, seconded by Anderson, that the Clerk be instructed
to write letters to the City of Maywood and to the City of Bell thanking them for the
assistance given by their Fire Departments in the rescue incident at Table Products
Company. Motion carried.
Communication from Gend.el & Raskoff, Attorneys at Law, in regard to city
business license for Trojan Distributing Co., Inc., requesting that the check of the
Trojan Distributing Co. Inc. in the sum of $505.20 covering business license taxes
for the year 1956 be returned, and submitting an application for a refund of business
license taxes for the years 1954 and 1955 in the amount of $327.60, was read.
It was moved by Anders:>n, seconded by Poxen, that check of Trojan Distribut..
ing Co. Inc. in the sum of $505.20 covering busimss license taxes for the year 1956
be returned, and that application for a refund of business license taxes for the years
1954 and 1955 in the amount of $327.60 be denied in accordance with provisions stated
in Subsection (a) of Section 35 of Ordinance No. 598. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting authority to appoint
J. R. Brown as Hoseman-Mechanic and that his salary be raised to Hoseman Class 2 to
compensate for the added duty, effective April 1, 1956, was read.
It was moved by Anderson, seconded by Poxen, that tlB request of the Fire
Chief be approved. Motion carried.
Communication from the City Clerkls Office requesting permission to employ
Mr. John E. Weeks on a trial basis as Deputy City Clerk (Utility) Grade 2 at a salary
of $375.00 per month, effective as soon as he is available, and recommending that Mr.
George G. Skalsky be appointed Assistant Director of Civil Defense with an allowance
of .08~ per mile for the use of his automobile whenever he uses same for city business,
was read.
It was moved by Anderson, seconded by Poxon, that the request and the recommend-
ation from the City Clerk's Office be approved. Motion carried.
Communication from Los Angeles Union Stock Yards Company requesting per..
mission to erect "No Parking" signs and paint lilite lines on Vernon Avenue and Alcoa
Avenue as indicated on attached print, was read.
It was moved by Anderson, seconded by Poxon, that request of Los Angeles
Union Stock Yards Company be referred to the Police Departnent with power to act.
Motion carried.
It was moved by Poxon, seconded by Mailliard, that authority be granted to
have a switchboard installed in the City Hall. Motion carried.
