The adjourned :regular meeting was called to order by ~r R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 691 receive
a third reading by title. Motion carried.
Ordinance No. 691 - An Ordinance of the City of Vernon providing for the
feeding of persons held in care of the Vernon Police Department and repealing Ordinance
No. 33 of said City, was read for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 691 receive
and pass a third reading and be adopted. Motion carried.

It was lOOved by Poxon" seconded by Mail'iard, that Ordinance No. 692 receive
a third reading by title. Motion carried.
Ordinance No. 692 - An Ordinance of the City of Vernon maldng it unlawful
for any person to file a false report of the commission of a crime with the Police
Department of the City of Vernon, and providing penalties for violations thereof,
was read for a third and final reading by title.
It was moved by Poxon" seconded by Malburg" that Ordinance No. 692
receive and pass a third reading and be adopted. Motion carried.

Conmnmication from L. C. Husted, Fire Chief" requesting authority to e:nploy
Richard Francis Pavlovsky as Hoseman Class 4, effective February 1.6" 1956, was read.
It was moved by Poxon, seconded by Malburg, that the request of the Fire
Chief be approved. Motion carried.
Communication from John B. Moore, Administrative Assistmt, in regard to
location of proposed switchboard installation, was read.
It was llI:>ved by Poxon, seconded by Anderson, that the communication from the
Mndnistrative Assistant in regard to location of proposed switchboard installation be
referred to the Engineering Department and the Director of Sanitation for investigation
and report. Motion carried.
Communication from L. C.Husted, Fire Chief, requesting permission to errploy
Jack Fred Ha.rdy as Boseman Class 4, effective March 1.6" 1956" was read.

be approved. Motion carried.
Communication from Machiner,y Sales Co. requesting a permit to construct
drivewq to serve their property at 2838 Leonis Blvd." was read.

It was moved by Poxon, seconded by Anderson, that excavation Application
No. 20144 be approved and permit granted. Motion carried.
Copy of a coll'lIl1lmication from Air Pollution Control District, County of Los
Angeles, addressed to the Los Angeles County Board of Supervisors, transmitting a
report entitled "Opinion Researoh Survey on Attitudes of Los Angeles Residents toward
Smog and Smog Control u, was read.
It was moved by Poxon, seconded by Ma.1bu.rg, that copy of a c~cation and
report from Air Pollution Control District, County of Los Angeles, be received and
filed. Motion carried.
Communication from AJ.exander's Markets requesting a permit to conduct a
business of receiving and distribution of fruits and vegetables to their stores and
to trim vegetables at 1855 E. 27th Street, was read.
It was moved by Poxon, seconded by Anderson, that request of Alexander's
Markets be referred to the Director of Sanitation with power to act. Motion carried.
Copy of a communication from the City Attorney of Los Angeles addressed to
the Board of Public Utilities and Transportation with referenoe to crossing protection
25th and Alameda Streets (State Public Utilities Commission's Decision No. 41171), was
read.
It was moved by Poxon, seoonded by Na11liard, that oopy of a oommunication
from the 9ity Attorney of Los Angeles addressed to the Board of Public Utilities and
Transportation be referred to the Engineering Department. Motion carried.
Copy of a communication from the IDs Angeles County Road Department
addressed to the Los Angeles County Board of Supervisors with reference to Aid to
Cities money, RandolJ?h Street/Los Angeles River and Long Beach Free'WaJ", was read.
It was moved by Poxon, seconded by Malburg, that oopy of a communication
from the Los Angeles County Road Departme1t addressed to the Los Angeles County
Board of Supervisors be received and filed. Motion carried.
Communication from The Scholl Mfg. Co., Inc. requesting a permit to oonduct
a business of warehousing and distribution of a.reh supports, shoes and foot remedies,
at 3223 E. 46th Street, was read.
It was moved by Paxon, seconded by Anderson, that the request of The Scholl
Mfg. Co., Inc. be approved and permit granted. Motion carried.
Communication from Dryer, Hails, Burris & Lagerlof, Counsel for Sta.u.ffer
Chemioal Company, protesting the granting of zone variance as petitioned by Jolm
Leonis, Jr., was. read.
It was moved by Anderson, seoonded by Poxon, that communioation from Dryer,
Hails, Burris & Lagerlof, Counsel for Stauffer Chemioal Company, be received and
filed. Motion carried. '
Communication from Mrs. A. Aldena Smith transmitting notioes for pqments
due for services rendered because of an accident that occurred Tuesday, March 6,
1956, on Soto Street at Fruitland Avenue, was read.
It was moved by Poxon, seconded by Mailliard., that communioation from
Mrs. A.A1dena Smith be ref'8"rred to the City Attorney. Motion oarried.
Communication from the City Clerk's Office requesting permission to purchase
a new typewriter and posture chair, was read.
It was moved by Anderson, seoonded by POXal, that request from the City
Clerk's Offioe be approved. Motion oarried.
Report from Carl A. Heinze, Consulting Fhgineer, with referenoe to payments
tendered by Southern California Edison Company in conneotion with Franchise Ordinances
Nos. 503, 611 and 504, was read.

Engineer Heinze be received and filed. Motion carried.
CoIl'1l1DJI1ication and report from Robert S. Stone, Director of Sanitation, in
regard to request of Francis Toska, 2030 E. 45th Street, to locate a house trailer
in her rear yard for the purpose of use as a dwelling unit, recommending that t.he
request be approved subject to certain stipulations, was read.
It was moved by Poxon, seconded by Anderson, that the request of Francis
Toska, 2030 E. 45th Street, to locate a house trailer in her rear yard for the pur-
pose of use as a dwelling unit, be approved subject to stipulations enumerated in
letter from the Director of Sanitation dated March 13, 1956, and conpliance with all
Fire Department, Bu.ilding Department and Engineering Department regulations, and
with all applicable laws. Motion carried.
Communication from'State Compensation Insurance Fund transmitting their
dividend check for $4,393.52, ref\mding to the City of Vernon 28% of 115,691.14
total workmen's compensation premiums for the policy year ending May 1, 1955, was
read.
It was moved by Poxon, seconded by Anderson, that communication from the
State Compensation Insurance Fund be received and filed. Motion carried.
~or Furlong excused Councilman Leonis C. Malburg at 2:30 o'clock P.N.
in order that he could keep another appointment.
Resolution No. 1902 - A Resolution of the City Council of t.he City of Vernon
amending Resolution No. 1901, providing for balloting by absentee miscellaneous
employees, was read.
It was IOOved by Mailliard, seconded by Poxon, that Resolution No. 1902 be
approved and adopted. Motion carried.

Mr. Robert P. Baugh, President of Iwober Trucking Conpany, Mr. John H.
Saunders, representative of Filtrol Corporation and President of the BandiniSewer
Association, and Mr. C. G. Wurtsbaugh, Vice President and General Manager of Glostex
Chemicals, Inc., addressed the City Council opposing granting of ZDne variance to
John B. Leonis, Jr. for a portion of Lot 16 of the John R. Taylor Vernon Avenue
Villa Lots.
Councilman Leonis C. Malburg returned at 3:00 o'clock P.M. and took his
seat at the Council table.
General discussion was held with reference to the petition filed by John
B. Leonis, Jr. for a zone variance.
It was moved by Poxon, seconded by Mailliard, that the City Attorney be
instructed to draft a resolution granting said ZDne variance to that portion of Lot
16 of the John R. Taylor Vernon Avenue Villa Lots which lies north of the north
boundary of the Los Angeles County Flood Control District, subject to the provisions
that petitioner provide adequate sewage disposal, proper drainage, adequate water
supp~ and adequate sanitation controls. Motion carried.

instructed to draft a resolution appointing Vincent R. Poxon as Assistant City

It was moved by Poxon, seconded by Anderson, that all miscellaneous enployees
that can be spared from their regular duties be allowed to attend one of the meetings
to be held in the Council Chambers on Wednesday, March 14, 1956 at 3:00 0' clock P.M.
and 6:00 o'clock: P.M. for the purpose of having a representative of the State EnpJ.,oyees'
Retirement System eJq>lain the proposed amendment to the contract providing for particip-
ation in the State Enployees t Retirement System and to answer any questions in connect-
ion with said proposed amendment. Motion carried.
Communication from Sanitation Districts of Los Angeles County dated March
8, 19;;6 with reference to steps necessary to be taken to conplete annexation of that
portion of the City of Vernon not now included in Sanitation Districts No.1 and No.2
to those two Districts, advising of a time table of anticipated construction and
financial factors, and transmitting two resolutions requesting annexation of Area "An
(so called) in the Oity of Vernon to County Sanitation District No.1, and Area "BtI
(so called) to County Sanitation District No.2, and advising that agreements will be
prepared and submitted to Vernon following approval by the District Counsel, Mr. J. C.
Gill, was read.
It was moved by Anderson, seconded by Poxon, that the City Attorney be
instructed to communicate with County Sanitation Districts of Los Angeles County
requesting information on the items constituted in the estimated cost of $1,357,000
to the City of Vernon for buying a share of all existing structures through which
the sewage of the newly annexed portion of the City of Vernon would now, and that
this matter be laid over pending receipt of this information and pending receipt of
necessary agreements. Motion carried.
There being no further business to come before the meeting, it was moved
by Anderson, seconded by Paxon, that the meeting adjourn. Motion carried.
