The meeting was calJ.ed to order by Mayor R. J. Furlong.
It was lllOved by Poxon, seconded by Anderson, that the minutes of the meetings
of March 6, 9 and 13, 1956 be approved as written and submitted. Motion carried.
Mr. Jolm W. Shenk III, Special Counsel, appeared before the City Council and
discussed the preliminary draf't of proposed Agreement prepared by Sanitation Districts
of ws A:rgeles County with reference to the sewer:i.ng of that portion of the City of
Vernon not now included in Sanitation Districts No.1 and No.2 to those two districts.
Resolution No. 1909 - A Resolution of the City Council of the City of Vernon
requesting initiation of proceedings by the BOard of Supervisors and the Board of
Directors to annex a portion of the City of Vernon to County Sanitation District No.1
of ws Angela s County, was read.
It was lOOved by Paxon, seconded by Mailliard, that Resolution No. 1909 be
approved and adopted. Motion carried.

Resolution No. 1910 - A Resolution of the City Council of the City of Vernon,
requesting initiation of proceedings by the Board of Supervisors and the Board of
Directors to annex a portion of the City of Vernon to County Sanitation District No.2
of ws Angela s County, was read.
It was moved by Anderson, seconded by Paxon, that Resolution No. 1910 be
approved and adopted. Motion carried.

The Clerk read the Certificate of Election Judges on the results of the
Election held. on March 19, 1956 for the purpose of permitting the miscellaneous em-
ployees of the City of Vernon to vote upon the approval or disapproval of the in-
tention of the City Council of the City of Vernon to amend its contract with the
Board of Administration of the State Employees t Retirement System affecting mis-
cellaneous employees of the City of Vernon. The Election Jud.gescertified that the
number of votes Approving (Yes) was 53 and that the number of votes Disapproving
(No) was 4.
It was moved by Poxon, seconded by Malburg, that the Certificate of Election
Judges on the results of the Election held on March 19, 1956 be received and filed.
Motion carried.
Resolution No. 1903 - A Resolution of the City Council authorizing an amend-
ment to the Contract providing for the participation of the City of Vernon in the
state Employees' Retirement System, making its enployees members of said system, was
read. .
It was lllOved by Malburg, seconded by J.failJiard, that Resolution No. 1903
be approved and adopted. Motion carried.

Specifications No. 187 dated August 1, 1955, as revised February 20, 1956, covering
proposed Addition and AJ.terations to Vernon City Hall, as prepared by Brao Freeman,
Architect, and recommending that said Specifications be approved and that sealed pro-
posals or bids be invited covering said work, was read.
It was moved by Poxon, seconded by Anderson, that the recoll'Jl'lleIldation of'

Resolution No. 1904 - A Resolution of' the City Council of' the City of Vernon
approving Specif'ications No. 187 as revised Febrnary 20, 1956 and Drawings No. Bl5-1.357

was read.

Company be approved and permit granted. Motion carried.
Copy of a resolution adopted by the IDs J:cgeles County Board of Supervisors
in regard. to the inprovement of RandoJph street over the IDs J:cgeles River and the
Long Beach Freeway, approving appropriations from Aid to Cities lOOney and Appropri-
ation 6980 Preliminary Planning-Structures for preliminary planning of the subject
iDprovement, was read.
It was lOOved by Anderson, seconded by Paxon, that copy of resolution adopted
by the IDs Angeles County Board of Supervisors with reference to preliminar,r planning
on the inprovement of RandoJph Street over the IDs .Angeles River and the IDng Beach

Copy of a oommunication from Regional Water Pollution Control Board. No.4,
with reference to Asselllbly Bill No.4, which was sent indiYidua.lly to Governor Goodwin
J. Knight, Senators Richard Richards and James J. McBride, and to the 30 Assemblymen
representing Los Angeles and Ventura Counties, was read.
It was moved by Anderson, seconded by Poxon, that oopy of a communication
from Regional Water Pollution Control Board. No. 4 with reference to Assembly Bill
No.4 be received and filed. Motion carried.
Communication from Harold A.Barnett, Consulting Engineer, requesting per-
mission to employ Mt-. Albert B. Mervish as Engineering Secret817 Grade 3 at asa.la.ry'
of $375.00 per month, effective March 16, 1956, was read.
It was lOOved by Poxon, seconded by Malburg, that request of Consulting
Engineer Barnett be approved. Motion carried.
Comnmdcation from. a. H. Bockhacker, Police Chief, recommending that B. G.
Emrick be advanced from Police Clerk Class 2 to Class 1, effective April 1, 3956, was
read.

the Police Chief be approved. Motion oarried.

Chief be approved. Motion carried.
Communication from R. H. Bockha.cker, Police Chief, recommending that a resolu-
tion be drawn up allowing the Police Department to paint the south curb of East 37th
Street in accordance with request from Transportation Equipment Co., 3700 So. Alameda
S'ereet, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Police Chief be referred to the City Attorney for drafting a resolution. Motion
carried.
Communication from W. J. Tannahill & Sons requesting a permit to have rubbish
hauled from their premises at 2101 East 38th Street over the public streets to an a:u.th-
orized durrp or incinerator outside the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that request of W. J. Tannahill
& Sons be approved and permit granted. Motion carried.
Card of appreciation from Mrs. Effie Griffin, was read.
It was moved by Anderson, seconded by Poxon, that card of appreciation from
Mrs. Effie Griffin be received and filed. Motion carried.
Report of the police activities from March 1 to 15, 1956, inclusive, was
presented.
It was moved by Poxon, seconded by Malburg, that the report of the police
activities be received and filed. Motion carried.
Communication from. the State Board of Equalization, with reference to Agree-
ment for State Administration of City Sales and Use Tax, transmitting the City of Ver-
non copy of said Agreement duly executed on behalf of the State Board of Equa,lization
and bearing endorsement of approval by the State Department of Finance as of March 12,
1956, and advising that the 1.956 edition of Thomas Brothers' Popular Atlas of Los
Angeles Comty has been used to ascertain whether the places of business are in the
City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that communioation from the
State Board of Equalization be referred to the Engineering Department for checking and
verification of the street numbers and bomdaries of the City of Vernon as shown in the
1956 edition of Thomas Brothers' Popular Atlas of Los Angeles Comty, and that coW of
Agreement executed on behalf of the State Board of Equalization be received and filed.

Communication from Sudduth & Company requesting a permit to conduct a busL--
ness of selling and warehousing Armstrong Tires at. 2626 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Malburg, that request of Sudduth & Company
be approved and permit granted. MOtion carried.
Communication from L. C. Husted, Fire Chief, advising that he has found it
necessary to suspend Captain Doyle Farrier and Captain Frank Sabella for five days
without pq, effective March 19, 1956, for disobeying orders at the scene of an emerg-
ency, was read.
It was moved by Poxon, seconded by Anderson, that the action taken by the
Fire Chief be approrred. Motion carried.
COIl1IlIUIlication from L. C. Husted, Fire Chief ,reCDlesting permission to send
L. A. Harris to Bakersfield, California to attend the annual meeting of International
Municipal Signal Association meeting in joint session with the California Public-
Safety Radio Association on .April 12, 13 and 14, 1956, with an expense allowance of
$75.00, was read.
It was moved by Anderson, seconded by Mailliard, that the request of the Fire
Chief be approved. Motion carried.

Commonication from Harold A. Barnett, Consulting Engineer, recommending that
authority be granted to sell obsolete trench construction timbers and trench jacks to
George Miller Construction Company for a total price of $530.64, was read.
It was moved by Anderson, seconded. by Poxon, that the recommendation of the
Consulting Engineer be approved. Motion carried.
Requests for curb painting from st. Martha's Rectory, Park Metal Planing,
Levy Bros. Box Company and W. J. Tannahill & Sons, were read.
It was moved by Poxon, seconded by Anders:>n, that requests for curb painting
be referred to the Police Department with power to act. Motion carried.
L. C. Husted, Fire Chief, made a verbal report on proposed construction of
Booster Punp Supply Reservoir and Test Pit at Fire Station No.2, 3375 Fruitland Avenue,
and presented contract submitted by Anthony Bros. for said construction.
It was moved by Anderson, seconded by Poxon, that contract submitted by
Anthony Bros. for the construction of said Booster Punp Supply Reservoir and Test Pit
at Fire Station No.2, 3375 Fruitland Avenue, be referred to the City Attorney for
