The meeting was called to order by Mayor Ii. J. Furlong.
It was moved by poxen, seconded by Mailliard, that the minutes of the meeting
or March 20, :1$56 be approved as written and submitted. Motion carried.
The Clerk announced that this was the time and place ror the opening or bids
for the furnishing and delivery to the City of Vernon one two-ton 1956 Model Motor
Truck and accessories in accordance with Specifications No. :1$2.
It was moved by Anderson, seconded by Poxon, that the Clerk be instructed
to open and read the bids submitted. Motion carried.

Vernon City boundaries as shown in the 1956 edition of Thomas Brothers Popular Atlas
of Los Angeles County is correct, was read.

sulting Engineer Barnett with reference to Vernon City boundaries be received and
filed. Motion carried.
Preliminary report of nitric acid spill at Excel. Mineral Company" 3461 E.
26th Street" on March 22" 1956" submitted by L. C. Husted" Fire Chief, was read.
It was moved by Paxon" seconded by Malburg, that preliminary report sub-
mi tted by the Fire Chief of nitric acid spill at Excel Mineral. Comp~ be received
and filed. Motion carried.
Copy of a resolution adopted by the Los Angeles County Board of Supervisors
dec1.a.ring week of March 25 through March 3l" 1956 as VOTERS' REJISTRATION WEEK, was
read.
It was moved by Anderson" seconded byPoxon, that copy of a resolution
adopted by the Los Angeles County Board of Supervisors be received and filed. Motion
carried.
Communication from Frank G. Bonelli, Assemb:l:3'man" transmitting a copy of
letter forwarded to City Administrator of the City of South Gate relating to Smog
Legislation pending in Sacramento, was read.
It was moved by Poxon, seconded by Malburg, that communication from AssembJ.;y-
man Bonelli rel.ative to Smog Legislation be received and filed. Motion carried.
Communication from League of California Cities with reference to Senate Bill
No. 59, was read.
It was moved by Poxon, seccnd.ed by Malburg, that commmdcation from League
of Ca.lifornia Cities with reference to Senate Bill No. 59 be received and filed.
Motion carried.
Communication from County Sanitation Districts of Los Angeles County, with
reference to proposed re;fuse collection and disposal system in Sanitation District No.
1, submitting a specimen agreement which leaves the collection activity entireJ.;y with-
in the purview of city and County, and the District having no control whatsoever over
how, or to what extent" the City engages in the activity or through what agency it
conducts it,~was read.
It was IOOved by Anderson, seconded by Malburg, that communication from County
Sanitation Districts of Los Angeles County with reference to proposed refuse collection
and disposal system in Sanitation District No. l, together with specimen agreement, be
referred to the Engineering Department, the City Attorney and the Director of Sanitation.
Motion carried.

Resolution No. 1912 - A Resolution of the City Council of the City of Vemon
limiting or prohibiting parking along certain portions of 37th Street in the City of
Vemon, was read.
It was moved by Mailliard, seconded by Poxon, that Resolution No. 1912 be
approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, requesting that a resolution
be drawn up which would give the Police Department authority to post the intersection
of Santa Fe Avenue and Pacific Boulevard with a "No Le.rt Tumtt sign for south bound
traffic on Santa Fe Avenue to facilitate the movement of traffic during peak hours, was
read.
It was moved by Anderson, seconded by Poxon, that the request of the Police
Chief be approved.. Motion c a.r.ried.
Resolution No. 191.3 - A Resolution of the City Council of the City of Vemon
authorizing the Police Department of the City of Vemon to place a "No Le.rt Turn" sign
at the intersection of Pacific Boul.evard. and Santa Fe Avenue in the City of Vernon"
was read.
It was moved by Anderson, seconded by Poxon" that Resolution No. 1913 be
approved and adopted. Mot:Lon carried.

approving certain plans and directing the execution of a contract between the City of
Vemon and Anthony Bras., Inc., was read.

Communication from Bethlehem Pacific Coast Steel Corp. with reference to
request made on October 6, 1955 that City Ordinance No. 563 be modified to permit the
use of liquefied petroleum gas within the city limits of Vemon, was read.
It was moved by Anderson, seconded by Poxon, that communication from Bethlehem
Pacific Coast steel Corp. be referred to the Fire Chief and the City Clerk for answering.
Motion carried.
Communication from L. C. Husted, Fire Chief" advising that Robert R.Morasse
has satisfactori~ completed his probationary period, and requesting permission to
advance him from Hoseman Class 4 to Class 3, effective .April 16, 1956, was read.
It was moved by Poxon, s econd.ed by Anderson, that the request of the Fire
Chief be approved. Motion carried.
Report from L. C. Husted, Fire Chief, on eJq>losion at Zenith Die Ca.sting
Company on March 23,1956, was read.
It was moved by Poxon, seconded by MaJ.burg, that report from the Fire Chief
on explosion at Zenith Die Casting Company be received and filed. Motion carried.

Communication and report dated April 2, 19,6 from Robert S. Stone, Director
of Sanitation, and Harold .A.. Barnett, Consulting Engineer, with reference to the pro-
posed tel.ephone switchboard installation, sUbmitting proposals for constructing par-
tition in lobby, for performing necessary electrical work and for installation of
switchboard, was read. The Director of Bani tation .. and Consulting Ehgineer Barnett
reoommended that the PBX switchboard and inoidentaJ. oonstruction be authorized in
accordanoe with said proposals, together with purchase of neoessary office furniture
and equipment.

Director of Sanitation and Consulting Engineer Barnett be approved. :MOtion oarried.
Communication from Assemblyman Frank G. Bonelli with reference to Assembly
Bill No. 73, was read.
It was moved by Anderson, seconded by Malburg, that the Adndrrlstrative
Assistant be instruoted to send a telegram in the name of the City Counoi1 to Assembly-
man Bonelli in support of Assembly Bill No. 73. Motion carried.
Communication and report from Harold A. Barnett, Consulting Engineer, re-
questing authority to dismantle Olynpic houses 8 and 9 with oity forces and to salvage
the material, was read.
It was moved by Poxon, seconded by MailHard, that the request of Consulting
Engineer Barnett be approved. Motion carried.
Communioation from State Water Pollution Control. Board transmitting a oompli-
mentary copy of Publication No. 13 titled "General Features of .A.lgal Growth in Sewage
Oxidation Ponds", was read.
It was moved by Poxon, seconded by Mail1iard, that copy of Publication No. 13
transmitted by State Water Pollution Control Board be referred to Mayor Furl.ong.
Motion oarried.
Communication from State Water Pollution Control. Board transmitting a conpli-
mentary oopy of Publication No. 14 titled tf.An Investigation of the Efficacy of Submarine
Outfall Disposal of Sewage and Sludgett, was read.
It was moved by Poxon, seconded by J4'ail1iard, that copy of Publication No. 14
transmitted by State Water Pollution Control Board be received and filed. Motion
carried.
Communication from Mr. Fred Hurley requesting permission to take vacation
l.eave commencing Mondq, May 14, l.956, was read.
It was moved by Maill:i ard, seconded by.Anderson, that the request of Mr.
Fred Hurley be approved. Motion oarried.
Comnnmication from Mr. Francis Bates with reference to the recaJ.culation of
allowances of those members previously retired as provided in amended contract between
City of Vemon and the State Enpl.oyeesl Retirement System., effective April 1, 19,6,
was read.
It was moved by Paxon, seconded by Mailliard, that communication from Mr.
Francis Bates be received and fil.ed. Motion carried.
Communication from Sanders Inspection Service requesting a permit to operate
a metals cleaning & processing business at 2306 E. 48th Street, was read.
It was moved by Poxon, seconded by Malburg, that request of Sanders Inspection
Service be referred to the Engineering Department with power to act. Motion carried.
Report of the police activities from March 16 to 31, 19,6, inclusive, was
presented.
It was moved by .Anderson, seconded by !-1ailliard, that the report of the
police activities be received and fil.ed. Motion carried.

Communication and :report. from Harold A. Barnett, Consulting. Engineer, with
reference to proposed contract for termite control in residential houses, garages and
automobile repair shops, recommending that approvai be given for the City of Vernon to
enter into a formaJ. contract with the low bidder, City Termite COllpany-, Incorporated,
to cover the initiaJ. work and the annuaJ. yearly maintenance work as outlined, was read.
It was moved by Anderson, seconded by Poxon" that the Engineering Department
be instructed to have the City Termite Company-, Incorporated separate the construction
items from the service items, and that when this information is received by the Engineer-
ing Department that the matter be raterred to the City Attorney for the preparation of
a fomaJ. contract to cover initial work and the annual yearly maintenance work. Motion
carried.
Communication from County Sanitation Districts of Los Angeles County trans-
mitting resolutions to be adopted by the City' Council. of the City of Vernon consenting
to the annexation of a portion of the City to County Sanitation District No.1 and
another portion of the City to County Sanitation District No.2, was read.
It was moved by Anderson, seconded by Paxon, that resolutions transmitted by
County Sanitation Districts of les Angeles County be laid over until. the next regular
meeting of the City Council.. Motion carried.
Request for curb painting from American Can Company was read.
It was moved by Poxon, seconded by Malburg" that request for curb painting
from American Can Company be referred to the Police Depart.:rnent. wi. th power to act.
Motion carried.
Communication and report. from Harold A. Barnett, Consulting Engineer, sub-
mitting communication from County of les Angeles Road Department with reference to
money available for the City of Vernon's use in making the preliminary surveys for
grade separations, was read.
It was moved by Poxon, seconded by Anderson, that communication from Consult-
ing Engineer Barnett, together with communication from County. of les Angeles Road
Department, be referred to the City Attorney for drafting a resolution requesting the
money which is available for the City of Vernon's use in making the preliminary surveys
for grade separations. Motion carried.
Police Chief Bockhacker made a verpal request for permission to send Officer
J. C. Jordan to the les Arge1es County Sheriff's Trai.ning Center for six weeks of
police training.
It was moved by Poxon, seconded by Anderson, that the request of the Police
Chief be approved. Motion carried.

The .Administrative Assistant made a verbal. report on the proposal. of Mr.
John B. Leonis, Jr. to sell to the City of Vernon a portion of the property consisting
of 7.46 aeres located at the southwest comer of Fruitland. Avenue and Downey Road.
It was moved by Anderson, seoonded by Poxon, that the City Attorney and
the .Administrative Assistant confer with Mr. John B. Leonis, Jr. for the purpose
of developing a specific written proposal. over Mr. Leonis' signature to be presented
to the City Couneil. Motion carried.
There being no further business to come before the meeting, it was moved
by Anderson, seconded by Poxon, that the :meeting adjourn. Motion earried.
