The meeting was called to order by Ma.yl>r R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minuiies of the meeiiing
of April 3" 1956 be approved as written and submitted. Motion carried.
The Clerk announced that this was the time and place for the opening of bids
for the construction of addition and alterations to Vernon City Hall in accordance with
Specifications No. 181 as revised February 20" 1956, and plans as approved by Resolution
No. 1904 of the City Council of the City of Vernon.
It was moved by Poxon" seconded by Anderson" that the Clerk be instructed to
open and read the bids submitted. Motion carried.

It was moved by Anderson, seconded by Malburg, that the bids submitted for
the construction of addition and alterations to Vernon City Hall in accordance with
Specifications No. 181 as revised February 20, 1956, and plans as approved by Reso-
lution No. 1904 of the City Council of the City of Vernon, be referred to the Engineer-
ing Department, Architect Brao Freeman and the City Attorney for checking and report.
Motion carried.
The Clerk announced that. this was the time and place set by law for the
canvassing of votes of the General Mnnicipal Election held on April 10, 1956.
The City Council canvassed the votes cast at said General Municipal EJa ctien
and found the total number of votes cast at said election to be 48, and that the names
of the persons voted for City Council were: Robert J. Furlong, Charles H. Ma:ilUard
and Sam S. Oskey. The name of the person voted for as City Clerk was Gilbert A. Anderson.
The name of the person voted for as City Treasurer was V. R. Poxon. The votes cast for
the two offices of City Council were: Robert J. Furlong 41 votes, Charles H. Mailliard
40 votes-,and Sam S. Oakey 1 vote. The votes cast for the office of City Clerk: were:
Gilbert A. Anderson 41 votes. The votes cast for the office of City Treasurer was V.R.
Poxon 44 votes.
After the canvassing of said votes of the General Municipal Election, Council-
woman Poxon introduced Resolution No. 1919, a resolution of the City Council of the City
of Vernon declaring the results of a regular Municipal Election held April 10, 1956,
and moved its adoption which was seconded by Councilman Mailliard, and carried.

The Clerk admi.nistered the constitutional oath of office to the d.uly elected
Councilmen and City Treasurer, and issued certificates of election.
Upon motion of Anderson, seconded by Malburg, Robert J. Furlong was elected
as Mayor. Motion carrled.

The Mayor then reappointed the various committee members mtil further order
of the Chair.
Resolution No.J915 - A Resolution of the City Council of the City of Vernon
requesting remittance to the City of $5,000.00 from the County of los Angeles, Vernon -
Downey Road Fund, was read..
It was moved by Poxon, seconded by Mailliard, that Resolution No. 1915 be
approved and adopted. MOtion carried.

Communication and report from Harold A. Barnett, Consulting Engineer, with
reference to bids submitted for furnishing and delivery to the City of Vernon one two-
ton 1956 l~del motor truck and accessories in accordance with Specifications No. 192,
recommending that the City of Vernon accept Alterna.te Bid No.2 of the International
Harvester Conpany, was read.
It was moved by Mailliard, seconded by Anderson, that 1:4e recommendation of
Consulting Engineer Barnett be approved. MOtion carried.
Resolution No. 1916 - A Resolution of the City Council of the City of Vernon
accepting the bid of International Harvester Co. for the furnishing of one two-ton 1956
Il'IOtor truck for use of the Street Department in accordance with Specifications No. J92
approved by Resolution No. 1899 of the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that Resolution No. 1916 be
approved and adopted. MOtion carried.

Communication from Harold A. Barnett, Consulting Engineer, recommending that
Paramount Pest Control Service be enployed at an approximate cost of $100.00 to furnish
the City of Vernon with termite inspection service for the work to be done by the City
Termite Conpany, Incorporated, was read.
It was moved by Poxon, seconded by Malburg, that the recommendation of
Consulting Fngineer Barnett be approved. MOtion carried.
Communication from James M. MOntgomery, Consulting Engineer, with reference
to additional work in connection with the construction of booster puuping plants,
pipe lines and related work at Pwrping Plants Nos. 2 and 3 in accordance with Specific-
ations No. 185, was read.
It was moved by Anderson, seconded by Malburg, that Consulting Engineer"
Barnett be instructed to write to James 11. MOntgomery, Consulting Engineer, with
reference to the financial responsibility for additional work required due to mis-
takes made by Mr. limtgomery and his staff. MOtion carried.
Communication from Harold A. Bamett, Consulting Engineer, with reference
to letter from James M. Montgomery, Consulting Engineer, dated April 6, 1956, addressed
to the Engineering Department, relative to Change Orders Nos. 7, 8, 9 and 10, cover-
ing additional lDrk at Pumping Plants Nos. 2 and 3, under Specifioations No. 185,
was read.
It was Il'IOved by Anderson, seconded by Poxon, that communication from
Consulting Fngineer Barnett be received and filed. Motion carried.
Resolution No. 1918 - A Resolution of the City Council of the City of Vernon
8iPP~ving Change Orders Nos. 9 and 10, prepared by James M. Montgomery, Consulting
Eng:J.neer, covering additional work at Pwrping Plants Nos. 2 and 3 under Specifications
No. 185 of said City, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. J918 be
approved and adopted. MOtion carried.

Communication from Harold A. Barnett, Consulting Engineer, recommending that
authority be granted to sell nineteen obsolete Hersey, Model T, 3" irrigation water
meters, to California Domestic Water Company at $90.00 each, was read.
It was moved by Poxon, seconded by Anderson, that the recommendation of
Consulting Engineer Barnett be approved. Motion carried.
Communication from. Harold A. Barnett, Consulting Engineer, advising that Mr.
David D. Grqson, who has been on leave of absence without pq, will be ready to retum
to work about ~ 1, 1956, and requesting authority to place Mr. Grqson in active ser-
vice when he retums as Assistant -Engineer Grade 2 at a saJ.ary of $520.00 per month,
was read. '
It was moved by Poxon, seconded by Anderson, that the request of Consulting
Engineer Bamett be approved. Motion carried.
Comnumieation ani report from Jolm B. Moore, Administrat.ive Assistant, with
reference to the addition of an electrician ,to Water Department, was read.
Resolution No. 1917 - A Resolution of the City Council of the City of Vernon
amending Sa.lary- Resolution No. 1847 ~ adding the position of Electrician to Water
Department and fixing the saJ.ary for each grade, was read.
It was moved by Paxon, seconded by Malburg, that Resolution No. 1917 be
approved and adopted. Motion carried.

Resolution No. 1920 - A Resolution of the City Council of the City of Vemon
authorizing the execution of an Agreement with the County Sanitation DiStrict No.1
for the control of the collection and disposal of refuse in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that Resolution No. 1920 be
approved and adopted. Motion carried.

Report of Carl A. Heinze, Consulting Ehgineer, on operation of electrical
system by Southern Califomia Edison Company for the month of Februa.zy 1956, was read.
It was moved by Poxon, seconded by NaiJliard, that report of Consulting
Engineer Heinze be received and filed. Motion carried.
Communication from F. A. Ziemer, Deputy City Clerk, requesting permission
to attend the City Clerks' Institute to be held in San Jose from June 13th to 15th,
inclusive, with an expense allowance of $150.00, was read.
It was moved by Anderson, seconded by Poxon, that the request of Deputy City
Clerk Ziemer be approved. Motion carried.
Communication from. Central Basin Water Association extending an. invitation
to attend the next regular meeting of the Board. of Directors of said Association to be
held on May 3, 1956, was read.
It was moved by Poxon, seconded by ManlUrg, that communication from Central
Basin Water Association be received and filed. Motion carried.
Communication from Crystal Meat Packing Co., Inc. requesting a permit to
conduct a business of beef boning at 3290 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the request of Crystal
Meat Packing Co., Inc. be approved and permit granted. Motion carried.
Report. from Wilson and Wilson, Consulting Structural Engineers, on the
structural stability of the present Vernon City Hall, was read.

It was moved by Anderson, seconded by Poxen, that report from Wilson and
Wilson, Consulting Structural Engineers, be received and tiled. Motion carried.
Communication from L. C. Husted, ~re Chief, advising that Carl Graffio has
satisfactorily completed his probationary period, and requesting permission to advance
him from Hoseman Class 4 to Class 3, effective Mq 1, 1956, was read.
It was moved by Mailliard, seconded by Poxon, that the request of the Fire
Chief be approved. Motion carried.
Communication from John B. Moore, Acbmi.nistrative Assistant, transmitting a
letter from Norns-Thermador COIporation, dated April 12, 1956, relative to that
company's request for permission to construct a conveyor across 54th Street at suffi-
cient height to maintain proper clear.at1Ce for all traftic on the street surface, was
read. The Administrative Assistant submitted a memorandum entitled "Suggested
Policy for Installations over Public Streets".
It was the consensus of opinion that there would be no objection on the part
of the City Council to the proposed construction of a conveyor across 54th Street pro-
vided that Norris-Therma.dor COIporation complied with all requirements as outlined in
memorandum from the Administrative Assistant and any other reClJ,irements that the City
Council may deem necessar,r.
Communication from John B. Moore, Administrative Assistant, transmitting a
letter from Quinton Engineers, Ltd. with reference to personnel for carrying out
traffic survey recommendations, was read.
It was moved by Poxon, seconded by Mailliard, that communication from the
Administrative Assistant, together with letter from Quinton Eng:ineers, Ltd.,~be
referred to Mayor Furlong. Motion carried.
Communication from R. H. Bockhacker, Police Chief, reconnnending that O. L.
Duke be advanced from Patrolman Class 3 to Class 2, effective May 1, 1956, was read.
It was moved by Poxen, seconded by ~;11:i ard" that the recommendation of
the Police Chief be approved.. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that J. C.
Jordan be advanced from Patrolman Class 3 to Class 2, effective May 1, 1956, was read.
It was moved by Anderson, seconded by Malburg, that the recommendation of
the Police Chief be approved. Motion carried.
Communication from Kennedy Name Plate Company requesting a permit to haul
refuse from their premises at 4509 Pacific Blvd. over the public streets to an author-
ized dunq:> or incinerator outside theCity of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request of Kennedy-Name
Plate Company be approved and permit granted. Motion carried.
Communication from Bethlehem Pacific Coast St.eel Corporation requesting a
permit to operate a non-profit cafeteria and restaurant for employees' welfare and not
for public use on their premises at 6000 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Poxon, that conmnmication from Bethlehem
Pacific Coast steel Corporation requesting a permit to operate a non-profit cafeteria
and restaurant for enq>1oyees' welfare be referred to the Director of S81itation and
the Police Department with power to act. Motion carried.
Communication from Cudahy Auto Parts, Inc. requesting a permit to conduct a
business of selling and repairing auto & truck parts, new and used, at 1771 Doway
Road, was read.
It was moved by Poxon, seconded by Malburg, that request of Cudahy Auto Parts,
Inc. be referred to the Police Department with power to act. Motion carried.

Communication from. Bethlehem. Pacific Coast Steel Corporation requesting that
"Not a Through Streetll stgns be posted at the intersection of Slauson Avenue and Alcoa
Avenue, was read.
It was moved by Anderson, seconded by Poxon, that request of Bethlehem Pacific
Coast Steel COIporation be referred to the Police Department with power to act. Motion
carried.
Communication from Klubnikin ,Packing Conpany requesting that "City Ordinance -
No Parking Between Signs" be posted in front of their property at 3425 East Vernon
Avenue, was read.
It was moved by Anderson, seconded by Malburg, that request of Klubnikin
Packing Company be referred to the Police Department with power to act. Motion carried.
Communication from Controller of the State of Califomia transmitting the
amounts estimated to be paid each city as its share of Motor Vehicle License Fees dur-
ing the 1.956-57 fiscal year, and a revised estimate of the amounts to be paid during
the 1955-56 fiscal year, was read.
It was moved by Pox en , seconded by Malburg, that communication 1'rom Controller
of the state 01' Califomia, together with transmittal, be received and 1'iled. Motion
carried.
It was moved by Anderson, seconded by Poxon, that resolutions transmitted
by County Sanitation Districts of Los ~eles County to be adopted by the City Council
01' the City of Vemon consenting to the annexation of a portion of the City to County
Sanitation District No.1 and another portion 01' theCity to County Sanitation District
No.2, be laid over. Motion carried.
Communication from. Robert S. Stone, Director of Sanitation, requesting per-
mission to attend the Calif'omia: Association of Sanitarians' Fifth Annual Statewide
Education Synposium in Long Beach on .April 27 and 28, 1956, with an expense allowance
01' $10.00, was read. .
It was moved by Poxml, seconded by Jnders>D, lihat the request 01' the Director
of Sanitation be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that Donald M. Tassin
has resigned his position with the Fire Department ei'fective April 15, 1.956, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Fire Chief be received and filed. Motion carried.
Communication from RaJph1s Industrialhmch Service, Inc. requesting a. permit
to operate a lunch truck in the City of Vemon, was read.
It was moved by Paxon, seconded by Malburg, that request of Ralph's Industrial
hmch Service, Inc. be referred to the Director of Sanitation, the Police Department and
the Fire Department with power to act. Motion carried.
Communication from the Vernon Chamber of Commerce transmitting a resolution
which was adopted by the Board of Directors of the Vernon Chamber of Commerce on April
10, 1.956 in regard to the :Metropolitan Water District tax levy, was read.
It was moved by Anderson, seconded by Poxon, that resolution transmitted by
the Vernon Chamber of Commerce be referred to the .Administrative Assistant and the
Finance Committee. Motion carried.
Report of the police activities from .April 1 to 15, 1.956, inclusive, was
presented.
It was moved by Anderson, secended by Poxon, that report of the police
activities be received and filed. Motion carried.
Notice of further hearing set by the Public Utilities Commission of the
State of Califomia. in the matter of applications of various gas companies for a
general increase in gas rates, was read.

Ordinance No. 693 - An Ordinance of the City of Vernon regulating and licens-
ing secondhand. metal dealers and junk dealers in the City of Vernon and repealing Ord-
inance No. 478, was read in full for a first read:ing.

and pass a first rea.d:i.ng. Motion carried.
