The meeting was called to order by Malvor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that the minutes of the meetings
of April 17 and 24, 1956 be approved as written and submitted. Motion carried.
Communications were read from The Atchison, Topeka and Santa Fe iailwq
Coq:>any, FUtrol Corporation and Stauffer Chemical Conpany, with reference to the pro-
posed annexation to the IDs Angeles County Sanitation District No. 2 of certain pro-
perty in the City of Vemon designated as Area DB" on Boundary Map No. 25 of County
Sanitation District No.2.
It wasJll)Ved by Malburg, seconded by Poxon, that communications from The
Atchison, Topeka and Santa Fe Railwq Company, Filtrol Corporation and stauf'fer Chem-
ical Conpany be received and filed. Motion carried.
Resolution No. 1923 - A Resolution of the City Council of the City of Vernon
consenting to the annexation of a portion of the City to County Sanitation District No.
1 of Los Angeles County, was read.

approved and adopted. Motion carried.

Resolution No. 1924 - A Resolution of the City Council of the City of Vernon
consenting to the annexation of a portion of the City to County Sanitation District No.
2 of Los Angeles County, was read.
It was moved by Mailliard, seconded by Malburg, th~t Resolution No. 19211. be
approved and adopted. Motion carried.

It was moved by Paxon" seconded by Anderson, that the City Attorney be
granted authority to consult with the office of O'Melveny & ~ers with reference to
bond issue covering sewer costs and installations. Ifotion carried.
Conmnmication from Harold A. Barnett, Consulting Engineer, subndtting
Specifications No. 193 for one new motor tractor and accessories for use of the Street
Department, and recommending that said Specifications be approved and that author-
ization be granted to advertise for bids, was read.
It was moved by Poxon, seconded by Anderson, that recommendation of Consult-
ing Engineer Barnett be approved. Motion carried. .
Resolution No. 1925 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 193 for the furnishing of one new motor tractor and
accessories for use of the street Department of said City, was read.
It was moved by Paxon, seconded by Anderson, that Resolution No. 1925 be
approved and adopted. Motion carried.

Resolution No. 1926 - A Resolution of the City Council of the City of Vernon
directing the giving of notice inviting sealed proposals or bids for the furnishing
and delivery to the City of Vernon of one new motor tractor and accessories for use
of the Street Department in accordance with Specifications No. 19.3 of said City, was
read.
It was moved by Poxon, seconded by Malburg, that Resolution No. 1926 be
approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Fngineer, advising that all
construction work on Booster Pumping Plants, pipe lines and related work at Pumping
Plants Nos. 2 and .3 in accordance with Specifications No. 185 has been COlIpleted, and
recommending that said work be accepted by the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of
Consulting Engineer Barnett be approved. Motion carried.
Resolution No. 1927 - A Resolution of the City Council of the City of Vernon
accepting the construction of Booster Pumping Plants, Pipe Iiines and related work at
Pumping Plants Nos. 2 and .3 in accordance with Specifications No. 185, Plans, Sheets
1 to 16 inclusive and Addendum No.1 to said Specifications, was read.
It was moved by Anderson, seconded by Poxon, that Resolution 1927 be
approved and adopted. Motion carried.

main and appurtenances in 27th Street (Private Street) from existing sewer and water
lines in Alameda Street to 656 feet easterly of east line of Alameda Street in accord-
ance with Specifications No. 189 has been conpleted, and recommending that said york
be accepted by the City of Vernon, was read.
It was moved by Malburg, seconded by Mai1lial'd., that t.he recommendation of
Consulting Fngineer Barnett be approved. Motion carried.
Resolution No. 1928 - A Resolution of the City Council of the City of Vernon
accepting sanitary sewer line and cast iron water main and appurtenances in 27th
Street (a private street) from existing sewer and water lines in Alameda street to
656. feet easterly of east line of Alameda Street, was read.
It was moved by Malburg, seconded by Ma;l]iard, that Resolution No. 1928 be
approved and adopted. Motion carried.

It was moved by Anderson, seconded by Paxon, that request of Reo Truck
Leasing, Inc. be approved and permit granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, recommending that B. A.
Bunker be advanced from Patrolman Class 2 to Class 1, effective Mq 16, 1956, was read.

the Police Chief be approved. Motion carried.

Robbins be advanced from Patrolman Class 2 to Class 1, effective ~ 16, 1956, was read.
It was moved by Poxon, seconded by Mailliard, that the recommendation of
the Police Chief be approved. Motion carried.
Communication from Frank E. Clark thanking the City Council for adop.ting the
additional amendments with the state Enployees' Retirement System and including the
retired members, was read.
It was moved by Paxon, seconded by Anderson, that communication from Frank
E. Clark be received and filed. Motion carried.
Requests for curb painting from The Pennzoil Coupany and from Asbury System
were read.
It was moved by Anderson, seconded by Poxon, that requests for curb painting
be referred to the Police Department with power to act. Motion carried.
Report of the police activities from April 16 to 30, 1956, inclusive, was
presented.
It was moved by Anderson, seconded by Poxon, that report of the police
activities be received and filed. Motion carried.
Communication from Harold A. Bamett, Consulting Engineer, liith reference to
request of Harry Turken for a permit to operate a publio dunpof non-combustible
materials on the property facing 26th Street owned by the City of IDs Angeles, sub-
mitting a oopy of a oommunication addressed to Mr. Turken from the State of California
Regional Water Pollution Control Board No.4, dated April 30, 1956, together with their
Resolution No. 56-13 prescribing requirements for disposal of solid fill by Harry
Turken on south side of 26th Street between Harriet Street and the Los Angeles River,
Vernon, California, was read. (Engineering Department had no objection to permit
being issued by the City of Vernon.)
It was moved by Anderson, seconded by Mailliard, that permit be granted to
Harry Turken to operate a public dump of non-combustible materials on the property
facing 26th Street between Harriet Street and the IDs Angeles River, subject to
ooupliance with requirements prescribed by the State of Califomia Regional Water
Pollution Control Board No.4 in tbair Resolution No. 56-13, and su.bject to coupliance
with a.ny other requirements that the City Attorney ~ deem necessary. Motion carried.
Communicati on and report from Carl A. Heinze, Consulting Engineer, and Carson
B. Hubbard, City Attorney, enclosing the original Partial Release dated as of November
30, 1955, and the original Conveyance dated as of November 30, 1955, covering the
electric generating and distributing system leased by Southern California Edison Coupany
from the City of Vernon, was read. (Approved as to form by the City Attorney, and
approved by the Consulting Engineer as to identity of the property to be conveyed and
released. )
It was moved by Poxon, seconded by Na;1Hard, that communication and report
of the Consulting Engineer and the City Attorney, together with originaJ. Partial Release
and original Conveyance dated as of November 30, 1955, covering the electric generat-
ing and distribution system leased by Southern California Edison Coup any from the City
of Vernon, be received and filed. Motion carried.
Communication from Catalina Steel Conpany requesting a pennit to operate a
steel jobbing business at 3165E. Slauson Avenue, was read.
It was moved by Paxon, seconded by Malburg, that request of Catalina Steel
Coupany be approved and penni t granted. Motion carried.

Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern California Edison Company for the month of March, 1956, was read.
It was moved by Poxon" seconded by Anderson, that report of Consulting
Engineer Heinze be received and filed. Motion carried.
Communication from John B. Moore, .Administrative Assistant, transmitting a
letter dated April 26, 1956, over the signature of John B. leonis, Jr., addressed to
the City Council, together with a copy of an "Option to Purchase Real Property", was
read.
It was moved by Anderson, seconded by Poxon" that coIlllllUDi.cation from the
Administrative Assistant together with letter from John B. Leonis, Jr. and the accompany-
ing copy of an uOption to Parohase Real Property", be received and filed. Motion
carried.
Co:mmunication from J. R. Molony Company submitting a review and their recommend-
ations in accordance with the request of the City Council to have the insurance cover-
ages. anaJ;yzed from an over-all standpoint 'With the possibility ofad.d:ing new coverages
from a liability and property damage standpoint and to consolidated existing coverages,
where possible, at the least possible expense, was read.
It was moved by Anderson, seconded by Poxon, that the repo.rt from the J. R.
Molony Company with reference to insurance coverages be referred to the Administrative
Assistant and the Finance Committee for consideration in the 1956-57 Budget. Motion
carried.
It was moved by Poxon, seconded by Anderson, that the Fire Chief be author-
ized to have a fence erected around the Booster Pump Supply Reservoir and Test Pit
at Fire Station No.2, 3375 Fruitland Avenue. Motion carried.
It was moved by' Poxon, seconded by Anderson, that the Administrative Assist-
ant and the Director of Sanitation be granted authority to advertise for a Stenographer,
Switch Board Operator at a sala.ry of $300.00 per month. Motion carried.
