CITY COUNCIL OF THE CITY OF VERNON

The meeting was called to order by ~or R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of the meeting
of ~ 1, 1956 be approved as written and submitted. Motion carried.
The Clerk announced that this was the time and place for the opening of bids
for the furnishing and delivery to the City of Vernon of one new motor tractor and
accessories for use of the Street Department in accordance with Specifications No. 193.
It 'Was moved by Poxon, seconded by Malburg, that the Clerk be instructed to
open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

194 for two hose carriers and accessories, and requesting that said Specifications be
approved and authority be granted to advertise for bids for these two units, was read.

It was moved by Anderson, seconded by Poxon, that Resolution No. 1930 be
approveq. and adopted. Motion carried.

Communication from Revere Lanps, Inc. requesting a permit to conduct a busi-
ness of assemblying lamps and shades at 2223 E. 37th street, was read.
It was moved by Poxon, seconded by" Malburg, that request of Revere Lamps, Inc.
be referred to the Fire Department with power to act. Motion carried.
Comnnmication from Revere Furniture Mfg., Inc. requesting a permit to conduct
a business of manufacturing upholstered furniture at 2223 E. 37th Street, was read.
It ms moved by Paxon.. seconded by Anderson, that request of Revere Furniture
Mfg., Inc. be referred to the Fire Department with power to act. Motion carried.
Comnnmication from City of Hope with reference to solicitation for .funds on
Hope Sunday, June 3, 1956, was read.
It was moved by Poxon, seconded by" Anderson, that the City of Hope be granted
permission to solicit for .funds in the City of Vemon on Hope Sunday, June 3, 1956.
Motion carried.

to conduct a business of electro-plating at 2124 East 51st street, was read.
It was moved by Poxon, seconded by Malburg.. that request of E1ectro-chem
Manufacturing Co., Inc. be referred to the Fire Department, the Ehgineering Department
and the Director of Sanitation with power to act. Motion carried.
Comnnmication from The Pep Boys of CaJ.ifornia requesting a permit to operate
a warehouse at 2640 East 45th Street, was read.
It was moved by Poxon, seconded by Malburg, that request of The Pep Boys of
CaJifornia be approved and pemit granted. Motion carried.
Communication from &ntebello Meat Packing Co. requesting a permit to conduct
a business of boning plates for sausage material at 4.361 So. Soto street, was read.
It was moved by Malburg, seconded by Mailliard.. that request of Montebello
Meat Packing Co. be approved and pemit granted. Motion carried.
Communication from Marks Packing Company reque sting a permit to operate a
meat packing plant at 3320 East Vernon Avenue, was read.

warehouse at 4611 Pacific Blvd., was read.
It was moved by Andersonl seconded by Poxon, that request of White Front
Stores, Inc. be approved and permit granted. Motion carried.
Copy of a communication from the Los Angeles County Road Department addressed
to the Los Angeles County Board of Supervisors recommending that the request of the City
of Vernon for $5IOQO.OO for use in making preliminary surveys for grade separations be
approved, was read. -
It was moved by Anderson, seconded by Poxon, that copy of communication from
the Los Angela s County Road Department addressed to the Los Angeles County Board of
Supervisors be received and filed. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer I submitting vacation
schedule for the year 1956 of the Engineering, Water and Street Departments, was read.
It was lllDved by Poxon, seconded by Anderson, that vacation schedule for the
year 1956 of the Engineering, Water and Street Departments be approved and filed.

Communication from Mr. Ernest Giles thanking the City Council for amending the
contract with the State EnJ;>loyees t Retirenent System, was read.
It was lllDved by Anderson, seconded by Poxon, that communication from Mr.
Ernest Giles be received and filed. Motion carried.
Communication from Southland Water Committee, Central Basin Water Area, sub-
mitting a suggested form of resolution for the endorsement of Proposition "W" by the
City Council, was read.
Resolution No. 1932 - A Resolution of the City Council of the City of Vernon
endorsing Proposition lawn on June 5th prima.ry election ballot, was read.
It was lllDvea by I"1alburg, seconded by Mailliard, that Resolution No. 1932 be
approved and adopted. Motion carried.

Communication and report from Carson B. Hubbard, City Attorney, with refer-
ence to the possibility of leasing the old City Hall site for the purpose of erecting
thereon a Boy Scout Hut, and with reference to the restrictions contained in the Deed
to this property, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from the City Attorney be received and filed for future reference. Motion carried.
Communication from Mr. Vere Wiesley with reference to request for aiding the
Vernon l?Q~t3.l:'Y Club in obtaining a plot where a Boy Scout Hut could be erected, was read.
It was moved by Anderson" seconded by Poxon, that the City Clerk be instructed
to transmit to Mr. Vere Wiesle,r a copy of the report submitted by the City Attorney with
reference to the possibility of leasing the old City Hall site for the purpose of erect-
ing a~x S~ .I!ut" and with reference to the restrictions contained in the Deed to
said property. Motion carried.
Communication from California Bank, Vernon Office, with reference to time
and commercial deposits of the City of Vernon" was read.
It was moved by Poxon" seconded by Mailliard, that communication from the
California Bank, Vernon Office" be referred to the City Treasurer, and that the City
Clerk be instructed to advise the California Bank, Vernon Office, that any matter
relative to the deposit of :funds by the City of Vernon be discussed directly with the
City Treasurer. Motion carried.

Communication from Phil.1ip E. Harman requesting a vendor's license to vend
ice cream and bottled soda water tmder the California State Law with reference to
veteran's exemption, was read.
It was moved by Anderson, seconded by Poxon, that request of Pb.i.1lip E.
Harman be referred to the Police Department and the Director of Sanitation with power
to act. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that Fireman J. W.
Blaut will have passed his probationary period on Jtme 1, 1956, and requesting per-
mission to advance him from Hoseman Class 4 to Class 3, effective on that date, was
read.
It was moved by Ma,i])jard, seconded by Malburg, that request of the Fire
Chief be approved. . Motion carried.
Communication from R. H. Bockhacker, Police Chief" reconnnending that J. L.
Morrison be advanced from Patrolman Class 3 to Class 2, effective Jtme 1, 1956, was
read.
It was moved by Mailliard, seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker" Police Chief, recommending that R. S.
Arvizu be advanced from Patrolman Class 3 to Class 2" effective June 1, 1956, was read.
It was moved by Mailliard" seconded by Poxon, that the recommendation of the
Police Chief be approved. Motion carried.
Communication from Harold A. Bamett, Consulting Engineer, requesting author-
ity to employ Frank M. !imi.z as Laborer Grade 4" effective Mq- 16, 1956 to fill position
vacated by Jose I. Gomez, was read.
It was moved by Poxon, seconded by Mailliard~ that request of Consulting
Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer, requesting and
recommending that Inke Salerno be granted leave of absence with pa;r for the period
Ma;r 1 to July 31, 1956 inclusive, unless the doctor's future report indicates he IIUq
be able to return to work: sooner, was read.
It was moved by Malburg, seconded by Anderson" that the request and recommend-
ation of Consulting Engineer Barnett be approved. Motion carried.
Communication from the Los Angeles Metropolitan Transit Authority, trans-
mitting a copy of a Resolution adopted by the Los Angeles County Board of Supervisors
commending the Governor and the State Legislature for full recognition of said Author-
ity and congratulating said Authority, was read.
It was moved by Anderson, seconded by Poxon, that communication from the Los
Angeles Metropolitan Transit Authority together with copy of a Resolution adopted by
the Los Angeles County Board of Supervisors be received and filed. Motion carried.
Requests for curb painting from Craig Welding Supply Company and Mindel &
Company were presented.
It was moved by Anderson" seconded by Malburg, that requests for curb paint-
ing be referred to the Police Department with power to act ~ Motion carried.
Report of the police activities for the period Ma;r 1 to May 14, 1956,
inclusive" was presented.
It was moved by Anderson, seconded by Poxon, that report of the police

Resolution No. 1929 - A Resolution of the City Council of the City of Vernon
repealing Resolutions Nos. 1909, 19l.0, 1923 and 1.924 of said City, was read.
It was moved by Poxou, seconded by Anderson, that Resolution No. 1.929 be
approved and adopted. Motion carried.
