19560703 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 3, 1956 AT 2 O'CLOCK P".M. IN. THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON~ CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Malburg, that the minutes of the meeting of June 19, 1956 be approved as written and submitted. Motion carried. Mr. William R. Jenkin, of Moffatt & Nichol, Inc., Consulting Engineers, appeared before the City Council, and a general discussion was held with reference to preliminary surveys of proposed grade separations at 26th Street and Downey Road, and at Downey Road and Washington Boulevard. It was moved by Anderson, seconded by Poxon, that the Engineering Department and the City Attorney be instructed to confer with Mr. William R. Jenkin of Moffat & Nichol, Inc., Consulting Engineers for the purpose of drafting a contract with said Consulting Engineers to make preliminary surveys of proposed grade separations at 26th Street and Downey Road, and at Downey Road and Washington Boulevard. Motion carried. Communication from James M. Montgomery, Consulting Engineer, submitting a comprehensive engineering study made to provide a complete master plan for the development and expansion of the water system of the City of Vernon, in accordance with the terms of his contract with the City of Vernon, dated April 19, 1955, was read. It was moved by Malburg, seconded by Poxon, that compre- hensive engineering study made to provide a complete master plan for the development and expansion of the water system of the City of Vernon as submitted by James M-. Montgomery be accepted and filed for future reference. Motion carried. It was moved by Anderson, seconded by Poxon, that the Engineering Department and the City Attorney be instructed to contact Mr. James M. Montgomery, Consulting Engineer, with reference to drafting two separate contracts; one, relative to Metropolitan Water Connection and two, relative to City of Vernon Water Rate Structure. Motion carried. Copy of a communication from Carson B. Hubbard, City Attorney, addressed to Harold A. Barnett, Consulting Engineer, with reference to the use of red lights on Emergency Service Utility Vehicles, was read. It was moved by Anderson, seconded by Poxon, that communication from the City Attorney be received and filed. Motion carried. 1 7/3/56 Resolution No. 1950 - A Resolution of the City Council of the City of Vernon exercising its option to extend for an additional period of ten (10) years a lease with Southern California Edison Company, Ltd., dated February 23, 1937, as amended by supplemental agreement dated July 6, 1937, leasing to Southern California Edison Company, Ltd., an electric generating plant and an interconnected electric transmission and distribution system, the property of the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 1950 be approved and adopted. Motion carried. Ayes: Anderson, Mailliard, Malburg, Poxon Noes: None Absent: None Not Voting: Furlong Communication from Carson B. Hubbard, City Attorney, transmitting Demand of John W. Shenk, III for services rendered, together with copy of his letter to the City Attorney, was read. It was moved by Poxon, seconded by Anderson, that Demand of John W. Shenk, III be approved. Motion carried. Resolution No. 1951 - A Resolution of the City Council of the City of Vernon employing John W. Shenk, III as special counsel for the City of Vernon in that certain matter entitled The People of the State of California, et al vs. City of Los Angeles, City of Vernon, et al., being Case No. 661,591, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 1951 be approved and adopted. Motion carried. Husted, Fire Chief, recommending that the bid of Crown Body and Coach Corporation be accepted for the furnishing and delivery to the City of Vernon of two new hose carriers and accessories in accordance with Specifi- cations No. 194, was read. It was moved by Malburg, seconded by Anderson, that recommendation of Fire Chief Husted be approved. Motion carried. Resolution No. 1952 - A Resolution of the City Council of the City of Vernon accepting the bid of Crown Body and Coach Corporation for the furnishing of two hose carriers and accessories in accordance with Specifications No. 194 approved by Resolution No. 1930 of the City of Vernon, was read. It was moved by Malburg, seconded by Anderson, that Resolution No. 1952 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noe s : None Absent: None Communication from The Clark Controller Company request~ng a permit to conduct a business of manufacturing electric motor control apparatus and warehousing component items at 4755 E. 49th Street, was read. It was moved by Poxon, seconded by Anderson, that request of The Clark Controller Company be approved and permit granted. Motion carried. Communication from Norse Signal Devices of California requesting permission to provide and install a code register at the City of Vernon Fire Department Headquarters for the purpose of sending the Vernon Fire Department a coded signal in event of fire at one of their subscribers located in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that request from Norse Signal Devices of California be referred to the City Attorney and Fire Chief for investigation and report. Motion carried. Communication from John F. Backman requesting a permit to operate an additional Box Lunch Vehicle in the City of Vernon was read. I.t was moved by Anderson, seconded by Poxon, that request from John F. Backman be referred to the Police Department and Director of Sanitation with power to act. Motion carried. Communication from Fedco Incorporated requesting a permit to operate its general offices and warehouse at 2944 East 44th Street, was read. It was moved by Poxon, seconded by Anderson, that request by Fedco Incorporated be approved and permit granted. Motion carried. _ Communications and reports from L.. C. Husted, Fire Chief, R. H. Bockhacker, Police Chief, and Robert S. Stone, Director of Sanitation, with reference to request of Mr. Harry Turken to operate a transfer salvage station for combustible materials in conjunction with his operation of a non-combustible dump on E. 26th street, was read. It was moved by Anderson, seconded by Poxon, that communi- cations and reports from the Fire Chief, Police Chief and the Director of Sanitation be referred to the Fire Department, Engineering Department and Building Engineer for further investigation and report. Motion carried. - 3 - 3 7/3/56 Communication from the City of Long Beach transmitting a copy of a letter addressed to the Los Angeles County Board of Supervisors opposing their proposed method of financing for the operation of a civic auditorium and music center in the downtown Los Angeles area, was read. It was moved by Anderson, seconded by Malburg, that communication from the City of Long Beach, together with their copy of a letter addressed to the Los Angeles Board of Supervisors, be laid over pending further study. Motion carried. Summary of Apportionments of Motor Vehicle License Fees for the period of June 1, 1955 to May 31, 1956 as provided by Sections 11003-5, Revenue and Taxation Code, submitted by Robert C. Kirkwood, State Controller, was read. It was moved by Anderson, seconded by Poxon, that Summary of Apportionments of Motor Vehicle License Fees be received and filed. Motion carried. Communication from Pa11ey Supply Company recommending that Vernon Avenue, from Santa Fe to Alameda Street, be made a one or two hour parking zone and that a metal stop sign be placed at the corner of St. Charles and Vernon Avenue, was read. It was moved by Poxon, seconded by Mai11iard, that communication from the Pa11ey Supply Company be referred to the Police Department for investigation and report. Motion carried. Communication from Mr. & Mrs. Reese Benson with reference to the dangerous traffic condition for southbound vehicles near Alameda Street and 26th Street where the railroad tracks divide Alameda into two streets, was read. It was moved by Poxon, seconded by Anderson, that copies of communication from Mr. & Mrs. Reese Benson be transmitted to Mr. Lloyd M. Braff, General Manager of Traffic Engineering of the City of Los Angeles, and to the Los Angeles City Traffic Commission and that Mr. and Mrs. Reese Benson be so advised. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting that in compliance with Ordinance No. 687 a resolution be passed limiting or restricting parking along the west curb of Santa Fe Avenue, prescribed by City Ordinance No. 642, was read. It was moved by Poxon, seconded by Anderson, that request of Police Chief Bockhacker be referred to the City Attorney for drafting a resolution. Motion carried. Communication from R. H-. Bockhacker, Police Chief, submitting a lease agreement between the City of Vernon and Motorcycle Officer Richard James Smith for lease of one 1953 Harley Davidson Motorcycle, and requesting that the City approve said lease, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved and that said lease be executed by the City of Vernon. Motion carried. - 4 - 'I 7/3/56 Communication from R. H. Bockhacker, Police Chief, recommending that J. A. Venezia be advanced from Police Clerk Class 2 to Class 1, effective July 16, 1956, was read. It was moved by Anderson, seconded by Malburg, that request of Police Chief Bockhacker be approved. Motion carried. Communication frO!ll R. H. Bockhacker, Police Chief, recommending that Officer J. R. Tucker be given a one-day suspension without pay, effective July 4, 1956, as disciplinary action for being insubordinate to his Sergeant, was read. It was moved by Poxon, seconded by Malburg, that recommendation of Police Chief Bockhacker be approved. Motion carried. Communication from John B. Moore, Administrative Assistant, with reference to the Annual Conference of the League of California Cities to be held in Los Angeles on the 28th through the 31st of October, with headquarters at the Biltmore Hotel, and with reference to the possibility of engaging a suite of rooms for the convenience of City representatives, was read. It was moved by Anderson, seconded by Poxon, that the Administrative Assistant be authorized to engage a suite of rooms at the Biltmore Hotel for the convenience of the City representatives attending the Annual Conference of the League of California Cities on October 28th to 31st, 1956, inclusive. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, advising that lvilliam E. Dee, Engineering Clerk, Grade 3, has resigned effective at close of business June 22, 1956, was read. It was moved by Anderson, seconded by Poxon, that communication from Consulting Engineer Barnett be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to employ Ronald R-. Schroll as Truck Driver Grade 4, effective July 1, 1956, was read. It was moved by Poxon, seconded by Malburg, that request of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engi- neer, requesting that Genaro Acosta be advanced from Laborer Grade 3 to Grade 1, effective July 1, 1956, was read. It was moved by Anderson, seconded by Poxon, that request of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A~ Barnett, Consulting Engineer, advising that Frank Romo, Laborer Grade 4, resigned - 5 - s 7/3/56 from the service of the City of Vernon, effective at the close of business June 28, 1956, was read. It was moved by Poxon, seconded by Anderson, that communication from Consulting Engineer Barnett be received and filed. Motion carried. Communication from the City of Maywood expressing appreciation for the excellent cooperation received from the City of Vernon during the recent Fire Underwriters tests, was read. It was moved by Poxon, seconded by Mai11iard, that communication from the City of Maywood be received and filed. Motion carried. Announcement from the League of California Cities, Los Angeles County Division, that the July regular meeting will be held in Ing1ewood on Thursday, July 19, 1956, was read. It was moved by Malburg, seconded by Anderson, that announcement from the League of California Cities be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, advising that motor tractor and accessories have been delivered by Gilmore & Wilcox in accordance with Specifications No. 193, and recommending that said motor tractor and accessories be accepted by the City, was read. It was moved by Malburg, seconded by Mai11iard, that recommendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 1954 - A Resolution of the City Council of the City of Vernon accepting the furnishing of one new Ferguson motor tractor and accessories, Model TO-35 complete, in accordance with Specifications No. 193 approved by Resolution No. 1925 of the City of Vernon, was read. It was moved by Malburg, seconded by Mai11iard, that Resolution No. 1954 be approved and adopted. Motion carried. Resolution No. 1955 - A Resolution of the City Council of the City of Vernon fixing the time and place of Hearing Petition for Variance filed by Food Machinery and Chemical Corporation, prescribed notice to be given, and declaring a newspaper of general circulation within the City of Vernon was read. Connnunication from Dodge-Wasmund, Inc., requesting a permit to conduct a business of manufacturing and fabricating plastic aircraft parts at 2363 E. 38th Street, was read. It was moved by Poxon, seconded by Malburg, that request from Dodge-Wasmund, Inc. be approved and permit granted. Motion carried. Connnunication from Victorville-Barstow Truck Line requesting a permit to conduct a trucking business at 2055 E. 27th Street, was read. It was moved by Anderson, seconded by Poxon, that request by Victorville-Barstow Truck Line be approved and permit granted. Motion carried. Curb painting request from Stauffer Chemical Company was read. It was moved by Anderson, seconded by Poxon, that request by Stauffer Chemical Company be referred to the Police Department with power to act. Motion carried. Connnunication from L. C. Husted, Fire Chief, requesting permission to advance Paul Pribble from Hoseman Class 3 to Class 2, effective July 16, 1956, was read. It was moved by Malburg, seconded by Mailliard, that request by Fire Chief Husted be approved. Motion carried. Conununication and report from Carl A. Heinze, Consulting Engineer, transmitting check from Southern California Edison Company in the amount of $120,482.80, as rental of leased property for the period May 30, 1955 to May 29, 1956 in accordance with lease agreement dated February 13, 1937 and amended July 6, 1937, was read. Consulting Engineer reported that the amount had been checked and is in agreement with the city books. It was moved by Anderson, seconded by Poxon, that connnunication and report from Consulting Engineer Heinze be received and filed. Motion carried. It was moved by Poxon, seconded by Anderson, that the Engineering Department be instructed to consult with the Building Engineer with reference to the feasibility of constructing outside sidewalks on the Soto Street and 26th Street bridges.
