The Clerk announced that this was the time and place for the opening of bids submitted for the restoration of street surfaces with asphalt concrete and cement concrete on certain streets in the City of Vernon in accordance with Specifications No. 197. It was moved by Poxon) seconded by l1ailliard) that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: D. C. The Clerk announced that this was the time and place for the opening of bids submitted for the construction of asphalt concrete pavement and appurtenances in Pumping Plant No. 3 and in the north side of Fruitland Avenue from three hundred forty feet to six hundred sixty feet west of the center line of Downey Road in accordance with Specifications No. 198. Motion carried. Communication from R. H. Bockhacker, Police Chief, submitting a lease agreement beb~een the City of Vernon and Motor- cycle Officer Samuel J. Williams for lease of one 1956 Harley Davidson Motorcycle and requesting that the City approve said lease, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved and that said lease agreement be executed by the City of Vernon. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting that lease agreement dated September 6, 1955 between the City of Vernon and Motorcycle Officer George W. Walter for lease of one 1950 Harley Davidson Motorcycle be terminated as of July 6, 1956, and requesting that new lease agreement, as submitted, between the City of Vernon and Motorcycle Officer George W. Walter for the lease of one 1956 Harley Davidson Motorcycle be approved, effective July 6, 1956, was read. It was moved by Poxon, seconded by ~~illiard, that the requests of the Police Chief be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to advance Mr. David D. Grayson from Assistant Engineer, Grade 2, to Grade 1, effective July 16, 1956, was read. It was moved by Poxon, seconded by Anderson, that request of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to advance Mr. Arthur E. Nelson, Jr. from Assistant Engineer, Grade 2, to Grade 1, effective July 16, 1956, was read. It was moved by Poxon, seconded by Anderson, that request of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to advance Mr. Mer;~in D. Hansen from Assistant Engineer, Grade 3, to Grade 2, effective July 16, 1956, was read. It was moved by Anderson, seconded by Poxon, that communication from Consulting Engineer Barnett be received and filed. Motion carried. Communication from the Los Angeles Flood Control District advising that as of May 4, 1956, the District's Board of Supervisors accepted the contract work for ttConstruction of Storm Drain Bond Issue Project No.1, East Compton Creek No. 1 Storm Drain in the Cities of Bell, Huntington Park, Maywood, South Gate, and Vernon, and in the County of Los Angeles, California" which was completed in accordance with the plans and specifications approved by the City Council of the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that communication from the Los Angeles Flood Control District be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to take three weeks annual vacation commencing August 3, 1956, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved. Motion carried. Activity Report of the Police Department for the 1955-56 fiscal year as compared to the 1954-55 fiscal year, was presented. It was moved by Anderson, seconded by Poxon, that Activity Report of the Police Department be received and filed. Motion carried. Communication from J. A. Bigham and Ada L. Bigham requesting permission to take annual vacation leave commencing July 30, 1956, was read. It was moved by Malburg, seconded by Poxon, that request of J. A. Bigham and Ada L. Bigham be approved. Motion carried. Communication from Robert S. Stone, Director of Sanitation, submitting copy of a letter to be mailed to all eating establishments in Vernon concerning the recently enacted Ordinance No. 694 controlling the use of garbage disposal units, was read. It was moved by Poxon, seconded by Mailliard that communication from the Director of Sanitation be received and filed. Motion carried. Report of the Health Department activities for June 1956 submitted by Robert S. Stone, Director of Sanitation, was presented. It was moved by Anderson, seconded by Poxon, that Report of Health Department Activities be received and filed. It was moved by Poxon, seconded by ~~illiard, that communication from the Fire Chief of the City of Bell be received and filed. Motion carried. Communication from Allis-Chalmers Manufacturing Company requesting a permit to haul refuse from their premises at 4440 E. 49th St. over the public streets to an authorized dump or incinerator outside the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that request by Allis-Chalmers ~~nufacturing Company be approved and permit granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, transmitting a letter of resignation by Patrolman Charles E. Tumbleson, effective as of close of business July 15, 1956, was read. It was moved by Poxon, seconded by Malburg, that resignation of Patrolman Charles E. Tunilileson, effective as of close of business July 15, 1956, be accepted and that communication be received and filed. Motion carried. Report of a General Test Check Audit of the accounts and records of the Municipal Court of the San Antonio Judicial District for the fiscal year 1954-55 in accordance with the requirements of Section 71383 of the Government Code, submitted by the Office of Auditor-Controller, County of Los Angeles, was read. It was moved by Poxon, seconded by ~~lburg, that Report of General Test Check Audit of the San Antonio Judicial District be received and filed. Motion carried. Communication from the League of California Cities, Los Angeles County Division, submitting questionnaire with reference to meetings during the coming year, \Vas read. Communication from the City of Long Beach transmitting copy of a letter, addressed to the Los Angeles County Board of Supervisors opposing their proposed method of financing for the operation of a civic auditorium and music center in the downtown Los Angeles area, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the City of Long Beach be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to employ Vincent Salerno as Truck Driver, Grade 4, Street Department, effective August 1, 1956, to fill the vacancy created by the resignation of Ronald R. Schroll, was read. It was moved by Malburg, seconded by Mailliard, that request of Consulting Engineer Barnett be approved. Motion Carried. Communication from Breo Freeman, Architect, submitting a breakdown by Thomas F. Smith, General Contractor, for adding a hardwood door at entrance to the ilGeneral Office" as requested by Chief Bockhacker, was read. Architect Freeman recommended that the sum of $214.67 for this addition be approved. It was moved by Anderson, seconded by Poxon, that recommendation of Architect Freeman be approved. Motion carried. Report of the police activities for the period July 1 - July 15, 1956 inclusive, was presented. It was moved by 11ailliard, seconded by Anderson, that report of the police activities be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to attend the Governor's Conference on Fire Prevention in Sacramento on July 23, 1956 with an expense allowance of $50.00, was read. It was moved by Poxon, seconded by ~~illiard, that request of Fire Chief Husted be approved. Motion carried. Report of Carl A. Heinze, Consulting Engineer, on operation of electrical system by Southern California Edison Company for month of }~y, 1956, was read. It was moved by Anderson, seconded by Poxon, that requests by Rich Manufacturing Company and Air Pollution Control District be referred to the Police Department with power to act. Motion carried. Communications and reports from L._ C._ Husted, Fire Chief, Harold A. Barnett, Consulting Engineer and J. S. Colton, Building Engineer, with reference to request of Mr. Harry Turken to operate a transfer salvage station for combustible materials in conjunction with his operation of a non-combustible dump at E. 26th Street, were read. It was moved by Anderson, seconded by Poxon, that the City Clerk be instructed to advise Mr. Harry Turken that it will be necessary for him to submit a report prepared by a Registered Structural Engineer of the structure on the premises based on the new intended use of said structure, with all expenses in connection with said report to be assumed by ~tt. Turken. This report is to include an analysis of the four concrete chimneys relative to seismic safety. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, with reference to feasibility of reconstructing sidewalks on the outside of the 26th St. Bridge, removing existing curbs, sidewalks and railings in order to widen the roadway, was read. Communication from Harold A. Barnett, Consulting Engineer, with reference to the feasibility of constructing outside sidewalks on the Soto St. Bridge, was read. It was moved by Anderson, seconded by }~lburg, that the Engineering Department and the City Attorney be instructed to contact Moffat & Nichol, Inc., Consulting Engineers, for the purpose of obtaining an estimated cost of a preliminary survey covering the following items: (1) Investigate the condition of the foundation of the 26th Street Bridge; (2) Placing curbs, sidewalks and railings on brackets using existing bridge structure for widening roadway on the 26th Street bridge; (3) Widening 26th Street to provide four traffic lanes; (4) Investigate the condition of the foundation of the Soto Street bridge; (5) Widening the Soto Street bridge on the downstream side. It was moved by Poxon, seconded by Anderson, that permit be granted to the Morse Signal Devices to install a code register in the Fire Department headquarters subject to the approval of the City Attorney. Motion carried. Resolution No. 1956 - A Resolution of the City Council of the City of Vernon fixing the compensation for certain employees of said city as of July 1, 1956, authorizing certain expense allowances, and repealing all resolutions in conflict herewith, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 1956 be approved and adopted. Motion carried. Deputy City Clerk Ziemer made a verbal request that Mrs. Lillian S.Gorrin be changed from Typist-Switchboard Operator, Grade 1, to Stenographer-Switchboard Operator, Grade 4, effective July 1, 1956. It was moved by Malburg, seconded by Mailliard, that the request of Deputy City Clerk Ziemer be approved. Motion carried. Deputy City Clerk Ziemer made a verbal request for authority to advertise for a Public Utilities Accountant in accordance with Resolution No. 1956.
