The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by P~derson, that the
minutes of the meetings of July 17 and July 27, 1956 be approved as
written and submitted. Motion carried.
Resolution No. 1957 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a release in full
of all claims of the City of Vernon against The Flintkote Co., was
read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 1957 be approved and adopted. Motion carried.

Communication and report from Harold A. Barnett, Consulting
Engineer, submitting tabulation of bids received for the construction
of asphalt concrete pavement and appurtenances for Pumping Plant No.
3 and in the north side of Fruitland Avenue from three hundred forty
feet to six hundred sixty feet west of the center line of Downey
Road in accordance with Specifications No. 198, and recommending
that the contract be awarded to Vernon Paving Company, was read.
It was moved by Malburg, seconded by Poxon, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Resolution No. 1958 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for the
construction of asphalt concrete pavement and appurtenances in
Pumping Plant No. 3 and in the north side of Fruitland Avenue from
three hundred forty feet to six hundred sixty feet west of the center
line of Downey Road in the City of Vernon, was read.
It was moved by Malburg, seconded by Poxon, that
Resolution No. 1958 be approved and adopted. Motion carried.

recommendation of the City Attorney and Consulting Engineer
Barnett be approved. Motion carried.
Resolution No. 1959 - A Resolution of the City Council of
the City of Vernon authorizing the exectuion of a contract with
Moffatt & Nichol, Inc., Consulting Engineers, for the investigation
of traffic problems at Downey Road and the Atchison, Topeka &
Santa Fe Railway tracks and the intersection of Downey Road and
Washington Boulevard, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 1959 be approved and adopted. Motion carried.

Resofution No. 1961 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
James M. Montgomery, Consulting Engineer, for services in connection
with the development of schedules of water rates for the City of
Vernon, was read.
It was moved by Poxon, seconded by ~~illiard, that
Resolution No. 1961 be approved and adopted. Motion carried.

Communication and report from Harold A. Barnett, Consulting
Engineer, submitting tabulation of bids received for the restoration

U.S. Paving Company, was read.
It was moved by Poxon, seconded by Anderson, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Resolution No. 1962 - A Resolution of the City Council of
the City of Vernon accepting the bid of U.S. Paving Company for the
restoration of street surfaces with asphalt concrete and cement
concrete in accordance with Specifications No. 197 of said City, was
read.

Resolution No. 1964 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
James M. Montgomery, Consulting Engineer, for services in connection
with the design and construction of facilities for obtaining water
from the Metropolitan Water District of Southern California, was
read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 1964 be approved and adopted. Motion carried.

Communication from Central Basin Water Association
requesting that the City Council adopt a resolution to the Los
Angeles County Board of Supervisors favoring the establishment of
a new Zone 1 of the Los Angeles County Flood Control District, to
become operative on July 1, 1957, in order that spreading of
Colorado River Water in Central Basin may be continued until a
permanent basin water replenishment program can be established, was
read.
It was moved by Malburg, seconded by Mail1iard, that
request of Central Basin Water Association be approved. Motion
carried.
Resolution No. 1965 - A Resolution of the City Council of
the City of Vernon petitioning the Board of Supervisors of Los
Angeles County to establish a new Zone 1 of the Los Angeles County
Flood Control District to become operative on July 1, 1957, was read.
It was moved by ~~lburg, seconded by Mailliard, that
Resolution No. 1965 be approved and adopted. Motion carried.

Communication from State of California, Department of
Public Works, Division of Highways, submitting a memorandum of
agreement for accumulation of gas tax allocation for major city
streets within the City of Vernon for the 1957 fiscal year, was
read.
It was moved by Malburg, seconded by Poxon, that the City
of Vernon accumulate the gas tax allocation for major city streets
within the City of Vernon for the 1957 fiscal year. Motion carried.
Resolution No. 1966 - A Resolution of the City Council of
the City of Vernon approving Memorandum of Agreement for Accumu-
lation of the Gas Tax Allocation to Cities, was read.
It was moved by Malburg, seconded by Poxon, that
Resolution No. 1966 be approved and adopted. Motion carried.

transmitting a proposal from Moffatt & Nichol, Inc., Consulting
Engineers, dated July 25, 1956, for performing engineering services
for investigation of the 26th Street Bridge in Vernon, was read.
(Consulting Engineer Barnett recommended that a contract be entered
into between the City of Vernon and Moffatt & Nichol, Inc. for said
engineering services.)
It was moved by Poxon, seconded by ~~lburg, that the
City Attorney be instructed to prepare a contract in accordance
with proposal outlined in communication from Moffatt & Nichol, Inc.
dated July 25, 1956, and to draft a resolution authorizing the
execution of said contract. }fution carried.
Communication from Carson B. Hubbard, City Attorney,
transmitting a proposal from Noffatt & Nichol, Inc., Consulting
Engineers, dated July 25, 1956, for performing engineering services
for investigation of the Soto Street Bridge in Vernon, was read.
(Consulting Engineer Barnett recommended that a contract be entered
into between the City of Vernon and Moffatt & Nichol, Inc. for said
engineering services.)
It was moved by Poxon, seconded by Anderson, that the
City Attorney be instructed to prepare a contract in accordance
with proposal outlined in communication from Moffatt & Nichol, Inc.,
dated July 25, 1956, and to draft a resolution authorizing the
execution of said contract. Motion carried.
Communication from Southern California Edison Co., together
with check in the amount of $164,557.50 representing principal amount
of bonds due October 1, 1956 ($98,000.00) and semi-annual interest
due October 1, 1956 ($34,442.30) and interest due April 1, 1957
($32,115) on Vernon Light and Power bonds in accordance with lease
agreement, was read.
It was moved by lmderson, seconded by Malburg, that
communication from Southern California Edison, together with check
in the amount of $164,557.50, be referred to Carl A. Heinze,
Consulting Engineer, for checking. Motion carried.
Communication and report from Carl A. Heinze, Consulting
Engineer, and Carson B. Hubbard, City Attorney, enclosing the
original Partial Release, dated as of May 31, 1956, and the original
Conveyance, dated as of May 31, 1956, covering the electric
generating and distributing system leased by Southern California
Edison Company from the City of Vernon, was read. (Approved as to
form by the City Attorney and approved by the Consulting Engineer
as to the identity of the property to be conveyed and released.)
It was moved by Poxon, seconded by Mailliard, that communi-
cation and report of the Consulting Engineer and the City Attorney,
together with original Partial Release and original Conveyance, dated
as of May 31, 1956, covering the electric generating and distribution
system leased by Southern California Edison Company from the City
of Vernon, be received and filed. Motion carried.

Communication from R. H. Bockhacker, Police Chief,
requesting that lease agreement, dated September 6, 1955, between
the City of Vernon and Motorcycle Officer Richard C. Post for lease
of one 1952 Harley-Davidson motorcycle be terminated as of July 24,
1956, and requesting that new lease agreement, as submitted, between
the City of Vernon and Motorcycle Officer Richard C. Post, for the
lease of one 1956 Harley-Davidson motorcycle be approved effective
July 24, 1956, was read.
It was moved by 4~derson, seconded by Poxon, that the
requests of the Police Chief be approved and that new lease agreement
be executed by the City of Vernon. Motion carried.
Communication from Los Angeles County Road Department
submitting a summary of the City of Vernon's Aid to Cities account
with said department, was read.
It was moved by Anderson, seconded by Poxon, that summary
of the City of Vernon's Aid to Cities Account with the Los Angeles
County Road Department be received and filed. Motion carried.
Communication and report from R. H. Bockhacker, Police
Chief, recommending that the request from Palley Supply Company
for limited parking on Vernon Avenue be denied and further recom-
mending that Section 10, of City Ordinance 642, be amended to provide
for a boulevard stop sign at St. Charles on Vernon and at Hawthorne
on Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Palley Supply Company for limited parking on Vernon
Avenue be denied, and further be it resolved that a Boulevard Stop
sign be erected on St. Charles at Vernon Avenue and one on Hawthorne
at Vernon Avenue. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
requesting permission to take one week of annual vacation leave
commencing August 20, 1956, was read.
It was moved by Anderson, seconded by Poxon, that request
of Chief Deputy Clerk Ziemer be approved. Hotion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
requesting authority to employ Kirk B. Harton as Fublic Utilities
Accountant, Grade 3, at a monthly salary of $475, effective August
16, 1956, was read.
It was moved by Anderson, seconded by Poxon, that request
of Chief Deputy Clerk Ziemer be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to advance J. R. Brown, from Hoseman Class 2 to Class
1, effective August 1, 1956, was read.
It was moved by Mailliard, seconded by Malburg, that request
of the Fire Chief be approved. Motion carried.

Communication from C. E. Nemethi, M.n., Health Officer,
requesting that the salary payable for the position of Health Officer
be paid for six months only, July through December, 1956, and that
the Health Officer serve the remaining six months of the fiscal year
without any compensation, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Health Officer be approved. Motion carried.
Communication from J. S. Colton, Building Engineer,
requesting that he be advanced from Building Engineer, Grade 2, to
Grade 1, effective August 1, 1956, was read.
It was moved by Anderson, seconded by Poxon, that request
of the Building Engineer be approved. Motion carried.
Communication from John B. Moore, Administrative
Assistant, recommending that Resolution No. 1883 be amended,
effective July 1, 1956, to provide for compensation at the rate of
$1,040 per month to Harold A. Barnett, Consulting City Engineer,
was read.
It was moved by Poxon, seconded by ~~illiard, that request
of the Administrative Assistant be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Captain S. E. Hogan receive an allowance of $85.00
per month, effective August 1, 1956, for the use of his private
automobile and requesting permission to have same equipped with a
police radio, was read.
It was moved by Poxon, seconded by Anderson, that requests
of the Police Chief be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting that Mr. John T. Jelfs, Engineer's Aide, be paid the
sum of $50 per month, effective August 1, 1956, for the use of his
own motor vehicle while in the service of the City, was read.
It was moved by Poxon, seconded by Mailliard, that request
of Consulting Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting that ~tr. David D. Grayson, Assistant Engineer, be paid
the sum of $50 per month, effective August 1, 1956, for the use of
his own motor vehicle while in the service of the City, was read.
It was moved by Anderson, seconded by Malburg, that request
of Consulting Engineer Barnett be approved. Hotion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Officer Sweeney, a Master Sergeant with lllth
Reconnaissance Battalion, be placed on military leave of absence
with no loss of pay during the period August 11 - 25,1956, inclusive,
for field training at Camp Roberts, California, was read.
It was moved by Poxon, seconded by Anderson, that request
of the Police Chief be approved. Motion carried.

Communication from L & F Cutting and Supply Co. requesting
a permit to manufacture and supply soles and heels for shoe manu-
facturers at 4464 District Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that the
request of L & F Cutting and Supply Co. be referred to the Fire
Department with power to act. Motion carried.
Communication from Tien-Sou Chan, doing business as
Hercules Engineering Company, requesting a permit to conduct an
engineering business at 2221 E. 37th Street, was read.
It was moved by Anderson, seconded by ~~illiard, that
request of Tien-Sou Chan, doing business as Hercules Engineering
Company, be approved and permit granted. Hotion carried.
Communication from Coast Packing Company requesting
permission to install a 611 sewer line from their proposed garage
at 3254 E. Vernon Avenue, to be connected by a manhole over existing
l2H sewer line on East Vernon Avenue, and requesting permission to
install a 1-1/4H water supply line under Vernon Avenue to their new
garage at 3254 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Coast Packing Company to install a water line under
Vernon Avenue be denied, and that the request to install a 6H sewer
line be referred to the Engineering Department for consideration
upon proper application for a sewer connection permit by said
company. Motion carried.
Communication from County Sanitation Districts of Los
Angeles County requesting permission to use the Vernon City Hall,
at 4305 Santa Fe Avenue, as a polling place for the Los Angeles
County Sanitation District #23 bond election on September 11, 1956,
was read.
It was moved by Anderson, seconded by Poxon, that the
County Sanitation Districts of Los Angeles County be granted permis-
sion to use the Council Chambers located on the second floor of the
Vernon City Hall, at 4305 Santa Fe Avenue, as a polling place for
the Los Angeles County Sanitation District No. 23 Bond Election on
September 11, 1956. Motion carried.
Card of appreciation from Mrs. Herman Scheider and family,
was read.
It was moved by Anderson, seconded by Poxon, that card
of appreciation from Mrs. Herman Scheider and family be received and
filed. Motion carried.
Communication from Shoreline Planning Association of
California, Inc. advising that arrangements have been made with
Villa Hotel, at San Mateo, to hold the 1956 Shoreline Planning
Association Convention on November 15, 16 and 17, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Shoreline Planning Association of California, Inc. be
received and filed. Motion carried.

Communication from the Los Angeles County Chapter of
Muscular Dystrophy Associations of America requesting permission
to solicit for funds in the City of Vernon during the month of
December, was read.
It was moved by Anderson, seconded by ~~illiard, that
request of the Los Angeles County Chapter of Muscular Dystrophy
Associations of America be approved. Motion carried.
Copy of a communication, addressed to Robert H. Bockhacker,
Police Chief, from Studebaker-Packard Corporation, Studebaker
Division, commending the Vernon Police Department for their excel-
lent efficiency in apprehending the offenders involved in their
recent unfortunate burglary, was read.
It was moved by tmderson, seconded by Poxon, that copy of
communication from Studebaker-Packard Corporation, Studebaker
Division, be received and filed. Motion carried.
Preliminary Annual Report for the 19jj-56 fiscal year
submitted by the State Controller's Office summarizing the State's
fiscal operations, was presented.
It was moved by Poxon, seconded by Anderson, that Preliminary
.Annual Report for the 1955-56 fiscal year be received and filed.
Motion carried.
Communication from Harry Turken advising that Mr. Frederick
J. Alexander has been authorized to prepare a report on the structures
on the premises on E. 26th Street in accordance "t.yrith the request of
the City Council, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Harry Turken be received and filed. Motion carried.
Communication from John B. }IDore, Administrative Assistant,
with reference to window-type air conditioners for the City Hall, was
read.
It was moved by Anderson, seconded by Poxon, that the Chief
Deputy City Clerk be authorized to purchase three 1-1/2 horsepower
window-type refrigeration air conditioner units to be installed in
the City Clerk's office, and one large fan for use in the City
Council Chambers. Motion carried.
Report of the police activities for the period July 16 to
July 31, 1956, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report
of police activities be received and filed. Motion carried.
Communication from Herman Wagner advising that he has
purchased the Boulevard Cafe at 2818 Santa Fe Avenue, and requesting
a permit to operate same was read.
It was moved by Poxon, seconded by Anderson, that request
of Herman Wagner be referred to the police Department and to the
Director of Sanitation with power to act. Motion carried.

Communication from League of California Cities, Los Angeles
County Division, advising that the regular meeting for the month of
August will be held in Montebello on August 16, 1956, was read.
It was moved by p~derson, seconded by Poxon, that communi-
cation from League of California Cities be received and filed.
Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
submitting a report on a fly control survey of the meat packing
industry in Vernon, and requesting permission to meet with
representatives of the Western States Meat Packers Association and
the Southern California Meat Packers Association to solicit their
help in developing a fly control program, was read.
It was moved by Anderson, seconded by ~1ailliard, that
request of the Director of Sanitation be approved and that report
on a fly control survey of the meat packing industry in Vernon be
received and filed. Motion carried.
Communication and report from Robert S. Stone, Director
of Sanitation, with reference to the subject of rabies control in
the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
Director of Sanitation be instructed to prepare an outline of a
proposed rabies control program for the City of Vernon and submit
same to the individual members of the City Council for approval, ~
and upon approval to transmit same to the State Health Department.
Motion carried.
Communication from Robert S. Stone, Director of Sani-
tation, requesting permission to take his annual two-week
vacation leave commencing August 20, 1956, was read.
It was moved by Jmderson, seconded by Poxon, that request
of the Director of Sanitation be approved. Motion carried.
Curb painting requests from International Electric
Company and Los Angeles Nut House were read.
It was moved by Anderson, seconded by Poxon, that requests
for curb painting be referred to the Police Department with power
to act. Motion carried.
Communication from L. G. Husted, Fire Chief, requesting
permission to send L. A. Harris to Santa Rosa to attend the Fall
Section Meeting of the International Municipal Signal Association
on August 24 and 25, 1956, with an expense allowance of $100, was
read.
It was moved by Mailliard, seconded by Poxon, that
request of the Fire Chief be approved. Motion carried.
Communication from L. G. Husted, Fire Chief, advising
that Fireman Richard F. Pavlovsky has satisfactorily completed his
probationary period, and requesting permission to ad~ance him from
Hoseman Class 4 to Class 3, effective August 16, 1950, was read.
