The adjourned regular meeting was called to order by Mayor
J. Furlong.
Resolution No. 1967 -1'>. Resolution of the City Council of
the City of Ve~TIon amending Resolution No. 1883 of said City, was
read.
It was moved by ....lu1derson, seconded by Poxon, that r{esolution
No. 1967 be approved and adopted. lfution carried.

Communication from John B. }~ore, Administrative Assistant,
submitting a work sheet accompanied by supporting detail relative to
General Fund and Water and Power budgets, 1956-57, and recommending
that the budget approved by the Finance Committee be adopted as the
budget for the City of Ve~~on for the fiscal year 1956-57, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Administrative Assistant be approved. Motion
carried.
Resolution No. 1971 - A Resolution of the City Council of
the City of Vernon approving budget for the fiscal year 1956-1957,
was read.
It was moved by Poxon, seconded by }iailliard, that
Resolution No. 1971 be approved and adopted. I'Iotion carried.

Ordinance No. 695 - An Ordinance of the City of Vernon
fixing the amount of money necessary to be raised by taxation upon the
taxable property within said City as a revenue to carryon the various
departments of such municipal corporation for the fiscal year
commencing July 1, 1956, and to pay the bonded or other indebtedness
of said City of Vernon, or any portion or district thereof, was read
in full for a first reading.
It was moved by Poxon, seconded by }~lburg, that Ordinance
No. 695 receive and pass a first reading. Motion carried.

Ordinance No. 695 - 1m Ordinance of the City of Vernon fixing
the amount of money necessary to be raised by taxation upon the taxable

Communication and report of Carl A. Heinze, Consulting
Engineer, advising that check submitted by Southern California Edison
Company in the amount of $164,557.50 for bond principal and interest
redemptions for fiscal year 1956-57 on Vernon Light and Power Bonds
has been checlted and verified as correct, was read.
It was moved by Anderson, seconded by Poxon, that communication
and report of Consulting Engineer Heinze be received and filed. ~lotion
carried.
Communication from Byron Jackson Division, Borg-Warner
Corporation, transmitting their check in the amount of $2,000.00 to
co.ver City of Vernon's expense in connection with the abandonment of
that portion of 46th Street east of the easterly line of St. Charles,
as described in Ordinance of Intention No. 682, was read.
It was moved by Poxon, seconded by Anderson, that check in
the amount of $2,000.00, transmitted by Byron Jackson Division, Borg-
Warner Corporation, be accepted. Motion carried.
Communication from Ira Garson Realty Co. requesting infor-
mation with reference to widening and improving 26th Street, East of
Downey Road, and widening Soto Street either north or south of 26th
Street, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Ira Garson Realty Co. be referred to the Engineering
Department for answering. Motion carried.
Communication from Harry Turken transmitting original
report as submitted by Frederick J. Alexander, Structural Engineer,
on the Los Angeles City Incinerator Grounds on the south side of
26th Street, between Harriett Street and the Los Angeles l(iver, was
read.
It was moved by Poxon, seconded by PUlderson, that communi-
cation from Harry Turken, together with report as submitted by
Frederick J. Alexander, Structural Engineer, be referred to the
Building Engineer for investigation and report. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
submitting Specifications No. 203 and print of Engineering Department
Plan Drawing No. B15-l403, calling for composition roofing and
appurtenances on I(eservoir No.1 at Pumping Plant No.1 at City Hall

Grounds, and recommending that said Specifications and Plans be
approved and authority be granted to advertise for bids, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved and that
the City Attorney be instructed to prepare the necessary resolutions.
Hotion carried.
Con~unication from County of Los Iffigeles Road Department,
dated August 6, 1956, with reference to proposed installation of No.
8 Flashing Light Signals at Union Pacific Railroad Company's Crossing
No. 3A-4.2 at Fruitland Avenue, submitting a new apportionment of
cost of said installation, was read.
It was moved by Poxon, seconded by ~~lburg, that communi-
cac~on from County of Los Angeles Road Department, dated August 6,
1956, be laid over. Motion carried.
Communication from L & R Service requesting a permit to
operate a machine shop for automotive repair at 5420 Santa Fe Avenue,
was read.
It was moved by Poxon, seconded by Anderson, that request
of L & R Service be approved and peI~it granted. Motion carried.
Communication from Hahn, Hallett & IJillcutt 11achinery Co.
requesting a permit to conduct a business of selling new metal
working machinery at 3620 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by flalburg, that request
of Hahn, Hallett & lV'illcutt Nachinery Co. be approved and permit
granted. Motion carried.
Communication from Broom Corn Processors, Inc. requesting
a permit to conduct a business of sorting, grading, processing and
dyeing broom corn at 4410 District Bl'vd., was read.
It was moved by Poxon, seconded by ~fulburg, that request of
Broom Corn Processors, Inc. be referred to the Fire Department with
power to act. Motion carried.
Communication from Cleveland Wrecking Co., 3170 East
Washington Boulevard, requesting a ruling from the City Attorney
with reference to licensing and permits, as part of their property
is in Vernon and part in Los Angeles, was read.
It waS moved by Poxon, seconded by Anderson, that
communication from Cleveland Wrecking Co. be referred to the City
Attorney for a ruling. Motion carried.
Communication from Bakers' Purchasing Company, Inc.
advising that they are not conducting a trade or business, but are
in liquidation at 4921 Gifford Avenue, and, therefore, do not
believe that it will be necessary for them to apply for a business
license, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Bakers' Purchasing Company, Inc. be referred to the
City Attorney for a report. ~fution carried.

Communication from Frank's Truck Repairing requesting a
permit to conduct a business of repairing trucks and automobiles at
1938 East Vernon Avenue, was read.
It was moved by Poxon, seconded by Anderson, that request
of Frank's Truck Repairing be approved and permit granted. Notion
carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
recommending that Kirk B. Harton, Public Utilities Accountant, Grade
3, be bonded in the amount of $25,000.00, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Chief Deputy City Clerk be approved. r'~tion

Communication from Quaker Container Corporation requesting
curb painting at 5050 Pacific Boulevard, was read.
It waS moved by l\nderson, seconded by Mailliard, that
request of Quaker Container Corporation be referred to the Police
Department with power to act. Notion carried.
Communication from State of California, Office of Legis-
lative Counsel, with reference to ordinances that relate to the
formation, financing, government and operation of public libraries,
was read.
It waS moved by lUlderson, seconded by Poxon, that
communication from State of California, Office of Legislative Counsel,
be referred to the City Attorney for necessary action. Motion carried.
Communication from The Bulletin Publishing Company with
reference to the publishing of a special edition to inaugurate the
celebration in September of the 50th Pnniversary of the City of
Huntington Park, waS read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from The Bulletin Publishing Company be referred to Admini-
strative Assistant with authority to purchase advertising space for
a sum not to exceed $200.00, in the 50 Years of Progress Edition
extending congratulations from the City of Vernon to the City of
Huntington Park on their 50th Anniversary. Motion carried.
Communication from the Huntington Park Daily Signal
advising that they are preparing a special edition which will be
published on September 17, 1956 in connection with the 50th

Anniversary of the City of Huntington Park, and extending an
invitation to the City of Vernon to participate in Huntington
Park's Golden Anniversary Edition, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Huntington Park Daily Signal be referred to the
Administrative Assistant with authority to purchase advertising space,
for a sum not to exceed $200.00, in the Golden Anniversary Edition
extending congratulations from the City of Vernon to the City of
Huntington Park on their 50th P...Ill1iversary. Notion carried.
Communication from Harold A. Barnett, Consulting Engineer,
transmitting copy of a letter dated August 7, 1956, addressed to the
Engineering Department, from Los Angeles County Citizens Committee
for Better .t1.oads, relative to a proposed county-wide highway bond
issue to be placed on the November ballot amounting to $150,000,000,
requesting that the City of Vernon formally adopt a program for
utilization of $2,543,000.00, was read. Consulting Engineer Barnett
submitted Schedules nAil and tlB" outlining proposed highway
improvements in the City of Vernon under proposed County-Wide Bond
Issue, and recommended that said schedules be approved.
It was moved by Poxon, seconded by Hail1iard, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 1972 - A Resolution of the City Council of
the City of Vernon declaring a proposed plan for improving traffic
conditions in the City of Vernon, was read.
It was moved by Poxon, seconded by Nai11iard, that
Resolution No. 1972 be approved and adopted. Motion carried.

The following Excavation Applications, all having the
approval of the Engineering Department, were presented:
Application 204,88 - So. Calif. Gas Co. to remove curb gas
meter supplying 2417 E. 26th Street.

gas main in 'vl/ s Santa Fe Avenue.
Application 204.90 - So. Calif. Gas Co. to repair 6 Ii SHP
gas main in S/s 37th Street.

It was moved by ~~lburg, seconded by Mailliard, that
E~ccavation P.q>plications numbered 20488 to 20495 inclusive, be
filed and permits granted. Motion carried.
The following building application, having the approval of
the Building Engineer, was presented:
Application 20496 - Mary A., Helen E. and Emma E. Murphy
to demolish wood frame residence at
5666 Santa Fe Ivenue.
It was moved by Ymlburg, seconded by Mailliard, that
Building Application numbered 20496 be filed and permit granted.
Notion carried.
Engineering Department made a verbal report that it has
been necessary to take (:lell No. 8 out of service due to damage to
the motor which was apparently caused by a power dip and failure of
some mechanical or electrical functioning at the switch house of
L~ell No. 8 to break the electrical connection. Engineering
Department recommended that the City Council authorize purchase
of a new electric motor without advertising for bids provided that
the City Attorney should be of the opinion that this could be
classified as an emergency under the applicable state law.
It waS moved by Malburg, seconded by Anderson, that the
aforementioned matter be referred to the City Attorney for an
opinion. Motion carried.
There being no further business to come before the
meeting, it was moved by Mailliard, seconded by ~lalburg, that the
meeting adjourn. Motion carried.
