COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that
minutes of the meeting of August 21, 1956 be approved as written
and submitted. Motion carried.
Communication was read from Breo Freeman, Architect,
dated August 25, 1956, with reference to estimate for additional
electrical work for Vernon City Hall, transmitting the following:
(1) Copies of letters, dated July 13 and August 21,
1956, from Ernest Electric Company to Thomas
F. Smith;
(2) Copy of "Instructions for Estimate to be made
for work. shown on Drawing E-4 for Additions
and Alterations to Vernon City Hall, Vernon,
Californiat!; and
(3) Two sets of blueprints of three sheets each.
It was moved by Poxon, seconded by Anderson, that
communication from Breo Freeman, Architect, dated August 25, 1956,
with reference to estimate for additional electric work for Vernon
City Hall, together with transmittals be referred to the City
Attorney and to the Consulting Electrical Engineer for a report.
Motion carried.
Communication from John B. Moore, Administrative
Assistant, with reference to paving and/or landscaping City Hall
addition, was read.
It was moved by Anderson, seconded by Poxon, that the
matter of paving and/or landscaping the City Hall addition be
referred to the Administrative Assistant with power to act.
Hotion carried.
Communication from John B. Moore, Administrative
Assistant, transmitting a letter from Quinton Engineers, Ltd.
requesting additional compensation in connection with the traffic
and parking survey recently completed, was read.
It was moved by Malburg, seconded by Poxon, that the
City Clerk's office be instructed to advise Quinton Engineers,
Ltd. that the City Council has no basis for paying any compensation
in addition to the amount stated in the basic contract. Motion
carried.
Franchise Report from Union Oil Company on Franchise
Ordinance No. 585 for period ending December 31, 1955, together
with check in the amount of $75.98, was read. (Last year $88.30)

It was moved by Poxon, seconded by p~derson, that
Franchise Report from Union Oil Company on Franchise Ordinance
No. 585 for period ending December 31, 1955 be received and
filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to promote Sgt. J. M. Beringhele to the
rank of Lieut. Grade 4, effective September 1, 1956, was read.
It was moved by Anderson, seconded by Poxon, that
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Lease Agreement between the City of Vernon and
Sgt. J. M. Beringhe1e covering one 1950 Harley Davidson Motor-.
cycle, Motor 1ft50FL4463, be terminated effective September 1,
1956, was read.
It was moved by Poxon, seconded by Anderson, that
request of the Police Chief be approved. Motion carried.
Communication from :R. H. Bockhacker, Police Chief,
requesting authority to promote Sgt. A". S.. Horton to the rank
of Lieut. Grade 4, effective September 1, 1956, was read.
It was moved by Malburg, seconded by Anderson, that
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to promote Motor Officer A. C. Chrisman
to the rank of Sergeant Grade 4, effective September 1, 1956,
'was read.
It was moved by Anderson, seconded by Poxon, that
request of the Police Chief be approved. rlotion carried.
Communication from H. Bockhacker, Police Chief,
requesting authority to promote Motor Officer G. W. Walter to
the rank of Sergeant Grade 4, effective September 1, 1956, was
read.
It was moved by Poxon, seconded by Itnderson, that
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to promote Patrolman H. P. Totten to the
rank of Sergeant Grade 4, effective September 1, 1956, was read.
It was moved by Poxon, seconded by Malburg, that
request of the Police Chief be approved. .Notion carried.
Communication from H. Bockhacker, Police Chief,
requesting authority to employ Theodore Daniel Kusch as Assistant
Street Painter Grade 4, effective September 16, 1956, was read.

Communication from The Atchison, Topeka and Santa Fe
Railway Company transmitting duplicate originals of proposed
license for a 411 water pipe line near Malabar, was read.
It was moved by Anderson, seconded by Poxon, that
communication from The Atchison, Topeka and Santa Fe Railway
Company, together with transmittals, be referred to the
Engineering Department for a report. }~tion carried.
Communication from County of Los lmge1es, Registrar of
Voters Department, requesting permission to use the Vernon City
Hall lobby as a polling place for the coming General Election,
November 6, 1956, was read.
It was moved by Anderson, seconded by poxon, that
request of.. the County of Los lmge1es, Registrar of Voters
Department, be approved. Motion carried.
Communication from the County of Los kmge1es, Regional
Planning Commission, with reference to a plan of riding and hiking
trails for the County of Los Angeles, was read.
It was moved by :Nai11iard, seconded by Malburg, that
comraunication from the County of Los lillge1es, Regional Planning
Commission, be received and filed.. Notion carried.
A report by Arthur D. Little, Inc., to the County of
Los 1~ge1es, on a new auditori-um and music center, was presented.
It was m~ved by Anderson, seconded by f~lburg, that
report by Arthur D. Little, Inc., to the County of Los Angeles,
be received and filed. Motion carried.
Communication from Ada TJilliams advising that Ruth Allen
has sold her interest in the Venus Cafeteria and requesting that
a permit to operate said cafeteria be issued to Ada ~villiams and
Virginia Waller, was read.

request of Ada Williams be approved and permit granted. Motion
carried.
Communication from :Robert S. Stone, Director of
Sanitation, submitting a proposed Rabies Control Ordinance for
the City of Vernon, was read.
It was moved by Poxon, seconded by ~~lburg, that all of
Article III and Sections 409, 410 and 411 of Article IV be deleted
from the proposed Rabies Control Ordinance for the City of Vernon
and that the Director of Sanitation be instructed to submit the
proposed Rabies Control Ordinance for the City of Vernon, as
mod~f~e~, to the California State Health Department and the
S.P.C.A. for approval. Motion carried.
Communication from Industrial Police Patrol requesting
a permit to conduct a private patrol business within the City of
Vernon, was read.
It was moved by Poxon, seconded by Mai1liard, that
request of Industrial Police Patrol be referred to the Police
Department for a report. Motion carried.

and Engineers, offering the services and support of Mr. Muntz to
the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson,
communication from Caldwell, Mason & Muntz, Architects
Engineers, be received and filed for future reference.

16 to August 31, 1956, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report
of the police activities be received and filed. Motion carried.
Curb painting requests from Abegg & r~inhold Company and
Rosen Meat Packing Co., Inc., were read.
It was moved by Anderson, seconded by Poxon, that curb
painting requests be referred to the Police Department with power
to act. Motion carried.
Communication from L. C. Husted, Fire Chief, advising
that Jack Hardy will have completed his probationary period
satisfactorily on September 16, 1956, and requesting permission
to advance him from Hoseman Class 4 to Class 3, effective that
date, was read.
It was moved by Anderson, seconded by Poxon, that request
of the Fire Chief be approved. Motion carried.
Communication from L. C". Husted, Fire Chief, requesting
authority to advance Bob G. Byars from Roseman Class 1 to Driver
Mechanic Grade 4, effective September 16, 1956, was read.
It was moved by i\nderson, seconded by Poxon, that request
of the Fire Chief be approved. Motion carried.
Communication from L. C. Rusted, Fire Chief, requesting
permission to hold a joint meeting of the Harbor District Firemens'
Association and San Gabriel Valley Firemens' Association at the
Vernon Fire Department Station 2 on Hednesday, September 5, 1956,

It was moved by Poxon, seconded by Anderson, that request
of the Fire Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to employ Gurdon Wallace Wilcox as Patrolman
4th Class, effective September 16, 1956, to fill the vacancy
created by the resignation of Patrolman C. Tumbleson on July 16,
1956, was read.
It was moved by Malburg, seconded by Mailliard, that
request of the Police Chief be approved. Motion carried.
Communication from Standard Oil Company of California
requesting permission to do geophysical survey work on lands
governed by the City of Vernon, subject to certain conditions,
was read.

It was moved by Anderson, seconded by Poxon, that
request of Standard Oil Company of California be referred to
the Engineering Department and to the City Attorney for report
at the next regular meeting of the City Council. Motion
carried.
Communication from John B. Moore, Administrative
Assistant, with reference to expansion of insurance coverages,
was read.
It was moved by Poxon, seconded by Anderson, that
communication from the Administrative Assistant with reference
to expansion of insurance coverages be referred to the Finance
Committee for recommendations. Motion carried.
Communication from International Minerals and Chemical
Corporation requesting a permit to operate a perlite expanding
plant at 2528 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by lmderson, that
request of International ~linera1s and Chemical Corporation be
referred to the Fire Department with power to act. Motion
carried.
Communication from P1asticon, Inc. requesting a permit
to operate a complete manufacturing plant for the production of
molded plastic products at 5005 Hampton Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of P1asticon, Inc. be referred to the Fire Department
for investigation and report. Motion carried.
Ordinance No. 696 - An Ordinance of the City of Vernon
amending Ordinance No. 642 and repealing Ordinance No. 687 of
said City, was read in full for a first reading.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 696 receive and pass a first reading. Motion carried.

It was moved by Poxon, seconded by Imderson, that Ordinance
No. 696 receive a second reading by title. Motion carried.
Ordinance No. 696 - An Ordinance of the City of Vernon
amending Ordinance No. 642 and repealing Ordinance No. 687 of
said City, was read for a second reading by title.
It was moved by lmderson, seconded by Poxon, that Ordinance
No. 696 receive and pass a second reading. Hotion carried.

Mayor Furlong presented an invoice from the Committee of
Mayors of Metropolitan Los Angeles in the amount of $25.00 for
membership dues for period ending August 31, 1957.

It was moved by .Anderson, seconded by lYialburg, that
invoice from the Committee of Mayors of Metropolitan Los Pngeles
in the amount of $25.00 be paid. Hotioncarried.
It was moved by Poxon, seconded by Halburg, that a letter
be sent to the Los Angeles County Road Department approving the
widening of Downey Road from Leonis Boulevard to Slauson Avenue
insofar as it lies within the City of Vernon, in accordance with
Deed Map presented on }~y 22, 1956. Motion carried.

communication or item of business to be considered by the City
Council at their regular meeting must be received by the City
Clerk f s Office not later than 4: 00 0 I clock P-. }if. on the Friday
preceding the meeting. Motion carried.
