It was moved by Poxon, seconded by Anderson, that
minutes of.the meeting of September 4, 1956 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids submitted for the construction of composition
roofing and appurtenances on Reservoir No. 1 at Pumping Plant No.1,
city owned property, in accordance with Specifications No. 203.
It was moved by Poxon, seconded by Malburg, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Anderson, seconded by Poxon, that
Ordinance No. 696 receive a third reading by title. Motion carried.
Ordinance No. 696 - An Ordinance of the City of Vernon
amending Ordinance No. 642 and repealing Ordinance No. 687 of said
City, was read for a third and final reading by title.
It was moved by }~derson, seconded by Malburg, that
Ordinance No. 696 receive and pass a third reading and be adopted.

Communication from The Yale & Towne Manufacturing
Company requesting a permit to conduct a business of service for
industrial lift trucks at 2960 Leonis Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that
request of The Yale and Towne Manufacturing Company be approved and
permit granted. Motion carried.
Communication from Norris-Thermador Corporation
requesting permission to erect and use a large tent in their storage
area for the purpose of holding a general meeting of all employees
on Monday, September 17, 1956, was read. (Tent to be er~cted
September 15th and removed September 19th · Fire Chief. has been
contacted and United Tent and Supply Company have furnished statement
that tent is fireproof.)
It was moved by Anderson, seconded by Poxon, that request
of the Norris-Thermador Corporation be approved. .Motion carried.
Notice of a Public Hearing to be held by the Regional
'L'later Pollution Control Board No. 4 in the Auditorium of the Pier
Avenue School, located at Pacific Coast Highway and Pier Avenue, in
the City of Hermosa Beach, California, on October 18., 1956, at the
hour of 1: 30, P'.M'., on proposed disposal of treated sewage into
Santa Monica Bay at Hyperion and existing disposal of treated sewage
into Santa Monica Bay at Hyperion by the City of Los Angeles, was
read.
, It was moved by Anderson, seconded by Poxon, that Mr.
Robert H. King, Sanitary Engineer, attend the Public Hearing to be
held by the Regional Water Pollution Control Board No.4, in the
City of Hermosa Beach, on October 18, 1956. Motion carried.
Report of Arthur A. Atkisson, Jr., Public Service Officer
of Los Angeles County Air Pollution Control District before the
American Institute of Planners, Northern California Section, on
July 21, 1956, at San Jose, California, with reference to Air
Contaminats as Factors in Industrial Land Use Planning and Zoning,
was presented.

of Arthur A. Atkisson, Jr., Public Service Officer of Los Angeles
County Air Pollution ControLDistrict, be received and. filed.
Motion carried.
Communication from Harold Ogden, dba Truck Repair
Service, requesting a permit to conduct a business of repairing
cars and trucks at 2580 Downey Road, was read.
It was moved by Poxon, seconded by Anderson, that
request of Harold Ogden, dba Truck Repair Service, be approved
and permit granted. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of July, 1956, was read.
It was moved by Anderson, seconded by Mailliard,that
report of the Consulting Electrical Engineer be received and filed.

Communication and report from Carson B. Hubbard, City
Attorney, relative to communication from Breo Freeman, Architect,
dated August 25, 1956, with reference to additional electrical
work in connection with Specifications No. 187 - Vernon City Hall
Additions & Alterations, recommending that a written contract
should be entered into with the General Contractor for said
additional electrical work, was read. Carl A. Heinze, Consulting
Electrical Engineer, made a verbal report on the proposed additional
electrical work and recommended that the automatic transfer switch
be changed to a manual operated transfer switch.
It was moved by Mailliard, seconded by Malburg, that
this matter be re-referred to Breo Freeman, Architect, to prepare
supplemental specifications in accordance with the recommendation
of the Consulting Electrical Engineer and to obtain a revised
estimate of cost; and that the City Attorney be instructed to
prepare a written contract between the City of Vernon and the
General Contractor under Specifications No. 187, setting forth the
additional electrical work to be performed and the cost thereof in
accordance with supplemental specifications and revised estimate
of cost to be furnished by Breo Freeman, Architect. Motion carried.
Notice of hearing to be held Tuesday, October 30, 1956,
at 10:30 a.m., in the hearing room of the Board of Supervisors of
the County of Los Angeles, 501 Hall of Records, before the Board
of Supervisors of the Los fillgeles County Flood Control District to
determine if Zone I should be established or re-established for the
purpose of financing the acquisition of imported water to be placed
underground and conserved for useful and beneficial purposes, was
read.
It was moved by Poxon, seconded<by Mailliard, that
Notice of hearing to be held Tuesday, October 30, 1956, before the
Board of Supervisors of the Los Axgeles County Flood Control
District, .be received and filed. Motion carried.
Communication from Better Business Bureau of Los Angeles
with reference to Los Angeles City Ordinance 105689, which is
designed to regulate used car dealers in the City of Los Angeles,
was read.
It was moved by Poxon, seconded by Anderson, that
communication from Better Business Bureau of Los Angeles be
received and filed. Hotion carried.
Communication from Harold A. Barnett, Consulting Engineer,
advising that <Russell D. Harrison, Jr., Chainman Grade 3, resigned
at the close of business September 15, 1956, to return to school,
was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Consulting Engineer be received and filed.
Notion carried.
Cornmunication from Harold A'. Barnett, Consulting Engineer,
requesting authority to employ David LeRoy Schultz as Chainman Grade
3, effective September 16, 1956f was read.
It was moved by Anderson, seconded by Poxon, that
request of the Consulting Engineer be approved. Motion carried.

Communication and report from R. H. Bockhacker, Police
Chief, dated September 12, 1956, with reference to request of
Industrial Police Patrol for a permit to conduct a private patrol
in the City of Vernon, recommending that permit be granted subject
to certain regulations, as enumerated in his report, and
compliance with all regulations of the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Industrial Police Patrol be approved subject to
compliance with all regulations of the City of Vernon and compliance
with regulations enumerated in report from the Police Chief, dated
September 12, 1956. Motion carried.
Communication from Robert S. Stone, Director of
Sanitation, requesting permission to attend a course in Occupational
Radiation Protection, presented by California Department of Public
Health and... the U-. So. Public Health Service, in Los Angeles, on
October 15 - 26., 1956, was read.
It was moved by Anderson, seconded by Malburg, that
request of the Director of Sanitation be approved. Motion carried.
Communication from Citizen's Committee for Yes on
Proposition No. 5, a constitutional amendment relating to alcoholic
beverages, transmitting a copy of formal resolution which some
members of the League of California Cities have adopted, was read.
It was moved by Poxon, seconded by Anderson, that
communication from Citizen's Committee for Yes on Proposition No.
5 be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, advising
that the contemplated move to the City of Vernon by Plasticon, Inc.
has been cancelled, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Fire Chief be received and filed. Motion
carried.
Communication was read from L-. Co. Husted, Fire Chief,
requesting permission to employ the following named men as Hosemen
Class 4, effective October 1, 1956:

requestdf the Fire Chief be approved. Notion carried.
Communication from L-. Co. Husted, Fire Chief, advising
that James J-. Stanley and Thomas J-. Stanley will have completed
their probationary period satisfactorily on October 1, 1956 and
requesting permission to advance said men from Hosemen Class 4
to Hosemen Class 3, effective that date, was read.

request of the Fire Chief be approved. Motion carried.

Report of the Police Department activities for the period
September 1 - 15, 1956 inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that report
of Police Department activities be received and filed. Motion
carried.
Communication from Fedco Inc. requesting permission to
haul refuse from their premises at 2944 E. 44 St. over the public
streets to an authorized dump or incinerator outside the City of
Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that
request of Fedco Inc. be approved and permit granted. Motion carried.
Communication from County of Los L\ngeles, Office of the
Sheriff, giving notification of annual aajustment in rates covering
care of city prisoners in the Los Angeles County Jail, effective
October 1, 1956, was read. ($3.07 per male prisoner - $7.07 per
female prisoner.)
It was moved by Pox-on, seconded by Anderson, that
notification from County of. Los Angeles, Office of the Sheriff
be accepted and filed. Motion carried.
Applications and contracts to Southern California
Edison Co. for electric service for light and power for new
additions and existing facilities to be signed by City of Vernon,
were presented.
It was moved by Malburg, seconded by Anderson, that
applications and contracts to Southern California Edison Co. be
referred to the Consulting Electrical Engineer. Motion carried.
Communication from Standard Oil Company of California
temporarily withdrawing their request to do geophysical work within
the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that
communication from Standard Oil Company of California be received
and filed. Motion carried.

Communication from Los Angeles Junction Railway
Company requesting a franchise to construct, operate and maintain
a spur track across Boyle Avenue at approximately 252 feet north
of cente~line Leonis Boulevard, was read. Communication from
Harold A. Barnett, Consulting Engineer, submitting copies of a
proposed ordinance form prepared by Los Angeles Junction Railway
together with print of Drawing No. 938H5l and print of Plan No.
A4-l4l2, recommending that the franchise be granted subject to
preparation of the necessary ordinance and approved as to form
by the City Attorney, was read.
It was moved by Poxon, seconded by Anderson, that .
communications from Los Angeles Junction Railway and Harold A.
Barnett, Consulting Engineer, together with supporting papers,
be referred to the City At~6rney for preparation of the neces-
sary ordinance. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City
Clerk, submitting letter of resignation from Deputy City Clerk
John E'. Weeks to be effective as of the close -of business,
September 15, 1956, was read.
It was moved by Anderson, seconded by Poxon, that
communication from Chief Deputy City Clerk Ziemer.be received and
filed. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City
Clerk, requesting authority to ,employ Hr. Lawrence-Richard Burch
as Deputy City Clerk (Utility) Grade 1 at a salary of $445.00
per-month, effective October 1, 1956, and recommending that the
total salary of }tr. Burch be charged to City Clerk Administration
and that he be bonded in the amount of $25,000.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request and recommendations of Chief Deputy City Clerk Ziemer
be approved. Motion carried.
Communication from Robert S. Stone, Director o.f
Sanitation, requesting permission to employ Nr .-Vincent P. Kelley
as Deputy Director of Sanitation, Grade 3, at a salary of $440.00
per.month, ,effective September 24, 1956, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Director of Sanitation be approved. Motion carried.
Communication from Harold A. ~arnett, Consulting
Engineer, recommending that Mr. Robert H. King, Sanitary Engineer,
be authorized to attend the 27th lmnual Conference of the
California Section of the ..~erican \'later Uorks Association to be
held in San Diego, California, October 23 - 26, 1956 inclusive, as
a representative of the City of Vernon, with an expense allowance
of $125.00, was read.
It was moved by Poxon, seconded by Anderson, that the
'recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Request for curb painting from Babcock Industrial
Hospital, was read.
It was moved by Anderson, seconded by Poxon, that
request for curb painting be referred to the Police Department
with power to act. Motion carried.

request for.. crosswalk painting be referred to the Police Department
with power to act. Motion carried.
At 3:20 P.M., Associated Roof and Sheet Metal Co.
presented a letter to the City Council stating that in compiling
their bid for re-roofing Reservoir No. 1 that they made a
mathematical error wherein they failed to include their labor,
which amounted to $1,866.51, which would have made their total
bid on Items 1 through 5, inclusive, $7,907.43.
It was moved by Anderson, se~onded by Poxon, that letter
presented to the City Council at 3:20 P.M. by Associated Roof and
Sheet Netal Company be referred to. the. City Attorney for a report
at the meeting to be held on October 2, 1956. Motion carried.
It was moved by Anderson, seconded by Poxon, that the
City Attorney be granted authority to employ Darling & Shattuck,
Attorneys at Law, as associate counsel in the following matters:
(1) Rate change schedule application by Southern
, California Edison Company before the Public
Utilities Commission of the State of California;
and
(2) Questions arising with reference to the lease
, agreement between the Southern California Edison
Company and the City of Vernon.

Resolution No. 1977 - A :C~esolution of the City Council
of the City of Vernon fixing the salary of the City Attorney and
establishing the cost of office facilities, was read.
It was moved by Anderson, seconded by }~lburg, that
Resolution No. 1977 be approved and adopted. }Iotion carried.

Hr. John B. Hoore, Administrative Assistant, made a
verbal request for authority to approve sidewalk, curb, drain line
and catch basin installations in connection with Vernon City Hall
Additions and Alterations as set forth on the drawing of Breo
Freeman, Architect, dated September 13, 1956, subject to certain
modifications and exceptions to said drawing, for a sum not to
exceed a total of $450.00 for said work.
It was moved by Poxon, seconded by Nailliard, that the
request of the Administrative Assistant be approved. Motion carried.
Robert So. Stone, Director of Sanitation, made a verbal
report on the mouse infestation condition existing on the premises
of certain city-ow~ed properties and requested authority to
purchase and use poison bait and traps to eliminate the mouse
problem.

Consulting Engineer Barnett made a verbal report on the
condition of Municipal House located at 4329 Furlong Place and
outlined proposed repairs and renovating work which could be done
for a sum of $916.81.

the Engineering Department be authorized to spend a sum not to
exceed $916.81 for repairing and renovating Municipal House

Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
City Clerk's Office be instructed to notify fk. Harry Lutz that
a separate water connection to serve each building will be
required by the City of Vernon. Motion carried.
