J. Furlong. It was moved by ~~lburg, seconded by Poxon, that minutes of the meeting of October 2, 1956 be approved as written and submitted. Notion carried. The Clerk announced that this was the time and place for opening of bids submitted for the furnishing and delivery to the City of Vernon, of one line marker machine and accessories in accordance with Specifications No. 205. ,. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: Smith Booth Usher Company $ 2,256.80 It was moved by Pmcon, seconded by Anderson, that bids submitted for the furnishing and delivery to the City of Vernon, of one line marker machine and accessories, in accordance with Specifications No. 205, be referred to the Engineering Department and the City Attorney for checking and report. Motion carried. Communication from Los Angeles Junction Railway Company, with reference to their application for a track across Boyle Avenue to serve the Smart & Final, Iris Division of Fitzsimmons Stores, Ltd., advising that the Los Angeles Junction Railway Company is under the jurisdiction of the Public Utilities Commission of the State of California, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Los Angeles Junction Railway Company be received and filed. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 697 receive a third reading by title. Motion carried. Ordinance No. 697 - An Ordinance of the City of Vernon granting a franchise to the Los Angeles Junction l\ailway Company, a corporation, and its successors and assigns, a franchise to construct, maintain and operate a spur track across and upon Boyle Avenue in the City of Vernon, California, was read for a third and final reading by title. It was moved by Anderson, seconded by Poxon, that Ordinance No. 697 receive and pass a third reading and be adopted. Motion carried. Owen Company with reference to certain land owned by the City of Vernon fronting on Soto Street on the west and on a private road on the east, described as the Vernon City Dump, inquiring whether or not the part of this land fronting on the private road on the east could be made available for purchase, was read. It was moved by Anderson, seconded by Malburg, that the Clerk be instructed to notify LeRoy D. Owen Company that the land mentioned above is not for sale. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting Specifications No. 199 and prints of Engineering Department Drawing No. :~3-l286, covering proposed construction of cement concrete pavement on Santa Fe Avenue at certain street 'intersections between 27th Street and 57th Street, recommending that said specifications and plans be approved and that authorization be given to advertise for bids, was read. It was moved by lIa1burg, seconded by Ivlai1liard, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Reso111tion No. 1982 - A Resolution of the City Council of the City OI Vernon approving Specifications No. 199 and Plan No. A3-l286 consisting of five (5) sheets for the construction of cement concrete pavement in Santa-Fe Avenue at certain intersections from 27th Street to 57th Street in the City of Vernon, was read. It was moved by "Halburg, seconded by Nailliard, that Resolution No. 1982 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Anderson, that Resolution No. 1983 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Mailliard, that Resolution No. 1984 be approved and adopted. Motion carried. Communication from Dorrington Express requesting a permit to conduct a trucking business and warehouse at 2140 E. 37th Street, was read. It was moved by Poxon, seconded by Malburg, that request of Dorrington Express be approved and permit granted. Motion carried. Communication from AAA Glass Corp. requesting a permit to conduct a business of wholesaling glassware and bar supplies at 4803 Everett Avenue, was read. It was moved by Poxon, seconded by Anderson, that request of AAA Glass Corporation be approved and permit granted. Motion carried. Communication from Leh-Nar Neat Co. requesting a permit to conduct a business of wholesaling meats at 4622 Alcoa Avenue, 'was read. It was moved by Poxon, seconded by Mai1liard, that request of, Leh-Har Meat Packing Co. be approved and permit granted. Notion carried. Copy of a Resolution adopted by the Los Angeles County Board of Supervisors commending the City of Beverly Hills for being the first city in the County of Los Angeles to banish rubbish burning before the October 1, 1957 deadline, was read. It was moved by ~1alburg, seconded by Poxon, that copy of resolution adopted by the Los Angeles County Board of Supervisors be received and filed. Motion carried. Comrnunication from County of Los Angeles Boundary Comrnission with reference to boundaries of proposed annexation to a City, was read. It was moved by Poxon, seconded by Anderson, that comrnunication from County of Los Angeles Boundary Comrnission be received and filed. Motion carried. Report of police activities for the period October 1 - 15, 1956 inclusive, was presented. It was moved by Poxon, seconded by Mai11iard, that report of police activities be received and filed. Motion carried. Communication from Harvard Laboratories, Inc. requesting a permit to conduct a business of ma~ufact~ring and selling heparin (a pharmaceutical) at 4268 S. Produce Plaza, was read. It was moved by Poxon, seconded by Malburg, that request of Harvard Laboratories, Inc. be approved and permit granted. Hotion carried. E9 -3- 10/16/56 Communication from Robert K. Sullivan advising that he is purchasing the Klickety Klock Cafe, at 5819 Alcoa Avenue, and requesting a permit to operate same, was read. I~ was moved by Anderson, seconded. by Poxon, that request of Robert K. Sullivan be referred to the Director of Sanitation with power to act. Motion carried. Report of Health Department activities for the months of August and September, 1956, was presented. It was moved by Anderson, seconded by Halburg, that report of Health Department activities be received and filed. Notion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to empk>Y George Darwin \'landel as Policeman 4th Class, effective as of November 1, 1956, pending the applicant's successful passing of the physical examination, was read. It was moved by Nalburg, seconded by Nailliard, that request of the Police Chief be approved. Notion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to purchase furniture for the new police building at a cost of $1,778.33, was read. It was moved by Poxon, seconded by Anderson, that request of the Police Chief be approved. 1'-Iotion carried. Communication from Harold A. Barnett, Consulting Engineer, transmitting original letter from Ed Herlocker giving a bid of $1,875 for repairing of wood shingle roofs on thirteen city-owned houses and three city-owned garages, and recommending that authority be granted for the issuing of a purchase order to Ed Herlocker and Company in the amount of $1,875 for said work, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Communication from }~rold A. Barnett, Consulting Engineer, advising that Nunicipal House No. 13, located at 3365 Fruitland Avenue, has been reconditioned and is ready for occupancy, was read. It was moved by Poxon, seconded by Mailliard, that communication from Consulting Engineer Barnett be received and filed. Notion carried. Communication from The Glanco Sales Company, Inc. requesting a permit to conduct a business of purchasing products derived from the processing of endocrine substances and the sale of such products to pharmaceutical houses throughout the United States, at 4268 So. Produce Plaza, was read. It was moved by Malburg, seconded by Mailliard, that request of The Glanco Sales Company, Inc. be approved and permit granted. Barnett, Consulting Engineer, reconnnending that authority be granted to issue purchase order to Wallace & Tiernan, Inc., for the purchase of one belt-driven portable hypochlorinator, type HBDM, with appurtenances, as outlined in their letter dated October 8, 1956, _-for a total cost of $559.52, was read. It was moved by Nalburg, seconded by Anderson, that the reconnnendation of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting Specifications No. 204 and Plan No. B5-l4l4 for the furnishing and installation of electric motor control equipment and appurtenances at Pump House No.2, reconnnending that said Specifications and Plan be approved and that authority be granted to advertise for bids, was read. It was moved by Anderson, seconded by Poxon, that reconnnendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 1985 - A Resolution of the City Council of the City of Vernon approving Specifications No. 204 and Plan No. B5-l4l4, consisting of two (2) sheets, for the furnishing and installation of motor control equipment and appurtenances at Pump House No.2, 3576 East Vernon Avenue, city owned property, in the City of Vernon, was read. Barnett, Consulting Engineer, submitting quotations on the price of a new 1956 pickup truck, recoIDnlending that the Engineering Department be authorized to trade- in the 1946 Studebaker pickup truck on the purchase of a new 1956 Chevrolet pickup truck from Central Chevrolet Company at a net cost of $1,399.09, was read. It was moved by Nalburg, seconded by iYlailliard, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 1988 - A Resolution of the City Council of the City of Vernon accepting the bid of Central Chevrolet Company for the purchase of one new 1956 Chevrolet 1/2 ton pick-up truck for use of the Water Department, was read. It was moved by ~~lburg, seconded by Mailliard, that Resolution No. 1988 be approved and adopted. Motion carried. Barnett, Consulting Engineer, requesting authority to sell 126 pieces of 10" x 36" salt glaze sewer pipe at $1.00 per linear foot, if and when a purchaser is available, was read. It was moved by Anderson, seconded by Poxon, that request of Consulting Engineer Barnett be approved. Motion carried. Communication from John B. Moore, Administrative Assistant, recommending that the City Council authorize the issuance of expense allowance checks in the amount of $50.00 for representatives attending the League of California Cities Conference in Los Angeles on October 28 to 31, inclusive, was read. It was moved by Mailliard, seconded by Anderson, that the recommendation of the Administrative Assistant be approved. Motion carried. Communication from Robert S. Stone, Director of Sanitation, requesting approval by the City Council to continue the polio vaccination program for those children who require their second or third injections and for those who received no vaccinations during the earlier program, was read. It was moved by Anderson, seconded by Poxon, that the request of the Director of Sanitation be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to employ Dale Frank Emmons as Hoseman Class 4, effective October 16,1956, was read. It was moved by Anderson, seconded by Poxon, that request of the Fire Chief be approved. Motion carried. Communication from City of Los Angeles requesting permission to fill the pit on property owned by the City of Los Angeles at the rear of 2676 E. 26th Street, was read. It was moved by Anderson, seconded by Poxon, that request of the City of Los Angeles be approved. Motion carried. S2 -6- 10/16/56 Communication and report from Robert S. Stone, Director . of Sanitation, dated O~tober 10, 1956, with reference to discussion held with Dr. Harvey B. Hearn, of the State Health Department, on the proposed rabies control ordinance for the City of Vernon, recommending that no further action be taken at this time toward adopting the City Rabies Control Ordina~c~,. and further recommending that the present agreement with the S.P.C.A. be retained, was read. It was moved by Poxon, seconded by Malburg, that the recommendations of the Director of Sanitation be approved. Motion carried. Communication from John B. Moore, Administrative Assistant, with reference to employing a traffic engineer, attaching letter from Hr. Joseph J. Feuchter of St. Louis, IvIissouri, relative to said position, was read. The Administrative Assistant recommended that Mr. Feuchter fly here from St. Louis at the expense of the City of Vernon (approximately $300.00 for transportation, hotel accommodations, food and incidentals) for a conference with city officials and to let him examine the traffic problems of Vernon. It was moved by Anderson, seconded by Poxon, that the recommendation of the Administrative Assistant be approved and that he be instructed to make arrangements for said conference. Motion carried. Communication from Scott E. Campbell Company requesting the City Council to reconsider their decision on the automatic fire sprinkler system installation for the property of ~1r. Harry Lutz, located at 2417 East 26th Street and 2528 Santa Fe Avenue, as there would be a separate control valve for each building as well as an underground valve that controls both systems, was read. It was moved by Poxon, seconded by Anderson, that the request for installing an automatic fire sprinkler system to serve the two buildings designated as 2417 East 26th Street and 2528 Santa Fe Avenue be granted subject to approval of the necessary plans by the Engineering Department.
