The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by l:>Ialburg, that minutes
of the meeting of October 16, 1956 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place
for opening of bids submitted for the furnishing and installation
of motor control equipment and appurtenances at Pump House No.2,
3576 E. Vernon Avenue, city owned property, in accordance with
Specifications No. 204.
It was moved by Poxon, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that bids
submitted for the furnishing and installation of motor control
equipment and appurtenances at Pump House No.2, 3576 E. Vernon

No. 204, be referred to the Engineering Department and the
City Attorney for checking and report. Motion carried.
Communication from State of California, State Water
Pollution Control Board, transmitting a complimentary copy of
State Water p611ution Control Board Publication No. 15,
entitled "Report on Continued Study of ~jaste Water Reclamation
and Utilization", was read.
It was moved by Poxon, seconded by Malburg, that
communication from State of California, State Water Pollution
Control Board, together with complimentary copy of State Water
Pollution Control Board Publication No. 15, be referred to ~~yor
Furlong. Motion carried.
Communication from The Camelback Corporation, dba
Golden West Rubber Products, requesting a permit to conduct a
business of manufacturing and selling tire retreading and tire
repairing materials and to sell new tires and tubes at 2525
Fruitland Avenue, was read.

It was moved by Poxon, seconded by Anderson, that the
request of The Camelback Corporation, dba Golden West Rubber
Products, be approved and permit granted. Motion carried.
Communication from Los Angeles Patrol Service
requesting a permit to carryon the Tweeddale Guard and Patrol
Service within the City of Vernon, was read.
It was moved by Poxon, seconded by }~lburg, that the
request of Los Angeles Patrol Service be referred to the Police
Department with power to act. Motion carried.
Communication from Philip Lefkoe requesting a permit
to conduct a business of retailing cameras at 3050 Leonis Blvd.,
was read. '
It was moved by Anderson, seconded by Poxon, that
request of Philip Lefkoe be approved and permit granted. Motion
carried.
Communication from William Korbin requesting a permit
to sell leather goods and novelties under the provisions of the
State Laws for the Disabled Veterans, was read.
It was moved by I,Ialburg, seconded by Poxon, that
request of William Korbin be approved and permit granted. Motion
carried.
Communication from Special Tools and Machinery Co.
advising that on October 11, 1956 they formed two corporations,
namely Special Tools and Machinery Co. and Vokal Metal Stamping
Corporation, and requesting permission to operate these two
corporations as a joint license, as provided under Section 23
of Ordinance 598, was read.
It was moved by Anderson, seconded by Poxon, that
request of Special Tools and Machinery Co. be approved. Motion
carried.
Communication from Revlon Corporation of California
requesting a permit to conduct a business of private warehousing
at 4703 E. 48th Street, was read.
It was moved by Anderson, seconded by Poxon, that
request of Revlon Corporation of California be approved and
permit granted. Motion carried.
Communication from Detroit Designing and Engineering
Co., Western Branch, requesting a permit to operate engineering
offices at 2600 Leonis Blvd., was read.
It was moved by 11alburg, seconded by Poxon, that
request of Detroit Designing and Engineering Co., Western Branch,
be approved and permit granted. Motion carried.
Communication from Glaser Bros. requesting a permit
to conduct a business of receiving and distribution of cigars,
cigarettes, confectionery products and kindred items, at
4800 S. Boyle Avenue, was read.

Communication from B. vI. Campton, requesting a permit
to conduct a business of manufacturer's agent, at 3711 Santa Fe
Avenue, was read.

of B. W. Campton be approved and permit granted. Motion carried.
Communication from Harold A. Barnett, Consulting
Engineer, requesting authority to advance Frank M. Muniz from
Laborer, Grade 4 to Laborer, Grade 3, effective November 16, 1956,
was read.
It was moved by Anderson, seconded by ~fu1burg, that
request of Consulting Engineer Barnett be approved. Motion
carried.
Communication from Harold A. Barnett, Consulting
Engineer, requesting authority to advance Vincent Salerno from
Truck Driver, Street Department, Grade 4 to Grade 2, effective
November 16, 1956, was read.
It was moved by Anderson, seconded by Paxon, that
request of Consulting Engineer Barnett be approved. Motion
carried.
Communication from Harold A. Barnett, Consulting
Engineer, submitting Specifications No. 206 for the furnishing
and delivery of two electric motor driving units and appurten-
ances, one each for Wells Nos. 4 and 5, and recommending that
said specifications be approved and that authorization be given
to advertise for bids, was read.
It was moved by Malburg, seconded by Mai11iard, that
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 1989 - A Resolution of the City Council
of the City of Vernon approving Specifications No. 206 for the
furnishing and delivery to the City of Vernon of two electric
motor driving units and appurtenances, one each for Wells No. 4
and 5 of said City, was read.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 1989 be approved and adopted. Motion carried.

Resolution No. 1991 - A Resolution of the City Council
of the City of Vernon accepting the bid of Smith Booth Usher
Company for the purchase of one line marker machine and appur-
tenances in accordance with Specifications No. 205 of said City.

Resolution No. 1991 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting
Engineer, submitting original letter from Ed Her10cker and
Company, dated October 9, 1956, giving a bid of $525.00 for
repairing of built-up roof on Plumping Plant No.2, located at
3576 E. Vernon Avenue and the auto repair garage and ten
adjoining garages located at 4305 Santa Fe Avenue, was read.
Consulting Engineer Barnett recommended that the City of Vernon
accept the bid of Ed Her10cker and Company for such work in
accordance with the provisions of their letter dated October
9, 1956.

recon~endation of Consulting Engineer Barnett be approved.

Resolution No. 1992 - A Resolution of the City Council
of the City of Vernon accepting the bid of Ed Her10cker and
Company for repairing built-up roofs on PUmping Plant No.2,
located at 3576 East Vernon Avenue and the auto repair garage and
the ten adjoining garages located at 4305 Santa Fe Avenue in the
City of Vernon, was read.
It was moved by Malburg, seconded by }1ai11iard, that
Resolution No. 1992 be approved and adopted. Motion carried.

Resolution No. 1993 - A Resolution of the City Council
of the City of Vernon approving Specifications No. 196 and Plan
No. B4A-1404 for construction of 1211 cast iron water main and
appurtenances from Downey Road and 26th Street along railroad
right-of-way of Atchison, Topeka and Santa Fe Railway Company to
easterly side of Los Angeles & Salt Lake Railroad (Union Pacific
Railroad, Lessee) San Pedro Branch, thence in 26th Street to the
easterly boundary therein of the City of Vernon, a distance of
approximately 2680 feet, as prepared by the Atchison, Topeka
and Santa Fe Railway Co., was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 1993 be approved and adopted. Motion carried.

Engineer, advising that the purchase of one new 1956 l/2-ton
pick-up truck for use of the Water Department, as authorized

truck, was read.

Resolution No. 1994 - A Resolution of the City Council
of the City of Vernon accepting the furnishing of one new 1956
Ghevrolet l/2-ton pick-up truck and accessories from Central
Chevrolet Company, was read.

Resolution No. 1994 be approved and adopted. Motion carried.

Resolution No. 1995 - A Resolution of the City Council
of the City of Vernon accepting the furnishing of one be1t~

Wallace & Tiernan, Inc., was read.
It was moved by Anderson, seconded by Mail1iard, that
Resolution No. 1995 be approved and adopted. Motion carried.

Communication from Los Angeles County Board of Super-
visors, with reference to acquiring land in the name of the
City of Vernon for the widening of Downey Road from Slauson
Avenue northerly to Leonis Boulevard, advising that their title
report shows the City of Vernon to be the owner of one of these
parcels, a description of which is attached to said communication,
was read. County of Los Angeles requested the City Council to
set aside this parcel for public road and highway purposes and
furnish them with a copy of the resolution.
It was moved by Anderson, seconded by Poxon, that the
request of the Los Angeles County Board of Supervisors be
approved. Notion carried.
Resolution No. 1996 - A Resolution of the City Council
of the City of Vernon setting aside certain parcels of land for
street purposes, was read.

permit to haul rubbish from his property at 2304 E'. 37th Street
and 2217 E. 38th Street over the public streets to an authorized
dump or incinerator outside the City of Vernon, was read.

Communication from R. H. Baker & Company, Inc.
requesting a permit to conduct a business of manufacturing
pipe fittings, clamps, couplings and related products, for
the use of municipal water departments, gas companies and
related utilities, at 2244 E. 37th Street, was read.
It was moved by Poxon, seconded by Anderson, that
request of R. H. Baker & Company, Inc. be approved and permit
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that D. H. Wolford be advanced from Patrolman
Class 2 to Class 1, effective November 16, 1956, was read.

was read.

Conununication from Carson B. Hubbard, City Attorney,
transmitting copy of letter from Food ~mchinery and Chemical
Corp. with reference to its compliance with the city's Variance
Resolution No. 1963, was read.
It was moved by Poxon, seconded by Anderson, that
communication from the City Attorney, together with copy of
letter from Food ~~chinery and Chemical Corporation be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to employ Robert Lee Slaughter as
Policeman Class 4, effective November 16, 1956, pending the
applicant's successful passing of the physical examination, was
read.
It was moved by Anderson, seconded by Poxon, that
request of the Police Chief be approved. Motion carried.
Communication from Harold A. Barnett, Consulting
Engineer, requesting authority to employ Alfred F. Sotello
as Laborer, Grade 4, effective November 16, 1956 to fill the
vacancy created by the resignation of Frank Romo, was read.
It was moved by nalburg, seconded by Mailliard, that
request of Consulting Engineer Barnett be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to send Fireman Fred H. Colvin to the University of
Southern California, Civic Center Division, to attend a course
in ftRegulations and Practices in Dangerous Chemicalsll and
further recommending that the City of Vernon pay the.tuition
fee of $40.00, was read.
It was moved by Anderson, seconded by Mailliard, that
the request and recommendation of the Fire Chief be approved.

Report of police activities for the period October
16 - 31, 1956 inclusive, was presented.
It was moved by Poxon, seconded by :Halburg, that
report of police activities be received and filed. Motion
carried.
Communication from Nortn American Aviation, Inc.
requesting a permit to operate a private warehouse at 2700
Fruitland Avenue for general storage purposes, including storage
of machinery and equipment, and to contain operations associated
with the maintenance and repair of machinery and equipment and
related activities, was read.
It was moved by Anderson, seconded by Malburg, that
request of North lunerican Aviation be approved and permit
granted. Motion carried.

requesting permission to employ Alexander James Christy as
Policeman 4th Class, effective November 16, 1956, pending the
applicant's successful passing of the physical examination, was
read.

request of the Police Chief be approved. Notion carried.
Communication from American Can Co. advising that they
have entered_ in~o negotiations for the acquisition of a portion
of the old E. K. Wood property, and that their plans call for the
construction of a warehouse of 200,000 sq. ft. with a frontage of
700 feet on 48th Street running west from the westerly property
line of the Brunswig Drug Con~any, was read.
It was moved by Paxon, seconded by ~~lburg, that
communication from American Can Co. be referred to the City
Attorney and the Engineering Department for study and report.

Communication from League of California Cities with
refe:cence to the :tCalifornia Cities Employee Safety Contest~r
was read.
It was moved by Anderson, seconded by }Iailliard, that
conmlunication from League of California Cities be received and
filed. Motion carried.
Communication from Robert S. Stone, Director of
Sanitation, with reference to the development of a suitable
waste disposal system for the meat industry in the City of
Vernon, recommending that the City of Vernon undertake the
experimental and pilot work necessary to develope a waste
disposal process at a cost of $300.00 for the actual pilot
processing equipment and $210.00 for the necessary laboratory
instruments, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Director of Sanitation be approved. Motion
carried.
Communication from G-. G. Skalsky, Assistant Director of
Civil Defense, requesting permission to purchase ReA Conelrad
Receiver Type CR-17A, which is designed to monitor any selected
AM broadcast station for notificati~n_ of air attack or disaster,
at a price of $115.00 FOB Camden, N.J., was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Assistant Director of Civil Defense be approved.
Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of September 1956, was read.
It was moved by Anderson, seconded by Poxon, that
report of the Consulting Engineer be received and filed. Motion
carried.

Hr. Robert S". Stone, Director of Sanitation, presented
a letter, dated October 22, 1956, from Los Angeles Society for
the Prevention of Cruelty to Animals submitting a contract for
furnishing animal pick-up service and shelter facilities on a
month-to-month basis, for a $25.00 per month minimum fee, to the
City of Vernon.
It was moved by Anderson, seconded by Poxon, that the
contract as presented by the Los Angeles Society for the Prevention
of Cruelty to Animals be approved, and that said contract be
executed by the City of Vernon. Motion carried.
Communication from L. C. Husted, Fire Chief, submitting
an excerpt from the Fire Chief's report to the Fire Commission
with reference to accident involving Assistant Chief Eatherly in
Unit 14 and a 1956 Ford Ranch Wagon at the intersection of Santa
Fe Avenue and Pacific Blvd. on October 28, 1956, was read.
It was moved by Poxon, seconded by Anderson, that
communication from the Fire Chief be received and filed. Motion
carried.
Communication from Cole of California, Inc. requesting
permissipn to stage a fashion show to celebrate the christening
of the reservoir and test pit facilities .at Fire Station No. 2
on November 15, 1956 at 2: 00 0' clock P".M"., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Cole of California, Inc. be approved subject to the
following conditions:
1. "City of VernonH to be specified in any advertising;
2. Cole of California, Inc. to furnish a liability
insurance policy to the City to protect any instal-
lations or equipment that might be used; and
3. The Fire Chief be appointed liaison representative
for the City of Vernon to approve the progra~m and
any plans.
Notion carried.
Communication was read from Carl A. Heinze, Consulting
Electrical Engineer, submitting the following bids for the
approximately 1,800 Ibs. of insulated scrap wire which has been
removed from City of Vernon installations by Southern California
Edison Company:

Consulting Electrical Engineer recommended that the bid
of Charles Zlotkin be accepted.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Consulting Electrical Engineer be approved
and that the bid of Charles Zlotkin be accepted for said scrap
wire. Motion carried.

Communication from John B. lvloore, Administrative
Assistant, with reference to apparent damage to City Hall
structure by vines, recomnlending that the City Council authorize
the removal of all vegetation growing on or attached to the City
Hall and, in particular, the removal of the vine roots, which
apparently have grown into the mortar to a considerable depth,
was read.
It was moved by Anderson, seconded by ~~illiard, that
the recommendation of the Administrative Assistant be approved,
and that the removal of the vegetation and vine roots be done
under the supervision of the Engineering Department. Motion
carried.
Communication from Harold A. Barnett, Consulting
Engineer, dated October 18, 1956, with reference to proposed
pipeline license agreement for the City to construct and maintain
one 4lt water pipeline under Atchison, Topeka and Santa Fe Railway
Company track on north side of 46th Street between Seville Avenue
and Soto Street to serve water to 2727 East 46th Street, was
read.
Communication from Carson B. Hubbard, City Attorney,
advising that the City of Vernon has always required an easement
for that portion of the line constructed over the property of
the Railway Company and not a License Agreement as the Company
has proposed, was read.
It was moved by Poxon, seconded by ;illderson, that the
City Attorney be instructed to notify the Atchison, Topeka and
Santa Fe Railway Company that the City of Vernon will require an
easement for that portion of the line constructed over their
property. Motion carried.
R. H. Bockhacker, Police Chief, made a verbal report
to the City Council stating that the Police Department had
received complaints from l.Ir. Tom Hickey, of Hickey Pipe and
Supply Company, of unauthorized persons parking on his private
property. The Police Chief requested an opinion as to what legal
action, if any, could be taken against unauthorized persons
parking on private property.
It was moved by Anderson, seconded by Poxon, that the
City Attorney be instructed to write a letter to the City
Council giving an opinion on the abovementioned matter, and
that a copy of this letter be forwarded to Mr. Tom Hickey, of
Hickey Pipe and Supply Company. Motion carried.
lVir. John B. Hoore, Administrative Assistant, made a
verbal report with reference to authority granted by the City
Council on August 14, 1956 to purchase advertising in The

Signal, for a sum not to exceed $200.00 for each newspaper,
extending congratulations from the City' of Vernon to the City of
Huntington Park on their 50th Anniversary. The Administrative
Assistant reported that due to a misunderstanding advertising was
purchased in each newspaper for a SillU of $250.00.

newspaper for advertising space in connection with the 50th
