Due to the absence of l',:ayor R. J. Furlong, it was moved
by Nailliard, seconded by Poxon, that Councilman Halburg be seated
as' Mayor Pro Tempore. Motion carried.

It was moved by Poxon, seconded by Anderson, that the
minutes of November 7, 1956 be approved as written and submitted.

The Clerk announced that this was the time and place for
opening of bids submitted for the construction of cement concrete
pavement and appurtenances in Santa Fe Avenue, at certain inter-
sections from 27th Street to 57th Street, in accordance with
Specifications No. 199.
It was moved by Mailliard, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. lilltion

submitted for the construction of cement concrete pavement and
appurtenances in Santa Fe Avenue, at certain intersections from
27th Street to. 57th Street, in accordance with Specifications No.
199, be referred to the Engineering Department and the City Attorney
for checking and report. Notion carried.
The Clerk announced that this was the time and place for

electric motor driving units and appurtenances, one each for Wells
No. ll- and No.5, in accordance with Specifications No. 206.

Clerk be instructed to open and read the bids submitted. Motion

It was moved by Paxon, seconded by }Iailliard, that the
bids submitted for the furnishing and delivery of two electric motor
driving units and appurtenances, one each for Wells No.4 and No.5,
in accordance with Specifications No. 206, be referred to the Engineering
Department and City Attorney for checking and report. Motion carried.
Connnunication from Linde Air Products Company requesting
a permit to haul rubbish from their premises, located at 2305-2315
East 52nd Street, over the public streets to an authorized dump or
incinerator outside the City of Vernon, was read.
It was moved by L'rnderson, seconded by Poxon, that request
of Linde Air Products Company be approved and pennit granted. Notion
carried.
Connnunication from F. A. Ziemer, Chief Deputy City Clerk,
reconnnending that the bond oEGeorge G. Skalsky, Deputy City Clerk,
be raised from $10,000.00 to $25,000.00, effective December 27, 1956,
the renewal date, was read.
It was moved by Poxon, seconded by Mailliard, that recom-
mendation of Chief Deputy City Clerk Ziemer be approved. Motion
carried.
Connnunication from F. A. Ziemer, Chief Deputy City Clerk,
advising that Lillian S. Gorrin will have completed her six months
probationary period on November 28, 1956, and reconnnending that she
be advanced from Stenographer-Switchboard Operator Grade 4 to Grade
3, at a salary of $355.00 per month, effective December 1, 1956, was
read.
It was moved by Anderson, seconded by Poxon, that the
recoImnendation of Chief Deputy City Clerk Ziemer be approved. Motion
carried.
Conmlunication from Carson B. Hubbard, City Attorney, dated
November 9, 1956, submitting an opinion with reference to the
possibility of the Police Department of the City issuing citations
to persons parking automobiles on private property without permis-
sion of the ovlner, was read.

cation from the City Attorney, dated November 9, 1956, be received
and filed. Motion carried.
Connnunication from Carson B. Hubbard, City Attorney,
transmitting Demand of John W. Shenk, III in the amount of $1,000.00
for services rendered in that certain matter entitled The People of
the State of California, et al vs. City of Los Angeles, City of
Vernon, et al., being case No. 661591, together with copy of v~.
Shenk's letter to the City Attorney, was read.
It was moved by l\.nderson, seconded by Poxon, that Demand
of John W. Shenk, III, in the amount of $1,000.00, be approved and
warrant drawn for same, and that connnunication from the City Attorney,
together with copy of ~~. Shenk's letter to the City Attorney, be
received and filed. Motion carried.
Connnunication from Carl A. Heinze, Consulting Electrical
Engineer, transmitting contract dated June 11, 1956 obtained by the

the purpose of re-arranging the electric service lines

communication from the Consulting Electrical Engineer, together
with contract dated June 11, 1956, obtained by the Southern
California Edison Company with the John Deere Kil1efer Company be
referred to the City Attorney for study and report. Motion carried.
Communication from Union Pacific Railroad Company
transmitting application for renewal franchise for the continued
operation and maintenance of existing railroad tracks in the City
of Vernon in the first alley east of Santa Fe Avenue in the
location set forth in said application, was read.
It was moved by Poxon, seconded by Hai1liard, that appli-
cation for renewal franchise from Union Pacific Railroad Company
be referred to the Engineering Department and the City Attorney for
checking and report. Notion carried.
Communication from Harold A. Barnett, Consulting Engineer,
submitting Specifications No. 201 and print of Engineering Depart-
ment Plan No. Al-1405, together with AddendUm No.1, for the
improvement of Sierra Pine Avenue from 26th Street to Bandini
Boulevard (a private street) by the construction of an Sit sanitary

Addendum No. 1 be approved subject to approval by the City Attorney
as to form, was read.

private street) by the construction of asphalt concrete pavement,
and recommending that said Specifications, Plan and Addendum No. 1

the City of Vernon approving Specifications No. 202 and print of
Engineering Department Plan No. A3-l394, together with Addendum No.
1 as prepared by Barnett, Hopen and Smith, Civil Engineers and Land
Surveyors, for the construction of asphalt concrete pavement in
Sierra Pine Avenue from 26th Street to Bandini Boulevard (a private
street) in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2001 be approved and adopted. Motion carried.

Resolution No. 2002 - A Resolution .of the City Council of
the City of Vernon authorizing i. A.Ziemer to sign checks with the
City Treasurer withdrawing funds deposited by the City of Vernon in
all bank accounts, and to enter any safety deposit box held in the
name of the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2002 be approved and adopted. Motion carried.

Communication from General Paint Corporation requesting
a permit to conduct a business of warehousing and sale of paint
and allied products at 5400 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that request
of General Paint Corporation be referred to the Fire Department with
power to act. Motion carried.
Communication from Dumont Sales Inc.,dba Certi-Bond
Carpets, requesting a permit to conduct a business of selling
carpeting and dry goods to the public at 3050 Leonis Blvd., was
read.
It was moved by Anderson, seconded by Poxon, that request
of Dumont Sales Inc., dba Certi-Bond Carpets, be approved and permit
granted. Motion carried.
Report of police activities for the period November 1 -
15, 1956 inclusive, was presented.

report of police activities be received and filed. Motion carried.
Hr. Hector Z. Raxten, of the State Compensation Insurance
Fund, appeared before the City Council and requested that the City
of Vernon participate in the ttCalifornia Cities Empleyee Safety
ContestH which is being co-sponsored by the State Compensation
Insurance Fund and the League of California Cities.
It was moved by Anderson, seconded by Poxon, that the
Chief Deputy City Clerk be instructed to mail entry form postal card
to State Compensation Insurance Fund entering the City of Vernon in
the "California Cities Employee,:"afe-ty Contestu. }1otion carried.
Communication from John B. Hoore, Administrative
Assistant, dated November 14, 1956, transmitting a project report
on the extension of Randolph Street across the Los Angeles River,
prepared by the Los Angeles County Road Department, which may be of
interest to the City Council, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cac~on from the Administrative Assistant, dated November 14, 1956,

Communication was read from the State of California,
Regional vlater Pollution Control Board No.4, giving notice of a
speci~l meeting to be held in Room 504, Spring Arcade Building,
54,1 S. Spring Street, Los Ang.eles, California, on Thursday,
November 29, 1956, at 10:00 A.M., for the purpose of considering
the following:
1. Revisions to :tDecisions Dated hay 2,1956 of the State
Water Pollution Control Board on the Review of the 'Requirements for
Disposal of Treated Sewage into the Pacific Ocean at Hyperion by the
City of Los Angeles,' as adopted October 13, 1955, by the Los Angeles
Regional Water Pollution Control Board in Resolution No. 53-22.H
2.. Proposed Resolution IIprescribing Requirements for the

It was moved by Anderson, seconded by Poxon, that
J:.lr. Robert I-I. King, Sanitary Engineer, attend the special meeting
of Regional Water Pollution Control Board No.4, State of California,
on November 29, 1956, at 10:00 A.M., at 541 S. Spring Street, Los
Angeles, Calif. Motion carried.
Communication from Breo Freeman, Architect, with reference
to IIAddition and Alterations to Vernon City Hall, in accordance with
Speeifications No. 187, as revised February 20, 1956", re,commending
that a supplemental agreement be authorized with Thomas F. Smith,
Contractor, to cover the satisfactory completion of all phases of
the construction work in connection with the new Police Quarters
and alterations in the existing City Hall; and secondly to cover the
satisfactory completion of all phases of the construction work in
connection with the Hose Tower and Antenna Pole at the Fire Station
adjoining the existing City Hall, was read.

that the abovementioned matter be referred to the City Attorney
and the Architect for study and for negotiation with Mr. Thomas F.
Smith, Contractor, for the purpose of drafting a supplemental
agreement in accordance with provisions outlined by Mr. Breo
Freeman, Architect, in his letter dated November 14, 1956. 'Motion
carried.
Communication from Harold A. Barnett, Consulting Engineer,
advising that all of the work has been satisfactorily completed by
Vernon Paving Company in accordance with Specifications No. 198
for the construction of asphalt concrete pavement and appurtenances
in Pumping Plant No.3, city o~~1ed property, and in the north side
of Fruitland Avenue from 340' to 660' west of the centerline of
Downey Road, and recommending that said work be accepted, was read.
It was moved by Poxon, seconded by Hailliard, that the
recommendation of Consulting Engineer Barnett be referred to the
City Attorney for drafting of a resolution accepting the work
completed by Vernon Paving Company in accordance with Specifications
No. 198. Motion carried.
COITlrI1unication from Regional /Jater Pollution Control Board
No. 4 with reference to new Federal Water Pollution Control Act
(Public Law 660, 84th Congress) which authorizes the appropriation
of $50,OQO,000 per year for grants to municipalities and inter-
municipalities for construction or remodeling of sewage treatment

It was moved by Poxon, seconded by Anderson, that
communication from Regional Hater Pollution Control Board No. 4
with reference to new Federal Water Pollution Control Act be referred
to the Engineering Department. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recorrrrnending that, due to a change in the method of treatment and
repair under the Fire Department floor adjacent to the hose tower,
he be authorized to make an additional expenditure of $339 in
connection with the agreement between the City of Vernon and the
Termite Company for certain structural pest control work in the
City Hall in accordance with Specifications No. 195, was read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Communication from Harold A. Barnett, Consulting Engineer,
submitting tabulation of bids received for the furnishing and
installation of motor control equipment and appurtenances at Pump
House No.2, 3576 East Vernon Avenue, city owned property, in
accordance with Specifications No. 204, and recommending that,
subject to approval of the City Attorney, the contract be awarded
to William R. Sherwin, aba Sherwin Electric Service, for his bid
price of $21,180.00, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Consulting Engineer Barnett with reference to bids
received for the furnishing and installation of motor control
equipment and appurtenances in accordance with Specifications No.
204, be laid over until the meeting of December 4, 1956. Motion
carried.

Communication and report from Harold A". Barnett, Consulting
Engineer, recommending that Resolution No. 1956 be amended to permit
the paying of overtime to the Pumping Plant Foremen of all grades,
effective December 1, 1956, was read.
It was moved by Poxon, seconded by Hailliard, that the
City Attorney be instructed to prepare a resolution amending
Resolution No. 1956 in accordance with the recommendation of
Consulting Engineer Barnett. Notion carried.
Report of Health Department activities for the month of
October 1956, was presented.
It was moved by Anderson, seconded by Poxon, that report
of Health Department activities be received and filed. Motion
carried.
Communication from John B. Moore, Administrative Assistant,
submitting proposal of lVIarshal and Stevens, Inc., dated October 31,
1956, relative to the establishment of acceptable values of city
owned properties at a fee of $735 for appraising the City Hall site
and a fee of $910 for appraising Pumping Plants 1, 2 and 3, was read.
It was moved by Anderson, seconded by Poxon, that ~furshal
and Stevens, Inc. be authorized to proceed as outlined in their
letter of October 31, 1956. Motion carried.
Communication from Robert S'. Stone, Director of Sanitation,
recommending that the request of Henry Young to operate the
COITmlercial Cafe at 2909 Santa Fe Avenue be approved as 11r. Young
has completed most of the requirements of the Health Department and
will comply with the remainder, was read.
It was moved by Poxon, seconded by }'~illiard, that in
accordance with the recommendation of the Director of Sanitation,
that the request of Henry Young be approved and permit granted to
operate the Commercial Cafe at 2909 Santa Fe Avenue. Motion carried.
COITmlunication from The Metropolitan Water District of
Southern California advising that the City Council of the City of
Vernon, on or before the tenth day of December, 1956, may declare
its intention to payout of its municipal funds the whole or a
stated percentage of the arr~unt of t&~es to be derived from the area
of lbe Metropolitan Water District of Southern California lying
within the City of Vernon, as such amount of taxes shall be fixed
in August, 1957, by resolution of the Board of Directors of said
District in levying taxes for the fiscal year 1957 - 1958, was read.
It was moved by Anderson, seconded by Paxon, that conununi-
cation from The Metropolitan Water District of Southern California
be laid over until the meeting of December 4, 1956. Motion carried.
Communication from Sam Capra requesting permission to
use the residence located at 3365 Fruitland Avenue just west of
Fire Station No.2, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Saul Capra be laid over until the meeting of December 4,
1956. Motion carried.

Report of Fire Department activities on November 17, 1956,
was presented.
It was moved by Anderson, seconded by Pmwn, that the
report of Fire Department activities be received and filed. Motion
c.arried.
Communication from Gity of Los Angeles requesting permis-
sion to use the Vernon City Hall as a polling place for the municipal
elections to be held April 2 and I'iay 28, 1957, vIas read.
It was moved by Anderson, seconded by Mailliard, that the
Clerk be instructed to infonn the City of Los Angeles of the general
conditions of the lobby of the City Hall of the City of Vernon on
working days, and that the City of Los Angeles be granted permission
to use the lobby of the Vernon City Hall as a polling place for the
municipal elections to be held April 2 and ~~y 28, 1957, if they
feel that the facilities will be adeuuate. Motion carried.

Assistant City Attorney V-. R-. Poxon made a verbal repo:l:'t
with reference to application of Union Oil Company of California
requesting permission to abandon in place certain pipelines maintained
pursuant to Franchise Ordinance No. 585, advising that Union Oil
Company had made an offer of $5,000.00 to the City of Vernon for
abandoning these pipelines in place. (On October 4, 1955, the City
Council approved the application of Union Oil Company subject to
payment by said Company of $10,000.00 to the City of Vernon for
abandonment in place as outlined in their communication dated
September 22, 1955.)
It was moved by Anderson, seconded by Poxon, that the
above matter be referred to the Engineering Department and the City
Attorney for negotiations with the Union Oil Company of California
with reference to the amount of money offered and with reference to
method of abandonment. i'lotion carried.
Assistant ctty'A.tj:orney V. R. Poxon made a verbal report
on th~ p~oposa1 of American Can Company to acquire a portion of the
old E. K. Wood Co. property for the purpose of constructing a
warehouse of 200,000 square feet with a frontage of 700 feet on
48th Street running west from the westerly property line of the
Brunswig Drug Company, advising that this would conflict with the
proposed opening of St. Charles Street. A general discussion was
held and it was suggested that a possible solution would be to open
Hawthorne Street instead of St. Charles Street.
It was moved by Anderson, seconded by Poxon, that the
City Attorney and the Administrative Assistant be authorized to
negotiate with the owner of this property with reference to the
possibility of opening Hawthorne Street instead of St. Charles
Street. Motion carried.
Consulting Engineer Barnett made a verbal report with
reference to certain work necessary to improve the appearance and
safety of the City Hall building and Pumping Plant No. 1 building.
It was moved by Poxon, seconded by Anderson, that Consulting
Engineer Barnett be instructed to write a letter to the City Council
outlining his recommendations for improving the appearance and safety
of the City Hall building and Pumping Plant No. 1 building. Motion
carried.

Communication from R. H. Bockhacker, Police Chief,
recommend~ng that lease agreement between the City of Vernon and
Sgt. A. E. Chrisman for one 1955 Harley Davidson Motorcycle be
renewed effective as of December 6, 1956, was read.
It was moved by Mailliard, seconded by Poxon, that U1e
recommendation of the Police Chief be approved and that said lease
agreement be renewed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that lease agreement between the City of Vernon and
Motor Officer C. A. Shepard for one 1955 Harley Davidson Motorcycle
be renewed effective as of December 6, 1956, was read.
It was moved by Anderson, seconded by r.lailliard, that
the recommendation of the Police Chief be approved and that said
lease agreement be renewed. Motion carried.
R. H. Bockhacker, Police Chief, commented on the efficient
manner and cooperation of the St. Francis Hospital Staff, including
Dr. Edward Reese, in the hospitalizing of the several firemen and
one policeman who were overcome by fumes from the fire at Pacific
Vegetable Oil Company on November 17, 1956.
It was moved by iUlderson, seconded by Poxon, that the
City Clerk be ..instructed to draft a letter from the City Council of
the City of Vernon commending the St. Francis Hospital and their
staff, including Dr. Edward Reese, for the efficient and cooperative
manner in which they handled the situation involving the hospitalization
of several firemen and one policeman on November 17, 1956. Motion
carried.
