It was moved by Anderson, seconded by Poxon, that
Councilman Malburg be appointed Mayor Pro Tempore to preside at
the meetings of the City Council, and to perform the other duties
of the Mayor, whenever Mayor Furlong is absent or unable to act.
Motion carried.
The meeting was called to order by Mayor Pro Tempore
L. C. Malburg.
It was moved by Poxon, seconded by Anderson, that the
minutes of November 20, 1956 be approved as written and submitted.
Motion carried.
Communication from Carson B. Hubbard, City Attorney,
transmitting letter of November 23, 1956 of Carl A. Heinze, Consulting
Electrical Engineer, recommending the execution of the Renewal of
Leases No. 53 and No. 103 with the Los Angeles Transit Lines and the
City of Vernon, was read.
It was moved by Anderson. seconded by Poxon, that the
recommendation of Consulting Electrical Engineer Heinze be approved.
Motion carried.
Resolution No. 2003 - A Resolution of the City Council of
the City of Vernon authorizing the renewal of Lease No. 53 between
the Los Angeles Transit Lines and the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2003 be approved and adopted. Motion carried.

Resolution No. 2004 - A Resolution of the City Council of
the City of Vernon authorizing the renewal of Lease No. 103 between
the Los Angeles Transit Lines and the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2004 be approved and adopted. Motion carried.

Resolution No. 2005 - A Resolution of the City Council of
the City of Vernon accepting a right-of-way easement from John Deere
Killefer Company, a corporation, to a portion of Lot Fifty-One (51)
of the five hundred acre tract of the Los Angeles Fruitland Associ-
ation in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2005 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
submitting tabulation of bids received for the construction of
cement concrete pavement in Santa Fe Avenue at certain intersections
between 27th Street and 57th Street in accordance with Specifications
No. 199, recoumending that the contract be awarded to George Savala
Paving Company in the amount of $18,574.33 for said work, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 2006 - A Resolution of the City Council of
the City of Vernon accepting the bid of George Savala Paving Company
for the construction of cement concrete pavement and appurtenances
in Santa Fe Avenue. at certain intersections from 27th Street to
57th Street, in accordance with Specifications No. 199 of the City
of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2006 be approved and adopted. Motion carried.

Resolution No. 2007 - A Resolution of the City Council of
the City of Vernon conforming to national policy on holidays for
December 24th and 31st, 1956, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2007 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
advising that construction of asphalt concrete pavement and appur-
tenances at Pumping Plant No. 3 and on the north side of Fruitland
Avenue west of Downey Road has been satisfactorily completed in
accordance with Specifications No. 198, and advising that the
actual amount to be paid Vernon Pavil1& Company for the work as done
is $18,477.55, or $15.41 less than the bid price, was read.
(Consulting Engineer Barnett recommended to the Council at the
meetil1& held on November 20, 1956 that said work be accepted.)
Resolution No. 2008 - A Resolution of the City Council of
the City of Vernon accepting the construction of asphalt concrete
pavement and appurtenances in Pumping Plant No.3, city-owned
property, and in the north side of Fruitland Avenue from 340 feet
to 660 feet west of the center line of Downey Road in accordance
with Specifications No. 198 and City Engineer's Drawings, Plans Nos.
B5-l278, consisting of two sheets, B5-l369 and A3-l379 consisting
of one sheet each, was read.
It was moved by Anderson," seconded by Poxon, that
Resolution No. 2008 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,

lation of motor control equipment and appurtenances at Pump House No.
2, 3576 East Vernon Avenue, city owned property, in accordance with
Specifications No. 204, and recommending that, subject to approval of
the City Attorney, the contract be awarded to William R. Sherwin, dba
Sherwin Electric Service, for his bid price of $21,180.00, was read.

and installation of motor control equipment and appurtenances in

Resolution No. 2009 - A Resolution of the City Council of
the City of Vernon accepting the bid of William R. Sherwin, doing
business as Sherwin Electric Service, for the furnishing and instal-
lation of motor control equipment and appurtenances in accordance
with Specifications No. 204 for Pumping Plant No.2 of the City of
Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2009 be approved and adopted. Motion carried.

contract for same be awarded to Layne Bowler Pump Company, the
lowest bidder, in the amount of $12,105.60, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 2010 - A Resolution of the City Council of
the City of Vernon accepting the bid of Layne and Bowler Pump
Company, a California corporation, for the furnishing of two electric
motor driving units, one unit each for Well No.4 and Well No.5, in
accordance with Specifications No. 206 of the City of Vernon, was
read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2010 be approved and adopted. Motion carried.

Resolution No. 2011 - A Resolution of the City Council of
the City of Vernon amending Resolution No. 1956 to provide for over-
time pay for Pumping Plant Foremen (all grades) when required to

was read.

Communication from G. G. Skalsky, Assistant Director of
Civil Defense, recommending that a new resolution be drafted
appointing Mr. R. H. King as Deputy State Purchasing Agent for the
City of Vernon, replacing Mr. Phillips and retaining Mr. Clarence
Forncrook as Assistant Deputy Purchasing Agent for the City of
Vernon, was read.
It was moved by Mailliard, seconded by poxon, that the
recommendation of the Assistant Director of Civil Defense be approved.

Resolution No. 2012 - A Resolution of the City Council of
the City of Vernon repealing Resolution No. 1823 and appointing
R. H. King, Deputy State Purchasing Agent and appointing Clarence
Forncrook, Assistant Deputy State Purchasing Agent for the City of
Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2012 be approved and adopted. Motion carried.

Communication from The Metropolitan Water District of
Southern California advising that the City Council of the City of
Vernon, on or before the tenth clay of December, 1956, may declare
its intention to payout of its municipal funds the whole or a
stated percentage of the amount of taxes to be derived from the area
of The Metropolitan Water District of Southern California lying
within the City of Vernon, as such amount of taxes shall be fixed
in August, 1957, by resolution of the Board of Directors of said
District in levying taxes for the fiscal year 1957-58, was read.

communication from The Metropolitan Water District of Southern
California be received and filed. Motion carried.
Communication from Sam Capra requesting permission to use
residence located at 3365 Fruitland Avenue, just west of Fire Station
No.2, was read. (Laid over at meeting of November 20, 1956.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Sam Capra be laid over until the meeting of December
18, 1956. Motion carried.
Communication from the Law Offices of Monteleone, McCrory
& Atkinson advising that their client, the George Miller Construction
Co., has requested them to apply for a refund of any balance due on
deposits for excavation permits, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Law Offices of Monteleone, McCrory & Atkinson be
referred to the Engineering Department and the City Attorney for
investigation and report. Motion carried.

Communication from The Cleveland Twist Drill Company
requesting a permit to haul rubbish from their premises, located
at 2301 E. 38th Street, over the public streets to an authorized
dump or incinerator outside the City of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of The Cleveland Twist Drill Company be approved and permit
granted. Motion carried.
Couununication from County of Los Angeles Road Department
transmitting a copy of their revised policy and rules governing Aid
to Cities from County Gas Tax Funds, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from County of Los Angeles Road Department, together with copy
of their revised policy and rules governing Aid to Cities from County
Gas Tax Funds be received and filed. Motion carried.
Copy of Ordinance No. 963 of the City of Beverly Hills -
An Ordinance amending Chapter VII of the Municipal Code concerning
public safety and protection by amending Section 7-710 thereof
concerning burning of combustible material, was read.
It was moved by Poxon, seconded by Anderson, that copy of
Ordinance 963 of the City of Beverly Hills be received and filed.
Motion carried.
Communication from Mayor William D. Sachau, of the City of
Hermosa Beach, with reference to the development and protection of
clean water and clean beaches for the marine recreational resources
in Southern California, was read.
It was moved by Mailliard, seconded by Poxon, that communi-
cation from Mayor William D. Sachau, of the City of Hermosa Beach,
be received and filed. Motion carried.
Report of activities of the Police Department from November
16 to 30, 1956 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report
of activities of the Police Department be received and filed. Motion
carried.
Communication from L. R. Smith Hardwood Company requesting
a permit to conduct a hardwood dimension stock and lumber business
at 4900 S. Alameda Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of L. R. Smith Hardwood Company be approved and permit granted.
Motion carried.
Communication from Regional Water Pollution Control Board
No.4 extending an invitation to attend a meeting on December 18, 1956
at 10:00 A.M., in Room 115 of the State Building, 217 West First
Street, for the purpose of initiating the formation of an organiza-
tion to carry out a coordinated long-range program and plan for the
ultimate sewage collection and disposal system for the Los Angeles
Metropolitan area, was read.

Mr. Robert H. King, Sanitary Engineer, attend the meeting to be
held on December 18, 1956 at 10:00 A.M., in Room 115 of the State
Building; 217 West First Street, Los Angeles, California. MOtion
carried.
Communication from Wheeler's Nursery requesting a permit
to operate distribution and collection office for strawberry plants
at 4224 District Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that
request of Wheeler's Nursery be approved and permit granted. Motion
carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to employ Charles B~ Davis and David A. Vinlove
as Policemen 4th Class, effective as of December 16, 1956, pending
the successful passing of the physical examination, was read.
It was moved by Mailliard, seconded by Poxon, that
request of the Police Chief be approved. Motion carried~
Communication from R. H. Bockhacker, Police Chief,
recommending that S. E. Hogan be advanced from Captain Grade 3 to
Grade 2, effective December 1. 1956, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that E. G. Smith be advanced from Patrolman Class 2
to Class 1, effective December 16, 1956, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from Standard Oil Company of California
advising that on September 1, 1956 they vacated the premises at
4806 S. Boyle Avenue, and requesting a refund for the last four
months of 1956 on their annual business license, was read.
It was moved by Poxon. seconded by Anderson, that the
request of Standard Oil Company of California be referred to the
City Attorney for rendering an opinion. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
with reference to proposal of Los Angeles Board of Education to
remove two trees on the south side of Vernon Avenue, west of Santa
Fe Avenue and construct cement concrete sidewalk and curb on
Vernon Avenue and on Santa Fe Avenue for the frontage of the public
school for the portion not now having cement concrete sidewalk in
the areas mentioned, was read. (City Council members and City
Attorney have copies.)
It was moved by Poxon, seconded by Mailliard, that
communication from Consulting Engineer Barnett be referred to the
City Attorney for study and report. Motion carried.

Communication from Robert S. Stone, Director of Sanitation,
transmitting copy of proposed regulations applying to caterers'
vehicles, recommending that said regulations be approved and adopted
by the City Council, was read. (Each member has copy of communica-
tion and regulations.)
It was moved by Anderson, seconded by Poxon, that
regulations applying to caterers' vehicles be approved and adopted
in accordance with the recommendation of the Director of Sanitation.
Motion carried.
Communication from Food Crafts of California, Inc.
requesting a permit to operate the two cafeterias in the American
Can Company, mailing address - 4815 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Food Crafts of California, Inc. be referred to the
Director of Sanitation with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that the Police Department have returned Unit .fF765, Engine
No. ASLG-133857 to Pacific Fleet Systems and have received Police
Car Engine No. A7LG-109351 and recommending that said vehicle be
accepted and put into city service, was read.
It was moved by Poxon, seconded by Mailliard. that the
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that the Police Department have returned Unit 1767, Engine
No. ASLG-118062 to Pacific Fleet Systems and have received Police
Car Engine No. A7LG-109356 and recommending that said vehicle be
accepted and put into city service, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Police Chief be approved. Motion carried.
Clatm for damages in the amountof $89.66 from Automobile
Club of Southern California in connection with accident involving
one of City of Vernon's vehicles and a 1952 Dodge sedan, driven by
William Hayes, was read.
It was moved by Anderson, seconded by Poxon, thatclatm
for damages in the amount of $89.66, presented by Automobile Club
of Southern California, be referred to the insurance carrier of
the City of Vernon for necessary action. Motion carried.
Communication from John B. Moore, Administrative Assistant,
dated November 26, 1956, with reference to request of Anthony Bros.,
Inc., for permission to use pictures of test pit reservoir and other
material for advertising purposes, suggesting that the request be
granted subject to certain enumerated conditions, was read.
It was moved by Anderson, seconded by Poxon, that Anthony
Bros., Inc. be authorized as follows:
(1) To make use of pictures of the test pit reservoir at
Fire Station #2, City of Vemon, taken at the recent
dedication ceremonies for sales brochure purposes;

(2) To state the name and location of the installation
and that the pool is used as a test pit reservoir
and swimming pool; and
(3) To state that the Fire Department of the City of
Vernon has found the pool to be satisfactory for
these purposes and that their business relationship
with Anthony Bros. has been most pleasant.
Motion carried.
CODDIlunication from The Atchison, Topeka and Santa Fe
Railway Company stating that they have received information that the
City of Vernon have, or will have very soon, three-way second-hand
fire hydrants for disposition, and advising that, if they are in
good condition and the price is right, they would be interested in
buying one for installation at their Hobart Ice Plant on East 26th
Street, was read. (Consulting Engineer Barnett reported verbally
that the City of Vernon has nineteen (19) three-way second-hand
fire hydrants for disposition, and requested permission to dispose
of same for a price of not less than $100.00 each to interested
buyers.)
It was moved by Anderson, seconded by Poxon, that the verbal
request of Consulting Engineer Barnett be approved, and that the
Atchison, Topeka and Santa Fe Railway Company be notified to contact
the Engineering Department for further information. Motion carried.
Communication from Los Angeles County Board of Supervisors
submitting for acceptance and recordation in connection with the
proposed widening of Downey Road, a Deed executed by George A.
Loomis and Carolyn P. Loomis for a parcel of land located in the
City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that said
Deed be referred to the Engineering Department for checking the
description, and that, if description is correct, the City Attorney
be instructed to draft a resolution of acceptance. Motion carried.
Communication from R. C. Cerra Jr. requesting a fifteen-
day extension for completing the construction of composition
roofing and appurtenances on Reservoir No. 1 at Pumping Plant No.
1 in accordance with Specifications No. 203, was read.
It was moved by Poxon, seconded by Anderson, that request
of R. C. Cerra Jr. be approved and extension granted. Motion carried.
Communication from Chas. M. King, dated December 4, 1956,
with reference to zoning as it pertains to a certain piece of
property located on Sierra Pine Avenue and 26th Street, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Chas. M. King be referred to the Administrative Assistant
for answering. Motion carried.
The City Attorney's office made a verbal report with
reference to problems involved in drafting a supplemental agreement
to the contract for additions and alterations to Vernon City Hall
in accordance with Specifications No. l87, as revised February 20, 1956.
It was moved by Anderson, seconded by Poxon, that the

Administrative Assistant contact Breo Freeman, Architect, for the
purpose of arranging a meeting of the Architect, the Contractor,
and the Building Engineer, to make a physical inspection of the
new addition to determine its status. Motion carried.
Police Chief Bockhacker made a verbal request for permis-
sion to employ Crosetti Bros. to clean and wax the floors in the
new addition before occupancy.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
