CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 18, 1956 AT 2 O'CLOCK

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that minutes
of the meeting of December 4, 1956 be approved as written and
submitted. Motion carried.
Communication from Sam Capra requesting permission to use
residence located at 3365 Fruitland Avenue just west of Fire Station
No.2, was read.
It was moved by Anderson, seconded by Poxon, that
Mr. Sam Capra be granted permission to use city-owned house located
at 3365 Fruitland Avenue for a period of time not to exceed sixty
days. Motion carried.
Communication from Regional Water Pollution Control Board
No. 4 transmitting copies of resolutions which were adopted by said
Board at a Special Meeting held on Thursday, November 29, 1956, was
read. Resolution No. 56-43 (Revisions to "Decision dated May 2,
1956 of the State Water Pollution Control Board on the review of
the 'Requirements for Disposal of Treated Sewage into the Pacific
Ocean by the City of Los Angeles,. as adopted October 13, 1955, by
the Los Angeles Regional Water Pollution Control Board in Resolution
No. 55-22"), and Resolution No. 56-44 (Prescribing Requirements for
Disposal of Treated Sewage into Santa Monica Bay by the City of
Los Angeles from its existing Sewage Treatment Plant at Hyperion.)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Regional Water Pollution Control Board No.4, together
with copies of resolutions adopted by said Board at a Special
Meeting held on Thursday, November 29, 1956, be received and filed.
Motion carried.
Communication from Johns-Manville Products Corporation
requesting a permit to haul refuse from their premises, located at
3275 East Slauson Avenue, over the public streets to an authorized
dump or incinerator outside the City of Vernon, was read.
It was moved by Malburg, seconded by Poxon, that the
request of Johns-Manville Products Corporation be approved and
permit granted. Motion carried.
Communication from General Petroleum Corporation
requesting a permit to haul rubbish from their premises, located at
2525 East 37th Street and 2423 East 28th Street, over the public
streets to an authorized dump or incinerator outside the City of
Vernon, was read.
It was moved by Poxon, seconded by Anderson, that
request of General Petroleum Corporation be approved and permit
granted. Motion carried.

Communication from Norman Mesplay requesting a permit to
operate the cafeteria located at 4890 S. Alameda Street for the
use of employees of Ducommun Metals Company, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Norman Mesplay be referred to the Director of Sanitation
with power to act. Motion carried.
Communication from Avalon DeLuxe Catering Co., Inc., dba
Mel's Cafe, requesting a permit to operate the cafe located at
2909 Santa Fe Avenue, formerly known as Commercial Cafe, was read.
It was moved by Poxon, seconded by Malburg, that request
of Avalon DeLuxe Catering Co., Inc., dba Mel's Cafe, be approved
and permit granted. Motion carried.
Communication from Denver's Chuck Wagon requesting a
permit to operate a lunch truck in the City of Vernon to serve the
employees of The Rath Meat Packing Company, located at 2809 East
44th Street, was read.
It was moved by Poxon, seconded by Anderson, that request
of Denver's Chuck Wagon be referred to the Director of Sanitation
with power to act. Motion carried.
Communication from Norris-Thermador Corporation requesting
the City Council to consider their proposal that a street light be
placed at the intersection of 54th Street and Bickett Street, was
read.
It was moved by Anderson, seconded by Malburg, that
request of Norris-Thermador Corporation be referred to the Engineering
Department and Consulting Electrical Engineer Heinze for investi-
gation and report. Motion carried.
Communication from Carson B. Hubbard, City Attorney, with
reference to request of Standard Oil Company of California for a
partial refund of their 1956 license tax, giving an opinion that the
Standard Oil Company is not entitled to a refund, was read.
(Referred to City Attorney on December 4, 1956 for an opinion.)
It was moved by Anderson, seconded by Malburg, that the
request of Standard Oil Company of California for a partial refund
of their 1956 license tax be denied. Motion carried.
Communication from Harman Packing Company requesting
permission to install a gasoline pump on their premises located at
3305 East Vernon Avenue for their own trucks only, was read.
It was moved by Poxon, seconded by Mailliard, that request
of Harman Packing Company be referred to the Fire Department with
power to act. MOtion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that Officers R. C. Post, U. L. White and R. J. Smith
were given a ten-day suspension, effective as of December 10, 1956,
and the December monthly salary of each officer was reduced by
one-third, was read. Police Chief requested approval of this action.
It was moved by Poxon, seconded by Anderson, that the
action taken by the Police Chief be approved. Motion carried.

Communications from R. H. Bockhacker, Police Chief,
advising that the Police Department have returned Units #761, 763,
764 and 762 to Pacific Fleet Systems and have received Police Cars
Engine Nos. A7LG-109352, A7LG-109354, A7LG-109353, A7LG-109350 and
A7LG-109355, and recommending that said vehicles be accepted and
put into city service, was read.
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Police Chief be approved. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of October, 1956, was read.
It was moved by Anderson, seconded by Poxon, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Copy of a communication addressed to Mr. John B. Moore,
Administrative Assistant to the City Council, from Breo Freeman,
Architect, with reference to occupancy of City Hall addition, was
read.
It was moved by Mailliard, seconded by Malburg, that copy
of communication addressed to the Administrative Assistant from
Breo Freeman, Architect, be received and filed. Motion carried.
Communication from City of Bell advising that, upon the
receipt of the Randolph Street project report from Supervisor Ford's
Office, the City Council of the City of Bell requested that the
Supervisors take the necessary steps to develop this Program and,
if necessary, appeal to the Federal Highway Department for Federal
Aid, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the City of Bell be received and filed. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting authority to employ Enrique S. Romero as Laborer, Grade
4, Street Department, effective January 1, 1957, to fill a vacancy
existing in the labor forces, was read.
It was moved by Poxon, seconded by Malburg, that request
of Consulting Engineer Barnett be approved. Motion carried.
Demand from the City of Los Angeles, Department of Public
Works, in the amount of $577,614.34 for sewage disposal charges for
period February 1, 1946 to June 30, 1956, inclusive, was presented.
(Invoice No. 19949 in the amount of $81,547.04, covering sewage
disposal charges for fiscal year 1955-56 attached.)
It was moved by Poxon, seconded by Anderson, that the
demand presented by the City of Los Angeles, Department of Public
Works, for sewage disposal charges, be referred to John W. Shenk III,
Special Counsel. Motion carried.
Communication from Los Angeles County Board of Supervisors
transmitting original and three certified copies of Agreement 750N,
with reference to Grade Crossing Protection Fruitland Avenue,
Crossing 3A-4.2, which supersedes former partially executed contract
772-K, same subject, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles County Board of Supervisors, together with
original and certified copies of Agreement 750N, be referred to the
City Attorney for preparation of a resolution approving said
agreement. Motion carried.
Report of activities of the Police Department from
December 1 to 15, 1956, inclusive, was presented.
It was moved by Poxon, seconded by Malburg, that report
of activities of the Police Department be received and filed.
Motion carried.
Communication from John B. Moore, Administrative
Assistant, transmitting letter from Occidental Life Insurance
Company of California relative to their group Policy No. 380l-H,
covering the employees of the City of Vernon for group medical and
hospital benefits and requesting a blanket 50 percent increase in
the present premium rates, was read. (Administrative Assistant
requested authority to consult with the members of the employees'
committee which originally considered the matter of group insurance
coverage and Occidental Life Insurance Company for the purpose of
exploring alternatives and making recommendations to the Council
in this connection.)
It was moved by Anderson, seconded by Poxon, that the
request of the Administrative Assistant be approved. Motion
carried.
Communication from Daniel Smith & Co., Inc. requesting a
permit to conduct a business of wholesaling pipe fittings, valves
and plumbing specialties at 2458 East 26th Street, was read.
It was moved by Poxon, seconded by Mailliard, that
request of Daniel Smith & Co., Inc. be referred to the Fire
Department with power to act. Motion carried.
Communication from Zublin and Company with reference
to their 1956 business license tax, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Zublin and Company be referred to the City Attorney for
a report. Motion carried.
Communication from Al Hanson, Photography, with reference
to his 1956 business license tax, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Al Hanson, Photography, be referred to the City Attorney
for a report. Motion carried.
Communication from The Klassen Company with reference to
business license tax delinquency, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from The Klassen Company be referred to the City Attorney
for a report. Motion carried.

. Communication from Pacific Paint and Varnish Company
w1th reference to the possibility of obtaining a business license
to operate offices and the warehousing of paint at 4565 Pacific
Blvd., was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Pacific Paint and Varnish Company be referred to the
Fire Department with power to act. Motion carried.
Communication from Industrial Pattern Shop, Inc. with
reference to their proposed purchase of a piece of property
750 feet on 45th Street by 300 feet on Seville Avenue in order to
manufacture aircraft parts for the Missile Division for the United
States Government, requesting an opinion with reference to zoning
before acquiring said property, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Industrial Pattern Shop, Inc. be referred to the City
Attorney, Fire Department and Engineering Department for investi-
gation and report. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
recommending that the City of Vernon purchase from Mr. Gus Bigham,
Janitor, the floor machine which has been used for scrubbing and
waxing the City Hall floors since 1943, at a price of $80.00, the
amount paid by Mr. Bigham for said machine, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Chief Deputy Clerk Ziemer be approved. Motion
carried.
Christmas card from Mrs. Alma Trowbridge, was read.
It was moved by Poxon, seconded by Anderson, that
Christmas card from Mrs. Alma Trowbridge be received and filed.
Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, submitting six copies of their reports on examination
of the various funds of the City of Vernon for the year ended
June 30, 1956 and on examination of the cash balances as of
June 30, 1956 and cash receipts and disbursements for the year
then ended, was read.
It was moved by Anderson, seconded by Poxon, that the
reports of Haskins and Sells, Certified Public Accountants, be
referred to the Finance Committee. Motion carried.
Communication from Brake and Wheel Alignment Co., Inc.,
with reference to closing the underpass on the northwest side of
3757 S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon, that
communication from Brake and Wheel Alignment Company, Inc. be
referred to the City Attorney and the Engineering Department for
investigation and report. Motion carried.
Communication from the Law Offices of Newlin, Tackabury
& Johnston advising that their client, Griffin Wheel Company,

5421 Santa Fe Avenue, is now in the process of demolishing its
foundry buildings and that it proposes to fill in a large open
pit in the rear of the property, the pit being approximately 55
feet deep and 100 feet by 150 feet in area, for the purpose of
reclaiming said property, was read. (The Company proposes to
effect the filling operation by permitting concerns to dump in
the pit sand, iron and steel slag, brick, and a small amount of
concrete resulting from the demolition operations.)
It was moved by Anderson, seconded by Malburg, that
communication from Newlin, Tackabury and Johnston be referred
to the City Attorney for preparation of requirements to be
complied with by Griffin Wheel Company in filling the pit in the
rear of the property located at 5421 Santa Fe Avenue. MOtion
carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, recommending that authority be granted to purchase,
when available, one Stand-by Generator for Civil Defense and/or
disaster from the Surplus Property Warehouse at a price not to
exceed $500.00, was read.
It was moved by Anderson, seconded by Poxon, that the Asst.
Director of Civil Defense be granted authority to purchase a
Stand-by Generator from the Surplus Property Warehouse at a price
not to exceed $500.00, said generator to conform to requirements
to be specified by Consulting Electrical Engineer Heinze. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated
December 14, 1956, requesting authority to purchase an automobile
for the use of the Fire Department, to replace the 1952 Chevrolet,
from Downtown Ford Sales at a price of $1,978.00, including sales
tax, in accordance with their quotation dated December 14, 1956,
was read. (Fire Chief submitted three quotations received from
dealers.)
It was moved by Poxon, seconded by Mailliard, that the
request of the Fire Chief be approved. Motion carried.
Communication from Air Pollution Control District,
dated December 13, 1956, with reference to legislation on air
pollution concerning public officials, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from Air Pollution Control District be received and
filed. Motion carried.
Communication from Operational Area "Ell, Region One,
California Disaster Office, with reference to the need of
volunteers at the Operational Area Headquarters, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Operational Area "E" be referred to the Assistant
Director of Civil Defense for answering. Motion carried.
Proposal from Crosetti Bros., Inc., dated December 14,
1956, for providing janitorial services to the new City Hall
addition for a monthly charge of $197.43, was read.

It was moved by Anderson, seconded by Malburg, that
proposal for janitorial services received from Crosetti Bros.,
Inc. be referred to the City Attorney for checking. Motion
carried.
Communication and report from John B. Moore, Administrative
Assistant, dated December 14, 1956, with reference to request of
American Can Company to occupy a warehouse which would have 700
feet frontage on 48th Street extending west from the westerly
property line of the Brunswig Drug Company, advising that Mr.
Weyler, the owner of the subject property, had made a proposal
for opening an alternate street rather than extending St. Charles
Street, was read.
It was moved by Anderson, seconded by Malburg, that the
abovementioned matter be referred to the Administrative Assistant,
the Mayor, the Engineering Department and the City Attorney for
further negotiations with Mr. Weyler and that a report of said
negotiations be filed with the City Council. Motion carried.
Mr. John B. Moore, Administrative Assistant, made a
verbal report stating that Mr. Fred Cole, of Cole of California,
Inc., was desirous of being made Honorary Mayor of the City of
Vernon.
After a general discussion, it was moved by Anderson,
seconded by Poxon, that the abovementioned matter be referred to
the Mayor and the Administrative Assistant with power to act.
