The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that mmnutes
of the meeting of December 18, 1956 be approved as written and
submitted. Motion carried.
Resolution No. 2013 - A Resolution of the City Council of
the City of Vernon authorizing the execution of an agreement between
the Los Angeles & Salt Lake Railroad Company and its lessee The
Union Pacific Railroad Company, the County of Los Angeles, City of
Maywood and the City of Vernon regarding warning signals at Crossing
No. 3A-4.2, was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2013 be approved and adopted. Motion carried.

Resolution No. 2014 - A Resolution of the City Council of
the City of Vernon accepting a deed from George A. Loomis and
Carolyn P. Loomis to a portion of San Antonio Rancho, for street
purposes, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2014 be approved and adopted. Motion carried.

Resolution No. 2015 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
Crosetti Bros., Inc. for janitorial service for the new Police
Department Building of the City of Vernon, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2015 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
dated December 21, 1956, advising that U.S. Paving Company has
satisfactorily completed the construction of certain paving over
miscellaneous street excavation cuts in accordance with Specifications
No. 197, and reconunending that said work be accepted, was read.
It was moved by Malburg, seconded by Mail1iard, that the
reconunendation of Consulting Engineer Barnett be approved. Motion
carried.

Resolution No. 2016 - A Resolution of the City Council
of the City of Vernon accepting the restoration of street surfaces
with asphalt concrete and cement concrete in accordance with
Specifications No. 197 of said City, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2016 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
dated December 2l, 1956, recommending that the work performed by
City Termite Company for extermination services and structural
repairs in accordance with Agreement dated July 31, 1956, be
accepted, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 2017 - A Resolution of the City Council
of the City of Vernon authorizing the acceptance of work performed
by the City Termite Company on properties of the Vernon Water
Department, including the Auto Repair Garage and ten (10) attached
garages, and thirteen (13) municipal houses and three separate
one-car garages, was read.
It was moved by L\nderson, seconded by Poxon, that
Resolution No. 2017 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
advising that the construction of an 8-inch sanitary sewer main
in Sierra Pine Avenue has been completed in accordance with
Specifications No. 201 and Vernon Sewer Permit No. 11119, and
recommending that said work be accepted by the City of Vernon,
was read.
It was moved by Malburg, seconded by Mai1liard, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Resolution No. 2018 - A Resolution of the City Council
of the City of Vernon accepting the installation of an 8-inch
sanitary sewer main in Sierra Pine Avenue from 26th Street to
Bandini Boulevard (a private street) in the City of Vernon, in
accordance with Specifications No. 201 of said City, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2018 be approved and adopted. Motion carried.

Communication from Robert S. Stone, Director of Sanitation,
with reference to the position of Public Health Nurse, as provided
for in the Health Department budget for the 1956-57 fiscal year,
requesting permission to take steps to secure an individual for this
position, was read.
It was moved by Anderson, seconded by Poxon, that request
of the Director of Sanitation be approved. Motion carried.
Copy of a communication from Air Pollution Control District,
dated December 4, 1956, addressed to the Board of Directors of the
Los Angeles County Division of the League of California Cities with
reference to legislation that the Air Pollution Control District of
Los Angeles County proposes to submit to the 1957 Regular Session
of the Legislature, was read.
It was moved by Anderson, seconded by Malburg, that copy
of communication from Air Pollution Control District, dated December
4, 1956, addressed to the Board of Directors of the Los Angeles
County Division of the League of California Cities be received and
filed. Motion carried.
Copy of a report from Los Angeles City-County Local
Government Consolidation Study Commission, dated October 24, 1956,
with reference to Consolidation of Recreation and Parks Program, was
presented.
It was moved by Poxon, seconded by Anderson, that copy of
report from Los Angeles City-County Local Government Consolidation
Study Commission, dated October 24, 1956, be received and filed.
Motion carried.
Communication was read from Harold A. Barnett, Consulting
Engineer, submitting the following bids received for miscellaneous
obsolete cast iron fittings and seven check valves owned by the
Vernon Water Department:

Consulting Engineer Barnett recommended that the bid of
L.A. Valve and Fitting Company be accepted for said fittings and
check valves.
It was moved by Poxon, seconded by Malburg, that the
recommendation of Consulting Engineer Barnett be approved and the
bid of L.A. Valve and Fitting Company be accepted for said fittings
and check valves. Motion carried.
Communication from Carson B. Hubbard, City Attorney,with
reference to communications from Zub1in and Company, A. Hanson,
Photography, and The Klassen Company which were referred to him by
the City Council on December 18, 1956 for an opinion as to the
legality of granting an extension of time for payment of license
tax due under the terms of Ordinance No. 598, advising that if the
City Council so desires it may authorize the City Clerk to enter into
agreements with the above-named companies provided all of the pertinent
provisions of 'Section 6 of Ordinance No. 598 are complied with, was
read.

It was moved by Poxon, seconded by Anderson, that the
City Clerk be authorized to enter into agreements with the above-
mentioned companies provided all of the pertinent provisions of
Section 6 of Ordinance No. 598 are complied with, and that the
City Attorney be instructed to prepare the form of agreement.
Motion carried.
Communication from Sam Capra requesting permission to
reside at his present address for a reasonable time to find
another residence, was read.
It was moved by Anderson, seconded by Poxon, that Sam
Capra be granted permission to remain at the city-owned residence
located at 4330 Furlong Place not later than February 28, 1957 to
allow him time to find another residence. MOtion carried.
It was moved by Anderson, seconded by Malburg, that
Daniel Brenning Jr. be granted permission to occupy the city-
owned residence at 3365 Fruitland Avenue. Motion carried.
Report of the activities of the Police Department for
the period December 16 to 3l, 1956, inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that report
of the activities of the Police Department be received and filed.
Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that lease agreement between the City of Vernon and
Motor Officer R. D. Linke for one 1949 Harley Davidson Motorcycle
be renewed effective as of January 17, 1957, was read.
It was moved by Poxon, seconded by Mai11iard, that the
recommendation of the Police Chief be approved and that said lease
agreement be renewed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that S. J. Williams be advanced from Motor Officer
Class 2 to Class 1, effective January 16, 1957, was read.
It was moved by Malburg, seconded by Mail1iard, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Officers B. Bunker, E. Smith and G. Cagle be
authorized to attend the Sheriff's Training Class #63 at the
Sheriff's Academy, Biscau1iz Center, Los Angeles, from January 2
to February 28, 1957, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief be approved. Motion carried.
Communication from Los Angeles County Boundary Commission
advising that the City of Bell has filed a proposal with the
Secretary of the County Boundary Commission for the annexation of
territory known as Proposed Cudahay Annexation to the City of Bell,

of Revenue and Expenditures by Fiscal Years for San Antonio Municipal
Court submitted by County of Los Angeles be received and filed.

Summary of Apportionments of Motor Vehicle License Fees
for the period June 1, 1956 through November 30, 1956 as provided
by Sections 11003-5, Revenue and Taxation Code, compiled under the
direction of Robert C. Kirkwood, State Controller, was read.
It was moved by Malburg, seconded by Mai11iard, that
Summary of Apportionments of Motor Vehicle License Fees for the
period June 1, 1956 through November 30, 1956 be received and filed.
Motion carried.

request of the Fire Chief be approved. Motion carried.
Communication from Carson B. Hubbard, City Attorney,
with reference to request of Indu~tria1 Pattern Shop, Inc. for an
opinion relative to zoning in connection with their proposal to
purchase property at 45th Street and Seville Avenue for the
purpose of operating a pattern shop, machine shop and metal
foundry, advising that this property is not zoned for the operation
of metal foundries and that the only alternative would be for said
company to apply for a zone variance in accordance with applicable
Ci ty Ordinances, was read.
It was moved by Poxon, seconded by Anderson, that
Industrial Pattern Shop, Inc. be notified of the opinion rendered
by the City Attorney relative to zoning in connection with their
proposal to purchase property at 45th Street and Seville Avenue
for the purpose of operating a pattern shop, machine shop and
metal foundry. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
with reference to permit issued to Harry Lutz to install a fire
sprinkler system at 2528 Santa Fe Avenue and at 2417 East 26th
Street, submitting a proposed form of License Agreement between the
City of Vernon and the Western Iron and Metal Company to cover the
construction of a connecting 6-inch cast iron water line that
crosses a public alley, was read. (Consulting Engineer recommended
that the City Attorney prepare a License Agreement substantially in
accordance with form submitted.)
It was moved by Poxon, seconded by Anderson, that the City
Attorney be instructed to prepare a License Agreement substantially
in accordance with form submitted by Consulting Engineer Barnett.
Motion carried.
Communication from Moffatt & Nichol, Inc. submitting
copies of their report on Traffic Interchange Study, Downey Road
and Washington Boulevard, in accordance with contract of August
15, 1956, as authorized by Resolution No. 1959, was read.
It was moved by Poxon, seconded by Anderson, that report
on Traffic Interchange Study, Downey Road and Washington Boulevard,
submitted by Moffatt & Nichol, Inc. be received for study and that
Chief Deputy City Clerk Ziemer be authorized to order additional
copies of said report as needed. Motion carried.
Chief Deputy City Clerk Ziemer reported verbally that the
International Harvester Company had requested that their Certified
Check No. 4102, in the amount of $3,036.62, which had been
submitted in lieu of a faithful performance bond for the
furnishing of one International Harvester two-ton truck in
accordance with Specifications No. 192, as provided for in
contract dated May 7, 1956, be returned to them.
It was moved by Anderson, seconded by Malburg, that
Certified Check No. 4102, in the amount of $3,036.62 be returned
to the International Harvester Company. Motion carried.
Communication from Mr. DaveWey1er, dated January 2, 1957,
with reference to recent discussions concerning the proposed
vacation or abandonment of the easement for street purposes
presently held by the City of Vernon at the extension of St. Charles
Street, in order that a warehouse 700 feet in length may be
constructed for occupancy by American Can Company, submitted a
proposal for consideration by the City Council, was read.
It was moved by Anderson, seconded by Poxon, that
communication from Mr. Dave Weyler be referred to the Administrative
Assistant, the Mayor, the Engineering Department and the City
Attorney for further negotiations. Motion carried.
