CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 5, 1957 AT 2 O'CLOCK

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Malburg, that minutes
of the meeting of January 15, 1957 be approved as written and
submitted. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
recommending that G. G. Skalsky be allowed a $50.00 per month car
allowance in addition to his salary, effective February 1, 1957,
was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Chief Deputy City Clerk Ziemer be approved.
Motion carried.
Mayor Furlong made a verbal recommendation that F. A.
Ziemer, Chief Deputy City Clerk, be allowed a $50.00 per month car
allowance in addition to his salary, effective February 1, 1957.
It was moved by Malburg, seconded by Poxon, that the
recommendation of Mayor Furlong be approved. Motion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
requesting permission to purchase one Remington-Rand Adding Machine,
Model 93-100-5, at a price of $368.78, sales tax included, for use
by the Accounting Section of the Water Department, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Chief Deputy City Clerk Ziemer be approved. Motion
carried.
Communication from 0 K Meat Company requesting a permit
to conduct a meat packing business at 3290 East Vernon Avenue,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of 0 K Meat Company be approved and permit granted. Motion
carried.
Communication from Mr. Carl D. Duke requesting a permit
to operate the "Hasty Cafe" located at 5112 S. Boyle Avenue, was
read.
It was moved by Poxon, seconded by Malburg, that request
of Mr. Carl D. Duke be approved and permit granted. Motion carried.
Communications from George F. Bradbury, dba Avalon Deluxe
Catering Co., Inc., requesting permits to operate three additional
lunch trucks in the City of Vernon, were read.

It was moved by Poxon, seconded by Anderson, that the
request of George F. Bradbury, dba Avalon Deluxe Catering Co., Inc.,
be referred to the Director of Sanitation with power to act. Motion
carried.
Communication from Carl F. Carnahan requesting a permit to
operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Carl F. Carnahan be approved and permit granted. Motion
carried.
Communication from Alfred L. Little requesting a permit to
operate an additional: lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that request of
Alfred L. Little be referred to the Director of Sanitation with power
to act. Motion carried.
Communication from Trojan Sales requesting a permit to
operate a sewing machine concession in the LaBrea-Vernon Sales
building at 4536 District Blvd., was read.
It was moved by Malburg, seconded by Poxon, that request
of Trojan Sales be approved and permit granted. Motion carried.
Communication from Frank J. Hill requesting a permit to
operate an additional lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of Frank J. Hill be approved and permit granted. Motion carried.
Communication from Pipeline Coating and Engineering Co.,
Inc. requesting a permit to conduct a business of warehousing and
selling items for use in the pipeline industry to prevent or control
corrosion, at 5501 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that
request of Pipeline Coating and Engineering Co., Inc. be approved
and permit granted. Motion carried.
Communication from Plico, Inc. requesting a permit to
maintain offices only at 5501 Santa Fe Avenue for selling pipeline
enamels, primers and felts, was read.
It was moved by Malburg, seconded by Mailliard, that
request of Plico, Inc. be approved and permit granted. Motion
carried.
Communication from Plicoflex, Inc. requesting a permit to
conduct a business of selling, manufacturing, packaging and shipment
of corrosion preventative materials for use on pipelines, at 5501
Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that
request of Plicoflex, Inc. be approved and permit granted. Motion
carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of December, 1956, was read.

of Consulting Electrical Engineer Heinze be received and filed.

Communication from Central Basin Water Association
extending an invitation to attend the regular meeting of the Board
of Directors on Thursday, February 7, 1957, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Central Basin Water Association be received and filed.
Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
advising that construction of composition roofing and appurtenances
on Reservoir No. 1 at Pumping Plant No. 1 has been satisfactorily
completed by R. C. Cerra, Jr., in accordance with Specifications
No. 203 and Engineer's Drawings, Plan No. B15-l403, and recommending
that said work be accepted, was read.
It was moved by Anderson, seconded by Poxon, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Resolution No. 2022 - A Resolution of the City Council of
the City of Vernon accepting the construction of composition roofing
and appurtenances on Reservoir No. 1 at Pumping Plant No. 1 in
accordance with Specifications No. 203 and Engineer's Drawings,
Plan No. B15-l403, consisting of one (1) sheet, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2022 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
requesting authority to advance Arthur E. Nelson, Jr., from

Communication from R. H. Bockhacker, Police Chief, advising
that the Police Department have received Police Car No. 1048, Engine
No. D7LT-128457 from Pacific Fleet Systems, and recommending that said
vehicle be accepted and put into city service, was read.
It was moved by Malburg, seconded by Mailliard, that recom-
mendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting Police Department Vacation Schedule covering the period
from 1/6/57 to 10/27/57, inclusive, was read.
It was moved by Anderson, seconded by Poxon, that vacation
schedule submitted by the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Captain S. E. Hogan and Officer H. J. Heidt be
allowed to attend the Quarterly Meeting of the Safe Burglary &

Burglary Investigators of Southern California to be held at San
Diego on February 8, 1957, with an expense allowance of $25.00
each, was read.
It was moved by Poxon, seconded by Mai11iard, that
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
dated January 29, 1957, requesting approval for the installation
of new Boulevard Stop Signs at certain enumera~ed locations and
replacement of old Boulevard Stop Sign on 37th Street at Soto
Street for east traffic, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that lease agreement, dated January 17,1957, between
the City of Vernon and Motorcycle Officer Robert D. Linke for
lease of one 1949 Harley Davidson Motorcycle be terminated as of
January 23, 1957, and requesting that new lease agreement, as
submitted, between the City of Vernon and Motorcycle Officer
Robert D. Linke, for the lease of one 1957 Harley Davidson
Motorcycle be approved effective January 23, 1957, was read.
It was moved by Malburg, seconded by Poxon, that the
requests of tbe Police Cbief be approved and that new lease
agreement be executed by the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that lease agreement between the City of Vernon and
Motor Officer French G. Wolford for one 1953 Harley Davidson
Motorcycle be renewed effective as of February 7, 1957, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief be approved and that said lease
agreement be renewed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that the Police Department has returned Unit 1#766 to
Pacific Fleet Systems and have received Police Car Engine No. D7LT-
128456, and recommending that said vehicle be accepted and put into
city service, was read.
It was moved by Malburg, seconded by Mai11iard, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that Officer R. L. Slaughter was discharged effective as
of January 21, 1957, and requesting City Council approval of this
action, was read.
It was moved by poxon, seconded by Mai1liard, that the
action of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
advising that Officer R. S. Arvizu has been suspended one day
without pay, January 25, 1957, for disobeying a direct order of
the Watch Commander, and requesting City Council approval of this
action, was read.

It was moved by Poxon, seconded by Malburg, that the action
of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting letter of resignation from Officer David C. Hahi, and
recommending that the resignation be accepted as of the close of
business January 26, 1957, was read.
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of the Police Chief be approved and resignation of Officer
David C. Hahl be accepted. Motion carried.
Franchise Report of the Los Angeles Transit Lines on
franchise ordinances numbers 91, 521 and 576 for period ending
December 31, 1956, together with check in the amount of $2,349.70,
was read.
It was moved by Poxon, seconded by ~~lburg, that Franchise
Report of the Los Angeles Transit Lines be received and filed.
Motion carried.
Communication from Pacific Fleet Systems calling attention
to the insurance rates paid by Pacific Fleet Systems for their
insurance and requesting that a concerted effort be put forth by
all lessees to lower the number of claims they have been having,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Pacific Fleet Systems be received and filed. Motion
carried.
Communication from Leland R. Weaver, Coordinator of
Operational Area llE", Region One, California Disaster Office,
submitting copies of H. R. 589, S. 315, H. J. Res. 78 and H. R.
2125, the Bills affecting Civil Defense in Congress, and requesting
the City of Vernon's opinion on these bills, was read.
It was moved by Anderson, seconded by Poxon, that Leland
R. Weaver, Coordinator of Operational Area HEll, Region One,
California Disaster Office, be notified that the City of Vernon
is in accord with the Bills, as submitted, affecting Civil Defense
in Congress. Motion carried.
Communication from the City of Monterey Park, dated
January 22, 1957, transmitting a copy of Resolution No. 5555 - A
Resolution of the City Council of the City of Monterey Park
requesting the County of Los Angeles to abandon pending plans
for the acquisition and operation of a landfill disposal site in
the City of Monterey Park without the concurrence of the Monterey
Park City Council, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the City of Monterey Park, dated January 22, 1957, be
received and filed. Motion carried.
Communication from the City of Monterey Park, dated
January 29, 1957, advising that the decision of the Board of
Supervisors of Los Angeles County -- to condemn and operate a
landfill disposal site within the incorporated boundaries of
Monterey Park notwithstanding the City Council's objection thereto,

and despite the zoning laws of the City of Monterey Park prohi-
biting such use in the proposed area -- has been set for Hearing
by the Board of Supervisors at 9:30 A.M., on February 7, 1957, in
the Hearing Room of the Board of Supervisors, Fifth Floor, Hall
of Records, Los Angeles County, was read.
It was moved by Poxon, seconded by Mai11iard, that
communication from the City of Monterey Park, dated January 29,
1957, be received and filed. Motion carried.
Communication from George E. Brown, Jr., Councilman, City
of Monterey Park, dated February 1, 1957, transmitting a statement
which summarizes his views, as one member of the Monterey Park City
Council, on the proposal of the County of Los Angeles to acquire
and develop a refuse disposal site in the City of Monterey Park,
was read.
It was moved by Poxon, seconded by Mai11iard, that the
communication from Councilman George E. Brown, Jr., Councilman,
City of Monterey Park, dated February 1, 1957, be received and
filed. Motion carried.
Report of the police activities for the period January
15 to 31, 1957, inclusive, was presented.
It was moved by Poxon, seconded by Malburg, that report
of the police activities be received and filed. Motion carried.
Communication from Frank G. Bonelli, Assemblyman 52nd .
District, transmitting a copy of Assembly Bill AB-64 authored and
introduced by him in January of the 1957 Session of the State
Legislature, banning the Sale of Crime-Horror Comic Books to Minors
under 18 years of age, and requesting the City of Vernon to adopt a
Resolution supporting such legislation, was read.
It was moved by Poxon, seconded by Anderson, that request
of Frank G. Bonelli, Assemblyman 52nd District, be approved.
Motion carried.
Resolution No. 2023 - A Resolution of the City Council of
the City of Vernon approving adoption of Assembly Bill 64, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2023 be approved and adopted. Motion carried.

Communication from State of California, Department of
Public Works, Division of Highways, dated January 25, 1957, with
reference to submitting a budget of the estimated expenditures of
gas tax funds for the ensuing fiscal year, was read.
It was moved by Malburg, seconded by Poxon, that Chief
Deputy City Clerk Ziemer be instructed to notify the State of
California, Department of Public Works, Division of Highways, that
the City of Vernon desires to accumulate all funds accruing from the
gas tax allocation to cities during the fiscal year ending June 30,
1958. Motion carried.

Notice from League of California Cities, Los Angeles County
Division, advising that the regular meeting for the month of February
will be held at the Santa Anita Race Track on Thursday, February 21,
1957, was read.
It was moved by Malburg, seconded by Mail1iard, that notice
from League of California Cities, Los Angeles County Division, be
received and filed. Motion carried.
Report from Regional Water Pollution Control Board No. 4
on the meeting held December 18, 1956, concerning long-range
sewerage planning for the Los Angeles Metropolitan area which was
called jointly by the Regional Water Pollution Control Board No. 4
and the State Department of Public Health, was read.
It was moved by Poxon, seconded by Mai11iard, that report
from Regional Water Pollution Control Board No. 4 on the meeting
held December 18, 1956, be received and filed. Motion carried.
Communication from W. R. Davis, dba Russ & Jonnie's
Industrial Catering, requesting a permit to operate two additional
lunch trucks in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that request
of W. R. Davis, dba Russ & Jonnie's Industrial Catering, be approved
and permit granted. Motion carried.
Communication from Donald Blumberg requesting a permit to
operate an additional lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that request
of Donald Blumberg be approved and permit granted. Motion carried.
Communication from L. C. Husted, Fire Chief, with reference
to loss of shoes and other articles of clothing by certain firemen
as a result of the fire at Pacific Vegetable Oil Company on November
17, 1956, recommending that the City of Vernon buy each of the
twenty-nine men involved a new pair of shoes at a cost of $10.00
each, the total expenditure amounting to approximately $290.00, was
read.
It was moved by Anderson, seconded by Poxon, that, due to
extreme contamination of shoes and other articles of clothing as a
result of the fire at Pacific Vegetable Oil Company on November 17,
1956, the City of Vernon reimburse the twenty-nine men involved the
sum of $10.00 each, a total of $290.00. Motion carried.
Communication from United Cerebral Palsy Association of
Los Angeles County, Inc. requesting permission to conduct a fund-
raising campaign in the City of Vernon in May, 1957, was read.
It was moved by Anderson, seconded by Poxon, that the
Chief Deputy City Clerk be instructed to advise the United Cerebral
Palsy Association of Los Angeles County, Inc. that there are no
regulations in the City of Vernon which would interfere with, or
prevent the carrying out of, its fund-raising campaign in May, 1957.
Motion carried.
Communication from Vernon Sash & Door Co., Inc. requesting
an extension of time in paying their 1956 delinquent business license

taxes, was read.
It was moved by Anderson, seconded by Poxon, that the
City Clerk be authorized to enter into an agreement with Vernon
Sash & Door Co., Inc., in accordance with the form prepared by
the City Attorney, for payment of delinquent business license
taxes provided that all of the pertinent provisions of Section 6
of Ordinance 598 are complied with. Motion carried.
Communication from C. E. Dancer requesting a permit to
operate an additional lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of C. E. Dancer be referred to the Director of Sanitation
with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, advising
that one new V8 Ford four-door sedan (Serial Number B7LG-133729)
has been delivered to the Fire Department by Downtown Ford Sales,
and recommending that said vehicle be accepted by the City, was
read.
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, advising that
two hose carriers have been delivered to the Fire Department by
Crown Coach Corporation in accordance with Specifications No. 194
and in accordance with the terms of the contract dated July 17,
1956, and recommending that said hose carriers be accepted by the
City, was read.
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution accepting the two hose
carriers which have been delivered to the Fire Department in
accordance with Specifications No. 194. Motion carried.
Communication from the Vernon Chamber of Commerce advising
that the Seventh Annual Meeting of the Vernon Chamber of Commerce
will be held Wednesday, February 13, 1957, at 3:15 P.M., Rheingold
Inn, 2142 East 49th Street, Vernon, and extending an invitation from
the Board of Directors to the City Council, Fire Chief Husted, Police
Chief Bockhacker, Administrative Assistant John B. Moore and other
Department Heads to attend a pre-meeting, get-acquainted session
with the Board at 2:45 P.M., was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the Vernon Chamber of Commerce be received and
filed. Motion carried.
Communication from John B. Moore, Administrative Assistant,
dated February 1, 1957, with reference to request by Occidental
Life Insurance Company for an increase in premium on employees'
group medical plan, submitting Report of Insurance Committee of
Employees, City of Vernon, dated January 23, 1957, together with
copy of letter from Occidental Life Insurance Company, dated
January 14, 1957, suggesting alternate proposals, was read. The
Employees' Committee recommended t~at the so-called Plan 2,
involving a 100 per cent increase of the contributions of the

City of Vernon, with no increase in contribution from the employees,
be adopted as a temporary measure only, to allow the committee to
locate and recommend a more feasible plan from the standpoint of
costs and permanency.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Employees' Committee be approved and that the
Administrative Assistant be authorized to submit proposed form of
amendment from Occidental Life Insurance Company to the City Council
for consideration. Motion carried.
Communication from Western Truck Lines, Ltd. and Cantlay
& Tanzola Inc., dated February 4, 1957, petitioning the City of
Vernon to install a trip traffic signal at the intersection of
28th Street and Santa Fe Avenue and at the intersection of Soto
Street and 37th Street, and also petitioning the City of Vernon to
repave 28th Street, was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from Western Truck Lines, Ltd. and Cantlay & Tanzola Inc. be
referred to the Engineering Department and the Police Department for
investigation and report. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
dated February 4, 1957, submitting three sets of preliminary plans
and estimates for proposed additions to the City sewer system,
providing for the construction of approximately 6.9 miles of sewer
mains, in accordance with the terms of the contract dated June 25,
1956, between the City of Vernon and Harold A. Barnett, Consulting
Engineer, as authorized by Resolution No. 1938, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation dated February 4, 1957, together with preliminary plans
and estimates for proposed additions to the City sewer system as
submitted by Harold A. Barnett, Consulting Engineer, be referred to
the Engineering Department for checking and report. Motion carried.
John B. Moore, Administrative Assistant, made a verbal
report advising that it is the recommendation of the Finance
Committee that the proposal submitted by Joseph J. Feuchter, dated
January 4, 1957, for employment with the City of Vernon as traffic
engineer or traffic manager, not be accepted.
It was moved by Poxon, seconded by Anderson, that, in
accordance with recommendation of the Finance Committee, as
reported by the Administrative Assistant, the proposal submitted
by Joseph J. Feuchter, dated January 4, 1957, not be accepted, and
that the Administrative Assistant be authorized and instructed to
write a letter to Mr. Feuchter advising him of the decision of the
City Council. Motion carried.
R. H. Bockhacker, Police Chief, made a verbal request for
authority to purchase an Omega D-2 Photo Enlarger at an approximate
cost of $225.00.
It was moved by Malburg, seconded by Poxon, that the
request of the Police Chief be approved. Motion carried.
General discussion was held with reference to the possi-
bility of widening the driveway on the south side of the City Hall.

It was moved by Malburg, seconded by Anderson, that the
Engineering Department be instructed to investigate the possibility
of widening the driveway on the south side of the City Hall and to
make a report to the City Council on said investigation. Motion
carried.
Communication from Harold A. Barnett, Consulting Engineer,
dated January 31, 1957, reporting on available sites for housing as
of the present time and submitting print of Drawing No. B5-l433 and
print of Drawing No. B5-l434 showing proposed locations of additional
dwellings, was read. (Copy sent to each member of City Council,
Administrative Assistant and City Attorney.)
It was moved by Anderson, seconded by Malburg, that the
Engineering Department be instructed to contact the engineer-
architectural firm of Caldwell, Mason and Muntz, 4575 Pacific Blvd.,
for the purpose of having them submit to the City Council an estimate
or estimates of cost of proposed additional dwellings, similar to
floor plans of existing city-owned houses, on locations as outlined
in print of Drawing No. B5-l433 and print of Drawing No. B5-l434,
and the architectural fees to be charged for preparing final plans
and supervision of construction, if and when the work is authorized.
Motion carried.
Carl A. Heinze, Consulting Electrical Engineer, made a
verbal report advising that the American Can Company is desirous of
purchasing the substation that services their property, and recom-
mended that he be authorized to consult with the City Attorney
relative to the legal aspects of this matter before making a report
to the City Council.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Consulting Electrical Engineer be approved.
Motion carried.
Carson B. Hubbard, City Attorney, read a draft of a
proposed agreement between the City of Vernon and Safeway Stores, Inc.
in conformity with communication from Mr. Dave Weyler, dated January
10, 1957, proposing that a forty foot strip of land in fee simple
extending from 46th Street to 48th Street be exchanged by the City
of Vernon for its present right of way at the extension of St. Charles
Street, and that the City further waive all rights to require Safeway
Stores, Inc. to pay the cost of improving the existing or new right
of way, in order that the American Can Company will be able to carry
out their plans to construct a warehouse of 200,000 square feet with
a frontage of 700 feet on 48th Street running west from the westerly
property line of the Brunswig Drug Company.
It was the consensus of opinion of the City Council, that,
in substance, the proposed agreement, as read, met with their
approval.

of the Engineering Department, were presented:
