19570219 Regular City Council Meeting - Minutes NINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 19, 1957 AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, . VER~ON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Nailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of February 5, 1957 be approved as written and submitted. Motion carried. Communication from Wilton W. Hanke Company, dated February 15, 1957, submitting proposal for removal of streetcar rail on Leonis Blvd., was read. (Copy sent to each member of the City Council.) Communication from wilton W. Hanke Company, dated February 15, 1957, submitting proposal for removal of streetcar rail on Santa Fe Avenue, was read. (Copy sent to each member of the City Council.) Mr. Wilton W. Hanke appeared before the City Council and answered questions relative to the aforementioned proposals. It was moved by Anderson, seconded by Poxon, that the two proposals, dated February 15, 1957, submitted by Wilton W. Hanke Company be referred to the Engineering Department and the City Attorney with power to act in preparing a contract satisfactory to all parties involved for execution by Mayor Furlong. Notion carried. Carson B. Hubbard, City Attorney, made a verbal report on the progress of negotiations with Safeway Stores, Inc. with reference to their proposal that a forty foot strip of land in fee simple extending from 46th Street to 48th Street be exchanged by the City of Ven~on for its present right of way at the extension of St. Charles Street to allow American Can Company to construct a large warehouse. A representative of the American Can Company presented a letter dated February 19, 1957 from the American Can Company, Pacific Division, 4815 Santa Fe Avenue, stating that the American Can Company is in the process of negotiating to purchase a piece of property on the north side of 48th Street from Safeway Stores, Inc. for the purpose of constructing a warehouse of approximately 200,000 square feet and that the American Can Company will construct and occupy this building within 12 months from the above date. It was moved by Poxon, seconded by Malburg, that Ordinance No. 698 be read for a first reading by title. Motion carried. Ordinance No. 698 - An Ordinance of the City of Vernon declaring its intention to close-up, vacate and abandon a portion of St. Charles Street in the City of Vernon, County of Los Angeles, California, was read for a first reading by title. ,''''C.'i l.j':I: 2/19/57 It was moved by Anderson, seconded by Poxon, that Ordinance No. 698 receive and pass a first reading. Weaver, District Manager of the Southern Cali- fornia Edison Company, appeared before the City Council and presented each member with a copy of the First Amendment to Application No. 38382 before the Public Utilities Commission of the State of California. F. A. Ziemer, Chief Deputy City Clerk, advised the City Council that the City Clerk's Office was presented with three copies of the First Amendment to Application No. 38382 before the Public Utilities Commission of the State of California on February 18, 1957, and that the City Clerk's Office had delivered two of the three copies to the City Attorney's Office for study. It was moved by Mailliard, seconded by Malburg, that the remaining copy of the First Amendment to Application No. 38382 before the Public Utilities Commission of the State of California be received and filed. Motion carried. Communication from F. A. Ziemer, Chief Deputy City Clerk, advising that Mr. Kirk B. Harton has satisfactorily completed his six months probationary period, and recommending that he be advanced from Public Utilities Accountant, Grade 3 to Grade 2, effective February 16, 1957, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of Chief Deputy City Clerk Ziemer be approved. Motion carried. Report of a General Test Check Audit of the accounts and records of the Municipal Court of the San Antonio Judicial District for the fiscal year 1955-56 in accordance with the requirements of Section 71383 of the Government Code, submitted by the Office of Auditor-Controller, County of Los Angeles, was presented. It was moved by Poxon, seconded by Malburg, that Report of a General Test Check Audit of the accounts and records of the Municipal Court of the San Antonio Judicial District be received and filed. MOtion carried. Communication from Moffatt & Nichol, Inc., Consulting Engineers, submitting ten copies of their report entitled ltCity of Vernon - 26th Street & Soto Street Bridge Widening" dated February 6, 1957, in conformance with Contracts dated August 21, 1956, pursuant to Resolutions Nos. 1974 and 1975, between the City of Vernon and Moffatt & Nichol, Inc., was read. It was moved by Anderson, seconded by Poxon, that report submitted by Moffatt & Nichol, Inc., Consulting Engineers, dated February 6, 1957, be received for study. Motion carried. Motion carried. Communication from Michael Timmons dba Denver's Chuck Wagon requesting a permit to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that request of Michael Timmons dba Denver's Chuck Wagon be referred to the Director of Sanitation with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to purchase six Filing Cabinets, two Chairs and two Book Cases at a total price of $822.91, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, submitting letter from Officer George Wandel requesting transfer from the Police Department to the Fire Department, was read. It was moved by Anderson, seconded by Mailliard, that Officer George Wandel complete his probationary period in the Police Department and at that time he may re-apply for transfer to the Fire Department. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to employ Robert R. Vance and Daryl Caquelin as Patrolmen 4th Class effective February 16, 1957, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Communication from Vernon Firemens' Association thanking the City Council for their thoughtfulness in allowing funds to replace shoes damaged or destroyed at the Pacific Vegetable Oil Company fire on November 17, 1956, was read. It was moved by Mailliard, seconded by Poxon, that communication from Vernon Firemens' Association be received and filed. Motion carried. Communication from Captain M. L. Ballard, Vernon Fire Department, submitting a bid of $2.00 for one old Ingraham wall clock and two old roll top desks, was read. It was moved by Poxon, seconded by Anderson, that the bid submitted by Captain M. L. Ballard, Vernon Fire Department, for one old Ingraham wall clock and two old roll top desks be accepted. Motion carried. Communication from Gal-Tan Metal Products requesting a permit to conduct a business of manufacturing metal containers, such as cans and boxes, at 5005 Hampton Street, was read. Barnett, Consulting Engineer, recommending that authority be granted for installation of a cab on the city-owned Wayne Street Sweeper at a maximum total cost of $482.00, was read. .. It was moved by Poxon, seconded by Anderson, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Report of police activities for the period February 1 - 15 inclusive, was presented. It was moved by Anderson, seconded by Poxon, that report of police activities be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, dated February 15, 1957, with reference to paving portion of 28th Street east of Santa Fe Avenue, recommending that authority be granted to issue purchase order to G. G. Fisher Paving Company, Inc. to do work in accordance with their bid submitted in the amount of $925.00, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Report of Health Department activities for the month of January 1957, was presented. It was moved by Malburg, seconded by Poxon, that the report of Health Department activities be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, submitting Fire Department Vacation List for the year 1957, was presented. It was moved by Poxon, seconded by Malburg, that Fire Department Vacation List for the year 1957, as submitted, be approved and filed. Motion carried. Communication from L. C. Husted, Fire Chief, submitting letter of resignation from Hoseman Kenneth D. Irwin, effective March 1, 1957, and recommending that said resignation be accepted, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Fire Chief be approved and resignation be accepted. Motion carried. Communication from Caldwell, Mason & Muntz, Architects & Engineers, dated February 14, 1957, submitting an estimate of cost for proposed municipal housing to be located at Pumping Plants Nos. 2 and 3, consisting of five new three-bedroom houses and the relocation of one two-bedroom house, was read. (Total estimated cost $64,000 not including any concrete drives, walks and fencing or mechanical or electrical services, but only the buildings and none of the appurtenances.) (Copy mailed to each member of the City Council.) -4- IS? 2/19/57 Communication from Caldwell, Mason & Muntz, Architects & Engineers, dated February 14, 1957, proposing to furnish all neces- sary architectural and engineering services for proposed municipal housing to be located at Purrping Plants Nos. 2 and 3, consisting of five new three-bedroom houses and the relocation of one two-bedroom house, at a fixed fee of $2,525.00, was read. (Copy mailed to each member of the City Council.) Communication from Harold A. Barnett, Consulting Engineer, dated February 15, 1957, submitting an estimate of cost for fences, sewers, sidewalks, driveways, paving and landscaping in connection with proposed municipal housing to be located at Pumping Plants Nos. 2 and 3, consisting of five new three-bedroom houses and the relo- cation of one two-bedroom house, in addition to estimate of cost submitted by Caldwell, Mason & Muntz, was read. (Total additional cost $10,200.) (Copy sent to each member of the City Council.) It was moved by Anderson, seconded by Poxon, that the two communications from Caldwell, Mason & Muntz, Architects and Engineers, dated February 14, 1957, and communication from Harold A. Barnett, Consulting Engineer, dated February 15, 1957, be referred to the Finance Committee for consideration in the 1957-58 budget, and that the Engineering Department and the Administrative Assistant be instructed to contact Caldwell, Mason & Muntz, Architects & Engineers, for the purpose of obtaining a cost breakdown of the $64,000.00 estimated cost forproposed additional municipal housing and that this breakdown be referred to the Finance Committee. Finance Committee to make a report to the City Council with recommendations. Motion carried. Resolution No. 2024 - A Resolution of the City Council of the City of Vernon accepting two hose carriers and accessories in accordance with Specifications No. 194 heretofore approved by the City Council, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2024 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution No. 2025 - A Resolution of the City Council of the City of Vernon accepting an easement from Southern Pacific Company, a corporation, to a portion of Section 9, Township 2 South, Range 13 West, for utilities and street purposes, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2025 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Poxon, that Assistant City Attorney Poxon be instructed to compile data relative to changing the Vernon Branch of the Los Angeles Post Office to the Vernon Post Office and prepare a resolution, using said data, requesting assistance from Congressman Clyde Doyle in achieving said change. Motion carried. Discussion was held with reference to obtaining the property consisting of 7.46 acres of unimproved land on the south- west corner of Downey Road and Fruitland Avenue in the City of Vernon for municipal purposes. It was moved by Poxon, seconded by Anderson, that the City Attorney and the Engineering Department be instructed to proceed with the steps necessary to condemn the 7.46 acres of unimproved land on the southwest corner of Downey Road and Fruitland Avenue for municipal purposes. Stone, Director of Sanitation, made a verbal request for approval of the City Council for the Health Department of the City of Vernon to act as a host agency for a seminar on "Composting of Municipal Refuse" sponsored by the California Department of Public Health and the U.S. Public Health Service to be held on March 5, 1957. It was moved by Poxon, seconded by Malburg, that the request of the Director of Sanitation be approved. Motion carried.
