IN THE COUNC IL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, }~lburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by ~~lburg, that minutes of the meeting of February 19, 1957 be approved as written and submitted. Motion carried. Communication from F. A. Ziemer, Chief Deputy City Clerk, requesting authority to employ Mrs. Margaret Ann Crosser as Typist, Switchboard Operator, Grade 3, at a salary of $280.00 per month, effective March 1, 1957, was read. It was moved by Anderson, seconded by Poxon, that request of Chief Deputy City Clerk Ziemer be approved. Motion carried. Resolution No. 2027 - A Resolution of the City Council of the City of Vernon approving Memorandum of Agreement for Accumulation of the Gas Tax Allocation to Cities, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2027 be approved and adopted. Motion carried. Ziemer, Chief Deputy City Clerk, recommending that Resolution No. 1956, Schedule V, Miscellaneous Departments Salary Scale, be amended, effective March 1, 1957, to provide for the classification of Deputy City Clerk, (Planning Accountant), and further recommending that Lawrence R. Burch be advanced from Deputy City Clerk (Utility), Grade 1 to Deputy City Clerk (Planning Accountant), Grade 3, effective March 1, 1957, was read. It was moved by Anderson, seconded by Poxon, that the recommendations of Chief Deputy City Clerk Ziemer be approved. Notion carried. Resolution No. 2028 - A Resolution of the City Council of the City of Vernon amending Resolution No. 1956, establishing the office of Deputy City Clerk, "Planning Accountant", establishing the various grades, and fixing the compensation for each grade, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2028 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 698 receive and pass a second reading. Motion carried. Ordinance No. 698 - An Ordinance of the City of Vernon declaring its intention to close-up, vacate and abandon a portion of St. Charles Street in the City of Vernon, County of Los Angeles, California, was read for a third and final reading. It was moved by Anderson, seconded by Poxon, that Ordinance No. 698 receive and pass a third reading and be adopted. Motion carried. Barnett, Consulting Engineer, dated March 1, 1957, requesting authority to issue purchase order to G. G. Fisher Paving Co., Inc., to pave the shoulder areas on each side of 28th Street to correct the muddy condition which has developed as a result of the current rains, for an amount not to exceed $1,329.20, was read. It was moved by Malburg, seconded by Mailliard, that the request of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 2029 - A Resolution of the City Council of the City of Vernon authorizing the issuance of a purchase order to G. G. Fisher Paving Co., for grading and placing of asphalt concrete on shoulder areas on each side of 28th Street approximately two hundred five feet easterly of the center line of Santa Fe Avenue in the City of Vernon, was read. It was moved by ~~lburg, seconded by Mailliard, that Resolution No. 2029 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution No. 2030 - A Resolution of the City Council of the City of Vernon approving the acts of the Consulting Engineer and the City Attorney in negotiating with Wilton W. Hanke Company, and authorizing the execution of a contract with said Wilton W. Hanke, doing business as Wilton W. Hanke Company, for the removal of street car rails on Santa Fe Avenue and on Leonis Boulevard in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2030 be approved and adopted. Motion carried. Barnett, Consulting Engineer, with reference to ten copies of report presented to the City Council on February 19, 1957 by Moffatt & Nichol, Inc., entitled "City of Vernon - 26th Street and Soto Street Bridge Widening", dated February 6, 1957, in conformance with contracts dated August 21, 1956, pursuant to Resolutions Nos. 1974 and 1975, recommending that payment for same be approved, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 2031 - A Resolution of the City Council of the City of Vernon accepting the work of Moffatt & Nichol, Inc., under contract dated August 21, 1956, pursuant to Resolution No. 1974 of said City, and authorizing the payment therefor, was read. It was moved by Mailliard, second~d by Poxon, that Resolution No. 2031 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2032 be approved and adopted. Motion carried. Communication from Congressman Clyde Doyle expressing a desire to cooperate with the officials of each of the incorporated cities, was read. It was moved by Anderson, seconded by Mailliard, that communication from Congressman Clyde Doyle be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, transmitting copy of letter of resignation submitted by Officer Alexander J. Christy, effective as of close of business on February 28, 1957, and requesting that resignation be accepted, was read. It was moved by Malburg, seconded by Mailliard, that request of the Police Chief be approved and resignation of Officer Alexander J. Christy be accepted. Barnett, Consulting Engineer, requesting authority to increase the number of employees in the Engineering Department by one man, and requesting authority to employ said man as soon as a desirable applicant is available, was read. It was moved by Poxon, seconded by Anderson, that the requests of Consulting Engineer Barnett be approved. Motion carried. Communication from Tri-Fold Bed Company requesting a permit to conduct a business at 2373 East 27th St. of wholesaling cabinet beds to retail stores, was read. It was moved by Poxon, seconded by Mailliard, that request of Tri-Fold Bed Company be approved and permit granted. Motion carried. Communication from Harry's Roundup requesting a permit to operate a restaurant, delicatessen and cocktail bar at 4902 S. Boyle Avenue, was read. It was moved by Poxon, seconded by Malburg, that request of Harry's Roundup be referred to the Director of Sanitation with power to act. Motion carried. Communication from ABCO Meat Backing Co. requesting a permit to operate a meat boning business at 4361 S. Soto St., was read. It was moved by Poxon, seconded by Anderson, that request of ABCO Meat Packing Co. be approved and permit granted. Motion carried. Communication from Union Packing Company requesting permission to build a truck 15 feet overall in height for the transporting of hanging beef carcass from Union Packing Co., Plant #2 to Plant #1 across the street on Vernon Avenue, was read. It was moved by Anderson, seconded by Malburg, that request of Union Packing Company be referred to the Police Chief for investi- gation and report. Motion carried. Communication from Southern California Council of OUtdoor Advertising outlining their opposition to Senate Bill 666 relating to advertising along freeways and scenic highways, and submitting a copy of said Senate Bill 666, was read. It was moved by Anderson, seconded by Mailliard, that communication from Southern California Council of Outdoor Advertising, together with copy of Senate Bill 666, be received and filed. Motion carried. Franchise Report of the General Petroleum Corporation on Franchise Ordinances Nos. 80, 299 and 532 for year ending October 31, 1956, together with check in the amount of $33.46, was read. It was moved by Anderson, seconded by Poxon, that Franchise Report of the General Petroleum Corporation be received and filed. Motion carried. Connnunication from Joint Interim Connnittee on Transport- ation Problems advising that pursuant to Section 210 of the 1956 Federal Aid Highway Act, the State of California Department of Public Works, Division of Highways, is required to submit a compre- hensive report .of State highway, county road and city street needs to the United States Bureau of Public Roads, and advising that in a short period of time a request for such information from the Division of Highways will be received by the City of Vernon and requesting prompt consideration and attention to said request, was read. It was moved by Anderson, seconded by Poxon, that connnunication from Joint Interim Connnittee on Transportation Problems be received and filed. Motion carried. Connnunication from State of California, Department of Public Works, Division of Highways, requesting that the city and county authorities cooperate to the fullest extent in the preparation of estimates of cost of the improvement needs of all the mileage of highways, roads, and streets for the l5-year period from July 1, 1956 to July 1, 1971, and attaching a Manual for use in preparing the needs inventory, together with forms for reporting the required information, was read. (Report to be completed and furnished to the Division of Highways in Sacramento not later than August 1, 1957.) It was moved by Anderson, seconded by Poxon, that the request of the State of California, Department of Public Works, Division of Highways, be referred to the Engineering Department for preparation of the report as requested. Motion carried. Connnunication from The Atchison, Topeka and Santa Fe Railway Company submitting original and two copies of two petitions signed by Mr. J. M. Elliott, Assistant to General Manager, The Atchison, Topeka and Santa Fe Railway Company, seeking renewal of City of Vernon Ordinances Nos. 491 and 492 which expire March 17, 1957, was read. It was moved by Poxon, seconded by Malburg, that connnuni- cation from The Atchison, Topeka and Santa Fe Railway Company, together with petitions seeking renewal of City of Vernon Ordinances Nos. 491 and 492, be referred to the City Attorney and the Engineering Department. Motion carried. Report of police activities for the period February 16 to February 28, 1957 inclusive, was presented. It was moved by Poxon, seconded by Malburg, that report of police activities be received and filed. Motion carried. Connnunication from F. A. It was moved by Poxon, seconded by Anderson, that request of F. A. Ziemer be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, advising that Patrolman G. W. Wllcox will have served his six month proba- tionary period effective as of March 16, 1957 and recommending that he be advanced to Patrolman Class 3 on that date, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, advising that Assistant Painter T. D. Kusch will have served his six month probationary period effective as of March 16, 1957 and recommending that he be advanced to Assistant Painter Class 3 on that date, was read. It was moved by Poxon, seconded by Malburg, that the recommendation of the Police Chief be approved. Motion carried. Communication from Mr. Lee J. Kasparian requesting a permit to operate a truck and auto repair service on the premises of the M & R Signal Truck Service Station located at 2613 S. Soto Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Mr. Lee J. Kasparian be approved and permit granted. Motion carried. Communication from L. C. Husted, Fire Chief, requesting authority to prepare specifications for the purchase of one new pumping engine for Fire Department use, was read. It was moved by Poxon, seconded by Mailliard, that the request of the Fire Chief be approved. Motion carried. Communication from XLNT Spanish Food Co., Inc. requesting a permit to conduct a business of food processing at 5001 South Soto Street, was read. It was moved by Anderson, seconded by Poxon, that request of XLNT Spanish Food Co., Inc. be referred to the Director of Sanitation for investigation and report. Motion carried. Communication from R. H. Bockhacker, Police Chief, advising that Officer E. ltl. Harper has been given two days suspension, without pay, March 9 and 10, 1957, for inattention to duty and requesting City Council approval of said action, was read. It was moved by Poxon, seconded by Mailliard, that the action taken by the Police Chief be approved. Motion carried. Communication from Container Transport Company requesting that an investigation be made of their entrance at 3750 Soto Street for the purpose of considering the installation of an overhead street light at each end of their sixty-foot gate, was read. -6- ~~t:1 3/5/57 It was moved by Anderson, seconded by ~~lburg, that the City Clerk's Office be instructed to notify Container Transport Company that the Southern California Edison Company is making a survey of the street lighting facilities of the City of Vernon and that it be suggested to said company that they investigate the possibility of lighting their own driveway. Motion carried. Communication from Waste King Corporation proposing that the property that parallels the transmission line right-of-way of the City of Los Angeles, Department of Light & Power, between Fruitland Avenue and 50th Street, owned by the City of Vernon, be made available to them to be used for employee off-street parking, was read. It was moved by Malburg, seconded by Mailliard, that Waste King Corporation be notified that said property is being used by the City of Vernon, and that an explanation be given to them relative to the use of said property. Motion carried. Communication from Hahn, Hallett & Willcutt V~chinery Co. requesting that the City Council consider raising the level of the street in the vicinity of 3620 Santa Fe Avenue to alleviate the existing condition of high curbs, was read. It was moved by Anderson, seconded by Poxon, that communication from Hahn, Hallett & Willcutt Machinery Co. be referred to the Engineering Department for answering. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of January, 1957, was read. It was moved by Malburg, seconded by Mailliard, that report of Consulting Electrical Engineer Heinze be received and filed. Motion carried. Communication from Public Utilities Commission, State of California, dated February 27, 1957, with reference to program for hearing starting March 20, 1957 on Application No. 38787 submitted by Southern California Gas Company for a general increase in gas rates under Section 454 of the Public Utilities Code, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from Public Utilities Commission, State of California, be received and filed. Motion carried. A general discussion was held with reference to the possibility of demolishing by fire the old warehouse located at 4527 Loma Vista Avenue, formerly occupied by the Great Atlantic & Pacific Tea Company, for Vernon Fire Department training purposes. It was moved by Poxon, seconded by Anderson, that the aforementioned matter be referred to the City Attorney, the Engineering Department, the Fire Department and the Police Department for investigation and report.
