MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 19, 1957 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of 11arch 5, 1957 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
hearing of all persons interested in or objecting to proposed
vacation of a portion of St. Charles Street as recited in Ordinance
of Intention No. 698.
The Mayor asked if there was anyone present who wished to
be heard or object to the proposed vacation of a portion of St.
Charles Street. No objections were heard or made, whereupon it was
moved by Poxon, seconded by Anderson, that Resolution No. 2037 be
introduced. Motion carried.
Resolution No. 2037 - A Resolution of the City Council of
the City of Vernon finding a portion of St. Charles Street in the
City of Vernon is unnecessary for present or prospective public
street purposes and ordering its vacation and abandonment, was read.
It was moved by Poxon, seconded by i\nderson, that Resolution
No. 2037 be approved and adopted. Motion carried.

Resolution No. 2036 - A Resolution of the City Council of
the City of Vernon accepting a deed to a portion of Lot 7, Block 4
of New Vernon, from Safeway Stores, Incorporated, was read.
It was moved by Malburg, seconded by Poxon, that Resolution
No. 2036 be approved and adopted. Motion carried.

Resolution No. 2040 - A Resolution of the City Council of
the City of Vernon directing the execution of an agreement with
Safeway Stores, Incorporated, was read.

Resolution No. 2041 - A Resolution of the City Council of
the City of Vernon directing the execution of an agreement with
American Can Company concerning the construction of a warehouse, was

Communication from Norris-Thermador Corporation, dated
March 15,1957, submitting application for license and building
permit relative to conveyor bridge across 54th Street, was read.
Representatives of Norris-Thermador Corporation appeared
before the Council and discussed the proposed conveyor bridge
across 54th Street.
It was moved by Anderson, seconded by Poxon, that appli-
cation for license and building permit relative to conveyor bridge
across 54th Street be referred to the City Attorney, Consulting
Engineer Barnett, Consulting Electrical Engineer Heinze, the Police
Chief and the Fire Chief to negotiate with Norris-Thermador
Corporation for the purpose of drafting a license agreement
suitable to all parties involved. Motion carried.
Communication from Caldwell, Mason & Muntz, Architects &
Engineers, submitting the preliminary detailed estimate of work on
the rehabilitation- of the exterior of the present old part of the
City Hall and Fire Station #1 and Pumping Plant #1, and making
recommendations as to the extent and methods of work to be performed,
was read. (Total estimated cost $25,709.00 City Hall and Fire
Station - $9,447.00 Pumping Plant) (Copy mailed each member of the
City Council.)
It was moved by Poxon, seconded by Anderson, that the
preliminary detailed estimate of work on the rehabilitation of the
exterior of the present old part of the City Hall and Fire Station
#1 and Pumping Plant #1, be referred to Mayor Furlong, Consulting
Engineer Barnett and Administrative Assistant Moore for study.
Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
with reference to the proposed lounge room for women and certain
rearrangements of facilities in the City Hall, submitting an estimate
of the cost of said work and recommending that he be authorized to
proceed with the work as outlined, was read. (Estimate of cost
$900.00) (Copy mailed to each member of the City Council.)
It was moved by Poxon, seconded by Anderson, that the
proposed lounge room for women and certain rearrangements of
facilities in the City Hall be deferred to a later date. Motion
carried.
Communication from Dock Miller requesting a permit to
operate an additional lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of Dock Miller be referred to the Director of Sanitation with power
to act. Motion carried.
Communication from Vealex Meat Packing Co., Inc.
requesting a permit to conduct a business of veal fabrication and
sales of veal products at 3137 E. Vernon Ave., was read.

It was moved by Poxon, seconded by Malburg, that request
of Vealex Meat Packing Co., Inc. be approved and permit granted.
Motion carried.
Communication and report from R. H. Bockhacker, Police
Chief, with reference to letter fromviestern Truck Lines, Ltd.
in which they petitioned the City of Vernon to install a trip
traffic signal at the intersection of 28th Street and Santa Fe
Avenue and at the intersection of Soto Street and 37th Street, was
read.
It was moved by Poxon, seconded by ~~lburg, that communi-
cation and report from the Police Chief be received and filed.
Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that Union Packing Company be granted permission to
build a truck 15 feet overall in height provided that they furnish
the Police Department with a letter stating that the vehicle will
only move from their plant located at 3030 E. Vernon Avenue to
their plant located at 3029 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon, that Union
Packing Company be granted permission to build a truck 15 feet
overall in height provided that they furnish the Police Department
with a letter in accordance with recommendation of the Police
Chief. Motion carried.
Communication from Harold A. Barnett, Consulting
Engineer, requesting authority to advance David LeRoy Schultz
from Chainman, Grade 3 to Grade 2, effective April l, 1957, was
read.
It was moved by Anderson, seconded by Poxon, that request
of Consulting Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting
Engineer, submitting an original statement from Jack W. Masson,
M.D., stating that Emilio Valentine has suffered a cerebral
thrombosis and will be disabled through August 1957, was read.
It was moved by Anderson, seconded by Malburg, that
Emilio Valentine be paid full salary through August 1957. Motion
carried.
Communication from Chemplate Corp. advising that on or
about April 5, 1957 they will move their plant and offices from
2671 East 26th Street to 3690 Santa Fe Avenue and 2415 East 37th
Street and requesting permission to conduct their business at said
locations, was read.
It was moved by Malburg, seconded by Mai1liard, that the
request of Chemplate Corp. be approved and permit granted. Motion
carried.
Communication from Southern California Edison Company
submitting franchise reports on Franchise Ordinances Nos. 503,
504 and 611 for period ending December 3l, 1956, together with check
in the amount of $1,521.84 on Franchise Ordinance No. 504 and check
in the amount of $417.88 on Franchise Ordinances Nos. 503 and 611,
was read.

It was moved by Poxon, seconded by Anderson that
Franchise Reports submitted by Southern California Edison Company
be referred to Consulting Electrical Engineer Heinze for checking
and report. Motion carried.
Communication from L. C. Husted, Fire Chief, submitting
Specifications No. 210 for the furnishing and delivery of one
Triple Combination Pumping Engine and'accessories, and recommending
that said Specifications be approved, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Fire Chief be approved. Motion carried.
Resolution No. 2033 - A Resolution of the City Council
of the City of Vernon approving Specifications No. 210 for the
furnishing of one 1750 gallon per minute Triple Combination Pumper
for use of the Fire Department, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2033 be approved and adopted. Motion carried.

Resolution No. 2034 - A Resolution of the City Council
of the City of Vernon directing the giving of notice inviting
sealed proposals or bids for the furnishing of one 1750 gallon
per minute Triple Combination Pumper for use of the Fire Department,
in accordance with Specifications No. 210 of the City of Vernon,
was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2034 be approved and adopted. Motion carried.

Report of police activities for the period March 1 to
March 15, 1957, inclusive, was presented.
It was moved by Poxon, seconded by Malburg, that report
of police activities be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that R. N. Baker be advanced from Patrolman Class 2
to Class 1, effective April 1, 1957, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Police Chief be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
advising that construction of 1211 cast iron water main and appur-
tenances in Downey Road and 26th Street has been completed in
accordance with Specifications No. 196 and Plan No. B4A-1404, and
recommending that said water main and appurtenances be accepted
as constructed, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved.

Resolution No. 2035 - A Resolution of the City Council of
the City of Vernon accepting the construction of l2H cast iron
water main and appurtenances in Downey Road and 26th Street along
railroad right-of-way of the Atchison, Topeka and Santa Fe Railway
Company to easterly side of Los Angeles and Salt Lake Railroad
(Union Pacific Railroad, lessee) San Pedro Branch, thence in 26th
Street to the easterly boundary therein of the City of Vernon a
distance of approximately 2680 feet, in accordance with Specifications
No. 196 and Plan No. B4A-1404 of the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2035 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
with reference to construction of a meter box per Job #1364 which
will be half in 26th Street and half on the property of The
Atchison, Topeka and Santa Fe Railway Company, submitting letter
from the railway company transmitting duplicate original copies of
a license agreement for execution by the City of Vernon covering
this occupancy, was read.
Resolution No. 2038 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a license agreement
with the Atchison, Topeka and Santa Fe Railway Company, was read.
It was moved by ~milliard, seconded by Na1burg, that
Resolution No. 2038 be approved and adopted. Motion carried.

Communication from Robert S. Stone, Director of Sanitation,
advising that the California State Health Department has recently
allocated an additional amount of polio vaccine to local Health
Departments for the purpose of administering community-wide
vaccination programs, requesting that the City Council authorize
the Health Department to initiate this program at the earliest
possible date, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the Director of Sanitation be approved. Notion carried.
Communication from Robert S. Stone, Director of Sanitation,
recommending that XLNT Spanish Food Company be granted a permit to
conduct a business of food processing at 5001 S. Soto Street, was
read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Director of Sanitation be approved and permit
granted to XLNT Spanish Food Company to conduct a business of food
processing at 500l S. Soto Street. Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
recommending that Mr. V. P. Kelley be advanced from Deputy Director
of Sanitation, Grade 3 to Grade 2, effective April 1, 1957, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Director of Sanitation be approved. Motion carried.

Report of Health Department activities for the month of
February, 1957, was presented.
It was moved by Mailliard, seconded by Malburg, that report
of Health Department activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to employ Mr. Byrt M. Waller, Jr. as
Policeman 4th Class effective April 1, 1957, pending the outcome
of physical examination and further investigation, was read.
It was moved by L\ilderson, seconded by Poxon, that request
of the Police Chief be approved. Motion carried.
Communication from J. S. Colton, Building Engineer,
recommending that Mr. E. H. Malkemus be employed as Assistant
Building Engineer and Inspector, Grade 2, at a salary of $550 per
month, effective as soon as he is available, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Building Engineer Colton be approved. Motion carried.
Resolution No. 2039 - A Resolution of the City Council of
the City of Vernon employing Darling, Shattuck & Edmonds as
special counsel, was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2039 be approved and adopted. Motion carried.

Communication from Harold A. Barnett, Consulting Engineer,
dated March 19, 1957, advising that Mr. Dale M. Laird, Junior Civil
Engineer, Grade 4, is resigning effective at close of business on
March 31, 1957, and referring the matter of Mr. Laird's vacation
to the City Council for such action as they may desire to take, was
read.
It was moved by Anderson, seconded by Poxon, that Mr.
