19570402 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD APRIL 2, 1957 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE s .. VERNON s CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Malburg, that minutes of the meetings of March 19 and March 25, 1957 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for the opening of bids for the furnishing of one 1750 Gallon Per Minute Triple Combination Pumper in accordance with Specifications No. 210. It was moved by Poxon, seconded by Malburg, that the Clerk be instructed to open and read the bids subm~tted. Motion carried. The Clerk opened and read the following bid: Crown Coach Corporation $ 30,858.44 It was moved by Poxon, seconded by Mailliard, that the bid' submitted for furnishing of one 1750 Gallon Per Minute Triple Combination Pumper in accordance with Specifications No. 210 be referred to the Fire Chief and the City Attorney for checking and report. Motion carried. Acceptance, without easement prov~s~ons, dated March 26, 1957, signed by L. N. Herschelman, Assistant to Vice President of the Griffin Wheel Company, of offer made on March 25, 1957 by the City of Vernon of $1.10 per square foot for Lots 13-14-15 of Martha Tract as per M.B. 14 - P 188 of Maps Los Angeles County Recorder's Office, excepting the southerly thirty feet, was read. The City Attorney read Escrow Instructions which had been received from the Title Insurance and Trust Company with reference to the abovementioned property. It was moved by Malburg, seconded by Mailliard, that the Mayor be authorized to sign the Escrow Instructions for the City of Vernon and that a down payment of $5,000.00 to accompany said Escrow Instructions be authorized and that the balance be paid at the close of escrow. Motion carried. Franchise Report of the Southern California Gas Company on Ordinance No. 607 for year ending December 31, 1956, together with check in amount of $45,988.81, was read. It was moved by Anderson, seconded by Malburg, that franchise report of the Southern California Gas Company be received and filed. Motion carried. ." Franchise Report of the American District Telegraph Company on Ordinance No. 166 for period ending February 28, 1957, together with check in the amount of $3,916.92, was read. 232 4/2/57 It was moved by Poxon, seconded by Malburg, that franchise report of the American District Telegraph Company be received and filed. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of February, 1957, was read.. It was moved by Anderson, seconded by Poxon, that report of Consulting Electrical Engineer Heinze be received and filed. Motion carried. Statement from Robert C. Kirkwood, State Controller, of estimate of apportionments to be made from the Motor Vehicle License Fee Fund during the 1957-58 fiscal year, was read. It was moved by Malburg, seconded by Mailliard, that statement from Robert C. Kirkwood, State Controller, be received and filed. Motion carried. Communication from Container Transport Company requesting the City Council to again give consideration to the matter of installing overhead street lights at each end of their sixty-foot gate at 3750 S. Soto Street, as per their letter dated February 19, 1957, was read. It was moved by Anderson, seconded by Poxon, that the request of Container Transport Company be considered in the survey that is being made by Southern California Edison Company of the street lighting facilities in the City of Vernon and that Container Transport Company be so advised. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, recommending .that the City of Vernon join the Southern California Civil Defense and Disaster Association at a cost of $10.00 per annum for membership dues, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Assistant Director of Civil Defense be 'approved. Motion carried. Communication from California Sewage and Industrial Wastes Association advising that the 29th annual conference of the California Sewage and Industrial Wastes Association will be held in San Diego, California, at the El Cortez Hotel, May 1 - 4, 1957, and recommending that authorization be granted to send qualified representatives to this conference, was read. Communication from Harold A. Barnett, Consulting Engineer, recommending that Mr. Robert H. King, Sanitary Engineer and Super- intendent of the Water Department, be authorized to attend the annual conference of the California Sewage and Industrial Waste Association to be held in San Diego, California, on May 1 - 4, 1957, inclusive, with an expense allowance of $125.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. .#I/lf -2- 233 4/2/57 Communication from Knights of Columbus, Huntington Park Council No. 2466, petitioning the City Council to proclaim the hours of from noon to three p.m. on Good Friday as a time that all, who may wish to do so, may be relieved from their daily tasks and duties in order to repair to their respective homes or churches for such religious practice and observance as in the conscience of each, freely exercised, they may choose, was read. It was moved by Anderson, seconded by Poxon, that the petition of Knights of Columbus, Huntington Park Council No. 2466, be approved. Motion carried. Communication from A. R. Koomler advising that he would like to rent the piece of land located on the east side of Soto Street and on the north side of the river to park his trucks and to stack some used bricks on pallets, was read. It was moved by Anderson, seconded by Poxon, that Mr. A. R. Koomler be advised that said property is not available for rental. Motion carried. Communication from Southern California Catering Company requesting permission to operate two mobile unit lunch trucks in the City of Vernon, together with communication from Robert S. Stone, Director of Sanitation, recommending that the request be approved on a temporary basis, subject to the conditions as outlined in his letter, dated March 26, 1957, to said company, until such time as regulations for bulk drink dispensers can be initiated, were read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Director of Sanitation be approved and that permit be granted to Southern California Catering Company on a temporary basis subject to the conditions as outlined in letter of Director of Sanitation to said company, under date of March 26, 1957. Motion carried. Communication from Industrial Post Co., Inc. advising that on or about June 13th, they will publish the Southeast Los Angeles Industrial Progress Edition, which will include the complete story of Vernon, and requesting that the City of Vernon purchase one-half page ad in this edition, was read. It was moved by Furlong, seconded by Malburg, that Industrial Post Co., Inc. be notified that the budget allocation for this type of expenditure has been exhausted. Motion carried. Report of police activities for the period March 16 to 31, 1957 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that report of police activities be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, with reference to a new electronic resuscitator which has been investi- gated by Dr. Nemethi and himself, was read. It was moved by Anderson, seconded by Malburg, that communication from the Fire Chief be received and filed. Motion carried. -3- 234 -4- 235 4/2/57 Communication from L. C. Husted, Fire Chief, requesting permission to advance R. R. Morasse from Hoseman Class 3 to Class 2, effective April 16, 1957, and requesting permission to advance H. J. Twomey, B. B. Sipe, D. E. Wasley, G. S. Eystad, T. L. Scott andV. H. Bulkley from Hosemen Class 4 to Class 3, effective April 1, 1957, was read. ... It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting an estimate of the minimum requirements for renovating and repairing the offices in the City Hall formerly occupied by the Police Department and recommending that said work, as outlined, be authorized at an approximate cost of $1,718.90 for the construction portion of the work, and an approximate cost of $1,166.60 for the electrical wiring and the electric fixture and appliance portion of the work, was read. It was moved by Anderson, seconded by Poxon, that said work be authorized. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting Engineering Department Drawing No. A4-l440 showing proposed improvements to be made by the City in the southeast corner of Santa Fe Avenue and 37th Street, and recommending that authority be granted to issue purchase order to George Savala Paving Company, the low bidder, to do the work at a cost of $907.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting Engineering Department Drawing No. B5-l369, revised March 22, 1957, showing in red proposed fence to be constructed at Pumping Plant No. 3 on west side of Water Department property and on the west side of the west raadway between existing fences now surrounding Wells Nos. 9 and 13, and recommending that authority be granted to accept the bid from Coast Wire Fence Company, the low bidder, to do the work at a cost of $1,78l.00,was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, recommending that Mr. Robert H. King, Sanitary Engineer and Super- intendent of the Water Department, be authorized to attend the tenth spring regional meeting of the California Section of the American Water Works Association to be held in Santa Monica, California, April 26, 1957, with an expense allowance of $10.00, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, advising that, in accordance with authorization given by the City 4/2/57 Council on March 5, 1957, william Howard Morrison has been employed as Engineering Clerk Grade 4, effective April 1, 1957, was read. It was moved by ~~lburg, seconded by Poxon, that the employment of William Howard Morrison as Engineering Clerk Grade 4, effective April 1, 1957, be approved. Motion carried. Communication from Mason, Muntz and Associates, dated March 28, 1957, with reference to the structural stability of the Vernon City Hall building, was read. - It was moved by Anderson, seconded by Poxon, that communication from Mason, Muntz and Associates be received and filed. MOtion carried. Franchise Report of Richfield Oil Corporation on Ordinance No. 432 for year ending December 31, 1956, together with check in the amount of $270.97, was read. It was moved by lffiderson, seconded by Poxon, that franchise report of Richfield Oil Corporation be received and filed. Motion carried. Communication from Southern California Edison Company, dated April 2, 1957, submitting revised copies of the Statements covering the payments due on Franchise Ordinances Nos. 503, 611 and 504, and requesting that original statements be returned to them, was read. It was moved by Anderson, seconded by Poxon, that revised Statements be accepted and that the original Statements be returned to Southern California Edison Company. Motion carried. Report from Carl A. Heinze, Consulting Electrical Engineer, with reference to payments tendered by Southern California Edison Company in connection with Franchise Ordinances Nos. 503, 611 and 504, was read. It was moved by Anderson, seconded by Poxon, that the report from Consulting Electrical Engineer Heinze be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, advising that the construction of cement concrete pavement and appurtenances in Santa Fe Avenue at certain intersections from 27th Street to 57th Street has been completed by George Savala Paving Company in accordance with Specifications No. 199 and Plan No. A3- 1286, and recommending that said work be accepted by the City Council, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 2042 - A Resolution of the City Council of the City of Vernon accepting the construction of cement concrete pavement and appurtenances in Santa Fe Avenue at certain inter- sections from 27th Street to 57th Street in accordance with Specifications No. 199 and Plan No. A3-l286 of the City of Vernon, was read. -5- K36 4/2/57 It was moved by Malburg, seconded by Mailliard, that Resolution No. 2042 be approved and adopted. Orr making a firm bid of $1,200.00 for the 150 h.p. motor unit, serial No. 163243, which was removed from Well-No.5, Pumping Plant No.2, and recommending that the offer of Mr. Orr be accepted by the City and that upon payment by him to the City of $1,200.00, he be allowed to take possession of the motor unit and remove it, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of Consulting Engineer Barnett be approved and that the offer of Mr. Orr be accepted by the City and that upon payment by him to the City of $1,200.00, he be allowed to take possession of the motor unit and remove it. Motion carried. Communication from George G. Skalsky, Assistant Director of Civil Defense, advising that Civil Defense sirens have been installed-on top of each of the Fire Stations, and commending Chief Husted and his men for their cooperation and excellent workmanship, was read. It was moved by Anderson, seconded by Malburg, that communication from the Assistant Director of Civil Defense be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, with reference to the proposed lounge room for women and certain rearrangements of facilities in the City Hall, submitting an estimate of the cost of said work and recommending that he be authorized to proceed with the work as outlined at an estimated cost of $900.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of Consulting Engineer Barnett be approved. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, requesting approval to employ Mrs. R. H. Richter as Public Health Nurse, Grade 4, effective April 16, 1957, was read. It was moved by Anderson, seconded by Mailliard, that the request of C. E. Nemethi, M.D., Health Officer, be approved. Motion carried. Communication from Courtesy Caterers requesting a permit to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that request of Courtesy Caterers be referred to the Director of Sanitation with power to act. MOtion carried. Communication from Southern California Planning Congress advising that their organization is open to members of Planning Commissions and their employees and governing bodies, civic -6- I,"- "'''7 .<: 4..) 4/2/57 organizations, quasi-public organizations on the basis of sustaining membership, and all other individuals interested in the problems of planning the development of Southern California cities and counties, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Southern California Planning Congress be received and filed. Motion carried. The City Attorney discussed the Title Report that he had received from Title Insurance and Trust Company on the property at Fruitland Avenue and Downey Road. The City Attorney made a verbal report on Application No. 38382, with amendments, which has been filed by the Southern California Edison Company before the Public Utilities Commission of the State of California for an increase of rates in the City of Vernon. The City Attorney stated that he was of the opinion that the City of Vernon needed the services of an Engineer to make a study and compile a report on (1) the effect of the City of Vernon load on the General Edison load and (2) the cost and feasibility of increasing the size of the City of Vernon plant. It was moved by Anderson, seconded by Poxon, that Consulting Electrical Engineer Heinze and Special Counsel Darling be authorized to expend such sum as necessary to obtain a report covering the abovementioned matters. Motion carried. Mr. John B. Moore, Admiriistrative Assistant, stated that he had received the "Notice of Completion" from Mr. Breo Freeman, Architect, covering the City Hall addition. It was moved by Anderson, seconded by Poxon, that the "Notice of Completion" be referred to the City Attorney for neces- sary action. Motion carried.
