The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of April 2, 1957 be approved as written and submitted.
Motion carried.
Communication from F. A. Ziemer, Chief Deputy City Clerk,
requesting authority to purchase furniture and equipment for use
of the Typist, Switchboard Operator (Relief), at an approximate
cost of $666.18, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Chief Deputy City Clerk Ziemer be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, trans-
mitting letter of resignation from Motor Officer F. G. Wolford and
recommending that resignation be accepted as of the close of business
April 7, 1957, was read.
It was moved by Mailliard, seconded by Malburg, that
recommendation of the Police Chief be approved and resignation of
Motor Officer F. G.Wolford be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting that Lease Agreement, dated February 7, 1957, between
the City of Vernon and Motor Officer French G. Wolford for one 1953
Harley Davidson Motorcycle be terminated as of April 7, 1957, was
read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief be approved and that Lease Agreement
between the City of Vernon and Motor Officer French G. Wolford for
one 1953 Harley Davidson Motorcycle be terminated as of April 7,
1957. Motion carried.

1957, was read.

Communication from Harold A. Barnett, Consulting Engineer,
advising that the furnishing and inst~llation of motor control
equipment at Pump House No.2, in accordance with Specifications
No. 204, has been satisfactorily completed by William Sherwin, dba.
Sherwin Electric Service, and recommending that said equipment be
accepted and the payments made in accordance with the terms of the
contract, was read.

recommendation of Consulting Engineer Barnett be approved. MOtion

Resolution No. 2043 - A Resolution of the City Council of
the City of Vernon accepting the furnishing and installation of
motor control equipment at Pump House No. 2 in accordance with
Specifications No. 204 heretofore approved by the City Council, was
read.
It was moved by Poxon, seconded by Mai1liard, that
Resolution No. 2043 be approved and adopted. Motion carried.

advising that the furnishing and delivery of two electric motor

Layne.& Bowler Pump Company and recommending that said equipment be
accepted and payments made in accordance with the terms of the
contract, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved. Motion

Resolution No. 2044 - A Resolution of the City Council of
the City of Vernon accepting the furnishing and delivery of two
electric motor driving units, one unit each for Wells Nos. 4 and

the City Council, was read.

Sales Corporation, advising that on March 30, 1957 they moved their
complete operation from 2914 E. 46th St., Vernon, to 2211 S. Davie
Ave., Los Angeles, and requesting a refund on a portion of their
1957 license, was read.
It was moved by Anderson, seconded by Poxon, that request
of Kelvinator Division, American Motors Sales Corporation, be
referred to the City Attorney for checking and report. Motion
carried.
Communication from Breo Freeman, A. LA., Architect, with
reference to Additions and Alterations to Vernon City Hall, advising
that the abovementioned project is substantially completed and
listing minor items that should be taken care of by the general
contractor before his sub-contractors' completion time has expired,
was read.
It was moved by Malburg, seconded by Mailliard, that
communication from Breo Freeman, A. I.A., Architect, be referred to
the City Attorney. Motion carried.
Communication from Breo Freeman, A. I.A., Architect, with
reference to Additions and Alterations to Vernon City Hall, submit-
ting Change Orders No. 2 and No. 3 to Specifications No. 187 for
the abovementioned project, was read.
It was moved by Malburg, seconded by Mailliard, that the
Mayor be authorized to approve Change Orders No. 2 and No. 3 to
Specifications No. 187 for the City of Vernon. Motion carried.

Communication from Los Angeles County Boundary Commission
advising that the City of Bell has filed a proposal with the
Secretary of the County Boundary Commission for the annexation of
territory known as Proposed Annexation to the City of Bell and
submitting a photostatic copy of the description of the territory
proposed to be annexed, was read.

cation from Los Angeles County Boundary Commission be received and
filed. Motion carried.
Copy of communication from County of Los Angeles Road
Department, dated April 3, 1957, addressed to the Los Angeles County
Board of Supervisors, recommending that said Board adopt a resolu-
tion finding that the improvement of Downey Road between Slauson
Avenue and Leonis Blvd. is of general County interest and that
County aid shall be extended for the purpose of acquisition of
rights of way for its improvement and that the Division of Property
Management be authorized to make the acquisition, was read.

Communication from State of California, Department of
Public Works, transmitting copy of Senate Concurrent Resolution No.
26,which requests the Department of Public Works to undertake a
study to provide a basis for an overall plan of freeways and
expressways in the State of California and requests agencies of
City and County governments to cooperate in the conduct of the
study, was read.
Communication from Vernon Chamber of Commerce requesting
the City Council to authorize the support of the study relative to
an overall plan of freeways and expressways in the State of Cali-
fornia by all members of the official family and the cooperation of
the City Officials in all ways feasible, was read.

It was moved by Poxon, seconded by Anderson, that the
City Council go on record as being willing to cooperate in the
conduct of a study to provide a basis for an overall plan of
freeways and expressways in the State of California, and that the
Administrative Assistant be instructed to write letters to Mr. G. T.
McCoy, State Highway Engineer, and Mr. Sam R. Kennedy, Los Angeles
County Road Commissioner, so advising. Motion carried.
Communication from Universal Stores, Inc. requesting a
permit to conduct a business of appliance sales at 3050 Leonis
Blvd., was read.
It was moved by Poxon, seconded by Anderson, that request
of Universal Stores, Inc. be approved and permit granted. Motion
carried.
Report of police activities for the period April 1 - 15,
1957 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report
of police activities be received and filed. Motion carried.
Communication from Marshall and Stevens, Inc., dated
April 9, 1957, with reference to revision of appraisal of the City
of Vernon, advising that they will prepare an office revision for
$175.00 per year, subject to certain conditions, and requesting that
the enclosed duplicate of said letter be signed and returned to them
if the terms meet with the approval of the City Council, was read.
It was moved by Poxon, seconded by Malburg, that the
Mayor be authorized to sign letter approving offer of Marshall and
Stevens, Inc. to prepare an office revision of appraisal of the
City of Vernon for $175.00 per year. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting authority to employ I. L. Brummett as Patrolman 4th
Class, effective May 1, 1957, to replace B. G. Wolford, was read.

submitting a print of Drawing No. A4-l44l showing proposed widening
of driveway along south side of the City Hall, and requesting
authority to issue purchase order to F. L. Dunagan, Concrete
Contractor, low bidder, for doing the cement concrete work and
brick work at a cost of $1,185.00, was read.

request of Consulting Engineer Barnett be approved. Motion carried.

the City of Vernon from the Fairchild Aerial Surveys, Inc. at a
cost of $175.00 plus sales tax, was read.

recommending that J. C. Jordan and o. L. Duke be advanced from
Patrolmen Class 2 to Class 1, effective May 1, 1957, were read.

the City of Vernon authorizing the execution of a License Agreement
with Norris-Thermador Corporation, was read.

Communications from Jackson-Markus Supply Company, Alan's
Stand, Stauffer Chemical Company, American Potash and Chemical

with reference to the condition of 26th Street between Downey Road
and Soto Street, requesting that the City Council consider repaving
this portion of the street, wereread.
It was moved by Anderson, seconded by Poxon, that the
Engineering Department be instructed to prepare and submit to the
City Council an estimate of cost for regrading shoulder areas and
paving central twenty foot section of 26th Street between Downey
Road and approximately 800 feet easterly of Soto Street with
asphalt concrete wearing surface. Motion carried.
Communication from Hahn, Hallet & Willcutt Machinery
Company, with reference to reply received from Harold A. Barnett,
Consulting Engineer, under date of March 12, 1957, in answer to
their letter dated February 28, 1957, in which they reque!Jted that
the City Council consider raising the level of the street in front
of their place of business at 3620 Santa Fe Avenue to alleviate the
existing condition of high curbs, requesting that a careful analysis
of this problem be made, was read.
It was moved by Poxon, seconded by Malburg, that the City
Clerk be instructed to advise Hahn, Hallet & Willcutt Machinery
Company that it is impractical to correct the existing condition of
high curbs at this time. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting authority to allow $30.00 per month to Francis W. Sumner,
Engineer's Aide, when using his own motor vehicle in the service of
the City, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of Consulting Engineer Barnett be approved. MOtion carried.
The question of whether employees were to be paid their
car allowance during vacation periods and absences was discussed.
It was moved by Anderson, seconded by Malburg, that this
matter be considered by the Finance Committee in the preparation
of the 1957-58 budget and that some definite policy be established
for all departments relative to car allowance payments. Motion
carried.
Discussion was held with reference to payment of the
balance due at the close of escrow on property purchased from
Griffin Wheel Company.
