19570430 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD APRIL 30, 1957 AT 10:00 A.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The adjourned regular meeting was called to order by Mayor R. J. Furlong. Communication from Harold A. ~arnett, Consulting Engineer, requesting authority to employ Mr. Robert A. Ruppel as Engineer's Aide, Grade 4, effective April 22, 1957, to fill the vacancy created by the resignation of Mr. Dale M. Laird, was read. It was moved by Poxon, seconded by Malburg, that the request of Consulting Engineer Barnett be approved. MOtion carried. Communication from Harold A. Barnett, Consulting Engineer, recommending that he be authorized to purchase a group of steel tables, desks and a combination filing and storage unit from Riccobon and Company at a cost of $1,682.66; and to purchase a group of various types of chairs from General Fireproofing Company at a cost of $1,083.79, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of Consulting Engineer Barnett be approved. MOtion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to increase the engineering personnel by two men, to be classified according to their training and experience as Engineer's Aide Grade 4 through 1 or Junior Civil Engineer, Grade 4 or 3, was read. It was moved by Anderson, seconded by Malburg, that the request of Consulting Engineer Barnett be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, recommending that authority be granted to issue purchase order to U.S. Paving Company, the low bidder, in the amount of $755.00, for restoration of permanent paving in City Hall Yard and widening of driveway on south side of City Hall, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of Consulting Engineer Barnett be approved. MOtion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting vacation schedule for the year 1957 for the Engineering, Water and Street Departments, was read. It was moved by Anderson, seconded by Poxon, that vacation schedule for the year 1957 for the Engineering, Water and Street Departments be approved as submitted. MOtion carried. Communication from Perrish Steel Products, Inc. requesting a permit to operate a business of importation of machinery, etc. at 2036 E. 27th St., was read. --9 4/30/57 It was moved by Anderson, seconded by Poxon, that the request of Perrish Steel Products, Inc. be approved and permit granted. Motion carried. Communication from Fisher Catering Corporation requesting a permit to operate a catering service at 5000 District Blvd., was read. It was moved by Anderson, seconded by Poxon, that the request of Fisher Catering Corporation be referred to the Director of Sanitation with power to act. Motion carried. Communication from Knight & Ungles, Inc. requesting a permit to conduct an insurance business under the name of Vernon Insurance Agency, was read. It was moved by Anderson, seconded by Poxon, that the request of Knight & Ungles, Inc. be approved and permit granted. Motion carried. Communication from Long Beach Upholstery Shop Inc. dba. Certi-Bond Draperies and Carpets, requesting a permit to conduct a business of selling draperies and carpets at 3050 Leonis Blvd., was read. It was moved by Anderson, seconded by Malburg, that request of Long Beach Upholstery Shop Inc. dba. Certi-Bond Draperies and Carpets be approved and permit granted. Motion carried. Communication from Quality Transportation requesting a permit to conduct a trucking business at 4817 Alcoa Ave., was read. It was moved by Poxon, seconded by Malburg, that request of Quality Transportation be approved and permit granted. Motion carried. Communication from Irving Rigmont, dba. Mar-Jac Salvage Company, applying for a junk collector's license in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the application of Irving Rigmont, dba. Mar-Jac Salvage Company, be referred to the Police Department for investigation and report. Motion carried. Communication from Pan Pacific Manufacturing Co. requesting a permit to conduct a business of manufacturing Princess Gas Ranges for use in mobile trailers, at 2053 E. 38th St., was read. It was moved by Anderson, seconded by Poxon, that the request of Pan Pacific Manufacturing Co. be referred to the Fire Department with power to act. Motion carried. Communication from Richard J. Smith requesting a license to operate the Central Manufacturing District Security Patrol, at 4214 Loma Vista Avenue, was read. It was moved by Anderson, seconded by Poxon, that request of Richard J. Smith be referred to the Police Department with power to act. It was moved by Anderson, seconded by Poxon, that request of Sidney Sall be referred to the Police Department with power to act. Motion carried. Communication from A. G. Dentman, owner of the building at 2252 E. 37th St., relative to air pollution coming from Leepers Wood Turning Company at 2228 E. 37 th St., was read. It was moved by Anderson, seconded by Poxon, that communi- cation from A. G. Dentman be referred to the Director of Sanitation for investigation and report. Motion carried. Communication from Union Pacific Railroad Company advising that they have no further use for approximately 550' of track located in 28th Street and that they are willing to abandon the franchise granted by Ordinance No. 130 insofar as that portion of the track is concerned, and that they will abandon the track in place, as is, relinquishing all right, title and interest therein to the City of Vernon, including rails, ties and other track material, was read. It was moved by Poxon, seconded by Malburg, that communi- cation from Union Pacific Railroad Company be referred to the City Attorney and the Engineering Department for investigation and report. Motion carried. Communication from the State Board of Equalization submit- ting a report of the latest available forecasts of the proceeds of state-administered local sales and use taxes in cities and counties of California in the 1957-58 fiscal year, was read. It was moved by Malburg, seconded by Mailliard, that report from the State Board of Equalization be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to attend the 37th Annual Conference of the Peace Officers' Association of the State of California to be held in San Francisco, California May 26th to and including May 29, 1957, with an expense allowance of $200.00, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved. MOtion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated April 26, 1957, together with letter from Southern California Edison Company, dated April 16, 1957, with reference to proposed purchase by American Can Company of the two customer substations now serving their property, was read. (Consulting Electrical Engineer requested that this matter be referred to the City Attorney for report as to the legal manner in which the sale may be consummated and the proper distribution of the funds received.) Ordinance No. 698 - An Ordinance of the City of Vernon regulating the presenting, auditing and payment of demands against said city, and repealing all ordinances and parts of ordinances and all resolutions in conflict herewith, was read in full for a first reading. It was moved by Poxon, seconded by Mailliard, that Ordinance No. 698 receive and pass a first reading. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 699 receive and pass a first reading. Motion carried.
