CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 18, 1957 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE

AVENUE. VERNON, CALIFORNIA.
COUNCIL PRESENT,: Anderson, Furlong, Mailliard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meetings of June 4 and 10, 1957 be approved as written and
submitted. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
submitting report, as requested by prior Council action, concerning
installing modern signs designating the entering into the City of
Vernon, along with recommendations as to type of signs, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Consulting Engineer Barnett be referred to the Finance
Committee for consideration in the 1957-58 budget. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
stating that Francis W. Sumner, Engineer's Aide, is a Staff Sergeant
in the Organized Marine Corps Reserve and has been ordered to parti-
cipate in the training program during July, 1957 at the Marine Corps
Base, 29 Palms, Calif., per orders of the Commandant of the Marine
CDrpS; and recommending that Mr. Sumner be granted leave of absence
with pay for the period of July 6 to July 21, 1957 inclusive, was
read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of Consulting Engineer Barnett be approved. Motion
carried.
Communication from Harold A. Barnett, Consulting Engineer,
stating that effective May 23, 1957, Wilton W. Hanke removed all of
the rails and complied with all the requirements of the agreement
as far as the City of Vernon is concerned, as authorized by agreement
executed under Resolution No. 2030, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from Consulting Engineer Barnett be received and filed.
Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
submitting, for inclusion in the 1957-58 budget for the Water
Department, a ten percent increase in electric power rates due to
anticipated increase, was read.
It was moved by Poxon, seconded by Mailliard, that
communication from Consulting Engineer Barnett be referred to the
Finance Committee for consideration in the 1957-58 budget. Motion
carried.
Communication from Tom Sawyer Foods Inc., 4920 S. So to at.,
submitting a request for curb painting, was read.

It was moved by Poxon, seconded by Mailliard, that
communication from Tom Sawyer Foods Inc. be referred to the Police
Department with power to act. Motion carried.
Communication from Norris-Thermador Corporation requesting
a renewal of their permit to haul refuse through the streets of
Vernon, was read.
It was moved by Anderson, seconded by Poxon, that request
of Norris-Thermador Corporation be approved and permit granted.
Motion carried.
Communication from E. F. Houghton & Co. requesting a
permit to conduct a business of selling and warehousing of
petroleum based products, chemicals and mechanical leather and
rubber packings at 2445 East 26th St., was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from E. F. Houghton & Co. be referred to the Fire Department
with power to act. Motion carried.
Communication from James Tarantino requesting a permit
to operate a catering vehicle in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that request
of James Tarantino be approved and permit granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting letter of resignation from Motor Officer Richard J. Smith,
effective as of the close of business June 15, 1957, and recommending
that resignation be accepted, was read.
It was moved by Poxon, seconded by Mailliard, that
recommendation of the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting copy of resignation from Officer E. Williams, effective
as of the close of business June 23, 1957, and recommending that the
. resignation be accepted, was read.
It was moved by Poxon, seconded by Anderson, that
recommendation of the Police Chief be approved. MOtion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting copy of resignation from Officer O. L. Duke, effective
as of the close of business June 22, 1957, and recommending that
resignation be accepted, was read.
It was moved by Poxon, seconded by Anderson, that
recommendation of the Police Chief be approved. Motion carried.
Communication from Francis D. Schultz, Engineering
Department, requesting that he and his family be considered as
possible future tenants in one of the municipal homes) was read.
It was moved by Poxon, seconded by Mailliard, that
communication from Francis D. Schultz be received and filed. MOtion
carried.

Communication from Carson B. Hubbard, City Attorney,
attaching Escrow Statement; Policy No. 4737151 of Title Insurance,
copy of Agreement with Griffin Wheel Company and check of Title
Insurance and Trust Co. in the amount of $94.48, covering the
purchase of Lots 13, 14 and 15 of Martha Tract, was read.
It was moved by Anderson, seconded by Poxon, that
communication from the City Attorney be received and filed. MOtion
carried.
Communication from Air Pollution Control District
regarding combustible refuse collection increases resulting from
incinerator ban effective October 1, 1957, was read.
It was moved by Poxon, seconded by Anderson, that
communication from Air Pollution Control District be received and
filed. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recommending promotions and new classifications in connection with
the 1957-58 fiscal year budget, was read.
It was moved by Anderson, seconded by Poxon, that
recommendations of Consulting Engineer Barnett be approved. Motion
carried.
Communication from Standard Manufacturing Company, Inc.,
requesting a permit to operate a business of general machine shop
at 2235 East 38th St., was read.
It was moved by Poxon, seconded by Anderson, that request
of Standard Manufacturing Company, Inc. be approved and permit
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting a renewed Lease Agreement between the City of Vernon
and Motor Officer G. W. Walter for lease of one 1956 Harley Davidson
Motorcycle, and requesting that the City approve said renewal lease,
was read.
It was moved by Poxon, seconded by Anderson, that request
of the Police Chief be approved and that said lease be executed
by the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
submitting a Lease Agreement between the City of Vernon and newly
assigned MOtor Officer U. L. White for lease of one 1953 Harley
Davidson Motorcycle and requesting that the City approve said
lease, effective as of June 17, 1957, was read.
It was moved by Anderson, seconded by Poxon, that request
of the Police Chief be approved and that said lease be executed
by the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
requesting permission to hire James William Dancer, Raymond Dennis
Tisdale and Dale Austin Hoffman as Policemen 4th Class, effective
as of July 1, 1957, subject to physical examination, was read.

It was moved by Poxon, seconded by Anderson, that request
of the Police Chief be approved. Motion carried.
Communication fromR. H. Bockhacker, Police Chief,
requesting that Lease Agreement, dated July 3, 1956, between the
City of Vernon and MOtor Officer Richard J. Smith for one 1953
Harley Davidson Motorcycle be terminated as of June 15, 1957,
was read.
It was moved by Poxon, seconded by Mai11iard, that
request of the Police Chief be approveda~at said lease be
terminated as of June 15, 1957. Motion carried.
Communication from R. H. Bockhacker, Police Chief,
recommending that the following men be advanced, effective July 1,
1957, was read:
O. C. Sherwood to 1st Class Patrolman.
R. D. Harrison from Sgt. Grade 2 to Sgt. Grade 1.
J. F. Blankenship from Lieut. Grade 2 to Lieut. Grade 1.
G. G. Vin10ve from Lieut. Grade 2 to Lieut. Grade 1.
It was moved by Anderson, seconded by Poxon, that
recommendation of the Police Chief be approved. MOtion carried.
Communication from L. C. Husted, Fire Chief, requesting
permission to attend the California Fire Chief's Conference at
Bakersfield, California, to be held June 20 - 23, 1957 inclusive,
with an expense allowance of $115.00, was read.
It was moved by Anderson, seconded by Poxon, that request
of the Fire Chief be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recommending that obsolete fittings and valves accumulated by the
City Water Department be sold to L.A. Valve and Fitting Co. in the
amount of $385.85, was read.
It was moved by Poxon, seconded by Anderson, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recommending that authority be given to sell useless pumphead from
Well No.8 to Mr. D. L. Orr, 1822 Monte Vista Dr., Whittier, in
the amount of $100.00, was read.
It was moved by Anderson, seconded by Poxon, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
requesting permission to sell useless City Water Department scrap
bronze and brass material (approx. 1800 lbs.) and scrap iron and
steel (approx. 20 tons) to the highest bidder, Berg Metals Co., was
read.
It was moved by Poxon, seconded by Anderson, that recom-
mendation of Consulting Engineer Barnett be approved. Motion carried.
Report of police activities for the period June 1 - 15,
1957 inclusive, was presented.

It was moved by Mailliard, seconded by Poxon, that report
of police activities for the period June 1 - 15, 1957, inclusive
be received and filed. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recommending that Mr. David D. Grayson be appointed engineering
representative of the City of Vernon to all meetings of Metropolitan
Transportation Engineering Board and Los Angeles Metropolitan
Traffic Association, and requesting authorization for Mr. Grayson
to submit an expense account monthly for reasonable expenses in
connection with said meetings, was read.
It was moved by Poxon, seconded by Anderson, thatrecom-
mendation of Consulting Engineer Barnett-be approved. Motion
carried.
Verbal request from Harold A. Barnett, Consulting Engineer,
that since Mr. David D. Grayson's appointment was approved, the
City Clerk be instructed to write Mr. Lindersmith advising him of
the action of the City Council in order that Mr. Grayson will be
recognized as the City's official representative.
It was moved by Poxon, seconded by Anderson, that the
City Clerk be instructed to write Mr. Lindersmith of the appointment
of Mr. David D. Grayson as official representative of the City of
Vernon. Motion carried.
Communication from Harold A. Barnett, Consulting Engineer,
recommending the use of a portable type incinerator, burning
capacity of 150 pounds per hour, distributed locally by J. B. Seage,
Inc., at a total price of $1,924.00, including sales tax, when the
ban against use of single chamber burners becomes effective July 1,
1957, was read.
It was moved by Anderson, seconded by Poxon, that
authority to purchase a portable type incinerator be granted, said
contract to be forwarded to the City Attorney for approval as to
form, and upon approval the contract is to be forwarded to the
Engineering Department with power to act. Motion carried.
Communication from Kieckhefer-Eddy Division) Weyerhaeuser
Timber Company, requesting installation of a direct fire alarm
connection from their new warehouse located at 4555 S. Everett
Ave., O.M.D. to Vernon Fire Station #1, was read.
It was moved by Poxon, seconded by Anderson, that
communication from Kieckhefer-Eddy Division, Weyerhaeuser Timber
Company, be referred to the Fire Department with power to act.
Motion carried.
Communication, was read, from John B. Moore, Administrative
Assistant, recommending that, in the absence of the Chief Deputy
City Clerk, the following personnel be advanced, effective July 1,
1957:
L. R. Burch from Planning Accountant, Grade 3 to
Grade 2.
L. S. Gorrin from Stenographer-Switchboard Operator,
Grade 3 to Grade 2.
L. C. Husted from Fire Chief, Step 3 to Step 2.

It was moved by Anderson, seconded by Poxon, that
recommendations of the Administrative Assistant be approved.
Motion carried.
Communication from Robert S. Stone, Director of Sanitation,
requesting approval to schedule a chest x-ray survey for City of
Vernon employees on July 1, 1957, from 7:00 A.M. to 11:30 A.M.,
was read.
It was moved by Anderson, seconded by Poxon, that request
of the Director of Sanitation be approved. Motion carried.
Communication from County Sanitation Districts of Los
Angeles County regarding adoption of a resolution of intention to
construct, maintain and operate a refuse transfer and disposal
system within the boundaries of the District, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from County Sanitation Districts of Los Angeles County be
received and filed. Motion carried.
Resolution No. 2065 - A Resolution of the City Council of
the City of Vernon authorizing the execution of a contract with
Rodding-Cleaning Machines, Inc., for cleaning and maintenance
service of sewer lines in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2065 be approved and adopted. Motion carried.

Resolution No. 2066 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees
of said city as of July 1,1957, authorizing certain expense allowances,
and repealing all resolutions in conflict herewith, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No.. 2066 be approved and adopted. Motion carried.

Resolution No. 2067 - A Resolution of the City Council of
the City of Vernon in appreciation of years of faithful service by
Fred Hurley, Deputy City Clerk of the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2067 be approved and adopted. Motion carried.

A verbal report was made by V. R. Poxon, Assistant City
Attorney, suggesting that a plaque be presented to Fred Hurley in
appreciation of the many years of service.
It was moved by Anderson, seconded by Poxon, that a plaque
be obtained, cost not to exceed $22.00. Motion carried.

A verbal report was presented by V. R. Poxon, Assistant
City Attorney, concerning "Proposed Regulations Pertaining to Bulk
Drink Vending Units on Caterers' Vehicles", as requested by Council
action of June 4, 1957, and recommending that said regulations be
approved.
It was moved by Anderson, seconded by Poxon, that
IIProposed Regulations Pertaining to Bulk Drink Vending Units on
Caterers' Vehiclesll be approved. Motion carried.
A verbal discussion was presented by the Engineering and
Health Departments, requesting authority to purchase such air
conditioning units as necessary, prior to approval of the budget
for the fiscal year of 1957-58.
It was moved by Anderson, seconded by Poxon, that since
the cost of the units were included in the requested budget,
authority be granted for purchase prior to approval. Motion
carried.
A suggestion was presented by Mrs. Anderson, Councilwoman,
that a clock be installed in the Council Chambers.
It was moved by Poxon, seconded by Anderson, that the
authority to purchase and install a clock be referred to the Fire
Department with power to act. Motion carried.
