IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE!t VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong It was moved by Poxon, seconded by Anderson, that minutes of the meeting of June 18, 1957 be approved as written and submitted. Motion carried. Communication from L. C. Husted, Fire Chief, advising that the services of Probationary Fireman A. H. Treder were terminated as of the close of business on June 24, 1957, was read. It was moved by Poxon, seconded by Anderson, that action taken by the Fire Chief be approved and communication filed. Motion carried. Communication was read from L. C. Husted, Fire Chief, requesting that the following men be advanced in grade, effective July 1, 1957: B. F. Kirk to Assistant Chief Grade 1 R. M. Eatherly to Assistant Chief Grade 2 L. A. Barnett, Consulting Engineer, recommending that city-owned Olympic Cottage No. 5 and the adjoining lean-to garage be dismantled as it is uneconomical to repair, was read. It was moved by Poxon, seconded by Mailliard, that the recom- mendation of Consulting Engineer Barnett be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, submit- ting letter of resignation from Police Officer Lloyd N. Stronach, effective as of the close of business July 13, 1957, and requesting that said resignation be accepted, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved and resignation of Police Officer Lloyd N. Stronach be accepted. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting that F. Sweeney, L. Ely and J. Jordan be promoted to Detective Grade 3, effective July 1, 1957, was read. Bockhacker, Police Chief, requesting authority to employ Charles Joe Allen as policeman, effective July 16, 1957, pending physical examination and investigation, to fill the vacancy created by the resignation of Earl E. Williams, was read. It was moved by Poxon, seconded by Anderson, that request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to purchase two l~ ton and four 3/4 ton air conditioners for use in the Police Department, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief be approved. Motion carried. Discussion was held with reference to installing air condi- tioning equipment in the Building Department office. It was moved by Anderson, seconded by Poxon, that authority be granted to have adequate air conditioning equipment installed in the Building Department office. Motion carried. Communication from Harandy's requesting a permit to operate a restaurant, delicatessen and cocktail bar at 4910 S. Boyle Avenue, was read. It was moved by Poxon, seconded by Mailliard, that request of Harandy's be referred to the Director of Sanitation for investi- gation and report. Motion carried. Communication from John Hopkins requesting a permit to operate a ~atering vehicle in the City of Vernon, was read. It was moved by Poxon, seconded by Mailliard, that request of John Hopkins be approved and permit granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to re-employ Mr. Eldon Smith as Policeman Grade 1, effective July 16, 1957, was read. It was moved by Anderson, seconded by Poxon, that request of the Police Chief be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Lease Agreement between the City of Vernon and Motor Officer R. C. Post for one 1956 Harley Davidson Motorcycle be renewed effective as of July 24, 1957, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, recom- mending that Lease Agreement between the City of Vernon and Motor Officer S. J. Williams for one 1956 Harley Davidson Motorcycle be renewed effective as of July 17, 1957, was read. It was moved by Poxon, seconded by Mailliard, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. 'I I 7/2/57 Communication from W. E. Weaver, District Manager for Southern California Edison Company, requesting that the vacant city- owned house located at 4323 Furlong Place be assigned to Mr. Charles T. Maxwell, one of their Service Crew Foremen, was read. It was moved by Anderson, seconded by Mailliard, that request of W. E. Weaver, District Manager for Southern California Edison Company, be approved and that city-owned house located at 4323 Furlong Place be leased to Mr. Charles T. Maxwell. Motion carried. Communication from DeLaval Pacific Company requesting a permit to operate a sales office at 2616 Leonis Blvd., was read. It was moved by Anderson, seconded by Poxon, that request of DeLaval Pacific Company be approved and permit granted. Motion carried. Summary of Apportionments of Motor Vehicle License Fees for the period June 1, 1956 to May 31, 1957 as provided in Sections 11003-5, Revenue and Taxation Code, was presented. It was moved by Poxon, seconded by Mailliard, that Summary of Apportionments of Motor Vehicle License Fees be received and filed. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, transmitting letter dated June 17, 1957 from James M. Montgomery, Consulting Engineer, with reference to facilities for obtaining water from the Metropolitan Water District of Southern California, recom- mending that the City make application to the Board of Directors of the Central Basin Municipal Water District for the Metropolitan Water District to make the connection to serve the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the City of Vernon make application to the Board of Directors of the Central Basin Municipal Water District for the Metropolitan Water District to make the connection to serve the City of Vernon and that Mayor R. J. Furlong be authorized to sign said application. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting Sheets 1 and 2 of Engineering Department Drawing No. A4- 1445, dated May 1957, showing in red, proposed setback lines for widening of 25th Street and 26th Street, and recommending that an ordinance be passed covering the various abovementioned setback lines and also that authorization be given for Fairchild Aerial Surveys, Incorporated to make an aerial survey in accordance with their letter of April 10, 1957, at an estimated cost of $360.00, was read. Communication from Los Angeles County Boundary Commission advising that the City of Bell has filed a proposal with the I I 7/2/57 Secretary of the County Boundary Commission for the annexation of territory known as Otis Annexation, was read. It was moved by Mailliard, seconded by Poxon, that communi- cation from Los Angeles County Boundary Commission be received and filed. Motion carried. Communication from Mason, Muntz and Associates with reference to Fire Station Justification Survey, was read. It was moved by Poxon, seconded by Mailliard, that communi- cation from Y~son, Muntz and Associates be received and filed. Motion carried. Report of police activities for the period June 16 - 30, 1957, inclusive, was presented. It was moved by Anderson, seconded by Mailliard, that report of the police activities be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, with reference to proposed Fire Prevention Code, recommending that steps be taken to adopt this code, was read. It was moved by Mailliard, seconded by Poxon, that communi- cation from the Fire Chief with reference to proposed Fire Prevention Code be laid over. Motion carried. Communication was read from L. C. Husted, Fire Chief, requesting permission to advance the following named hosemen to the grades indicated: w. P. Musgrave from Grade 3 to Grade 2 on July 1, 1957 T. V. Mitchell from Grade 3 to Grade 2 on July 1, 1957 P. Pribble from Grade 2 to Grade 1 on July 16, 1957 It was moved by Anderson, seconded by Mailliard, that the request of the Fire Chief be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, requesting authority to employ Mr. D. J. Tucker as Assistant Maintenance Man, Grade 3, effective July 16, 1957, was read. It was moved by Anderson, seconded by Poxon, that the request of Consulting Engineer Barnett be approved. Motion carried. Communication from Frost Rebuilding Company requesting a permit to conduct a business of rebuilding machines and machine tools at 4910 South Boyle Avenue, was read. It was moved by Poxon, seconded by Mailliard, that request of Frost Rebuilding Company be approved and permit granted. Motion carried. Reports of Health Department activities for the months of May and June 1957, were presented. It was moved by Mailliard, seconded by Anderson, that reports of Health Department activities for the months of May and June 1957 be received and filed. Motion carried. I I 7/2/57 Communication from George G. Skalsky requesting permission to take his annual vacation leave commencing July 22, 1957, was read. It was moved by Anderson, seconded by Poxon, that request of George G. Skalsky be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, requesting permission to take his annual vacation leave commencing July 15, 1957, was read. It was moved by Mailliard, seconded by Poxon, that request of the Police Chief be approved. Motion carried. Communication from John H. MOntgomery, Police Officer, tendering his resignation from the Vernon Police Department, effective July 1, 1957, was read. Police Chief recommended that resignation be accepted. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Police Chief be approved and resignation of John H. Montgomery from the Police Department be accepted. Motion carried. Communication from John H. Montgomery requesting a permit to coni~ct a patrol service business under the name of Vernon Security Patrol 2822 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that request of John H. Montgomery be approved and permit granted subject to compliance with City ordinance and other applicable regulations. Motion carried. Communication from R. E. Fife, Southern California Edison Company, transmitting check in the amount of $123,935.17 in payment of rental of leased property, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from R. E. Fife, Southern California Edison Company, be referred to Consulting Electrical Engineer Heinze for verification of the amount transmitted before depositing. Motion carried. Communication and report from Carl A. Heinze, Consulting Electrical Engineer, and Carson B. Hubbard, City Attorney, enclosing the original Partial Release, dated as of November 30, 1956, and the original Conveyance, dated as of November 30, 1956, covering the electric generating and distributing system leased by the Southern California Edison Company from the City of Vernon, was read. (Approved as to form by the City Attorney and approved by the Consulting Electrical Engineer as to the identity of the property to be conveyed and released.) It was moved by Poxon, seconded by Anderson, that communi- cation and report of the Consulting Electrical Engineer and the City Attorney, together with original Partial Release and original Conveyance, dated as of November 30, 1956, covering the electric generating and distributing system leased by Southern California Edison Company from the City of Vernon be received and filed. Motion carried. I I 7/2/57 Ordinance No. 701 - An Ordinance of the City of Vernon specifying the standards, terms and conditions upon which Railroad Spur Track Franchises may be granted by said City, was read in full for a first reading. It was moved by Anderson, seconded by Poxon, that Ordinance No. 701 receive and pass a first reading. Motion carried. Moore, Administrative Assistant, made a verbal request for authority to make hotel reservations for representatives of the City of Vernon who plan to attend the 59th Annual Conference of the League of California Cities to be held in San Francisco on September 22 - 25, 1957. Mr. MOore stated that a deposit of $10.00 is required to hold each reservation. It was moved by Anderson, seconded by Poxon, that the Administrative Assistant be authorized to make hotel reservations for representatives of the City of Vernon who plan to attend the 59th Annual Conference of the League of California Cities in San Francisco, and that a check covering payment of deposit to hold said reservations be authorized.
