19570827 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 27, 1957 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The adjourned regular meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that Ordinance No. 705 receive a third reading by title. MOtion carried. Ordinance No. 705 - An Ordinance of the City of Vernon fixing the amount of money necessary to be raised by taxation upon the taxable property within said city as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July 1, 1957, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read for a third and final reading by title. Motion carried. It was moved by Anderson, seconded by Malburg, that Ordinance No. 705 receive and pass a third reading and be adopted. MOtion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution No. 2077 - A Resolution of the City Council of the City of Vernon fixing the rate of taxes and levying the taxes for the fiscal year beginning July 1, 1957, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2077 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Robert S. Stone, Director of Sanitation, requesting a statement of policy in regards to enforcement procedures in the City of Vernon industrial health program in relation to any legal action that may be taken by the State Health Department and the Division of Industrial Safety to enforce compliance with legal require- ments, was read. (Director of Sanitation recommended that the Health Department should continue to participate in any such proceedings as a third party in order to maintain a continuity of approach and to insure that the facts are presented accurately, and that any companies involved be advised that the City is not participating from a legal- istic standpoint.) It was moved by Anderson, seconded by Poxon, that the recom- mendation of the Director of Sanitation be approved. Motion carried. Communication from Harold A. Barnett, Consulting Engineer, submitting tabulation of the bids received for the construction of asphalt concrete pavement resurfacing in Leonis Boulevard from Pacific Boulevard to Downey Road, in the City of Vernon, in accordance with Specifications No. 214, and recommending that contract be awarded to C. O. Sparks, Inc. and Mundo Engineering Co., on the basis of their I I 8/27/57 low bid of $14,592.00, was read. It was moved by Poxon, seconded by Malburg, that the recom- mendation of Consulting Engineer Barnett be approved. Motion carried. Resolution No. 2078 - A Resolution of the City Council of the City of Vernon accepting the bid of C. o. Sparks, Inc. and Mundo Engineering Co., a joint venture of California corporations, for the construction of asphalt concrete pavement resurfacing in Leonis Boulevard from Pacific Boulevard to Downey Road in accordance with Specifications No. 214 of said city,was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2078 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Central Basin Municipal Water District, addressed to Mayor R. J. Furlong, with reference to the Metropolitan Water District of Southern California Resolution 5034 authorizing construction of a service connection on the Palos Verdes feeder at Vernon Avenue for service to the City of Vernon and stating that the estimated cost of the installation with a Venturi meter was estimated to be $50,000.00, was read. (Central Basin Municipal Water District advised that a check in the amount of $50,000.00 should be forwarded by the City of Vernon to said Central Basin Municipal Water District and upon receipt thereof the Board of Directors of said District will request The Metropolitan Water District of Southern California to proceed with preparation of plans and construction of the service connection in accordance with terms and conditions set forth in Metropolitan Resolution 5034.) It was moved by Anderson, seconded by Poxon, that communi- cation from Central Basin Municipal Water District be laid over. Motion carried. Communication from Mr. C. Keith Mason of Mason, Muntz and Associates, with reference to the terms and conditions of their accepting the appointment of Consulting Engineers for the City of Vernon, was read. Resolution No. 2079 - A Resolution of the City Council of the City of Vernon terminating the employment of Harold A. Barnett as Consulting Engineer of the City of Vernon, was read. It was moved by Mailliard, seconded by Anderson, that Resolution No. 2079 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Resolution No. 2080 - A Resolution of the City Council of the City of Vernon employing the firm of Mason, Muntz and Associates as Consulting Engineers for the City of Vernon and fixing their compensation, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2080 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None I I 8/27/57 Communication from Garrett Freightlines, Inc. requesting an extension of at least another 60 days to complete their contract with the City of Vernon insofar as the improvements on Bandini Blvd. are concerned, was read. (Faithful performance bond posted to complete improvements by November 15, 1957.) It was moved by Poxon, seconded by Anderson, that the request of Garrett Freightlines, Inc. be referred to the City Attorney for investigation and report. Motion carried. Communication and report from Carl A. Heinze, Consulting Electrical Engineer, and Carson B. Hubbard, City Attorney, enclosing the original Partial Release, dated as of May 31, 1957, and the original Conveyance, dated as of May 31, 1957, covering the electric generating and distributing system leased by Southern California Edison Company from the City of Vernon, was read. (Approved as to form by the City Attorney and approved by the Consulting Engineer as to the identity of the property to be conveyed and released.) It was moved by Poxon, seconded by Anderson, that communi- cation and report of the Consulting Electrical Engineer and the City Attorney, together with original Partial Release and original Conveyance, dated as of May 31, 1957, covering the electric generating and distri- buting system leased by Southern California Edison Company from the City of Vernon, be received and filed. Motion carried. Communication from Captain Lawrence C. Newman submitting his resignation from the Fire Department, effective September 1, 1957, was read. It was moved by Poxon, seconded by Malburg, that the resignation of Captain Lawrence C. Newman be accepted. Motion carried. Communication from Jack L. Looper, Fireman, requesting permission to occupy the city-owned house located at 4324 Furlong Place when it is vacated by Captain Newman, was read. It was moved by Mailliard, seconded by Malburg, that the request of Fireman Jack L. Looper be approved. Motion carried. Communication from Marshall Industries requesting a permit to conduct a business of metal fabrication service at 4924 S. Boyle Avenue, was read. It was moved by Poxon, seconded by Mailliard, that the request of Marshall Industries be approved and permit granted. Motion carried. Communication from Acme Electric Welder Company requesting a refund of $95.34 on their 1957 gross receipts business license, was read. It was moved by Poxon, seconded by Anderson, that the request of Acme Electric Welder Company be referred to the City Attorney. Motion carried. Communication from Air Pollution Control District with reference to October 1st ban on refuse burning, was read. It was moved by Poxon, seconded by Anderson, that the ,1 I I 8/27/57 Director of Sanitation be instructed to notify all Vernon residents and firms of the October 1, 1957 ban of refuse burning, and to advise them to make arrangements for refuse collection services. Motion carried. Communication from National Starch Products Inc. requesting a permit to operate awarehouse and sales office at 4455 Fruitland Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of National Starch Products Inc. be referred to the Fire Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief, requesting authority to employ Mrs. Helen A. Davidson as Secretary, Grade 3, effective September 1, 1957, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief be approved. Motion carried. The following excavation applications, all having approval of the Engineering Department, were presented: Application 21322 - John M. Stahl to construct concrete side- walk in N/s Vernon Ave. E/o St. Charles Street. Application 21323 - So. Calif. Water Co. to repair water main in S/s 38th St. E/o Ross St. It was moved by Malburg, seconded by Anderson, that Excavation Applications numbered 21322 and 21323 be filed and permits granted. Motion carried. The following building applications, all having approval of the Building Engineer, were presented: Application 21324 - So. Calif. Edison Co. to construct concrete relay house at 5139 Pacific Blvd. Approximate cost 53,000.00 Application 21325 - Globe-Union, Inc. additional cost of repairing lintel at 5015 District Blvd. Approximate cost 475.00 It was moved by Mailliard, seconded by Malburg, that Building Applications numbered 21324 and 21325 be filed and permits granted.
